Mukhya Mantri Sahara Yojana
Himachal Pradesh state government scheme
Mukhya Mantri Sahara Yojana pays Rs 3,000 per month to patients from economically weaker sections of Himachal Pradesh who suffer from specified chronic diseases such as malignant cancer, paralysis, Parkinson's, muscular dystrophy, haemophilia, thalassaemia and chronic renal failure. Registration is online at sahara.hpsbys.in with a medical certificate.
What is Mukhya Mantri Sahara Yojana?
Mukhya Mantri Sahara Yojana is a Himachal Pradesh state scheme that pays a fixed monthly cash assistance to patients suffering from long, incurable or permanently disabling illnesses. Sahara was launched by the state government and implemented through the Himachal Pradesh Swasthya Bima Yojna Society under the Department of Health and Family Welfare; a notice on the official Sahara portal now records that the scheme has been shifted to the ESOMSA Department, the department that handles the state's social security pensions.
According to the official Sahara portal, the state government launched the scheme "to provide financial assistance of Rs. 3000 per month to the patients belonging to the economically weaker sections of the society, who are suffering from specified diseases such as Parkinson, Malignant Cancer, Paralysis, Muscular Dystrophy, Hemophilia and Thalassemia etc."
Sahara sits alongside, not inside, the state's hospital-cover schemes. HIMCARE and Ayushman Bharat pay a hospital for a treatment package. Sahara pays the patient, every month, for the costs that no hospital bill captures: the bus or taxi to the district hospital for a dialysis session, the attendant who cannot go to work, the special diet, the medicines bought outside the hospital pharmacy. That distinction matters. A Sahara beneficiary can and usually should also hold a HIMCARE or Ayushman Bharat card.
The core design in four lines
- Assistance is Rs 3,000 per month, or Rs 36,000 in a full year.
- The patient must belong to an economically weaker section of society.
- The patient must suffer from a specified disease, or a condition that renders them permanently incapacitated.
- The money is a social security measure, meant to obviate and mitigate the hardship of prolonged treatment rather than to fund the treatment itself.
Which diseases are covered under Sahara Yojana?
The official portal names the following:
- Parkinson's disease
- Malignant cancer
- Paralysis
- Muscular dystrophy
- Haemophilia
- Thalassaemia
- Chronic renal failure
The list closes with a deliberately wide clause: any other disease which renders a person permanently incapacitated is also covered. That clause is what makes Sahara usable for rare neurological and degenerative conditions that no scheme list can anticipate. In practice the certifying medical officer's opinion on permanent incapacity is what carries such a case, so the wording of the medical certificate matters more here than in any other Himachal scheme.
Who is eligible for Sahara Yojana and who is not eligible?
You can apply if:
- You are a resident of Himachal Pradesh.
- You suffer from one of the specified diseases, or from another disease that has left you permanently incapacitated, and a government medical officer will certify it.
- You belong to an economically weaker section, evidenced by a BPL certificate or an income certificate.
You are not eligible if:
- Your illness is temporary or curable and does not amount to permanent incapacity — Sahara is not a general medical reimbursement.
- You cannot produce a medical certificate naming a covered condition. There is no route to Sahara on self-declaration.
- You cannot produce a BPL or income certificate. The economically weaker section test is a standing condition, not a one-time formality; the portal requires the certificate to be refreshed.
- You are not a resident of Himachal Pradesh.
The income ceiling applied to the economically weaker section test is fixed by the administering department and is applied through the income certificate issued by your Tehsildar. Confirm the current ceiling at the Tehsil Welfare Office or district welfare office before paying for the certificate, rather than relying on a figure quoted by a third-party website.

How to apply for Sahara Yojana
- Open the official portal at sahara.hpsbys.in.
- Select New Registration. The flow begins with Aadhaar verification of the patient, so keep the Aadhaar-linked mobile handy for the OTP.
- Fill the patient's details; name, date of birth, district, tehsil, panchayat or ward, disease, and the bank account into which the Rs 3,000 should go.
- Upload the medical certificate naming the covered disease and the BPL or income certificate.
- Submit the application and save the registration or reference number shown on screen.
- Track the file with Know Your Status on sahara.hpsbys.in.
- After approval, use Download SAHARA Card to save your card, and Check Payment Status each month to confirm the credit.
