What is the Widow, Deserted and Single Woman Pension Scheme?

The Widow, Deserted and Single Woman Pension Scheme of Himachal Pradesh is the component of the state Social Security Pension programme that supports women who have no husband's income to rely on. The Department of Social Justice and Empowerment, formally the Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled, administers it. In everyday use across the state it is called the vidhwa pension, and district offices often list it as the Widow, Destitute and Single Women Pension.

The scheme deliberately covers three distinct situations under a single pension and a single application form:

  • Widows, women whose husbands have died.
  • Deserted, abandoned or destitute women; women whose husbands have left them, or who have been left without family support.
  • Unmarried single women: women aged 45 and above who have never married.

Grouping the three matters because the second and third categories were historically the hardest to cover. A deserted woman has no death certificate to produce and an unmarried woman has no change in status to point to, so both were routinely turned away under schemes designed around widowhood. Himachal Pradesh brought all three into one pension at the same rate.

The scheme is large. Figures reported in April 2026 put 1,26,808 women on the state widow, destitute and single women pension, with a further 25,414 drawing the centrally assisted Indira Gandhi National Widow Pension Scheme (IGNWPS). Together they form the second-largest block of the state's 8,41,917 social security pensioners after the old-age pension.

Who is eligible for the Himachal Pradesh widow and single woman pension?

You can apply if:

  • You are a permanent resident of Himachal Pradesh and hold a bonafide or permanent residence certificate.
  • You are a widow aged 18 or above, and your husband's death can be established by a death certificate.
  • You are a deserted, abandoned or destitute woman aged 18 or above, with a certificate from the competent revenue authority confirming your status.
  • You are an unmarried single woman aged 45 or above who has never married.
  • You hold a savings bank account in your own name that can be seeded with Aadhaar.

There is no income ceiling. This is the most important recent change to the scheme. Himachal Pradesh removed the income ceiling and the requirement of Gram Sabha approval for widowed, deserted and single women. Both changes matter in practice: the income test previously excluded women whose household income on paper included earnings they had no access to, and the Gram Sabha requirement meant a woman had to have her personal circumstances discussed in a village meeting before her claim could move. Neither now applies.

You cannot apply, or are not eligible, if:

  • You are an unmarried woman below 45 years of age. The lower age floor of 18 applies only to widows and deserted women.
  • You have remarried. Remarriage ends eligibility from the date of the marriage, and a sanctioned pension must be surrendered.
  • You are already drawing another pension, a family pension after your husband, a service pension, or another social security pension such as the old-age or disability pension. Only one social security pension is payable per person.
  • You are not a permanent resident of Himachal Pradesh.
  • You are a serving government employee.

A woman who is separated but not deserted, for example, living apart while her husband continues to support her โ€” does not fall in the deserted category, and the revenue authority will not issue the desertion certificate in such a case.

How much does the widow and single woman pension pay?

Age of the woman Monthly pension
18 to 69 years Rs 1,500
70 years and above Rs 1,700

The Rs 1,500 rate applies to all women up to the age of 69 across the state's social security pension categories, and around 2,67,040 women were drawing it as of April 2026. The rate was raised to this level from the lower amount of Rs 1,150 paid earlier, so older printed material and third-party listings still quoting Rs 1,150 for the widow pension are out of date.

Payment is by direct benefit transfer into the woman's own Aadhaar-seeded savings account at a bank or post office. Credits are made on a monthly cycle, and arrears run from the month of sanction rather than the month of application.

What documents are required for the widow pension?

Document Mandatory Notes
Bonafide / permanent residence certificate Yes Proves permanent residence in Himachal Pradesh
Husband's death certificate Widows only Not required for other categories
Desertion or abandonment certificate Deserted women only Issued by the Tehsildar or competent revenue authority
Unmarried status certificate Single women only Certifies never-married status at age 45 or above
Proof of age Yes Aadhaar, voter card, birth certificate or school record
Aadhaar card Yes For identification and bank seeding
Bank account passbook Yes Savings account in the woman's own name
Passport-size photographs Yes Usually two

No income certificate is required, because the income ceiling has been removed for all three categories.

How to apply for the Himachal Pradesh widow and single woman pension

  1. Collect the social security pension application form free of charge from the Tehsil Welfare Office, the District Welfare Officer's office or the Panchayat Secretary. Mark the correct category: widow, deserted or destitute, or unmarried single woman: because the supporting certificate required depends on it.
  2. Obtain the status certificate for your category. A widow needs the death certificate of her husband; a deserted woman needs a desertion certificate from the Tehsildar; an unmarried single woman needs an unmarried status certificate. The bonafide certificate can be applied for through the HimSeva portal at himseva.hp.gov.in or at a Lok Mitra Kendra.
  3. Fill the form using your name exactly as it appears on Aadhaar, and enter your bank account number and IFSC code carefully. A name mismatch between Aadhaar and the bank passbook is the single most common reason a sanctioned pension fails to credit.
  4. Attach the documents; residence certificate, category certificate, age proof, Aadhaar copy, bank passbook first page and photographs.
  5. Submit the form to the Panchayat Secretary in rural areas, or the Municipal Corporation, Municipal Council or Nagar Panchayat office in urban areas, and collect a dated acknowledgement.
  6. Track the case as it is verified by the Tehsil Welfare Officer and sanctioned by the District Welfare Officer.
  7. Verify the first credit in your passbook once the sanction SMS arrives, and confirm the amount matches the rate for your age.

