Property Registration (Sale Deed) in Himachal Pradesh
Himachal Pradesh state government scheme
Property registration in Himachal Pradesh runs on NGDRS at ngdrshp.gov.in, where the Department of Revenue lets a buyer enter deed data online, view circle rates, calculate stamp duty, pay through the HIMKOSH e-challan gateway and book a Sub-Registrar appointment. The registration fee for a sale deed is 2% of the market value or consideration, whichever is higher, subject to a minimum of ₹100.
What is property registration in Himachal Pradesh?
Property registration in Himachal Pradesh is the process of entering a sale deed in the register of the Sub-Registrar having jurisdiction over the land, after paying stamp duty and the registration fee. The department responsible is the Department of Revenue, Government of Himachal Pradesh, and the online system is the National Generic Document Registration System (NGDRS) at ngdrshp.gov.in/NGDRS_HP_LIVE/.
Registration of a sale of immovable property is compulsory under Section 17 of the Registration Act, 1908. Until the deed is registered, no title passes, however much has been paid and whatever the parties have written.
Himachal Pradesh registered deeds for years on HIMRIS, an NIC-built system interlinked with HIMBHOOMI, the state's land records software. HIMRIS is still visible in the state's citizen services listing, and legacy deed data from 2005 to 2019 is searchable on the NGDRS portal. Current registrations run on NGDRS-HP, which added citizen-side data entry, online valuation, an online appointment system, and online calculation and payment of stamp duty. Since 10 December 2025, payment verification on the portal is mandatory before a registration proceeds.
Who can and cannot register a sale deed in Himachal Pradesh?
You can register if:
- You are the buyer and seller of immovable property situated in Himachal Pradesh, land, a flat, a house, a shop or agricultural land.
- The purchaser is an agriculturist of Himachal Pradesh, evidenced by the agriculture certificate of the purchaser that heads the department's upload list.
- The purchaser is a non-agriculturist who holds prior permission under Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act, 1972.
- Both parties are adults of sound mind competent to contract. Where an executant is a minor, the portal requires a "Document For Minor Seller" to be uploaded, and the transaction must be through a lawful guardian.
- A party acts through a General Power of Attorney, in which case NGDRS-HP requires a copy of the GPA plus an additional affidavit that the GPA has not been revoked and is still alive.
- The party is a company, trust, society or firm, entered on the portal under the appropriate party category rather than as an individual.
You cannot apply if:
- The purchaser is a non-agriculturist without Section 118 permission. This is the hard stop unique to Himachal Pradesh, and no Sub-Registrar can waive it.
- The land falls under a property prohibition, NGDRS-HP has a Check Property Prohibition button in the Property Details tab, and a flagged khasra will not go forward.
- Stamp duty or registration fee is short-paid against the circle-rate market value, or the payment has not been verified on the portal.
- The seller's title is not shown in the jamabandi for the khewat, khatauni and khasra being sold.
- The land is government land, or land under a court injunction, attachment or statutory bar on transfer.
- The deed is presented at the wrong Sub-Registrar office, jurisdiction follows the land, and the office is selected in the General Information tab.
- Either party or the witnesses fail to appear for the appointment.
What documents are required for a sale deed?
The Department of Revenue's own checklist for a sale deed lists:
| Document | Mandatory | Notes |
|---|---|---|
| Nakal of Jamabandi | Yes | Record of rights for the khasra being sold |
| Circle rate / structure rate copy | Yes | Latest published rate for the revenue location |
| Agriculture certificate or Section 118 permission | Yes | Whichever applies to the purchaser |
| Affidavit on distance from the road | Yes | By seller and purchaser, for valuation |
| ID proof of seller and purchaser | Yes | Aadhaar or other photo identity |
| PAN of seller and purchaser | Optional | Listed as optional in the checklist |
| Valuation by a registered valuer | If applicable | Where the sale includes a built-up structure |
| Approved map | If applicable | Where the built-up area is within municipal limits |
| Copy of Tatima | If applicable | Where a specific area of a khasra is sold |
| GPA copy plus non-revocation affidavit | If applicable | Where a party acts through a GPA |
| Document for a minor seller | If applicable | Where an executant is a minor |
| Two witnesses with photo ID | Yes | Entered online, present in person |
The khewat, khatauni and khasra numbers are the identifiers that matter in Himachal Pradesh. NGDRS-HP lets you add them as property attributes and pull the land record data directly, so a mismatch between the deed and the jamabandi surfaces at data entry rather than after registration.
What does it cost?
Two separate government charges apply, plus a small pasting fee:
- Registration fee to 2% of the market value of the property or the consideration amount, whichever is higher, subject to a minimum of ₹100, rounded off to the nearest ₹10. This rate covers a certificate of sale, a conveyance or sale deed, a further charge with possession, a gift and a mortgage deed with possession.
