What is the EWS certificate in Himachal Pradesh?

The EWS certificate in Himachal Pradesh is the Income and Asset Certificate that proves a family belongs to the Economically Weaker Sections and can claim the 10% reservation created by the 103rd Constitutional Amendment. Himachal Pradesh runs the service on e-District HP at edistrict.hp.gov.in, which carries a dedicated page titled "Application for Economically Weaker Section Certificate". The state does not hide it inside the income certificate service, as several other states do.

The competent authority is a Revenue Officer not below the rank of Tehsildar, or the Sub-Divisional Officer of the area where the applicant and their family normally reside. Himachal Pradesh recruitment notifications, including those of the Himachal Pradesh Public Service Commission, name exactly that authority when they set out what an EWS candidate must produce.

EWS is not a caste category and it is not a caste certificate. It is a household income-and-asset test, applied only to people who fall outside every existing reservation.

Who can and who cannot apply?

You can apply for an EWS certificate in Himachal Pradesh if your family is not covered by any reservation for SC, ST or OBC, and the family's gross annual income for the financial year before the year of application was below Rs 8 lakh from all sources put together, salary, agriculture, business, profession and everything else.

You cannot apply, and are not eligible, if you belong to a caste in the SC, ST or OBC lists. EWS exists precisely for the population those lists do not cover. Regardless of income, a family is also excluded from EWS if it owns or possesses:

  • 5 acres of agricultural land or more;
  • a residential flat of 1,000 sq ft or more;
  • a residential plot of 100 sq yards or more in a notified municipality;
  • a residential plot of 200 sq yards or more outside notified municipalities.

Property held in different locations or different towns is clubbed together before the land and property test is applied. "Family" here has a narrow, specific meaning: the person claiming the benefit, their parents, their siblings below 18 years, and their spouse and children below 18 years. An adult married brother's income and land are not counted.

Himachal Pradesh adds one practical layer. HP recruitment advertisements typically ask an EWS candidate for a non-SC/ST/OBC certificate on the format prescribed by the HP government in addition to the Income and Asset Certificate, and some HPPSC notices have accepted a valid BPL certificate countersigned by the Block Development Officer in place of the Income and Asset Certificate. Read the specific advertisement rather than assuming.

What documents are required?

The e-District HP service page for the Economically Weaker Section certificate lists a short, three-item requirement:

  • Residence proof
  • Photo identity proof
  • Self-declaration

That is genuinely all the portal names. It does not mean the Tehsildar decides on those three papers alone, the officer verifies the income and asset claims through the revenue record and, where needed, a field enquiry by the Patwari. In practice, take the following with you or keep them scanned:

  • the family's jamabandi or nakal, which settles the agricultural landholding and the residential plot area against the EWS limits;
  • a salary certificate for every earning member of the family, or the last income tax return where there is business or professional income;
  • a Himachali bona fide certificate or other residence document if your ration card or voter ID does not clearly place your family in the tehsil.

The self-declaration is the document that carries the legal weight. It states the family's income from all sources for the preceding financial year and the family's land and property holdings. A false declaration exposes the applicant to prosecution and to cancellation of the certificate and every benefit taken on it.

How to apply for an EWS certificate in Himachal Pradesh online

  1. Open edistrict.hp.gov.in and click "Sign Up for citizen login" to create an account, or "Citizen Login" if you already have one. Registration is one-time and covers all e-District HP services.
  2. Choose the department and the service. Select the Revenue Department, then "Application for Economically Weaker Section Certificate". The service page shows the document list and the fee before you begin.
  3. Fill the online form carefully: applicant's name, father's name, full residential address with tehsil and district, category, and the family's income from all sources for the preceding financial year along with the family's land and property details.
  4. Upload the documents — residence proof, photo identity proof and the signed self-declaration, in the format and size the upload screen specifies.
  5. Pay the fee. The service page lists a government fee of Rs 20 and a processing fee of Rs 10.
  6. Submit and note the Application Reference Number (ARN). The ARN is what you will use to track the file and to download the signed certificate.

How to apply through a Lok Mitra Kendra or Sugam centre

  1. Visit the nearest Lok Mitra Kendra (LMK) or Sugam centre with your residence proof, photo ID and the completed self-declaration.
  2. Ask the operator to file the Economically Weaker Section certificate application on e-District HP. The file goes into the same queue that reaches the Tehsildar; there is no separate paper route.
  3. Pay the government fee and processing fee plus the centre's user charge: the e-District page lists LMK user charges of Rs 25 and Sugam user charges of Rs 10 where applicable.
  4. Collect the printed acknowledgement with the ARN, and collect or download the certificate once it is issued.

You can also submit the prescribed form directly at the Tehsil office of the area where your family normally resides; the office enters it into the same e-District workflow.

How do you check the application status?

Track the application on edistrict.hp.gov.in using the ARN from your acknowledgement. The portal also carries a "Verify Certificate" page, which is how an employer or a college confirms that a certificate number you have produced is genuine and was actually issued by the Revenue Department, worth knowing, because a verification failure at the document-check stage of a recruitment is fatal.

Track the file actively. Applications stall most often when the Patwari's enquiry report has not reached the Tehsil office, and a phone call to the Tehsil office quoting the ARN usually restarts it.

What does it cost, and what about agents?

