Death Certificate in Himachal Pradesh
Himachal Pradesh state government scheme
A Himachal Pradesh death certificate is applied for as "Application for Death Registration and Certificate" on the HP e-District portal at edistrict.hp.gov.in. The portal lists no fee within 21 days of the death, Rs 2 between 21 and 30 days, Rs 5 between 30 days and one year, and Rs 10 after one year, and asks for the discharge or primary report plus a self-declaration by the head of the family.
What is a death certificate in Himachal Pradesh?
A death certificate in Himachal Pradesh is the state's permanent legal record that a named person died on a named date at a named place. Himachal issues it under the Registration of Births and Deaths Act 1969, and the registering officer is the Registrar of Births and Deaths attached to the local body where the death occurred, the gram panchayat in a village, and the nagar panchayat, municipal council or municipal corporation in a town. The application route the state publishes is the HP e-District portal, where the service appears under the exact name "Application for Death Registration and Certificate".
Two things about the Himachal setup are worth knowing before you start. First, the e-District service page is unusually specific about money: it lists no fee within 21 days, Rs 2 between 21 and 30 days, Rs 5 between 30 days and one year, and Rs 10 after one year. That is the whole published cost of the service. Second, the same page lists only two documents by name, the discharge report or primary report and a self-declaration letter by the head of the family, which reflects the reality of a hill state where a large share of deaths happen at home, far from a hospital, with no doctor in attendance.
Shimla is a partial exception in one respect: the Municipal Corporation Shimla
runs its own birth and death registration site at bdmcshimla.hp.gov.in for events
inside the corporation area, alongside the state e-District route.
The certificate is what unlocks everything after a death. Banks release fixed deposits to a nominee only against it. The Himachal revenue administration will not record mutation of land or an apple orchard into the heirs' names without it. Insurance claims, family pension and any succession petition in a district court all begin with it.
Who can and cannot apply in Himachal Pradesh?
You can apply if:
- You are the head of the family or household where the death occurred. The Act places the reporting duty on you first, and the HP e-District page's self-declaration document is built around your statement.
- You are a near relative of the deceased: spouse, son, daughter, parent, brother or sister.
- You are the medical officer in charge of the hospital, community health centre or nursing home where the death occurred. Institutional deaths are reported by the institution.
- You are the jail superintendent, hotel keeper or officer in charge of an institution where a death happened, or the person who found an unclaimed body.
- You need a certified copy of a death already registered in Himachal and have a lawful interest, such as a bank, insurance, pension or property claim.
You cannot apply if:
- The death did not occur in Himachal Pradesh. A Himachali who dies in Punjab or Delhi is registered there, not by a Himachal panchayat, even though the family lives in the state.
- You have no relationship to the deceased and no lawful interest in the entry.
- The death is already registered and you are trying to register it again. Apply for a copy or a correction; a duplicate entry has to be cancelled later.
- The death is more than a year old and no magistrate has ordered registration. The Rs 10 fee on the portal covers the late band, but the Registrar still needs the order of a First Class or Executive Magistrate before making the entry.

How to apply for a Himachal Pradesh death certificate online
- Open the HP e-District portal at
https://edistrict.hp.gov.in/and find Application for Death Registration and Certificate. The service information page for it sets out the documents and the fee slab before you begin. - Register or log in. Create a citizen account with your mobile number and complete the OTP verification, or log in if you already have one. The same login is used to track the application and to download the certificate.
- Select the correct registration unit. The gram panchayat, nagar panchayat, municipal council or municipal corporation covering the place where the death occurred. Getting this wrong is the single commonest reason a Himachal file has to be started again.
- Fill the death details exactly: full name of the deceased, sex, age at death, date and time of death, the place of death with the hospital name or the full village, tehsil and district address, the names of the spouse or parents, and the usual residence. Copy the spellings from the deceased person's Aadhaar or voter ID so the register and the identity documents agree.
- Enter the informant's details; your name, relationship to the deceased, address and mobile number. The informant is a legal role under the Act.
- Upload the two listed documents — the discharge report or primary report, and the signed self-declaration letter by the head of the family, plus the MCCD if a doctor issued one and the identity proofs.
- Pay the fee shown, which will be nil inside 21 days and Rs 2, Rs 5 or Rs 10 in the later bands, using the portal's online payment options.
- Submit and save the acknowledgement number. Photograph the confirmation screen; that number is what the panchayat or municipal office will ask for.
- Wait for the Registrar's verification. The panchayat secretary or the municipal registration clerk checks the entry against the hospital record, or conducts a local enquiry for a home death in the village.
- Download the digitally signed certificate from the same login once the status shows it as issued. The signed PDF from the government portal is the valid document.
How to register a death offline in Himachal Pradesh
The offline route is still the normal one across much of rural Himachal, and it is fully valid.
- For a hospital death, start at the hospital. The medical officer in charge is legally the informant for an institutional death, and district hospitals, IGMC Shimla, Dr RPGMC Tanda and the community health centres issue the MCCD and forward the death report themselves.
- For a death at home, go to the Gram Panchayat office, the panchayat secretary is the Registrar of Births and Deaths for the village: or to the nagar panchayat, municipal council or corporation office in a town. Ask for the death report form.
- Fill the form and the self-declaration as head of the family, with the date, time and place of death and the deceased person's particulars.
