Ration Card in Himachal Pradesh
Himachal Pradesh state government scheme
A ration card in Himachal Pradesh is issued by the Department of Food, Civil Supplies and Consumer Affairs, which publishes a free Application Form for Ration Cards on food.hp.gov.in and runs an online Ration Card Management System. The Citizen's Charter commits to same-day inclusion or deletion of members and a fresh card within seven days against a surrender certificate, and the department can be reached on 0177 2623749.
What is a ration card in Himachal Pradesh and who issues it?
A ration card in Himachal Pradesh is issued by the Department of Food, Civil Supplies and Consumer Affairs, Government of Himachal Pradesh, at Block No. 42, Aapurti Bhavan, SDA Complex, Kasumpti, Shimla 171009. The department is responsible for the issuance, management and regulation of ration cards under the Targeted Public Distribution System, and the card is the household's instrument for drawing subsidised foodgrain and essential commodities.
The department states its objectives plainly: to ensure food security to eligible households, to provide subsidised foodgrain and essential commodities, to maintain transparency and accountability in the public distribution system, and to identify and benefit genuine and deserving families.
Himachal Pradesh has also digitised heavily. The department runs an online Ration Card Management System (RCMS), Aadhaar-enabled beneficiary authentication, ePoS-based ration distribution, online application and tracking services, and SMS alerts with real-time transaction monitoring. Note that the state's e-District portal has been renamed the HimSeva portal, so an older e-District link may redirect.
Which ration card categories does Himachal Pradesh use?
Himachal Pradesh is one of the few states that still runs the pre-NFSA labels alongside the NFSA ones. The department lists five categories:
- Priority Household (PHH)
- Antyodaya Anna Yojana (AAY)
- Below Poverty Line (BPL)
- Above Poverty Line (APL)
- Above Poverty Line Taxpayer (APLT)
Eligibility for each is determined as per the guidelines issued by the state government and the Government of India from time to time. The department also notes that special cards or a different identifiable colour are issued for those below the poverty line, entitling them to essential commodities at special subsidised rates.
What does foodgrain cost on a Himachal Pradesh ration card?
The department publishes the consumer issue price and scale by category:
| Category | Commodity | Issue price | Scale |
|---|---|---|---|
| AAY (NFSA) | Wheat / atta | Rs 2.00 per kg | 20 kg / 18.800 kg per family per month |
| AAY (NFSA) | Rice | Rs 3.00 per kg | 15 kg per family per month |
| Priority Household (NFSA) | Wheat / atta | Rs 2.00 per kg | 3 kg / 2.800 kg per member per month |
| Priority Household (NFSA) | Rice | Rs 3.00 per kg | 2 kg per member per month |
| APL (Other than NFSA) | Wheat | Rs 7.60 per kg | Per published scale |
| APL (Other than NFSA) | Wheat atta | Rs 9.30 per kg | 14 kg or 6.5 kg per family per month |
| BPL | Wheat | Rs 5.25 per kg | Per family-size slab |
| BPL | Rice | Rs 6.85 per kg | Per family-size slab |
| APY | Rice | Free of cost | 10 kg per person per month |
BPL entitlements are graded by family size, from 17 kg wheat and 13 kg rice for the largest slab down to 2 kg wheat and 3 kg rice for the smallest. Priority Household families of up to three members are additionally given foodgrain from the state's Other Than NFSA allocation at OTNFSA rates, to bring their entitlement up to 10, 15 and 20 kg per card respectively.
Beyond cereals, HP supplies pulses at Rs 33 to Rs 60 per kg under NFSA rates (3 kg per family per month), edible oil at Rs 122 to Rs 151 per litre under NFSA rates (1 litre for cards with 1 to 2 members, 2 litres for 3 members and above), iodised salt at Rs 8 per kg (1 kg per family per month) and sugar at Rs 13 per kg under NFSA (500 g per head per month). APL taxpayers pay materially more for the same items, for example Rs 41 per kg for sugar against Rs 13.
APL consumers in the tribal areas of the state are additionally provided 20 kg wheat or atta and 15 kg rice per family per month, in force since September 2014.
Who is eligible for a ration card in Himachal Pradesh?
You can apply if:
- You are a member of a family, or an individual, residing in the state. The Citizen's Charter is unusually broad here: every adult and child member of a family or an individual residing in the State will be entitled for a ration card under the rules as prevalent from time to time.
- You have moved within Himachal Pradesh and hold a surrender certificate from your previous area, in which case a fresh card is issued within seven days.
- You have moved into the state and have surrendered your earlier card elsewhere.
You cannot apply if:
- Your household already holds a live ration card in Himachal Pradesh, and no surrender certificate has been issued.
- The member you wish to add is already listed on another live card.
Which category you are put in is a separate question from whether you get a card at all. AAY and PHH follow the National Food Security Act criteria; BPL identification follows the state's poverty criteria, which the Citizen's Charter requires to be transparent and widely publicised, with complaints about inclusion or non-inclusion in the BPL target group dealt with by bodies like the Gram Panchayat or a specifically nominated official.
