Scheme of Provision of Subsidized Rams to Sheep Breeders, Himachal Pradesh
Himachal Pradesh state government scheme
The Scheme of Provision of Subsidized Rams to Sheep Breeders is a Himachal Pradesh Animal Husbandry Department scheme that supplies breeding rams of the Rampur Bushahri and Gaddi breeds at a subsidised price to improve indigenous carpet wool. It is 1 of only 6 departmental schemes on hpahdbt.hp.gov.in, and applications are free.
What is the Scheme of Provision of Subsidized Rams to Sheep Breeders?
The Scheme of Provision of Subsidized Rams to Sheep Breeders is a state-sector scheme of the Department of Animal Husbandry, Government of Himachal Pradesh. According to the department's official subsidy portal at hpahdbt.hp.gov.in, the scheme supplies breeding rams of the Rampur Bushahri and Gaddi breeds to sheep breeders at a subsidised price, with the stated purpose of improving the quality and quantity of indigenous carpet wool produced in the state. It is listed there as 1 of only 6 departmental schemes available for online application, alongside Him Kukkut Palan Yojana, Krishak Bakri Palan Yojana, Uttam Pashu Puraskar Yojana and the two streams of the pregnant cow and buffalo ration scheme.
Sheep rearing in Himachal Pradesh is not a hobby sector. Shepherd families in Chamba, Kangra, Kullu, Lahaul-Spiti, Kinnaur and Shimla districts move flocks between low-altitude winter grazing and high alpine summer pastures, and wool along with mutton is a real part of household income. The limiting factor in that system is genetics: a flock of ewes served by a poor-quality ram produces coarse, short-staple fleece that fetches a low price at the wool board's collection points. Replacing the breeding male is the single cheapest way to lift the fleece quality of an entire flock, because one ram influences the whole season's lamb crop.
Why the department supplies rams instead of cash
- A shepherd cannot easily buy a proven breeding ram in an open market that barely exists in the hills.
- Rams raised on the state's own sheep breeding farms come with known parentage and health status.
- Distributing the animal itself, rather than money, guarantees the genetic improvement actually reaches the flock.
Who is eligible for the subsidised rams scheme?
You can apply if:
- You are a bonafide resident of Himachal Pradesh, evidenced by a Himachali bonafide certificate. The scheme is funded from the state budget.
- You are a working sheep breeder who already keeps a flock of ewes. The scheme upgrades an existing flock rather than starting one.
- Your flock is kept in Himachal Pradesh, including migratory flocks that graze within the state's seasonal routes.
- You can maintain the ram, feed it, house it and present it for veterinary care and periodic inspection.
- You have a bank account in your own name for any component of the benefit paid by Direct Benefit Transfer.
You cannot apply if:
- You are not a bonafide resident of Himachal Pradesh.
- You keep no sheep. There is no breeding flock for the ram to serve, and the veterinary officer's flock verification will fail.
- You want the ram for meat or for resale rather than for breeding. This is a breed-improvement scheme, and diverting the animal defeats its purpose.
- You are an institution or a commercial company rather than an individual breeder, unless a separate institutional route is notified for that year.
- You have already received a subsidised ram recently and it is still in service, since the limited annual supply is spread across as many flocks as possible.
The Department of Animal Husbandry has not published a separate income ceiling or age limit for this scheme on its portal. Districts sometimes reserve a share of the year's rams for Scheduled Caste and Scheduled Tribe breeders, which is why a caste certificate is listed as an optional document.
What is the benefit worth?
The benefit is the difference between what it costs the state to rear a quality breeding ram on a departmental sheep breeding farm and the subsidised price the breeder actually pays. The Department of Animal Husbandry notifies that subsidised rate against each financial year's budget and does not publish a permanent figure on hpahdbt.hp.gov.in, so this guide does not quote one. Ask the District Deputy Director, Animal Husbandry, or call 1800-180-8006 for the current year's rate.
The longer-term value is larger than the price difference. A single ram serves a flock of ewes for several breeding seasons, so the improvement in fleece staple and weight carries across every lamb born in those years. That is the return the scheme is actually designed to buy.

How to apply for a subsidised ram
- Visit your nearest veterinary hospital or dispensary and tell the veterinary officer that you want a ram under the subsidised rams scheme. The officer records your flock size, which is the eligibility check that matters most.
- Open hpahdbt.hp.gov.in, the Department of Animal Husbandry's official DBT and subsidy portal, and register using your mobile number.
- Select the subsidised rams scheme from the list of 6 schemes on the portal home page and open the application form.