- Stamp duty, charged under the Indian Stamp Act, 1899 as it applies in Himachal Pradesh, computed by the portal on the higher of the circle-rate market value and the consideration. Check the figure the NGDRS calculator returns for your own deed rather than relying on a broker's rule of thumb.
- Pasting fee, a nominal charge shown as a separate line in the pre-registration docket.
For comparison, the department's own worked example in the user manual shows a sale deed with a consideration of ₹25,00,000 attracting stamp duty of ₹1,50,000 and a registration fee of ₹50,000, a total of ₹2,00,000, plus a ₹10 pasting fee.
Other useful rates from the same fee table: 0.05% of the value, minimum ₹100 and maximum ₹1,000, for a deposit of title deeds, bond, exchange deed, partition deed, release deed, settlement deed, transfer of lease and mortgage without possession; and a flat ₹100 for any other registrable document including a power of attorney, will or adoption deed. A duplicate presented along with the original costs ₹10. No registration fee is chargeable on a document executed in favour of or on behalf of Government where the fee is payable by Government.
How to apply for property registration in Himachal Pradesh
- Settle Section 118 first. Confirm whether the purchaser is an agriculturist of Himachal Pradesh. If not, obtain State Government permission under Section 118 of the HPTRA, 1972 before anything else. This cannot be fixed later.
- Pull the Nakal of Jamabandi for the khewat, khatauni and khasra, and confirm the seller's name, share and area.
- Check the circle rate for the revenue location using the Circle Rates link on ngdrshp.gov.in, so you know the minimum valuation before you agree a price.
- Register as a citizen on NGDRS-HP and log in with your username, password and captcha, with OTP verification.
- Open Document Entry and click New Document Entry, then complete the General Information tab; article 23 for a conveyance or sale deed, deed title, number of pages, date of execution, deed writer or advocate, and the district and Sub-Registrar office where the deed will be submitted.
- Complete the Property Details tab; district, area type, tehsil or sub tehsil, revenue village, revenue location and property usage, then add the khewat, khatauni and khasra numbers, view the land record data, run Check Property Prohibition, and save.
- Complete the Party and Witness tabs, entering both seller and purchaser with one set as presenter, and the witnesses. English data entry is compulsory. The writer of the deed cannot be the identifier.
- Complete the Fee Calculation tab, enter the consideration or secured amount and click Calculate & Save. The portal returns stamp duty, registration fee and pasting fee.
- Pay online through HIMKOSH, the state's e-challan and Government Receipts Accounting System, under the head for fees for registering documents, and keep the challan.
- Upload the documents listed in the Required Upload Document List — items marked with a red star are mandatory.
- Make the final submission. The system will not accept the application until every status tab on the left is ticked.
- Book the appointment in the Appointment tab: choose a date, a shift and a free time slot. Red slots are unavailable.
- Attend the Sub-Registrar office on the appointed date with both parties, the two witnesses, the original documents and the payment proof. The office verifies the data, captures photographs and signatures, prints the endorsement page and returns the original papers.
Is there an offline route?
Yes, in practice. A deed writer or advocate registered on NGDRS-HP can do the entire data entry on your behalf. The portal has a separate Citizen / Operator login and records the name of the deed writer in the General Information tab. Under the older HIMRIS workflow the deed details were entered at one window and the citizen then approached the Sub-Registrar, who verified the data, approved it, captured the photographs of executants and witnesses on the spot and printed the endorsement page, returning the original papers the same day against 2–3 days in the fully manual process. The NGDRS workflow keeps that same-day return of originals.
What no offline route changes is the substance: Section 118 still applies, the circle rate still fixes the minimum valuation, and both parties still appear before the Sub-Registrar.
How do I check the status of my registration?
- Portal dashboard: the Document Entry list on NGDRS-HP shows every deed against its Pre Registration Number, with a Status column that moves from Data Entry to Submitted to Registration Process, plus the appointment date.
- Pre-registration docket: download the PDF summary showing article, deed sub-title, pages, stamp duty, registration fee, village name, market value and consideration; check every figure before your appointment.
- Legacy search: deeds registered between 2005 and 2019 are searchable under the legacy data option.
- Appointment: the dashboard shows the allocated slot and a reschedule option.
- Help desk: the NGDRS help desk email is published on the portal as helpdesk[dot]ngdrs[at]nic[dot]in.
What do I do after the deed is registered?
Registration transfers title; the revenue record does not follow by itself.
- Apply for mutation (intkal) at the tehsil so the jamabandi is corrected to your name. HIMBHOOMI is the land records system the entry lands in.
