Mukhyamantri Awas Yojna (HP Building and Other Construction Workers Welfare Board)
Himachal Pradesh state government scheme
Mukhyamantri Awas Yojna of the Himachal Pradesh Building and Other Construction Workers Welfare Board gives registered construction workers financial help to build their own house. The Board's newly approved women's housing scheme pays Rs 3.00 lakh to a registered woman worker with annual income below Rs 2.50 lakh. Applications go to the District Labour Welfare Officer.
What is Mukhyamantri Awas Yojna of the HP BOCW Welfare Board?
Mukhyamantri Awas Yojna is the house-construction benefit offered by the Himachal Pradesh Building and Other Construction Workers Welfare Board, a statutory body under the Labour and Employment Department of the Government of Himachal Pradesh. The Board exists to convert the labour cess collected from construction projects into welfare benefits for the unorganised workers who build them, and housing is one of those benefits.
The Board came into existence on 2 March 2009. According to the Himachal Pradesh Economic Survey 2024-25, it functions "with the prime motive to extend financial benefits to all registered unorganized sector workers engaged in Building and other construction works across the State". Its money comes from labour cess: Rs 103.53 crore was received or collected in 2024-25 up to December 2024 from establishments across Himachal Pradesh.
On the housing side, the Economic Survey 2024-25 records a specific and recently approved measure. The Government of Himachal Pradesh approved a new scheme, "Mukhyamantri Widow/Single/Destitute/Divyang Mahila Awas Yojna", for registered women workers of the HP BOCW Welfare Board, under which Rs 3.00 lakh will be provided to registered women workers for construction of a house, where annual income is less than Rs 2.50 lakh per annum. That is the housing figure the state's own published record carries, and it is the number to work from.
For the general housing assistance head available to registered construction workers, the Board sets and revises rates by its own resolution, and those rates are not published on the Board's public website. Ask your District Labour Welfare Officer for the rate and the current scheme circular in writing before you plan any construction. This guide deliberately does not quote a figure that the state's own sources do not carry.
Who is eligible for HP BOCW Welfare Board housing assistance?
Everything at the Board starts with registration. The Economic Survey states the membership rule directly: every building worker who has completed 18 years of age but has not completed 60 years, is not a member in any other welfare fund, and who has completed 90 days of employment as a building worker in a year, is eligible for membership in the fund.
You can claim housing assistance if:
- You are registered with the HP BOCW Welfare Board and your registration is live, not lapsed.
- You were 18 or older and under 60 when you registered, and you completed 90 days of employment as a building worker in a year.
- You are not a member of any other welfare fund.
- You have land recorded in your own name on which the house will be built.
- You are a resident of Himachal Pradesh.
- For the approved women workers' housing scheme, you are a registered woman worker of the Board in the widow, single, destitute or Divyang category, with annual income below Rs 2.50 lakh.
You cannot apply or are not eligible if:
- You are not registered with the Board. There is no route to a Board benefit for an unregistered worker, however long you have worked in construction.
- Your registration has lapsed because renewal was not done.
- You are a member of another welfare fund, which disqualifies you from Board membership itself.
- You were under 18 or 60 or over at the time of registration.
- You cannot show 90 days of building work in a year, which is the qualifying employment test.
- You have no land in your own name, since the benefit funds construction rather than purchase.
- You have already received housing assistance from any government scheme.
- You are a contractor or an establishment owner rather than a worker; the Board's fund is for workers.
What benefits does the Board give besides housing?
The HP BOCW Welfare Board runs a broad set of schemes for the same registered workforce, and a worker claiming housing is usually eligible for several of these too. The Economic Survey 2024-25 names them:
- Marriage Assistance Scheme
- Maternity and Paternity Assistance Scheme
- Education Assistance Scheme
- Medical Assistance Scheme
- Pension Assistance Scheme
- Disability Pension Assistance Scheme
- Death and Funeral Assistance Scheme
- Female Child Birth Gift Scheme
- Disabled Children Benefit Scheme
- Widow Pension
- Hostel Facility Scheme for children of construction workers
Scale. The Board had registered 4,57,964 workers from inception up to November 2024. It has disbursed Rs 500.40 crore in benefits to 5,58,904 beneficiaries since inception across all its schemes, and in 2024-25 it paid Rs 26.69 crore to 7,049 beneficiaries. Those numbers matter to an applicant for a practical reason: the Board pays out at scale, so a properly documented claim from a registered worker is a routine transaction, not an exception.

How to apply for HP BOCW Welfare Board housing assistance
- Register with the Board first, if you have not already. Go to the District Labour Welfare Officer of the HP BOCW Welfare Board in your district with your Aadhaar card and proof of 90 days of building work in the year. e-KYC is done through the Board's mobile application at the officer's end.
- Renew your registration if it has lapsed. A lapsed card is the single most common reason a Board claim fails. Renewals are handled by the same District Labour Welfare Officer.
- Ask for the current housing scheme circular and the prescribed claim form. Confirm in writing which head you are being considered under, the approved women workers' housing scheme or the general housing assistance head, and the amount payable.
- Assemble the documents: registration card, Aadhaar, bank passbook, income certificate, Jamabandi and Tatima for the plot, Himachali bonafide certificate, any category proof, and the declaration that you have not taken housing help before.
- Submit the completed claim form to the District Labour Welfare Officer and obtain a dated receipt or diary number. Do not leave the office without one.