The Himachal Pradesh EWS certificate costs the amounts published on the e-District HP service page: Rs 20 government fee and Rs 10 processing fee, plus Rs 25 LMK user charges or Rs 10 Sugam user charges where the application is filed through one of those centres. That is the entire lawful cost.

No Patwari, Kanungo, Tehsil clerk or agent is entitled to anything more. A "facilitator" quoting a few hundred or a few thousand rupees to speed up an EWS certificate is charging for a form you can fill yourself in a few minutes. The file still reaches the same Tehsildar in the same order. Keep the payment receipt e-District generates, and raise a demand for extra money with the Tehsildar or the Sub-Divisional Officer directly.

Why are HP EWS applications rejected?

  • The applicant belongs to SC, ST or OBC and therefore cannot hold EWS status at all.
  • Family income for the preceding financial year reaches Rs 8 lakh once every earning member and every source is counted.
  • The jamabandi shows 5 acres or more of agricultural land, or a residential plot or flat above the EWS limits, once holdings in different places are clubbed.
  • The self-declaration is incomplete, unsigned, or contradicts the revenue record the Patwari checks.
  • The residence proof does not place the family in the tehsil where the application was filed.
  • Names or the father's name differ between the form, Aadhaar and the land record.

Where do you complain if the certificate is delayed?

Raise a delayed file first with the Tehsildar of your tehsil, quoting the ARN, and then with the Sub-Divisional Officer (Civil) of the sub-division, who is the senior revenue officer competent to issue the same certificate. The e-District HP portal's grievance and contact links carry the district-level e-District manager's details for technical problems such as failed uploads or a payment that did not register.

Keep the ARN and the fee receipt until the certificate is in hand. Both a helpline call and an escalation to the Sub-Divisional Officer start from that reference number.

Documents required

Residence proof
Listed as a required document on the e-District HP EWS certificate service page. A Himachali bona fide or domicile document, ration card, voter ID or electricity bill in the family's name is normally accepted.
Photo identity proof
Listed on the e-District HP service page. Aadhaar, voter ID, PAN card, driving licence or passport.
Self-declaration
The third document the e-District HP service page names. The declaration states the family's income from all sources for the preceding financial year and the family's land and property holdings against the EWS asset limits.
Non-SC/ST/OBC certificate on the prescribed HP formatoptional
Himachal Pradesh recruitment notices, including HPPSC advertisements, require an EWS candidate to produce a non-SC/ST/OBC certificate on the format prescribed by the HP government alongside the Income and Asset Certificate.
Income proof — salary certificate, ITR or agriculture income proofoptional
Not named on the service page's three-document list, but the Tehsildar's enquiry checks income from all sources, so carry salary slips, the last income tax return or land records if you have them.
Land record (jamabandi / nakal)optional
Establishes the family's agricultural landholding against the 5-acre EWS limit and the residential plot limits.

Frequently asked questions

What does an EWS certificate cost in Himachal Pradesh?

The e-District HP service page for the Economically Weaker Section certificate lists a government fee of Rs 20 and a processing fee of Rs 10. Where the application is filed through a Lok Mitra Kendra the LMK user charge of Rs 25 applies, and through a Sugam centre the Sugam user charge of Rs 10 applies.

Which documents does e-District HP ask for?

The e-District HP EWS certificate page names exactly three documents — residence proof, photo identity proof and a self-declaration. That is a notably short list compared with other states, but the Tehsildar still verifies income and assets before signing.

Who issues the EWS certificate in Himachal Pradesh?

A Revenue Officer not below the rank of Tehsildar, or the Sub-Divisional Officer of the area where the applicant and their family normally reside, issues the Income and Asset Certificate for EWS in Himachal Pradesh. This is the competent authority named in HP recruitment notifications.

Who cannot get an EWS certificate in Himachal Pradesh?

Anyone covered by the SC, ST or OBC reservation cannot get an EWS certificate, because EWS applies only to people outside every existing reservation. Families with gross annual income of Rs 8 lakh or more, or owning 5 acres or more of agricultural land, are also excluded regardless of category.

Is a BPL certificate accepted instead of an EWS certificate in HP?

Himachal Pradesh recruitment notices, including HPPSC advertisements, have allowed EWS candidates to submit either an Income and Asset Certificate or a valid BPL certificate countersigned by the Block Development Officer, together with a non-SC/ST/OBC certificate on the prescribed HP format. Read the specific advertisement, because the accepted proof varies.

How do I check my HP EWS certificate application status?

Use the application tracking option on edistrict.hp.gov.in with the Application Reference Number (ARN) generated when you submitted. The same login is where the digitally signed certificate can be downloaded once the Tehsildar approves it.

How long is an EWS certificate valid in Himachal Pradesh?

The Income and Asset Certificate is issued on the income of the financial year prior to the year of application, so it is normally treated as valid for that financial year only. Most recruitment advertisements name the financial year for which the certificate must be issued, so read the notice before reusing an older certificate.

Can I use an HP EWS certificate for central government jobs?

Yes, an Income and Asset Certificate issued by a Revenue Officer not below the rank of Tehsildar is accepted as proof of EWS status for the 10% reservation in central recruitment and central educational institutions, under the Department of Personnel and Training's office memorandum of 31 January 2019.