- Pay land revenue in your own name for the next cycle and keep the receipt.
- Update the municipal record for a house or flat inside municipal limits.
- Obtain a certified copy of the registered deed and store it apart from the original.
- Transfer electricity and water connections to your name.
Why do registrations fail or get delayed in Himachal Pradesh?
- No Section 118 permission where the purchaser is a non-agriculturist. This is the most common reason a Himachal purchase collapses.
- Property prohibition flag on the khasra, thrown up by the portal's own check.
- Under-valuation. The consideration is below the circle rate, so the computed stamp duty is higher than the parties budgeted.
- Khewat, khatauni or khasra mismatch between the deed and the jamabandi.
- Missing tatima where only part of a khasra is being sold.
- Missing road-distance affidavit, which the valuation depends on.
- Incomplete tabs, the portal blocks final submission until all status tabs are ticked, and applicants often forget the Party or Witness tab.
- Unverified payment, which since 10 December 2025 stops the registration.
What should you refuse to pay?
The only compulsory charges are stamp duty, the 2% registration fee and the nominal pasting fee, and all of them are computed by the NGDRS-HP calculator and paid into the treasury through the HIMKOSH e-challan gateway, which produces a receipt in your own name. Circle rates are published on the portal and the stamp duty calculator is free to use before you commit to anything.
A deed writer or advocate legitimately charges a professional fee for drafting the deed and doing the data entry; agree that fee in writing beforehand. What is never legitimate is a payment to "get the circle rate reduced", to "arrange Section 118", or to "release the file at the counter". Section 118 permission comes from the State Government on a written order, not from a middleman, and a Sub-Registrar has no discretion to discount a notified circle rate. Do the calculation yourself on ngdrshp.gov.in, pay the challan yourself, keep every receipt, and never share an Aadhaar OTP or your portal password with an agent.

Frequently asked questions
Which portal is used for property registration in Himachal Pradesh?
Himachal Pradesh uses the National Generic Document Registration System at ngdrshp.gov.in/NGDRS_HP_LIVE/, run for the state by the Department of Revenue. The portal handles citizen and deed-writer registration, circle rate lookup, document entry, stamp duty calculation, online payment, document upload and Sub-Registrar appointment booking. It replaced the older HIMRIS system, and legacy deeds from 2005 to 2019 are searchable separately on the same portal.
What is the registration fee for a sale deed in Himachal Pradesh?
The registration fee for a conveyance or sale deed in Himachal Pradesh is 2% of the market value of the property or the consideration amount, whichever is higher, subject to a minimum of ₹100, with the fee rounded off to the nearest ₹10. The same 2% rate applies to a certificate of sale, a gift and a mortgage deed with possession, according to the Department of Revenue's applicable fee table.
What is Section 118 permission and do I need it?
Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act, 1972 bars the transfer of land to a non-agriculturist without the prior permission of the State Government, and the sale deed checklist requires either an agriculture certificate of the purchaser or that Section 118 permission. This is the single most important restriction on buying land in Himachal Pradesh and it is decided before registration, not at the Sub-Registrar counter.
How do I pay stamp duty and the registration fee in Himachal Pradesh?
You pay online through HIMKOSH, the state's e-challan and Government Receipts Accounting System, which is integrated with NGDRS-HP. In the Fee Calculation tab you enter the consideration or secured amount, the portal calculates stamp duty, registration fee and pasting fee, and the total is pushed to the HIMKOSH payment gateway under the head for registration of documents.
Can I register a property in Himachal Pradesh entirely online?
No, data entry, valuation, fee payment and appointment booking are online, but photographs and signatures are captured at the Sub-Registrar office, so both parties and the witnesses must attend in person. The NGDRS portal states plainly that photos and signatures are taken at the SRO and not online.
How do I book a Sub-Registrar appointment?
After final submission of the application on NGDRS-HP you move to the Appointment tab, pick a date and a shift, and choose a free time slot — slots marked red are already taken. The Department of Revenue user manual shows a general shift from 10:00 to 17:00 with a lunch break, and hourly slot blocks that each hold a limited number of appointments.
What are circle rates and where do I check them?
Circle rates are the government's minimum valuation for land and structures in a revenue location, and NGDRS-HP has a Circle Rates link on its home page as well as a View Rate button inside the Property Details tab. Stamp duty is charged on the higher of the circle-rate market value and your consideration, so a deed written below the circle rate does not reduce the duty.
What happens if a sale deed is not registered in Himachal Pradesh?
An unregistered sale deed does not transfer title to immovable property, because registration is compulsory under Section 17 of the Registration Act, 1908. You will also be unable to get the mutation entered in the jamabandi, and no bank will lend against the land.