- Allow the verification. The Board verifies the registration record, the contribution position, the income certificate and the land papers.
- Receive sanction and start construction. Where assistance is released in instalments against progress, keep every bill and photograph the work at each stage.
- Collect the payment in your own bank account and keep the sanction letter safely, because it is the proof that housing assistance has already been drawn.
How do I check my claim status?
The Board does not publish a public online claim tracker. Use this order:
- Quote your diary number to the District Labour Welfare Officer who received the claim, and ask whether verification is complete.
- Ask specifically whether your registration and contribution record is showing as current in the Board's system. This is where most claims stall.
- Escalate to the Labour Commissioner-cum-Secretary of the HP BOCW Welfare Board if the district office does not move the case.
- File a written grievance on e-Samadhan at esamadhan.nic.in, or call the Himachal Pradesh CM Helpline on 1100.
Why HP BOCW housing claims get rejected
- Registration lapsed. Benefits are payable only against a live registration. The Board organises awareness camps through its Labour Welfare Officers partly because so many workers let their cards lapse.
- Ninety days of building work in the year not established. The qualifying employment has to be certified; casual work without any record fails.
- Member of another welfare fund, which bars Board membership itself.
- Income certificate above the ceiling for the head being claimed.
- Land not in the worker's own name in the revenue record.
- Housing assistance already drawn under this or another government housing scheme.
- Bank account mismatch. An account not in the worker's own name, or Aadhaar not seeded, which stops the transfer after sanction.
- e-KYC not completed. The Board built its mobile application specifically to speed up beneficiary e-KYC; a claim from a worker whose e-KYC is pending waits.
Key dates and how the Board works through the year
There is no notified last date for a Board housing claim. Claims are taken through the year from workers whose registration is live, and are settled against the Board's cess-funded corpus rather than a fixed annual applicant quota. What does have a date is your own registration — it has to be renewed to stay live, and the renewal cycle, not the scheme, is what usually decides whether you can claim in a given year. Attend the awareness camps the Board organises through its Labour Welfare Officers; renewals and e-KYC are commonly done on the spot at these camps.
Where do I complain if something goes wrong?
- District Labour Welfare Officer of the HP BOCW Welfare Board: first point for registration, renewal and claim matters.
- Himachal Pradesh Building and Other Construction Workers Welfare Board, through the Labour and Employment Department, for matters the district cannot resolve. The Board's own portal is bocw.hp.gov.in.
- e-Samadhan at esamadhan.nic.in; written grievance with a traceable reference number.
- Himachal Pradesh CM Helpline, 1100, telephone route for state scheme grievances.
Registration with the Board and every claim on it are free. No agent can register you, renew your card or get a housing claim sanctioned for a fee, and the money is paid only into the registered worker's own bank account.

Frequently asked questions
Who can get housing assistance from the HP Building and Other Construction Workers Welfare Board?
Only a building or construction worker whose registration with the HP BOCW Welfare Board is live can claim housing assistance. The Board's own registration rule is that a building worker aged 18 to under 60, who is not a member of any other welfare fund and who has completed 90 days of employment as a building worker in a year, is eligible for membership of the fund.
How much does the Board's housing scheme pay?
Rs 3.00 lakh is paid under the scheme the Government of Himachal Pradesh approved for registered women workers of the Board — the Mukhyamantri Widow/Single/Destitute/Divyang Mahila Awas Yojna — where the worker's annual income is less than Rs 2.50 lakh. For the general housing assistance head, confirm the rate currently in force with your District Labour Welfare Officer, because the Board revises its scheme rates by resolution.
What is the income limit for the Board's housing scheme?
Annual income must be less than Rs 2.50 lakh for the approved women workers' housing scheme. That figure is recorded in the Himachal Pradesh Economic Survey 2024-25 in the section on the BOCW Welfare Board.
Who cannot apply for the Board's housing assistance?
A worker who is not registered with the HP BOCW Welfare Board cannot apply at all, and neither can a worker whose registration has lapsed. A worker who is a member of another welfare fund is not eligible for Board membership in the first place, and anyone who has already taken housing assistance from a government scheme cannot claim it again.
How do I register with the HP BOCW Welfare Board?
Register with the District Labour Welfare Officer of the Board in your district. You must be at least 18 and under 60, must have completed 90 days of employment as a building worker in the year, and must not be a member of any other welfare fund. The Board's officers use a departmental mobile application for e-KYC at registration and renewal.
What other schemes does the HP BOCW Welfare Board run?
The Board runs a Marriage Assistance Scheme, Maternity-Paternity Assistance Scheme, Education Assistance Scheme, Medical Assistance Scheme, Pension Assistance Scheme, Disability Pension Assistance Scheme, Death-Funeral Assistance Scheme, Female Child Birth Gift Scheme, Disabled Children Benefit Scheme, Widow Pension and a Hostel Facility Scheme for children of construction workers.
How large is the Board's benefit programme?
The Board had registered 4,57,964 workers from its inception up to November 2024, and had disbursed benefits of Rs 500.40 crore to 5,58,904 beneficiaries across its welfare schemes. In 2024-25 up to December 2024 it collected Rs 103.53 crore of labour cess.
Do I have to renew my registration to keep the housing benefit alive?
Yes. Board benefits are payable only to a worker whose registration is current, and District Labour Welfare Officers handle both new registration and renewals using the Board's mobile application. A lapsed card is the commonest reason a claim is refused.
