What is the Technical Education Scholarship Scheme?

The Technical Education Scholarship Scheme is the stipend programme of the Department of Technical Education, Vocational and Industrial Training, Government of Himachal Pradesh, headquartered at Sundernagar in Mandi district. The scheme supports students enrolled in the state's technical stream, engineering degree courses, polytechnic diplomas and Industrial Training Institute trades, with a small monthly cash stipend intended to cover recurring study costs rather than tuition fees.

According to the Department of Technical Education's scholarship page, the rates are set by course level and category:

Course level Category Rate
Degree SC and ST Rs 500 per month
Degree General Rs 300 per month
Diploma All categories Rs 200 per month
ITI SC, ST and OBC Rs 250 per month

Applications for all three levels are routed through the National Scholarship Portal (NSP) rather than through a separate departmental form. That matters in practice, because it means the claim is governed by the NSP calendar and by NSP rules on Aadhaar, one-student-one-scholarship and institutional verification.

Alongside its own stipend, the department publicises three AICTE scholarships worth Rs 50,000 per year for students in AICTE-approved technical institutions: Pragati, with 100 places allocated to girl students of Himachal Pradesh, Saksham for students with disabilities, and Swanath for orphans, wards bereaved by COVID-19 and wards of armed forces and paramilitary personnel killed in action. These are applied for on the AICTE portal, aicte-india.org, and not on NSP.

Main features

  • Run by the Department of Technical Education, Sundernagar, not by the Directorate of Higher Education.
  • Covers degree, diploma and ITI level technical courses.
  • Rates from Rs 200 to Rs 500 a month, decided by level and category.
  • Filed and verified online on the National Scholarship Portal.
  • Paid by direct benefit transfer into an Aadhaar-seeded account.

Who is eligible for the Technical Education Scholarship Scheme?

You are eligible if:

  • You are a bonafide resident of Himachal Pradesh studying in a technical institution of the state.
  • You are enrolled as a regular student in a technical degree, diploma or ITI course.
  • Your category matches the rate you are claiming, SC or ST for the Rs 500 degree rate, General for the Rs 300 degree rate, any category for the Rs 200 diploma rate, and SC, ST or OBC for the Rs 250 ITI rate.
  • Your institution is willing and able to verify your claim on the National Scholarship Portal, since institutional verification is compulsory there.
  • You hold an Aadhaar-seeded savings bank account in your own name.

You are not eligible if:

  • You are a General category ITI trainee, because the ITI rate is listed only for SC, ST and OBC students.
  • You are enrolled in a general academic course rather than a technical one. Arts, commerce and science degree students are not covered here and should look at the Directorate of Higher Education's state-sponsored schemes instead.
  • You are studying in an institution that is not registered on the National Scholarship Portal, since an unverified claim cannot be sanctioned.
  • You are already drawing another scholarship for the same course and year.
  • You are not a bonafide Himachali.
  • You have discontinued or been struck off the rolls, as the stipend is payable only for the period of actual attendance.

How to apply for the Technical Education Scholarship Scheme

  1. Confirm your institution is registered on NSP. Ask the scholarship in-charge at your polytechnic, engineering college or ITI for the institute NSP code. Without it the application cannot be linked for verification.
  2. Register on the National Scholarship Portal at scholarships.gov.in using your Aadhaar number and an active mobile number, and note the application ID the portal issues.
  3. Complete the one-time registration (OTR) and profile details, then choose the Himachal Pradesh technical education scholarship applicable to your course level from the scheme list.
  4. Fill the application with your course, year, institution, category and Aadhaar-seeded bank account details, and upload the bonafide certificate, marksheet, caste certificate where applicable and photograph.
  5. Submit and print the application, then hand the printout with self-attested copies to the institution's scholarship in-charge.
  6. Have the institution verify your claim on its NSP institute login. This is the step at which most claims stall, so follow it up in person.
  7. Track the case on NSP until the status shows sanctioned and the amount is released to your bank account.
  8. Renew every session by filing a renewal application on NSP with the previous year's or semester's result.

How to apply offline or without your own device

  1. Use the computer laboratory or scholarship cell of your own technical institution, which holds the NSP institute login and normally runs assisted filing camps at the start of the session.
  2. Alternatively use a Lok Mitra Kendra or common service centre to complete the NSP form, then take the printout to the institution.
  3. Keep the printed acknowledgement with the NSP application ID, it is required for every follow-up and grievance.

