Mukhya Mantri Vidyarthi Kalyan Yojana
Himachal Pradesh state government scheme
Mukhya Mantri Vidyarthi Kalyan Yojana is a Himachal Pradesh scholarship for students from IRDP and BPL families studying in government or government-aided institutions in the state. Rates run from Rs 1,500 a year for school boys to Rs 5,000 a year at college level, and applications are filed online on the National Scholarship Portal and HP ePASS.
What is Mukhya Mantri Vidyarthi Kalyan Yojana?
Mukhya Mantri Vidyarthi Kalyan Yojana is a Himachal Pradesh state scholarship that supports students from the state's poorest households, families listed under the Integrated Rural Development Programme (IRDP) or holding a Below Poverty Line (BPL) certificate, through school and on into college. The Department of Education runs it, with the Directorate of Higher Education handling the college and university side, and applications flow through the National Scholarship Portal and the state's own HP ePASS system.
The scheme is written variously as Mukhya Mantri Vidyarthi Kalyan Yojna and Mukhyamantri Vidyarthi Kalyan Yojana; both names point to the same state scheme. Unlike Indira Gandhi Utkrisht Chhatravriti Yojana, which is a pure merit award, this one is need-based. There is no merit list and no topper requirement. The qualifying test is the family's IRDP or BPL status plus enrolment in a government or government-aided institution inside Himachal Pradesh.
Key features
- Need-based state scholarship, funded by the Government of Himachal Pradesh.
- Covers students from the upper school classes through to university level.
- Higher rate for girl students at school level than for boys.
- Paid by Direct Benefit Transfer into the student's own Aadhaar-seeded account.
- Restricted to government and government-aided institutions in the state.
Who is eligible for Mukhya Mantri Vidyarthi Kalyan Yojana?
You can be considered if:
- Your family is on the IRDP list or holds a valid BPL certificate issued by the Gram Panchayat, Urban Local Body or competent revenue authority.
- You are a bonafide resident of Himachal Pradesh with a domicile or bonafide certificate from the Tehsildar.
- You are studying in a government or government-aided institution located inside Himachal Pradesh, a government school, a government college, or a state university department or aided college.
- You are enrolled in a regular course and can produce a bonafide certificate from the institution for the current academic year.
You are not eligible if:
- Your family is not on the IRDP or BPL list. Income alone, without the certificate, does not qualify.
- You are studying in an unaided private school or private college, or in a deemed university. The scheme is tied to the government and government-aided sector.
- You are studying outside Himachal Pradesh, even if you hold Himachal domicile. Students who leave the state for their course should look at the state's other schemes instead.
- You do not hold Himachal Pradesh domicile, even if you are studying in a government college in the state.
- You are already drawing another scholarship for the same course year that the rules bar from being combined with this one. Declare any other award on the application form rather than leaving it blank.
How much does Mukhya Mantri Vidyarthi Kalyan Yojana pay?
| Level | Annual rate |
|---|---|
| School level; boys | Rs 1,500 |
| School level β girls | Rs 2,000 |
| College and university students | Rs 5,000 |
Those are the rates currently listed for Himachal Pradesh on the National Scholarship Portal. A caution about the numbers: older Himachal Pradesh notifications for this scheme expressed the benefit as a monthly figure that varied by class and by hostel or day-scholar status, and secondary sources still quote those older monthly rates, which produce a much larger annual total. Because the two sets of figures cannot both be current, treat the annual table above as the working rate and confirm the exact amount for your class on scholarships.gov.in or with your institution's scholarship cell before you budget around it. Do not rely on the monthly figures circulating on non-government sites.
Payment is made by Direct Benefit Transfer into the student's own bank account after the institution verifies the application and the department sanctions it. There is no cash component and no reimbursement of fees paid separately.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| IRDP or BPL certificate | Yes | The core eligibility proof; must be current |
| HP bonafide/domicile certificate | Yes | From the Tehsildar |
| Previous class marksheet | Yes | Last examination passed |
| Institution bonafide certificate | Yes | Confirms enrolment in a government or aided institution |
| Aadhaar card | Yes | For One Time Registration, e-KYC and bank seeding |
| Bank passbook | Yes | Student's own account, Aadhaar-seeded |
| Passport size photograph | Yes | Recent, uploaded online |
The BPL certificate is the document most often found to be out of date. Panchayat BPL lists are revised, and a certificate issued three years ago may no longer match the current list, which is what the verifying officer checks against.
How to apply for Mukhya Mantri Vidyarthi Kalyan Yojana
- Get your IRDP or BPL certificate refreshed from the Gram Panchayat or Urban Local Body, and your bonafide certificate from the Tehsildar, before you touch the portal. Both take time and both stop applications dead.
- Open the National Scholarship Portal at scholarships.gov.in and complete One Time Registration (OTR). This step includes Aadhaar-based e-KYC, an OTP to your Aadhaar-linked mobile number, and face authentication through the NSP mobile app. Save the OTR reference number.