- Attach the supporting papers, identity proof of the deceased, your own identity and relationship proof, and the cremation record where one exists.
- Pay the applicable late fee if you are past 21 days and take the receipt.
- Collect the acknowledgement and, later, the certificate, or download it from the e-District login once the entry is made.
A Lok Mitra Kendra or a Common Service Centre will file the online form on your behalf if you cannot. The operator's typing and scanning charge is their own service fee, separate from the government fee, which remains nil to Rs 10.
How do I check the status of my application?
Log in to edistrict.hp.gov.in with the account used to apply and open the
application history, where each entry shows its stage against the acknowledgement
number. If the status has not moved for several weeks, the file is with a person and
not with the software: take the acknowledgement number to the panchayat secretary
or the municipal office that is the Registrar for the place of death. For a death
inside the Shimla Municipal Corporation area, the corporation's own birth and death
site at bdmcshimla.hp.gov.in is the place to check.
Does the certificate expire?
No. A Himachal Pradesh death certificate never expires, because the event it records does not change, and the register entry is permanent. Banks, insurers and courts sometimes want a freshly issued certified copy rather than a photocopy of an old original, so take two or three copies when you register and pull further copies from the portal later.
Why do Himachal death registrations get rejected or held up?
- Wrong registration unit, most often when a hill-district resident dies in a Shimla or Tanda hospital and the family applies to their home panchayat instead of the local body where the death occurred.
- Name or age mismatch between the hospital record, the Aadhaar and the self-declaration.
- Missing self-declaration, which the HP e-District page lists as a required document and which counters will not waive.
- A home death with no discharge or primary report and no corroboration, leaving the Registrar nothing to verify.
- Reporting more than a year late without the magistrate's order, which stops the entry regardless of the Rs 10 fee being paid.
- Illegible uploads of a handwritten hospital summary or MCCD.
Where do I complain if the file is stuck?
Escalate in order: the Registrar of Births and Deaths at the panchayat or urban local body holding the register, then the District Registrar of Births and Deaths at the district level, then the Chief Registrar of Births and Deaths for Himachal Pradesh. For a purely technical fault on the website. A failed payment, a stuck upload, an OTP that does not arrive: use the support contact published on the HP e-District portal itself, because a panchayat office cannot fix a portal error.
Registering a death in Himachal Pradesh costs nothing inside 21 days and never more than the Rs 10 the state's own e-District page lists for the beyond-one-year band. Every step, online or at the panchayat counter, can be completed by the family itself. Anyone who offers to "get the death certificate made" for thousands of rupees is charging you for a nil-to-Rs-10 government service, and no genuine Registrar or portal will ever ask you for the OTP sent to your phone.

Frequently asked questions
Which portal issues the death certificate in Himachal Pradesh?
The HP e-District portal at edistrict.hp.gov.in carries the service as "Application for Death Registration and Certificate", and the certificate is signed by the Registrar of Births and Deaths of the panchayat or urban local body where the death occurred. Shimla additionally runs its own municipal birth and death portal at bdmcshimla.hp.gov.in for deaths in the Municipal Corporation area.
What is the fee for a Himachal Pradesh death certificate?
The HP e-District service page lists no fee if the death is reported within 21 days, Rs 2 if reported after 21 days and within 30 days, Rs 5 if reported after 30 days and within one year, and Rs 10 if reported after one year. These are statutory late fees, not a price for the certificate, and no other government charge is published for the service.
What documents does the HP e-District portal ask for?
The HP e-District page for death registration and certificate lists two documents — the discharge report or primary report, and a self-declaration letter by the head of the family. Carry the identity proofs of the deceased and of the informant as well, since the Registrar verifies the entry against them.
How many days do I have to report a death in Himachal Pradesh?
Twenty-one days from the date of death is the free window, which matches the statutory period under the Registration of Births and Deaths Act 1969. After that the portal's own fee ladder takes over — Rs 2 up to 30 days, Rs 5 up to a year and Rs 10 beyond a year.
Can I register a death in Himachal Pradesh that happened more than a year ago?
Yes, and the HP e-District portal explicitly prices that case at Rs 10, but a death more than a year old also needs the written order of a First Class Magistrate or Executive Magistrate under the Act before the Registrar can make the entry. Expect an affidavit and an enquiry in addition to the fee.
Who registers a death in a Himachal village?
The Gram Panchayat is the registration unit for a rural death, with the panchayat secretary acting as Registrar of Births and Deaths, while a nagar panchayat, municipal council or municipal corporation registers an urban one. Registration follows the place of death, so a Kinnaur resident who dies in an IGMC Shimla ward is registered in Shimla.
Do I need the doctor's certificate of cause of death?
A Medical Certificate of Cause of Death is issued in Form 4 by a hospital or nursing home and in Form 4A by a doctor who attended a death outside an institution, and it is the strongest support for the entry. Many home deaths in Himachal's remote blocks have no attending doctor, and those are registered on the head of the family's self-declaration and the local enquiry instead.
How do I get a mistake on the certificate corrected?
Go back to the same Registrar of Births and Deaths — the panchayat secretary or the municipal office — that made the entry, with documentary proof of the correct particulars such as the deceased person's Aadhaar or school record. Corrections are made in the register itself and a fresh certificate is then issued.