How do I check my scholarship status?

Sign in to the National Scholarship Portal with your application ID and check the status page, which shows whether the claim is pending at institute level, pending at state level, sanctioned or disbursed. A claim showing "pending at institute" has not yet been verified by your college or ITI, and only the institution can move it. Once it reaches "disbursed", the money is released by direct benefit transfer to the Aadhaar-seeded account. Departmental queries go to the Department of Technical Education, Sundernagar on 01907-266120 or techedu-hp@nic.in.

Why applications get rejected

  • Institution did not verify the claim on NSP before the state deadline.
  • Bank account not Aadhaar-seeded, which causes the DBT to fail even after sanction.
  • Category claimed does not match the certificate, for example a General category ITI trainee claiming the SC/ST/OBC ITI rate.
  • Duplicate claim against the same Aadhaar for another scholarship in the same year.
  • Course not covered, such as a general degree or a short private certification instead of a recognised technical course.
  • Renewal filed without the previous result, or filed after the NSP window closed.

Key dates

The Technical Education Scholarship Scheme follows the National Scholarship Portal calendar, which typically opens for fresh and renewal claims after the academic session begins and closes in the winter, with a separate, shorter window for institute and state verification after the student deadline. No permanent statewide last date is published in advance by the department, so watch both scholarships.gov.in and the notices on techedu.hp.gov.in, and file early, the verification window is short and a claim that is not verified in time cannot be revived.

Where to complain

Take the first grievance to the scholarship in-charge of your own institution, since institutional verification causes most of the delays. Escalate to the Department of Technical Education, Vocational and Industrial Training, Sundernagar on 01907-266120 or techedu-hp@nic.in. Problems with the National Scholarship Portal itself, such as OTR failures or Aadhaar mismatch errors, are handled through the NSP helpdesk published on scholarships.gov.in.

No fee is payable to apply. No institution, official or agent may charge a technical student for filing, verifying or sanctioning a scholarship claim.

Frequently asked questions

How much does the Himachal Pradesh Technical Education Scholarship pay?

The Department of Technical Education lists four rates, Rs 500 per month for SC and ST students at degree level, Rs 300 per month for General category students at degree level, Rs 200 per month for all categories at diploma level, and Rs 250 per month for SC, ST and OBC students at ITI level. The highest of these works out to Rs 6,000 a year.

Where do I apply for this scholarship?

Applications are filed on the National Scholarship Portal at scholarships.gov.in, not on a separate departmental form. The Department of Technical Education's own scholarship page routes degree, diploma and ITI claims through NSP, and the institution verifies them there.

Do diploma students get a different amount from degree students?

Yes. Diploma students receive Rs 200 a month irrespective of category, while degree students receive Rs 300 or Rs 500 a month depending on whether they are General or SC/ST. The diploma rate is flat, so no caste certificate is needed to claim it.

Are General category ITI trainees covered?

No. The ITI level rate of Rs 250 per month is listed for SC, ST and OBC trainees only, so General category ITI trainees are not eligible for that particular stipend and should look at the state's other merit schemes or the central schemes on the National Scholarship Portal instead.

What AICTE scholarships are available alongside this scheme?

Three AICTE scholarships of Rs 50,000 a year are open to Himachal students in AICTE-approved degree and diploma institutions, Pragati for girl students with 100 seats allocated for Himachal Pradesh, Saksham for students with disabilities, and Swanath for orphans, wards bereaved by COVID-19 and wards of armed forces and paramilitary personnel killed in action. These are applied for through the AICTE portal.

Is the stipend paid monthly into my account?

The rate is expressed per month but the release is made as a consolidated direct benefit transfer for the sanctioned period once the institution verifies the claim and the department sanctions it, so students should not expect a credit on a fixed day each month.

Can I claim this along with another scholarship?

No, not for the same course and year. Scholarship rules do not permit two awards for the same course, and the National Scholarship Portal flags duplicate claims against the same Aadhaar number. Choose the higher-value award.

Whom do I contact if my scholarship is not sanctioned?

Contact the Department of Technical Education, Vocational and Industrial Training at Sundernagar on 01907-266120 or by email at techedu-hp@nic.in, after first checking with the scholarship in-charge of your own institution, which is the verifying authority on the National Scholarship Portal.