- Log in with the OTR credentials, choose Himachal Pradesh as the state and Mukhya Mantri Vidyarthi Kalyan Yojana from the state scheme list.
- Fill the application form; personal details, class and course, institution name and code, IRDP/BPL certificate number, and your own bank account details.
- Upload the documents listed above and submit the application. Save the application ID shown on screen.
- Take a printout of the submitted form, attach self-attested photocopies of every document, and hand the set to your school or college scholarship cell.
- Ask the institution to verify and forward the application on its institutional login. Applications that are submitted but never forwarded lapse silently at the end of the window.
- Track the file on the portal until the sanction and payment entries appear.
Himachal Pradesh also operates its own HP ePASS scholarship portal at hpepass.cgg.gov.in, which lists this scheme under State Sponsored Schemes. Check with your institution which of the two portals it is verifying on for the current year, because the state has moved schemes between the two systems in the past.
How to apply without your own internet access
- Take all seven documents to your school or college scholarship cell. Most government institutions in Himachal Pradesh run assisted filing camps in the weeks after admissions.
- Ask the nodal officer to create the OTR and fill the form on the institutional system. The Aadhaar OTP still has to come to your own mobile number, so carry the phone.
- Or use a Lok Mitra Kendra or Common Service Centre, which can complete the online form for a small notified fee, then carry the printout to your institution for verification. No agent should charge more than the notified fee, and none can guarantee a sanction.
How to check your application status
- Log in to scholarships.gov.in with your OTR credentials, or to hpepass.cgg.gov.in if your institution is verifying there.
- Open Check Your Status and enter the application ID for the current academic year.
- Read the stage: submitted by applicant, verified by institute, verified by district/state officer, sanctioned, or payment released.
- A status stuck at submitted by applicant means the file is waiting at your institution. That is the office to chase, not the directorate.
Why applications get rejected, and how to fix them
- IRDP or BPL certificate expired or not matching the current list. Get a fresh certificate from the Panchayat and reapply in the next window.
- Institution not verified within the window. The commonest cause of a lost year, and the easiest to prevent by following up in person a week after submitting.
- Bank account not in the student's name. Payments cannot be made into a parent's or guardian's account. Open a student account and seed it with Aadhaar.
- Bank account not Aadhaar-seeded, so the DBT transfer bounces.
- Name mismatch between Aadhaar, the marksheet and the bank record.
- Institution not government or government-aided. This cannot be cured, the student is outside the scheme.
- Duplicate application for the same year, or an undeclared second scholarship.
Key dates to watch
The National Scholarship Portal window for Himachal Pradesh state schemes has in the recent cycle been listed as closing on 31 August, with institutional verification running for a few weeks after that and district or state level verification after that again. The dates are set fresh each year and have been extended in past cycles, so verify the current year's schedule on scholarships.gov.in or on the state education department's notices page rather than assuming last year's calendar holds.

Frequently asked questions
How much is paid under Mukhya Mantri Vidyarthi Kalyan Yojana?
As currently listed for Himachal Pradesh on the National Scholarship Portal, school-level boys receive Rs 1,500 a year, school-level girls Rs 2,000 a year, and college or university students Rs 5,000 a year. Earlier Himachal Pradesh notifications expressed the same benefit as monthly rates, so confirm the rate for your class on the portal before applying.
Who is eligible for Mukhya Mantri Vidyarthi Kalyan Yojana?
Students whose families are on the IRDP or BPL list, who are bonafide residents of Himachal Pradesh, and who are studying in a government or government-aided institution located in Himachal Pradesh. The scheme runs from the upper school classes through to university level.
Can a student in a private school or private college apply?
No. Mukhya Mantri Vidyarthi Kalyan Yojana is restricted to students in government or government-aided institutions inside Himachal Pradesh. Students in unaided private institutions are not eligible, however low the family income.
Is a BPL certificate compulsory?
Yes. The IRDP or BPL certificate is the document the whole scheme turns on, and an application without a valid, current certificate from the Gram Panchayat, Urban Local Body or revenue authority will be rejected at verification.
Where do I apply for this scholarship?
Applications are filed online on the National Scholarship Portal at scholarships.gov.in, and Himachal Pradesh also routes its state schemes through the HP ePASS portal at hpepass.cgg.gov.in. Your school or college must then verify and forward the application.
Do girls get more money than boys under this scheme?
Yes, at school level. The rates listed for Himachal Pradesh give girl students a higher annual amount than boys in the same classes, which is a deliberate incentive to keep girls from IRDP and BPL families in school. At college level the rate is the same for both.
Do I need to apply again each year?
Yes. A fresh or renewal application must be filed for every academic year on the portal, and the institution has to verify it again. The scholarship does not roll over automatically from one class to the next.
Why has the scholarship not reached my account?
The usual causes are that the institution has not forwarded the application, that the bank account is not Aadhaar-seeded, that the account is in a parent's name instead of the student's, or that the BPL certificate on file has lapsed. Check the status on the portal before approaching the department.
