What is the HP BOCW Board's marriage assistance?

Financial Assistance for Marriage: shaadi hetu vittiya sahayata in the Board's own Hindi scheme table, is a cash benefit of the Himachal Pradesh Building and Other Construction Workers Welfare Board. The Board is the statutory body constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, works under the Labour and Employment Department of the Government of Himachal Pradesh, and is financed from the labour cess levied on construction work in the state.

The benefit is Rule 282 of the Board's consolidated welfare schemes notification published on bocw.hp.gov.in. According to that notification the Board pays:

  • Rs 51,000 for the marriage of a registered unmarried beneficiary, that is, the worker's own marriage; and
  • Rs 51,000 for each of two children of a married registered beneficiary.

Rs 51,000 is one of the larger single payments the Board makes, and the reason is straightforward. Wedding costs in Himachal Pradesh regularly consume a construction family's savings for two or three years and push households towards informal moneylenders at high interest. A registered mason or beldar earning a daily wage has no cushion for that. The Board's payment is made directly into the worker's bank account, not through any contractor or intermediary, so the money reaches the family without a cut.

Marriage assistance is the top entry in the Board's scheme table, ahead of maternity and paternity benefit at Rule 271, medical assistance at Rule 280 and education assistance at Rule 281. A construction family will often be drawing on two or three of these heads in the same period: education support for a studying child, and marriage assistance for an older one.

Who is eligible for marriage assistance in Himachal Pradesh?

You can claim if:

  • You are a building or other construction worker registered with the HP BOCW Welfare Board and your registration is live.
  • You have completed two months of membership of the Board. The eligibility column against Rule 282 records the condition as do maah ki sadasyata โ€” two months' membership.
  • The claim is for your own marriage and you were unmarried at the time, or for the marriage of one of your two children.
  • Both bride and groom are of legal marriageable age to 21 years for the groom and 18 for the bride under the Prohibition of Child Marriage Act, 2006.
  • Your contribution to the Board fund is up to date.

The Board's registration rule, printed on its portal, is that a worker aged 18 to 60 who has done at least 90 days of building or other construction work in the previous 12 months may register as a beneficiary. Those 90 days may be made up of private construction work as well as work run by the government or a panchayat. The one-time registration fee is Rs 1, with Rs 9 deposited in advance as contribution covering three years from registration, and Rs 15 for the next three years. Trades on the Board's list include mason, painter, plumber, welder, electrician, carpenter, labourer and helper; a person employed in a managerial, administrative or supervisory capacity is outside the statutory definition of a construction worker.

You cannot apply if:

  • You are not registered with the HP BOCW Welfare Board. There is no route to the Rs 51,000 outside registration.
  • Your registration has lapsed because the contribution was not deposited and no renewal has been done.
  • You have not completed two months of Board membership on the date of the marriage.
  • The claim is for a third or later child's marriage, the children's strand is capped at two.
  • The bride or groom is below the legal age of marriage.
  • You work in construction only in a supervisory or managerial capacity.

How much is paid, and to whom?

Claim Amount Limit
Marriage of the registered unmarried beneficiary Rs 51,000 Once
Marriage of a child of a married registered beneficiary Rs 51,000 per child Up to 2 children

Payment is made by transfer into the registered worker's own bank account, not the bride's or groom's. That is why the account number and IFSC recorded at registration must be current. If you have changed banks since registering, use the Update Beneficiary page on the portal before you file the claim, because a closed or dormant account causes a sanctioned payment to bounce back to the Board and restarts weeks of paperwork.

Amounts under the Board's schemes are fixed by Board resolution and revised from time to time. Rs 51,000 is the rate in the consolidated welfare schemes notification currently published on the Board's site, and the notification itself carries a footnote asking beneficiaries to confirm the latest position with their Labour Officer or on the Board's website.

How to apply for HP BOCW marriage assistance

  1. Confirm your registration and its date. Open bocw.hp.gov.in, use Find BeneficiaryId and Check Status to see your record, and check that your registration is at least two months old. Clear any overdue contribution through Online Renewal and Deposit Fee, or deposit it in one of the Board's designated bank accounts and inform the Labour Welfare Officer so it is posted against your record.
  2. Get the marriage certificate from the Registrar of Marriages, the gram panchayat or the municipal body, along with age proof for both bride and groom. Nothing moves without this.
  3. Complete Aadhaar verification on the Beneficiary Aadhaar Verification page. The Board's public notice states that verifying the beneficiary's Aadhaar number through the portal is compulsory in order to take the benefit of any welfare scheme, and the facility works only where Aadhaar is linked to your mobile number.
  4. Open the "Apply For Benefits" page, enter your Beneficiary ID and date of birth, and select the marriage assistance head under Rule 282.
  5. Fill in the claim, date of marriage, whose marriage it is, and your bank details exactly as they appear in the passbook.
  6. Upload the documents through the Upload Registration Documents page, keeping every scan legible.
  7. Submit and save the acknowledgement number, then follow the claim up with the District Labour Welfare Officer, who verifies it before the Board sanctions payment.

How to apply offline

  1. Visit the District or Sub-Divisional Labour Welfare Officer with jurisdiction over the place where you are registered. The Board's own note on welfare schemes directs a beneficiary who is depositing contribution regularly to send benefit applications to that office.
  2. Ask for the claim form for benefits under Rule 282; Hindi and English forms are also downloadable from the Downloads section of bocw.hp.gov.in.
  3. Fill the form, attach self-attested copies of the registration card, marriage certificate, age proofs, family record, Aadhaar, bank passbook and contribution receipt, and submit it against a dated receipt.
  4. The office verifies the registration, the two-month membership condition and the marriage record, then forwards the case to the Board for sanction.