- Enter your details β name, Himachali bonafide details, village, block and district, flock size, and your bank account number with IFSC exactly as printed in the passbook.
- Upload the scanned documents from the table above, submit the form, and save the application number shown on the acknowledgement screen.
- Wait for the flock verification visit, then for allotment against the ram stock available at the state sheep breeding farm serving your district.
- Collect the ram from the point the department notifies, pay the subsidised rate, and keep the receipt and the animal's health record.
Offline route. Take the same documents to the veterinary institution, fill the paper form there and get a receipt. The application moves from the veterinary institution to the Block Veterinary Officer and then to the District Deputy Director, Animal Husbandry. The department itself notes on hpahdbt.hp.gov.in that payment gateway integration is still in progress and parts of the process run offline, so the paper route is a normal and fully valid way to apply. For migratory shepherd families who are on the move for months, the offline route through the home-district veterinary institution is usually the practical one.
Assisted filing. Any Lok Mitra Kendra can file the online application for you. The department has notified fixed Lok Mitra Kendra charges for its online schemes, and no centre may charge above that notified amount.
How do you check your application status?
- Log in to hpahdbt.hp.gov.in with your registered mobile number and open the track-application section.
- Enter the application number from your acknowledgement.
- If the status has not changed, ask at the veterinary institution that recorded your flock, since allotment happens at district level.
- Call 1800-180-8006 or +91-177-2830089, 10:00 AM to 5:00 PM, for a direct answer from the department.
Why applications get rejected or delayed
- No verifiable flock. The commonest reason. The veterinary officer's flock verification is the gate, and an applicant with no ewes does not pass it.
- Missing Himachali bonafide certificate, which fails the very first check on a state-funded scheme.
- Bank name mismatch between the passbook and the Aadhaar record, which blocks any DBT component.
- Ram stock exhausted for the year. This is a delay rather than a rejection. The state's breeding farms produce a limited number of quality rams per season, and applications made late in the financial year roll into the next.
- Duplicate application from the same household in the same cycle.

Frequently asked questions
What does the Scheme of Provision of Subsidized Rams to Sheep Breeders give?
The scheme supplies breeding rams to sheep breeders at a subsidised price so that flocks can be upgraded. According to the Himachal Pradesh Department of Animal Husbandry's DBT portal, the rams are of the Rampur Bushahri and Gaddi breeds and the purpose is to improve the quality and quantity of indigenous carpet wool produced in the state.
Which breeds of ram are supplied under the scheme?
Rampur Bushahri and Gaddi rams are supplied. Both are the state's own indigenous carpet-wool breeds, adapted to Himachal Pradesh's hill and migratory grazing conditions, which is why the department multiplies them on its own sheep breeding farms rather than importing exotic stock.
How much do I pay for a subsidised ram?
You pay only the subsidised rate notified by the Department of Animal Husbandry for that financial year, not the full cost of raising the ram. The department has not published a permanent price on its portal, so confirm the current rate with the District Deputy Director, Animal Husbandry, or on the toll-free number 1800-180-8006 before you apply.
Who is not eligible for the subsidised rams scheme?
A person who is not a bonafide resident of Himachal Pradesh is not eligible, and neither is an applicant who does not actually keep sheep. The scheme upgrades an existing breeding flock, so someone with no ewes, or a trader buying rams for resale or for meat rather than for breeding, cannot apply.
Where do I apply for a subsidised ram?
Apply on hpahdbt.hp.gov.in, the Department of Animal Husbandry's official subsidy portal, where the subsidised rams scheme is listed as one of 6 schemes. You can also apply on paper at your nearest veterinary hospital or dispensary, which is the more common route for migratory shepherd families.
Is there a fee to apply?
No. The application itself is free at both hpahdbt.hp.gov.in and at any veterinary institution. A Lok Mitra Kendra may charge only the fixed government-notified fee for assisted filing of departmental schemes.
How long does it take to get the ram?
Delivery depends on the ram stock available at the state sheep breeding farms in that season rather than on the date you applied. Because the annual supply is limited, applications made early in the financial year have a better chance of being met within the same year.
Whom do I contact if my application is not moving?
Contact the District Deputy Director, Animal Husbandry, in your district first. Beyond that, the Directorate at Pashudhan Bhawan, Boileauganj, Shimla 171005 can be reached on +91-177-2830089 or at dir-ah-hp@nic.in, and the Himachal Pradesh CM Helpline 1100 accepts grievances against any state department.
