What is the senior citizen ID card in Himachal Pradesh?

The senior citizen ID card in Himachal Pradesh is a state-issued photo identity card applied for through HimSeva, the Himachal Pradesh e-District portal at himseva.hp.gov.in. The service appears in the portal's official service list as "Sr. Citizen ID Card: Application for Sr. Citizen ID Card", and it sits under the Department of Empowerment of SC, OBC and Minority Affairs, not under the Revenue Department that issues most Himachal certificates.

That departmental placement is worth noting, because it puts the senior citizen card in the same family as the Disability ID Card, the Old Age Pension Scheme (e-Kalyan), the Widow Pension, the Ekal Nari and Deserted Women pensions and the Swaran Jayanti Ashrey Yojna (SJAY), the department's welfare portfolio. The ID card is the identity document; the pensions are separate applications with separate tests.

One practical point first: the older address edistrict.hp.gov.in now redirects, with a notice that the e-District Himachal Pradesh Portal has been renamed the HimSeva Portal. If a form or an old article sends you to the e-District address, you will end up on HimSeva, which is the correct destination.

Who is eligible for a Himachal Pradesh senior citizen ID card?

You can apply if:

  • You have reached senior-citizen age and hold a date of birth document, birth certificate, school leaving certificate or matriculation certificate, that proves it.
  • You are resident in Himachal Pradesh and can show it through the Parivar Register, ration card, voter card or a utility bill for the Himachal address.
  • You have an Aadhaar number and a working mobile number. HimSeva runs citizen registration and tracking on OTP, and the portal publishes an Aadhaar Section 7 notification covering its services.

You cannot apply if:

  • You have not reached the qualifying age. Age is the whole of the test for this card; no other criterion can substitute for it.
  • You are not a resident of Himachal Pradesh. A senior citizen living in a neighbouring state applies to that state's own scheme, not to HimSeva.
  • You are applying for a pension rather than an identity card. Old Age Pension, Widow Pension and the other e-Kalyan schemes are listed separately on the same HimSeva service page, with their own conditions; applying for the ID card does not start a pension.

The senior citizen ID card is also not a BPL certificate, not an income certificate and not the Bonafide Himachali certificate. Those three are Revenue and Rural Development services on the same portal, each with its own document list and fee.

What documents are required?

Document Mandatory Notes
Date of birth proof Yes Birth certificate, school leaving certificate or matriculation certificate
Aadhaar card Yes Used for HimSeva citizen authentication under the portal's Aadhaar Section 7 notification
Residence proof in Himachal Pradesh Yes Parivar Register copy, ration card, voter card or utility bill
Passport-size photograph Yes Uploaded with the online application
Registered mobile number Yes OTP-based registration and tracking
Copy of Parivar Register Usually The residence document most often asked for; HimSeva issues it as a separate service

Scan each document as a clear, readable file within the size limit the upload box shows. An unreadable scan is the commonest reason a HimSeva file is sent back for correction, and a returned file restarts the clock.

How to apply for a senior citizen ID card in Himachal Pradesh online

  1. Open himseva.hp.gov.in and use Citizen Login, or Sign up for citizen login if this is your first HimSeva application. Registration is done once and covers every service on the portal.
  2. Verify the OTP sent to your mobile number and complete your profile with your name, date of birth, father's or husband's name, district, tehsil, panchayat and full Himachal address, exactly as they appear on your Aadhaar.
  3. Select the department, Empowerment of SC, OBC and Minority Affairs, and then the service "Sr. Citizen ID Card" from the service list.
  4. Fill the application form, entering your date of birth as it appears on the age proof you are uploading, and your residential address in Himachal Pradesh.
  5. Upload the documents: date of birth proof, Aadhaar, residence proof and the passport-size photograph, each into its labelled slot.
  6. Pay the Rs 20 government fee on the payment screen and save the receipt.
  7. Submit and note the reference number printed on the acknowledgement. You need it for "Track Application" and later for "Verify Certificate".
  8. Download the issued card or certificate from your HimSeva account once the application status shows it has been approved.

How to apply through a Lok Mitra Kendra

  1. Visit your nearest Lok Mitra Kendra (LMK) or Common Service Centre. HimSeva publishes a "How to apply for LMK" note and a checklist and procedure document for e-District services on its home page.
  2. Hand over the documents — date of birth proof, Aadhaar, residence proof and photograph, and let the operator file the same HimSeva application on your behalf.
  3. Pay Rs 45 in total and insist on a receipt: Rs 20 government fee plus Rs 25 as the LMK / CSC charge, exactly as set out in the notified Rate List of LMK Charges for G2C Services published on the portal.
  4. Collect the acknowledgement with the reference number, and track the file online or ask the same LMK to track it for you.

The LMK route ends in the same HimSeva workflow. The operator is only typing your application into the portal, which is why the extra charge is a fixed Rs 25 and not a negotiation.

How do I check the status of my application?

  • Online: open Track Application on himseva.hp.gov.in and enter the reference number from your acknowledgement. The status updates in real time as the file moves between officers.
  • Verify Certificate: the portal has a separate page for verifying a certificate that has already been issued, which is what a department checks when you produce the card.
  • By phone: call the citizen helpline 0177-3525111, or the toll free 1800 180 8076 published on the HimSeva home page, with the reference number ready.
  • Through the Lok Mitra Kendra that filed the application, if you applied offline.

What does it cost, and what should you refuse to pay?

