What is Himachal Khumb Vikas Yojana?

Himachal Khumb Vikas Yojana, also written as Mukhyamantri Khumb Vikas Yojana and abbreviated HKVY, is a state sponsored mushroom development scheme of the Department of Horticulture, Government of Himachal Pradesh. The Government of Himachal Pradesh launched it in 2019-20, and the department published a guidelines document for that year on its eUdyan portal.

Mushroom farming in Himachal Pradesh is not new. Solan is known as the mushroom city of India and hosts the national research institution on mushrooms, and the state's cool climate suits button mushroom production for much of the year. What HKVY changed was the scale of the capital support available. Instead of only supplying compost and running training camps, the state began to subsidise the mushroom house itself, which is where the real cost of entry sits for a farmer.

Stated objectives of the scheme

  • Empower women through mushroom farming, which can be run on a very small footprint of land close to the house.
  • Generate livelihoods for unemployed youth in Himachal Pradesh.
  • Make Himachal Pradesh the mushroom state of India.
  • Support the whole chain from production of mushrooms through to marketing.

What benefits does Himachal Khumb Vikas Yojana give?

Himachal Khumb Vikas Yojana is a capital subsidy scheme organised around unit sizes, so the assistance depends on which unit you build.

Small mushroom house. A small-scale mushroom house is costed at about Rs 50,000 with 50 per cent subsidy. This is the entry-level component, aimed at a household growing a few tonnes a year, and is the one most women's groups and first-time growers use.

Three-room production unit. A larger mushroom production unit of three rooms is costed at about Rs 8 lakh with 40 per cent subsidy, giving roughly Rs 3.2 lakh of assistance. Multiple rooms let a grower stagger cropping cycles so that harvest is continuous rather than in bursts.

Spawn and compost making units. Spawn or compost making units costed between about Rs 6 lakh and Rs 8 lakh are supported at 40 per cent. These are backward integration components. Poor compost is the commonest reason a mushroom crop fails, and local compost units cut both cost and the risk of contamination in transit.

Training. Training is covered at 100 per cent of cost. The Department of Horticulture also reports that assistance runs from production of mushroom through to marketing through proper channels.

Alongside HKVY, the department's standing Development of Mushroom programme supplies pasteurised mushroom compost from departmental units at 50 per cent subsidy to SC, ST and IRDP farmers with lower rates for others, provides transportation support, arranges spawn availability, and gives technical guidance and disease control services. Most growers use HKVY for the structure and the regular programme for the running inputs.

Who is eligible for Mukhyamantri Khumb Vikas Yojana?

You can apply if:

  • You are a bonafide Himachali. Every state subsidy scheme of the Horticulture Department is limited to bonafide residents of Himachal Pradesh.
  • You own or have documented rights over a site in Himachal Pradesh where the mushroom house can be built, supported by a jamabandi and tatima.
  • You are a farmer, a woman taking up mushroom farming, or an unemployed young person from the state. The scheme names women's empowerment and youth livelihoods as objectives.
  • You have a bank account in your own name for the back-ended subsidy.
  • You are willing to run the unit yourself and produce mushrooms in it.

You cannot apply if:

  • You are not a bonafide Himachali resident.
  • The land is not in your name and there is no recorded lease or written consent for the site.
  • You are a trader or a middleman buying mushrooms to resell rather than growing them. The scheme supports producers.
  • You have already taken assistance for the same unit under another horticulture programme, since duplicate assistance for the same asset is not allowed.
  • You built the unit before your case was sanctioned and now want reimbursement.
  • Your proposal is only for compost or spawn purchase with no production unit, which is handled by the department's regular mushroom programme rather than by HKVY.

The department also restricts approvals to the funds available in the year, so an eligible case can be deferred to the next financial year.

How to apply for Himachal Khumb Vikas Yojana

  1. Register on eUdyan. Go to eudyan.hp.gov.in, the Department of Horticulture's Integrated Horticulture Sector Management System, and create a farmer account. Keep the login ID and password, since the same account works for every horticulture scheme.
  2. Select the scheme. Log in and choose Himachal Khumb Vikas Yojana (HKVY) from the state sponsored subsidy scheme list.
  3. Fill in the application. Enter personal details, applicant address, land details, scheme and project details such as unit type, number of rooms and estimated compost requirement, and bank details.
  4. Upload the documents. Attach the Aadhaar card, jamabandi, tatima, bank passbook, project report and self-certificate.
  5. Submit and note the application number. The department scrutinises the application after final submission.
  6. Get the site inspected. The Horticulture Development Officer or Horticulture Extension Officer of your development block visits the proposed site and forwards a report.
  7. Wait for the sanction or work order from the Subject Matter Specialist or the Deputy Director of Horticulture of your district before you start construction.
  8. Build, then claim. Complete the unit, keep every bill, and file the back-ended subsidy claim with your Horticulture Development Officer.

Offline route. A written application with the same documents can be handed to the Horticulture Development Officer of your development block or to the Deputy Director of Horticulture at the district headquarters, who will get it entered. Application forms for departmental assistance are also hosted on the state forms portal at himachalforms.nic.in.

Do the training first. Because training is fully funded, it is worth attending a departmental mushroom training camp before you file the project proposal. It gives you realistic yield and compost numbers for the DPR, and a project report built on real figures is far less likely to be sent back.

How do I check my application status?

Log in to eudyan.hp.gov.in with your registered ID and use the application tracking option, which shows the stage the case has reached. The portal also carries step-by-step videos on applying and tracking status.

For the physical file, the two offices to approach are the Horticulture Development Officer of your development block and the Deputy Director of Horticulture at the district headquarters. For compost allotment questions, approach the departmental compost unit serving your district.

Why do applications get rejected?

  • Land papers not in the applicant's name, or a missing tatima.
  • Site unsuitable for a mushroom house on inspection, usually for water supply, road access for compost trucks, or drainage reasons.
  • Unrealistic project report, with yields or compost quantities that do not match the room size proposed.
  • Construction started before sanction, which makes a back-ended claim hard to admit.
  • Duplicate assistance already drawn for the same unit under another programme.
  • Bank account mismatch, so the transfer fails.
  • Budget for the year exhausted, in which case the case is carried forward.

What are the key dates?

Himachal Khumb Vikas Yojana has no announced last date. Sanctions run on the state financial year that ends on 31 March, so applying in the first half of the year improves the chance of a sanction against that year's allocation.

Mushroom cropping has its own calendar. Button mushroom cycles in Himachal Pradesh are planned around compost availability and ambient temperature, and a grower who gets the structure ready before the main season saves a full cycle. Discuss the construction timeline with your field officer so the unit is not completed just after the season you were aiming for.

Where do I complain if something goes wrong?

Take the matter first to the Horticulture Development Officer of your development block, then to the Subject Matter Specialist (Horticulture) and the Deputy Director of Horticulture of your district.

The Directorate of Horticulture, Himachal Pradesh is at Navbahar, Chotta Shimla, Shimla 171002, reachable on 0177-2842390 or by email at horticul-hp@nic.in. Problems with the eUdyan portal itself, such as failed document uploads, should go to the helpdesk listed on the portal.

Keep the application number, the sanction or work order, the construction bills and the inspection report together. Under a back-ended scheme those four papers decide almost every dispute about a delayed subsidy.