Workers in Lahaul-Spiti, Kinnaur, Chamba and Sirmaur frequently route the paper claim through the labour inspector covering their block instead of making two trips to district headquarters.

How do you check the status of a claim?

  1. Open bocw.hp.gov.in and select Check Status.
  2. Enter your Beneficiary ID and date of birth.
  3. Read the stage shown, filed, under verification at the district office, sanctioned or paid.

The portal's public counters give a realistic sense of volumes across all Board services: 1,92,134 applications received, 76,215 approved, 1,15,152 pending and 635 incomplete. A claim sitting at verification for some weeks is normal; one that has not moved for months needs a follow-up.

Why marriage assistance claims get rejected

  • Registration lapsed on the date of the marriage because contribution was not deposited. This is the largest single cause across Board benefits.
  • Two-month membership not completed on the date of the marriage.
  • Third child's marriage claimed under a head capped at two children.
  • No marriage certificate, or a certificate whose spelling of the worker's name does not match the Board record.
  • Relationship not documented for a child's marriage, where no parivar register extract or family record is attached.
  • Bride or groom below legal age, which makes the marriage itself unlawful and the claim unsustainable.
  • Bank account closed or dormant, so the credit fails after sanction.
  • 90-day wage slip not deposited for the year, so continuity of membership is not accepted.

Most of these are curable. A lapsed registration can be renewed and the claim refiled; a name mismatch is fixed through the Update Beneficiary page before resubmission.

Where do you complain if the claim is stuck?

  • HP BOCW Welfare Board head office: Old SDM Office, Hamirpur 177001, phone 01972-222411, email hpbocwwboard@gmail.com.
  • District Labour Welfare Officer of your district, in writing, quoting the acknowledgement number and date of filing.
  • e-Samadhan, the Himachal Pradesh online public grievance portal, linked from the top of the Board's home page.
  • Himachal Pradesh CM Helpline 1100 for a general escalation.

No agent's fee is payable for filing a Board claim. Registration costs Rs 1 plus Rs 9 advance contribution, claim forms are free at the Labour Welfare Office and downloadable from the portal, and no Board official will ask for your OTP.

Documents required

HP BOCW Welfare Board registration or identity card
Rule 282 requires two months of membership, so the registration date on the card is the first thing checked.
Marriage certificate or proof of the marriage
Issued by the Registrar of Marriages, the panchayat or the municipal body. This fixes the date of marriage on which the whole claim rests.
Age proof of the bride and groom
Birth certificate, school leaving certificate, Aadhaar or voter card. The legal minimum age of 21 for the groom and 18 for the bride applies.
Proof of relationship for a child's marriage
A parivar register extract or family record showing the person married is the son or daughter of the registered worker. Not needed where the worker is marrying themselves.
Aadhaar card of the registered worker
The Board treats Aadhaar verification through its portal as compulsory for drawing any welfare benefit.
Bank account passbook of the registered worker
The Rs 51,000 is credited directly to the worker's account, so account number, IFSC and name must match the Board record.
Contribution or renewal receipt
Registration costs Rs 1 plus Rs 9 advance contribution for three years, and Rs 15 for the next three. A lapsed card is the commonest reason a claim is returned.
Wage slip or continuity certificate for 90 days of work
The Board requires a 90-day wage slip to be deposited at the Labour Office every year to keep membership live and to receive assistance.

Frequently asked questions

How much marriage assistance does the HP BOCW Board pay?

Rs 51,000 is paid for the marriage of a registered unmarried beneficiary, and Rs 51,000 is paid for the marriage of each of two children of a married beneficiary. Both figures appear against Rule 282 in the Board's welfare schemes notification published on bocw.hp.gov.in.

How many marriages can one worker claim for?

A registered worker can claim once for their own marriage, and separately for the marriages of up to two of their children. The Board's scheme table caps the children's strand at two.

How long must I be registered before claiming?

Two months of membership is the condition stated against Rule 282. A worker who registers days before a wedding will generally not satisfy it, so register and keep the membership live well before the marriage is fixed.

Who is not eligible for the marriage assistance?

A construction worker who is not registered with the HP BOCW Welfare Board is not eligible, and neither is a worker whose registration has lapsed for non-payment of contribution. Claims for a third child's marriage, claims by a worker who has not completed two months of membership, and claims where the bride or groom is below the legal age of marriage are also not eligible.

Can both parents claim if both are registered with the Board?

The Board checks for duplicate payment on the same marriage, so put the position to the District Labour Welfare Officer in writing before filing if both spouses hold live registrations. The scheme table provides Rs 51,000 per marriage, not per registered parent.

Can I apply before the wedding takes place?

The claim rests on a marriage certificate or equivalent proof of the marriage, which only exists after the event, so in practice the claim is filed once the marriage has taken place and the certificate is in hand. Registration and contribution, however, must be sorted out well before.

Can I apply online?

Yes. The Board portal bocw.hp.gov.in carries an "Apply For Benefits" page that opens with your Beneficiary ID and date of birth, and a separate page for uploading documents. Most districts still accept the paper claim at the Labour Welfare Office as well.

How do I check what happened to my claim?

Use the Check Status page on bocw.hp.gov.in with your Beneficiary ID and date of birth. If the status does not move, telephone the Board head office at Hamirpur on 01972-222411 or email hpbocwwboard@gmail.com, and escalate through the e-Samadhan grievance portal linked from the Board's home page.
