What is Mukhya Mantri Shagun Yojana?

Mukhya Mantri Shagun Yojana is a marriage-assistance scheme of the Government of Himachal Pradesh run by the Directorate of Women and Child Development. The directorate states its objective plainly: to provide financial assistance for the marriage of girls above 18 years of age from Below Poverty Line families.

The grant is Rs 31,000, paid once per marriage. The scheme is listed by the directorate among its state girl-child schemes, alongside Mukhya Mantri Kanyadaan Yojana and the Widow Re-Marriage grant, and the department's own application system carries it under the heading "Application for Marriage Grant to Girl/Women under Shagun Scheme".

Shagun is the everyday Himachali and north Indian word for the customary gift given at a wedding, and the scheme takes its name from that. The intent behind the design is straightforward. A wedding in a BPL household is the single largest cash event most such families face, and it is the classic trigger for borrowing at high interest from a private lender. A Rs 31,000 grant does not pay for a wedding, but it is meant to take the sharpest edge off that borrowing.

Key features

  • One-time grant of Rs 31,000 per marriage.
  • Confined to Below Poverty Line families in Himachal Pradesh.
  • The bride must be 18 years of age or above.
  • Applications accepted online at wcd.hp.gov.in and offline through the Child Development Project Officer.
  • Anchored on a panchayat certificate of the proposed date of marriage, which means the scheme is designed to be claimed around the wedding rather than long afterwards.

Who is eligible for Mukhya Mantri Shagun Yojana?

Your family can claim the grant if:

  • Your family holds a valid Below Poverty Line entry in Himachal Pradesh, certified by the Gram Panchayat or the urban local body.
  • The bride is 18 years of age or above on the date of marriage.
  • Your family is a permanent resident of Himachal Pradesh, evidenced by a bonafide Himachali certificate.
  • The marriage date has been certified by the Gram Panchayat, Municipal Committee or Nagar Panchayat.

You are not eligible if:

  • Your family is above the poverty line. Shagun Yojana runs entirely off the BPL list and has no separate income slab of its own. A family that is poor but not on the BPL list should look instead at Mukhya Mantri Kanyadaan Yojana, which uses an annual income test of below Rs 35,000.
  • The bride is under 18. This is not a technicality that can be waived. A marriage below 18 is a child marriage under law, and the age proof requirement exists precisely to stop the state from funding one.
  • The claim is for a widow's re-marriage. That is covered by the separate Widow Re-Marriage grant of the same directorate, which asks for proof of the date of the first marriage and proof of the date of re-marriage, and under which the man must be over 21 and the woman over 18 at the time of marriage.
  • The family is not domiciled in Himachal Pradesh.

What documents are required for Shagun Yojana?

Document Mandatory Notes
BPL certificate of the parents or guardian Yes The gateway document for the whole scheme
Proof of age of the girl and the boy Yes Bride must be 18 or above
Birth certificate of the girl or woman Yes Listed separately from general age proof
Bonafide Himachali certificate of the girl and the boy Yes Establishes domicile of both parties
Certificate of proposed date of marriage from Gram Panchayat / MC / Nagar Panchayat Yes Fixes the timing of the claim
Name and address of the boy Yes Entered on the application form
Girl's status document Yes Establishes marital status of the bride
Aadhaar card of the applicant Yes Widow applicant's Aadhaar is mandatory; the bride's Aadhaar is optional in that case
Bank passbook Yes Grant is released by Direct Benefit Transfer

The certificate of the proposed date of marriage is the document families most often leave until last, and it is the one that holds up the file. Get it from the panchayat secretary as soon as the date is fixed, not in the week of the wedding.

How to apply for Mukhya Mantri Shagun Yojana

Online, through the department portal

  1. Open the Women and Child Development portal at wcd.hp.gov.in and go to the Apply section.
  2. Sign in through the HimAccess citizen login. The portal is linked to the state single sign-on, so if you already have a HimAccess or HimParivar account you use the same credentials.
  3. Choose Mukhya Mantri Shagun Yojana from the scheme list, and the corresponding sub-scheme if one is offered.
  4. Complete the form in its five steps: Basic Form, Education Qualification, Other Details, Document Upload and Declaration.
  5. In the Other Details step, enter the proposed date of marriage and the marriage location fields, which the portal collects as district, block, panchayat and village, or municipal body and ward for urban addresses. Enter the BPL number if you have one.
  6. Upload the scanned documents at the Document Upload step. The portal also supports DigiLocker, so documents already linked there can be fetched with your consent instead of being scanned again.
  7. Submit the declaration and save the application number shown on screen.

