What was Beti Hai Anmol Yojana?

Beti Hai Anmol Yojana was a girl-child scheme of the Government of Himachal Pradesh, run by the Directorate of Women and Child Development, launched in July 2010. According to the directorate's own description, the main objective was to encourage the education of girl children of Below Poverty Line families and to make the girl child self-reliant with the necessary financial help and education.

The scheme worked in two parts. A post-birth deposit of Rs 21,000 was placed in an account opened in the girl's name at a bank or post office. On top of that, an annual scholarship was paid through her school years, rising as she moved up the classes.

The directorate's girl-child schemes page now carries an important line: "Now the scheme has revamped into Indira Gandhi Sukh Suraksha Yojana." The department has separately published that the State Government notified Indira Gandhi Sukh Suraksha Yojana vide notification No. SJE-A-F002/1/2025 dated 30 March 2026, to come into effect from 1 April 2026. Anyone searching for Beti Hai Anmol Yojana today for a newborn girl needs to know this first, because it changes which form they should be filling.

Who was eligible for Beti Hai Anmol Yojana?

A girl child was covered if:

  • Her family was a permanent resident of Himachal Pradesh.
  • Her family held a valid Below Poverty Line entry.
  • She was among the first two girl children of that family.
  • She was born on or after the scheme's cut-off, reported as 5 July 2010.

A girl child was not eligible if:

  • The family was above the poverty line, however modest its income. Beti Hai Anmol Yojana had no separate income slab, it ran entirely off the BPL list.
  • She was the third or later girl in the family. The two-child limit was absolute and was checked by birth order, not by which children were living at home.
  • The family was not domiciled in Himachal Pradesh.

Two conditions applied after enrolment rather than at the point of entry, and both could cancel the benefit. If the girl married before turning 18, the deposit was forfeited to the government. If the girl died before the deposit matured, the amount was likewise forfeited. The marriage condition was the operative one in practice, and it is the reason the scheme is usually described as a child-marriage measure as much as an education measure.

How much did Beti Hai Anmol Yojana pay?

Post-birth deposit

Rs 21,000 was deposited in the girl's name at birth. The amount was not handed over year by year, it sat in the account and was released when she turned 18.

Annual scholarship, by class

Stage Amount per year
Class 1 to Class 3 Rs 450
Class 4 Rs 750
Class 5 Rs 900
Class 6 to Class 7 Rs 1,050
Class 8 Rs 1,200
Class 9 to Class 10 Rs 1,500
Class 11 to Class 12 Rs 2,250
Graduation (BA, BCom, BSc) and professional degrees (BE, BTech, MBBS, LLB, BEd) Rs 5,000

A girl who stayed in school from Class 1 through Class 12 and then completed a three-year degree drew roughly Rs 18,100 in scholarships across those years, on top of the Rs 21,000 deposit. The amounts are small in any single year, which was the design: the scholarship was meant to cover books, a school dress and incidental costs so that fees were not the reason a BPL family pulled a daughter out.

How to apply for Beti Hai Anmol Yojana

These were the steps while the scheme was open to new enrolment. Families with a girl born on or after 1 April 2026 should instead ask their Anganwadi worker for the Indira Gandhi Sukh Suraksha Yojana form.

  1. Approach the Anganwadi worker in your ward or village after the girl's birth, carrying the BPL certificate, the birth certificate and the family's residence proof.
  2. Complete the enrolment form given by the Anganwadi worker, and hand over self-attested copies of the supporting documents.
  3. Let the Anganwadi worker open the account in the girl's name at the nominated bank or post office. The Rs 21,000 deposit was credited to this account and not to the parents' account.
  4. Register the case with the Child Development Project Officer (CDPO), who sanctioned the deposit for the block.
  5. For the annual scholarship, submit a written application to the school headmaster after the girl's admission in each academic year. The headmaster forwarded the claim to the project officer for approval and release.
  6. Collect the maturity amount at 18. The accumulated deposit was released once the girl turned 18, provided she had not married before that age.

The Himachal Pradesh e-District portal at edistrict.hp.gov.in was also used for registration in some districts, but the Anganwadi worker remained the working point of contact throughout, and she is still the right person to ask about an existing case.

What replaced Beti Hai Anmol Yojana?

Indira Gandhi Sukh Suraksha Yojana replaces it from 1 April 2026. The Directorate of Women and Child Development describes the new design as follows: Rs 25,000 is deposited with the Life Insurance Corporation of India at the time of the birth of a girl child born in a BPL family, and in addition each of the girl's parents is given life insurance cover of Rs 2,00,000, valid until the girl attains maturity at 18 years or the parent reaches 55 years.

The shift is worth understanding, because it is not simply a higher number. Beti Hai Anmol Yojana put a cash deposit in the girl's own name and topped it with small yearly scholarships. Indira Gandhi Sukh Suraksha Yojana raises the birth deposit from Rs 21,000 to Rs 25,000, routes it through LIC, and adds parental life cover that Beti Hai Anmol never had. The new element is protection against the death of a parent during the girl's childhood, which is a different risk from the one the scholarship addressed.

Common reasons a Beti Hai Anmol claim failed

  • BPL status lapsed. Families removed from the BPL list during a revision lost the scholarship stream even though the birth deposit already made remained in the account.
  • Third girl child. Claims for a third daughter were rejected on the two-child limit, and this was frequently discovered only at sanction stage.
  • Birth certificate missing or late. Without a registered birth certificate the birth order could not be established.
  • Scholarship claim not routed through the headmaster. A parent submitting directly to the CDPO usually had the file sent back, because the headmaster's forwarding was the proof of continued enrolment.
  • Account not opened in the girl's name. Deposits could not be made to a parent's account.

Where to ask about an existing Beti Hai Anmol case

Families already enrolled should not assume their deposit has vanished. The first stop is the Anganwadi worker, and above her the Child Development Project Officer for the block, who holds the sanction records. District-level questions go to the District Programme Officer, and policy questions to the Directorate of Women and Child Development, Himachal Pradesh.

The directorate publishes its state girl-child schemes, including the successor scheme, at wcd.hp.gov.in. If you are told at a local office that Beti Hai Anmol Yojana "does not exist", printing the directorate's girl-child schemes page, which records both the old scheme and its replacement, is the quickest way to get an existing case looked at properly rather than closed.