Is a separate BPL certificate needed in Himachal Pradesh?
Himachal Pradesh is the exception worth noting. Most states have folded BPL into the NFSA card categories, and HP has too in the sense that BPL is a ration card category, not a separate certificate. The department lists BPL among its five ration card categories and issues special or differently coloured cards for below-poverty-line families. What you obtain is a BPL ration card, and the card is the proof of the entitlement and the special subsidised rates.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application Form for Ration Cards | Yes | Free download from food.hp.gov.in; also in Hindi at DFSC and Inspector offices |
| Aadhaar of every family member | Yes | For Aadhaar seeding, e-KYC and ePoS authentication |
| Residence proof in Himachal Pradesh | Yes | Fixes the fair price shop the card attaches to |
| Surrender certificate | If you have moved | Fresh card in seven days on producing it |
| Proof of date of birth | For an addition | Inclusion is same-day with proof, or 7 days if verification is needed |
| Death certificate | For a deletion | To remove a deceased member |
How to apply for a ration card in Himachal Pradesh
- Get the Application Form for Ration Cards. The department publishes it as item 1 under Citizen Corner → Downloadable Forms on food.hp.gov.in, and the Citizen's Charter commits that simple application forms in Hindi will be available at the District Food and Supplies Controller and Inspector Food and Supplies office.
- Ask for help filling it if you need it. The charter records that special arrangements are available at the District Food and Supplies Controller office and with the Area Inspector Food and Supplies to help applicants fill the forms properly and to explain the procedure followed before cards are issued.
- Fill in the family details — every adult and child member, with dates of birth, relationships and Aadhaar numbers, and the complete address, so the correct fair price shop can be attached.
- Attach Aadhaar copies, residence proof and, where the family has moved, the surrender certificate from the previous area.
- Submit at the Inspector Food and Supplies or District Food and Supplies Controller office and take the acknowledgement. The charter requires that every application be duly acknowledged on the spot and given a suitable registration number.
- Note the collection date on the acknowledgement slip. The slip will indicate the date on which the card can be collected, assuming the information given is correct and verification is completed.
- Collect the card on that date, and confirm the fair price shop at which the card is registered. The department advises all cardholders on the shop where they should register the card for supplies, and any difficulty in this will be resolved within two days by deputing inspecting officials.
How long should each ration card service take?
The Citizen's Charter publishes explicit time limits, which is the most useful thing an HP applicant can hold an office to:
| Service | Time limit | Authority |
|---|---|---|
| Inclusion or deletion of family members | Same day on presentation of card with required proof; within 7 days if physical verification is necessary for additions | Area Rationing Office |
| Change of address within the same fair price shop area | Same day | Area Rationing Office |
| Change of address involving change of fair price shop | Within one week | Area Rationing Office |
| Surrender certificate on transfer of family to another city | Same day | Area Rationing Office |
| Fresh ration card on production of a surrender certificate within the state | Within seven days | Area Rationing Office |
If the card is not ready on the date given in the acknowledgement slip, the charter requires that the reasons for the delay and the likely date by which the card will be available are invariably intimated to you.
How do I check my ration card status in Himachal Pradesh?
- Use the department's online application and tracking services and the Ration Card Management System, reached from food.hp.gov.in.
- Watch for SMS alerts, which the department runs alongside real-time transaction monitoring.
- Ask at the Inspector Food and Supplies office, quoting the registration number on your acknowledgement slip.
- Escalate to the Food and Supplies Officer or the District Controller, FCS&CA, whom the department names as the citizen support route.
Why Himachal Pradesh ration card applications get delayed or rejected
- A live card already exists for the household and no surrender certificate has been produced.
- No surrender certificate after a move, which is what triggers the seven-day fresh card commitment.
- Physical verification is pending for an addition, which the charter itself allows up to seven days for.
- Aadhaar seeding or e-KYC is incomplete, which blocks ePoS authentication at the shop even after a card is issued.
- Category dispute, a household placed in APL or APL Taxpayer that believes it belongs in BPL. The charter routes inclusion and non-inclusion complaints on the BPL list to the Gram Panchayat or a nominated official.
- Bogus card detection. The department commits to stringent steps and surprise checks to detect bogus and unauthorised ration cards.
What does it cost, and what to watch out for
The Application Form for Ration Cards is a free download from food.hp.gov.in and is handed out free in Hindi at the District Food and Supplies Controller and Inspector Food and Supplies offices. The department does not publish a citizen fee for a new ration card. Pay only what a departmental counter asks for against a receipt, and nothing to an agent.
The Citizen's Charter puts the department on record on conduct as well: all staff and officials having public contact in connection with the issue of ration cards will bear name badges and will attend to the public courteously and promptly, and the names, designations, telephone numbers and addresses of officers to whom grievances about delay or rejection can be addressed will be prominently displayed at the office. Ask for that display board if you are being sent away repeatedly.