The Himachal Pradesh notified Rate List of LMK Charges for G2C Services is unusually clear on this service. Against "Application for Sr. Citizen ID Card", under the Department of Empowerment of SC, OBC and Minority Affairs, it records:

  • Government fee: Rs 20
  • Processing charges: Nil
  • LMK / CSC charge: Rs 25
  • Total: Rs 45

The same rate list fixes the general Lok Mitra Kendra charge for e-District G2C services at Rs 25 per application submission, with scanning at Rs 5 per page and a black-and-white print at Rs 5 per page. Those are the only legitimate charges.

So the honest total is Rs 20 if you apply yourself on HimSeva, and Rs 45 if a Lok Mitra Kendra files it for you. Anyone quoting hundreds of rupees, or promising a faster card for a fee, is charging for something the Himachal government does not sell. There is no paid priority queue on HimSeva. Ask for the printed rate list, every Lok Mitra Kendra is required to have it, and pay against a receipt.

Does the card expire, and can it be corrected?

Age does not lapse, so a senior citizen ID card is not a document you renew each year the way an income certificate must be renewed. What does happen is correction: a date of birth or a name spelt differently on the card and on Aadhaar will be questioned wherever you produce it. If the issued card carries an error, raise it immediately through the HimSeva grievance link with the reference number and a scan of the correct document, rather than waiting until a hospital or a transport counter refuses the card.

Why do applications get rejected in Himachal Pradesh?

  • Date of birth mismatch between the uploaded age proof, the Aadhaar record and the form. This is the single most common cause across all HimSeva services.
  • Unreadable uploads, a photograph of a document taken at an angle, or a scan too dark to read.
  • Residence proof that does not cover the Himachal address entered in the form, or a Parivar Register copy that is years out of date.
  • Name spelt differently on the age proof and on Aadhaar, particularly where a middle name or a surname has been dropped.
  • Wrong service selected, for example, applying for Old Age Pension (e-Kalyan) when you wanted the Sr. Citizen ID Card, or the reverse.
  • Mobile number not reachable for the OTP, which stops both submission and tracking.

Grievance and helpline route

  • HimSeva citizen helpline: 0177-3525111
  • Toll free: 1800 180 8076
  • Officers' digital helpline: 0177-3525101 / 0177-3525102, useful when a Lok Mitra Kendra operator needs to escalate on your behalf
  • Feedback / Grievance link on himseva.hp.gov.in, and the portal's PSG section for services notified under Himachal's public service guarantee framework
  • Mukhyamantri Seva Sankalp Helpline 1100, listed on HimSeva as the state's grievance redressal service for complaints about state government departments
  • District Welfare Office of your district, which handles senior-citizen work on the ground for the Department of Empowerment of SC, OBC and Minority Affairs

Quote your HimSeva reference number on every call. Without it, no helpline can locate the application.

Documents required

Proof of date of birth
Birth certificate, school leaving certificate or matriculation certificate. Age is the only substantive test for this card, so the date of birth document is the one that decides the application.
Aadhaar card
HimSeva operates under an Aadhaar Section 7 notification published on the portal, and Aadhaar is used to authenticate the citizen login.
Proof of residence in Himachal Pradesh
Copy of the Parivar Register (Pariwar Register), ration card, voter card or an electricity or water bill for the Himachal address.
Passport-size photograph
Scanned and uploaded with the online application; the card is a photo identity card.
Mobile number registered for OTP
HimSeva citizen registration and application tracking both run on an OTP sent to the registered mobile number.
Copy of Parivar Registeroptional
Himachal's Panchayat-issued family register is the residence document most commonly asked for at the counter, and HimSeva issues it as a service of its own if you do not have a current copy.

Frequently asked questions

Which department issues the senior citizen ID card in Himachal Pradesh?

The Department of Empowerment of SC, OBC and Minority Affairs issues it. The HimSeva e-District service list places "Sr. Citizen ID Card" under that department, alongside the Disability ID Card and the e-Kalyan pension schemes.

Where do I apply for a Himachal Pradesh senior citizen ID card?

On the HimSeva portal at himseva.hp.gov.in, which is the renamed e-District Himachal Pradesh portal — edistrict.hp.gov.in now redirects to it. You can also apply through a Lok Mitra Kendra or Common Service Centre, which files the same online application for you.

How much does the senior citizen ID card cost in Himachal Pradesh?

Rs 20 as the government fee. The notified Rate List of LMK Charges for G2C Services shows Rs 20 government fee, nil processing charge, Rs 25 LMK/CSC charge and Rs 45 total for the Application for Sr. Citizen ID Card.

Can I apply without going to a Lok Mitra Kendra?

Yes. Registering yourself on himseva.hp.gov.in and filing the application through the citizen login avoids the Rs 25 Lok Mitra Kendra charge, leaving only the Rs 20 government fee.

What is the Himachal Pradesh e-District helpline number?

The citizen helpline is 0177-3525111, and the portal also publishes a toll free number 1800 180 8076. Officers use a separate digital helpline on 0177-3525101 and 0177-3525102.

How do I track my HimSeva application?

Use "Track Application" on himseva.hp.gov.in with the reference number from your acknowledgement. The same portal has a "Verify Certificate" page for checking a certificate already issued.

Is the senior citizen ID card the same as the old age pension?

No. The Old Age Pension Scheme is a separate e-Kalyan service listed under the same department on HimSeva, with its own income and eligibility conditions. The ID card certifies status; the pension pays money.

What if my application is delayed beyond the notified time?

Himachal Pradesh notifies services under its Public Service Guarantee framework, and the HimSeva portal carries a PSG section and a grievance route. You can also raise it on the Mukhyamantri Seva Sankalp helpline 1100, which HimSeva lists as a grievance redressal service.