If you cannot complete this yourself, the practical offline route is to take the same documents to your Tehsil Welfare Office, the District Welfare Officer or a Lok Mitra Kendra, where the application is filed on the same portal on your behalf. Since the scheme now sits with ESOMSA, the district welfare office is the right first door for a patient who needs help with the paperwork.
How do I keep Sahara payments running?
Sahara is the rare scheme where continuation is harder than approval. The portal exposes one service called Update Life, BPL/Income, Medical Certificates, and all three of those documents expire:
- The life certificate confirms the beneficiary is alive and is the routine annual requirement for any monthly benefit paid by the state.
- The BPL or income certificate confirms the family still qualifies as an economically weaker section.
- The medical certificate confirms the condition persists.
A payment that stops without explanation is, most often, one of these three having lapsed. Open Check Payment Status first; if the record shows a pending certificate, upload it through the update service rather than filing a fresh application, which would only create a duplicate record.
Why do Sahara applications get rejected?
- Medical certificate does not name a covered disease, or does not state permanent incapacity where the case rests on the residual clause.
- Certificate issued by a private practitioner without the countersignature or authority the department accepts.
- No BPL or income certificate, or one that has expired.
- Bank account details mismatched with Aadhaar, which stops the direct transfer even after approval.
- Duplicate application filed while the first is still under scrutiny.
- Non-resident applicant, which the residence or bonafide certificate check catches.
Where do I complain about Sahara Yojana?
- Toll-free helpline of the Himachal Pradesh Swasthya Bima Yojna Society: 1800-202-1311, which also handles HIMCARE and PM-JAY queries.
- Contact Us on hpsbys.in for written grievances to the Society.
- District Welfare Officer / Tehsil Welfare Office of your district, now the natural point of contact since the scheme has moved to the ESOMSA Department.
- e-Samadhan, the Himachal Pradesh public grievance portal, for a grievance that has not been settled at district level.
Registration under Mukhya Mantri Sahara Yojana is free. No middleman can charge a fee to add a patient's name, and no official will ask for the OTP sent to your Aadhaar-linked mobile number.

Frequently asked questions
How much money does Mukhya Mantri Sahara Yojana give?
Mukhya Mantri Sahara Yojana provides financial assistance of Rs 3,000 per month, which works out to Rs 36,000 a year. The money is paid to the patient, not to a hospital, and is meant to offset the running costs of a long illness — travel, attendant care, medicines and diet.
Which diseases are covered under Sahara Yojana?
Sahara Yojana covers Parkinson's disease, malignant cancer, paralysis, muscular dystrophy, haemophilia and thalassaemia among others. Patients suffering from chronic renal failure, or any other disease which renders a person permanently incapacitated, are also covered — the last clause is deliberately open so that rare incapacitating conditions are not shut out.
Who can apply for Sahara Yojana?
A resident of Himachal Pradesh from an economically weaker section who is suffering from one of the specified diseases can apply. Eligibility rests on two proofs together — a medical certificate naming the disease, and a BPL or income certificate establishing economic weakness.
How do I register for Sahara Yojana?
Register online at sahara.hpsbys.in through the new registration link, which begins with Aadhaar verification. You then fill the patient details, upload the medical certificate and the BPL or income certificate, and submit. Status is tracked using Know Your Status on the same portal.
Which department runs Sahara Yojana now?
Mukhya Mantri Sahara Yojana has been shifted to the ESOMSA Department, as the Himachal Pradesh Swasthya Bima Yojna Society notice on sahara.hpsbys.in states. The Society originally implemented the scheme under the Department of Health and Family Welfare, and the sahara.hpsbys.in portal still carries the citizen services.
How do I check my Sahara Yojana payment?
Use the Check Payment Status service on sahara.hpsbys.in. The portal also offers Know Your Status for the application itself and a separate Download SAHARA Card link once you are approved.
Why has my Sahara Yojana payment stopped?
The most common reason is an expired certificate. Sahara requires periodic updating of the life certificate, the BPL or income certificate and the medical certificate, and the portal has a single service for all three. A bank account that has gone dormant or is not Aadhaar-seeded is the other frequent cause.
Is there any fee to apply for Sahara Yojana?
No. Registration on sahara.hpsbys.in is free, and no agent can charge for adding a patient's name to the Sahara list. Only the cost of obtaining the medical and income certificates from the issuing offices applies.