How do you check the status of a widow pension application?

Himachal Pradesh does not publish a self-service online tracker for social security pension cases. Status is confirmed in practice by:

  1. Visiting the Tehsil Welfare Office with the acknowledgement receipt and its date, which is the fastest and most reliable route.
  2. Asking the Panchayat Secretary, who maintains the register of pension cases forwarded from the Panchayat.
  3. Checking the bank passbook, since the first credit is itself proof of sanction.

The HimSeva citizen helpline on 0177-3525111 can point you to the correct district office if you do not know which Tehsil Welfare Office covers your area.

Why do widow pension applications get rejected?

  • Wrong category chosen. A deserted woman filing as a widow cannot produce a death certificate, and the case fails at verification. Choose the category that matches the certificate you can actually obtain.
  • Desertion certificate refused because the revenue authority is not satisfied that the husband has abandoned the applicant. This is the commonest obstacle in the deserted category and usually needs Panchayat-level corroboration.
  • Unmarried applicant below 45. There is no relaxation of this age floor.
  • Another pension already being drawn, most often a family pension sanctioned after the husband's death. A widow drawing a family pension is not eligible for the social security widow pension.
  • Bank account in someone else's name, or a joint account. The pension is paid only into an account held by the woman herself.
  • Life certificate not submitted annually, which stops an already-sanctioned pension.
  • Remarriage not reported, which leads to recovery of amounts drawn after the marriage date.

Key dates and continuing obligations

The scheme is open through the year with no fixed last date, and cases are sanctioned in batches as the district office clears them. Two obligations keep a sanctioned pension running: filing the annual life certificate at the Tehsil Welfare Office or through the bank, and reporting any change in bank account, address or marital status. A woman who moves to another district within Himachal Pradesh should get the case transferred rather than apply afresh.

How to raise a grievance about the widow pension

  • Tehsil Welfare Officer: first stop for a pending, rejected or stopped case.
  • District Welfare Officer. The sanctioning authority, and the correct level for an appeal against rejection or for a disputed desertion certificate.
  • Directorate of the Department of Social Justice and Empowerment at esomsa.hp.gov.in, where a district office has not resolved the matter.
  • HimSeva citizen helpline: 0177-3525111, for help with the supporting certificates and for locating the right office.

Applying for this pension costs nothing. No official or agent is authorised to charge a fee for getting a woman's name added to the pension list.

Frequently asked questions

How much is the widow pension in Himachal Pradesh?

Eligible women receive Rs 1,500 a month up to the age of 69 and Rs 1,700 a month from the age of 70. The amount is the same for widows, deserted or abandoned women and unmarried single women, and it is credited by direct benefit transfer to the woman's own bank account.

Is there an income limit for the Himachal Pradesh widow pension?

No. Himachal Pradesh removed the income ceiling for widowed, deserted and single women, so no income certificate is needed for this pension. The state also dropped the earlier requirement of Gram Sabha approval for these categories, which had been a common source of delay.

At what age can an unmarried single woman apply for this pension?

An unmarried single woman can apply from the age of 45. Widows and deserted, abandoned or destitute women can apply from the age of 18, so the 45-year floor applies only to the never-married category.

Can a widow who remarries continue to draw the pension?

No. Remarriage ends eligibility, and the pension must be surrendered from the date of remarriage. Amounts drawn after remarriage are treated as wrongly received and are recovered when detected during verification.

Can I apply for the widow pension online in Himachal Pradesh?

No, the application itself is offline and is submitted on a printed social security pension form at the Tehsil Welfare Office, the Panchayat or the District Welfare Officer's office. The HimSeva portal at himseva.hp.gov.in is used to obtain the supporting bonafide and status certificates, not to file the pension claim.

What is the difference between the state widow pension and the national widow pension?

The national scheme is the centrally assisted Indira Gandhi National Widow Pension Scheme for widows below the poverty line, while the state scheme covers the wider group of widowed, deserted and single women without an income test. Himachal Pradesh reported 25,414 beneficiaries under the national widow pension and 1,26,808 under the state widow, destitute and single women pension in April 2026.

Why has my widow pension stopped in Himachal Pradesh?

The usual reasons are a missing annual life certificate, a dormant or un-seeded bank account, or a name mismatch between Aadhaar and the bank record. Report the stoppage at the Tehsil Welfare Office, which can restore the pension with arrears once the record is corrected.

Can a woman draw this pension and the old-age pension together?

No, a woman can draw only one social security pension at a time. A widow who is also above 60 is sanctioned under one category only, and since the rate is Rs 1,500 up to 69 and Rs 1,700 from 70 in both categories, the amount received is the same either way.