Offline, through the block office

  1. Approach your Anganwadi worker or the office of the Child Development Project Officer (CDPO) for your block and ask for the marriage grant form under the Shagun scheme.
  2. Fill the form and attach self-attested copies of the BPL certificate, age proofs, bonafide Himachali certificates, the panchayat certificate of the proposed date of marriage and the bank passbook.
  3. Submit the file to the CDPO office and collect a dated acknowledgement.
  4. The CDPO verifies the BPL entry and the age proof, sanctions the case, and the Rs 31,000 is released to the bank account given on the form.

How is the Rs 31,000 paid?

Mukhya Mantri Shagun Yojana pays Rs 31,000 as a single Direct Benefit Transfer into the bank account recorded on the application. There is no instalment structure and no cash handover at the block office.

The account must be Aadhaar-seeded for the transfer to clear. Where a widow is the applicant for her daughter's marriage, the account is generally the widow's own, which matches the department's rule that the widow's Aadhaar is the mandatory one in that situation.

How to check your Shagun Yojana application status

  1. Sign in to wcd.hp.gov.in with the same HimAccess credentials you used to apply, and open the citizen dashboard, which lists each application with its current stage.
  2. If you applied offline, follow up with the CDPO office quoting the acknowledgement number on your receipt.
  3. Where the dashboard shows the case as verified but no credit has arrived, check the bank account rather than the office. A failed DBT is almost always a seeding or name-mismatch problem at the bank end.

Why Shagun Yojana applications get rejected

  • BPL entry not current. A family removed in a BPL revision no longer qualifies, even if it qualified when the marriage was fixed.
  • Bride under 18 on the date of marriage, or an age proof that conflicts with the Aadhaar record.
  • No panchayat certificate of the marriage date, which leaves the department unable to date the claim.
  • Girl's status document missing, so the department cannot rule out that the case is really a re-marriage belonging under the Widow Re-Marriage grant.
  • Bank account not Aadhaar-seeded, so the sanction is issued but the transfer fails.
  • Application filed long after the wedding, by which time the panchayat certificate of a proposed date is no longer available.

Each of these is fixable by correcting the single document and resubmitting through the same CDPO office. Ask the office to record on your acknowledgement which document was found deficient, so the resubmission is treated as a continuation of the original file.

Where to raise a grievance

Complaints go up the departmental chain: the Anganwadi worker, then the Child Development Project Officer for the block, then the District Programme Officer, and finally the Directorate of Women and Child Development, Himachal Pradesh, whose contact details are published at wcd.hp.gov.in.

Applying is free at every stage. If anyone asks for money to file, forward or "clear" a Shagun Yojana application, that is a matter to report to the CDPO directly.

Documents required

BPL certificate of the parents or guardian of the girl
The scheme is confined to Below Poverty Line families and this is the gateway document, issued by the Gram Panchayat or the urban local body.
Proof of age of the girl and the boy
The girl must be 18 or above. A birth certificate, matriculation certificate or Aadhaar showing date of birth is accepted.
Birth certificate of the girl or woman
The department lists this separately from general age proof for the bride.
Bonafide Himachali certificate of the girl and the boy
Both parties are asked for a bonafide Himachali certificate as part of the standard document set.
Certificate of the proposed date of marriage
Issued by the Gram Panchayat, Municipal Committee or Nagar Panchayat. This is the document that fixes the timing of the claim.
Name and address of the boy with whom the marriage is proposed
Recorded on the application form itself, not as a separate certificate.
Girl's status document
Establishes the marital status of the bride, which matters because a re-marriage is handled under the separate Widow Re-Marriage grant.
Aadhaar card of the applicant
Where a widow applies for her daughter's marriage the widow's Aadhaar as applicant is mandatory, while the Aadhaar of the girl being married is optional.
Bank account passbook
The grant is released by Direct Benefit Transfer, so an Aadhaar-seeded account is needed.
