What is the Himachal Pradesh Special Relief Package 2025?

Himachal Pradesh Special Relief Package 2025 is a set of sharply enhanced relief rates for people whose houses, shops, land, crops and livestock are destroyed in a natural calamity. The package was approved by the state cabinet chaired by Chief Minister Sukhvinder Singh Sukhu on 28 July 2025, in the middle of a monsoon season that had caused cloudbursts, flash floods and landslides across Mandi, Kullu, Kangra and other districts.

The package is administered by the Revenue Department, which handles disaster management in Himachal Pradesh, working through the Himachal Pradesh State Disaster Management Authority (HPSDMA) and the district administrations.

What the cabinet changed was not the machinery but the money. Relief rates in India are normally set by the State Disaster Response Fund norms, which fixed compensation for a completely destroyed house in Himachal Pradesh at Rs 1.30 lakh. The 2025 package raised that to Rs 7 lakh, a more than fivefold increase, and moved several other heads by similar multiples. It also widened who counts as an affected person, bringing tenants, shopkeepers and farmers explicitly into the relief net rather than treating relief as a house-owner benefit.

How much does the package pay for each kind of loss?

Loss Rate under the 2025 package Earlier rate
Completely damaged house Rs 7 lakh Rs 1.30 lakh
Partially damaged house Rs 1 lakh Rs 12,500
Damaged shop or dhaba Rs 1 lakh Rs 10,000
Damaged cowshed Rs 50,000 Rs 10,000
Fully damaged poly-house Rs 25,000 ,
Loss of household belongings, house owner Rs 70,000 ,
Loss of household belongings, tenant Rs 50,000 ;
De-silting of a house Rs 50,000 —
Large milch animal Rs 55,000 per animal Rs 37,500
Goat, sheep, pig or lamb Rs 9,000 per animal Rs 4,000
Loss of agricultural or horticultural land Rs 10,000 per bigha Rs 3,900
Crop loss Rs 3,000 per bigha Rs 500
De-silting of agricultural land Rs 6,000 per bigha Rs 1,500

The state government described these as rates well above the national norms, and on the housing head Himachal Pradesh moved ahead of what the central relief guidelines provide.

At the same cabinet meeting the government also approved the Rajiv Gandhi Van Samvardhan Yojana, a forest conservation programme of Rs 100 crore offering up to Rs 1.20 lakh per hectare for community-led plantation over five years. That is a separate decision and not part of the disaster relief entitlements.

Who is eligible for relief under the package?

You can claim relief if:

  • You are a resident of Himachal Pradesh whose house was completely or partially damaged in a natural calamity such as a cloudburst, flash flood, landslide, earthquake or heavy rain event.
  • You are a tenant who lost household belongings in such an event. The 2025 package covers tenants at Rs 50,000, separately from the owner's Rs 70,000.
  • You are a shopkeeper or dhaba owner whose business premises were damaged.
  • You are a farmer or horticulturist whose land was washed away, silted or whose standing crop was destroyed.
  • You are a livestock owner who lost milch animals, goats, sheep or pigs.
  • Your loss has been recorded in the damage assessment carried out by the revenue authorities after the event.

You are not eligible if:

  • No damage entry exists in the revenue record. Relief follows the assessment; a loss that was never reported to the Patwari or the Panchayat cannot be compensated later from memory.
  • The damage is not attributable to a natural calamity. Structural collapse from poor construction, ordinary wear or a fire caused by negligence falls outside disaster relief.
  • The claim duplicates an insurance settlement for the same asset. Where a crop or a building is separately insured, the district administration examines the overlap.
  • The property is unauthorised construction on land the claimant has no title or recognised possession over. These cases are examined individually by the administration and frequently held up.
  • The claim is for a commercial establishment run outside Himachal Pradesh or by a person with no residence link to the affected area.

How to claim relief under the Special Relief Package

  1. Report the loss immediately to your Patwari and to the Gram Panchayat or, in a town, to the Municipal ward office. The Patwari's entry of the damage in the revenue record is what starts every later step.
  2. Photograph the damage before clearing debris. Where a house has collapsed or land has been silted, photographs taken on the day settle later disputes about whether the damage was total or partial.
  3. Cooperate with the joint assessment team. Revenue, Public Works, Agriculture, Horticulture and Animal Husbandry officials inspect and classify the damage, since the head under which your loss is recorded determines the rate that applies.
  4. Submit your documents to the Patwari or Tehsil office; proof of ownership or tenancy, Aadhaar, bank passbook, and for animal loss, evidence that the animals belonged to your household.
  5. Track the case at the Tehsil office. The Tehsildar consolidates the assessment for the area and forwards it to the Sub-Divisional Magistrate and the Deputy Commissioner, who sanctions relief from the district disaster relief funds.
  6. Receive payment in your bank account. Relief is credited by bank transfer. In Himachal Pradesh's recent relief rounds, payment has in several cases been routed to the account of the eldest woman member of the affected family.
  7. File a written objection if the classification is wrong. If a completely destroyed house has been recorded as partially damaged, submit a written representation to the SDM or Deputy Commissioner asking for re-assessment before the relief is disbursed.

How does the relief reach a family that has lost its home?

Relief under the package is only one part of what the state does for a family whose house is gone. Alongside the cash compensation, the Himachal Pradesh government has, in disaster rounds, provided temporary accommodation with rent paid by the state, and has taken decisions on allotting government land to landless families whose land itself was washed away. In the 2023 monsoon disaster the state paid Rs 5,000 per month in rural areas and Rs 10,000 per month in urban areas as rent assistance, transferred to the eldest female member of the family.

These accommodation and land measures are announced round by round and their terms change with each disaster, so a family in temporary shelter should ask the Deputy Commissioner's office which specific orders are in force for their event rather than assuming an earlier round's rates carry over. The compensation table above is what the 28 July 2025 cabinet decision fixed.

Why relief claims get delayed or rejected

  • Late reporting. A damage report filed weeks after the event, when the site has been cleared, is very hard to assess.
  • Classification disputes, the single most common problem, where the family believes the house is beyond repair and the assessment records it as partially damaged at Rs 1 lakh instead of Rs 7 lakh.
  • Title problems, where the house stands on land whose revenue record is in a deceased parent's name or is under a partition dispute among heirs.
  • No bank account or an account not linked to Aadhaar, which holds up the transfer even after sanction.
  • Multiple claimants from one household, where brothers living in a joint house each file separately and the administration has to determine how many families the structure housed.
  • Fund flow at the district level, which can delay disbursal after sanction in a season with very large numbers of claims.

Where to get help

  • Patwari and Gram Panchayat of your area, the first point of report and the only place a damage entry can be created.
  • Tehsildar and Sub-Divisional Magistrate, who hold the consolidated assessment for your area.
  • Deputy Commissioner's office of your district, which sanctions relief and is the authority to approach for re-assessment or a delayed payment.
  • Himachal Pradesh State Disaster Management Authority, hpsdma.nic.in, for the relief manual, disaster advisories and district contact numbers.
  • Disaster helpline 1077 at the district emergency operations centre and 112 for emergency response.

No fee is payable to claim relief under the package, and no agent can obtain a higher damage classification for you. Every enhancement must come from a written re-assessment order by the revenue authority.

Documents required

Damage report or FIR-type entry with the Patwari
The Patwari's damage entry is the foundation of every relief claim. Report the loss as soon as the calamity occurs, before debris is cleared if possible.
Proof of ownership of the house, shop or land
Revenue record such as the jamabandi, tatima, or the shop lease or licence. For a tenant claim, the rent agreement or landlord's statement.
Aadhaar card
Used for identification of the claimant family and for seeding the bank account so relief can be paid by Direct Benefit Transfer.
Bank account passbook
Relief is credited to a bank account, not paid in cash. In several Himachal relief rounds the account of the eldest woman in the family has been used.
Photographs of the damageoptional
Not formally prescribed, but photographs taken before debris removal materially help when the assessment is contested.
Ration card or family register extractoptional
Establishes who forms the affected family, which matters where relief is assessed per family rather than per person.
Livestock ownership evidenceoptional
For animal loss claims — veterinary records, ear tag numbers or the Panchayat's certification of the animals kept by the household.

Frequently asked questions

How much compensation does Himachal Pradesh give for a house destroyed in a disaster?

Rs 7 lakh is paid for a completely damaged house under the Special Relief Package approved by the state cabinet on 28 July 2025. The earlier rate was Rs 1.30 lakh, so the package raised the amount more than fivefold and took it well above the national disaster relief norms.

What does the package pay for a partly damaged house?

Rs 1 lakh is paid for a partially damaged house, up from Rs 12,500 before the package. Where a house has been filled with silt rather than structurally destroyed, a separate de-silting assistance of Rs 50,000 applies.

Do tenants get anything, or only house owners?

Tenants are covered. The package gives Rs 50,000 to a tenant who has lost household belongings and Rs 70,000 to a house owner for the same kind of loss. Bringing tenants inside the relief net was one of the notable changes in the 2025 package.

What is paid for shops, dhabas and cowsheds?

Rs 1 lakh is paid for a damaged shop or dhaba, raised from Rs 10,000, and Rs 50,000 for a damaged cowshed, raised from Rs 10,000. A fully damaged poly-house attracts Rs 25,000.

How much is paid for crop and land loss?

Rs 3,000 per bigha is paid for crop loss, up from Rs 500, and Rs 10,000 per bigha for loss of agricultural or horticultural land, up from Rs 3,900. De-silting of agricultural land attracts Rs 6,000 per bigha, up from Rs 1,500.

What is paid when cattle die in a disaster?

Rs 55,000 per animal is paid for a large milch animal, up from Rs 37,500, and Rs 9,000 per animal for goats, sheep, pigs and lambs, up from Rs 4,000.

How do I claim relief under the package?

Report the loss to your Patwari and Panchayat immediately, so that the damage is entered in the revenue record and a joint assessment team inspects the site. The Tehsildar consolidates the assessment and the Deputy Commissioner sanctions relief, which is paid into the family's bank account.

Is the relief package a scheme you apply to online?

No. The Special Relief Package is a set of enhanced compensation rates applied by the revenue and disaster management machinery, not a scheme with an online application form. The trigger is the damage report filed with the Patwari after the calamity.
