What is Mukhyamantri Sukh Ashray Yojana?

Mukhyamantri Sukh Ashray Yojana is Himachal Pradesh's flagship child welfare scheme, under which the state government formally adopts orphan, abandoned, surrendered and specially abled children as "Children of the State" and takes responsibility for their care, education and rehabilitation up to the age of 27 years. The scheme was launched in February 2023, was given legal shape through legislation in the budget session, and carries an allocation of Rs 101 crore. It is administered by the Directorate of Women and Child Development under the Department of Social Justice and Empowerment.

Mukhyamantri Sukh Ashray Yojana: commonly written as Mukhyamantri Sukh Aashray Yojana or simply the CM Sukh-Ashray Yojana; is unusual among Indian state schemes because it does not stop at the age of 18. Most child welfare support in India ends when a child leaves a Child Care Institution, precisely at the moment a young person without family is least equipped to cope. Himachal Pradesh extended the state's guardianship to 27, covering higher education, coaching, hostel costs, a house, marriage and the capital to start a livelihood.

According to state figures, nearly 6,000 orphaned and vulnerable children and young adults have been covered as Children of the State, and around 2,700 newly identified orphan children were brought in for monthly assistance. In November 2024 the government expanded the scheme to include abandoned children, meaning those deserted by biological or adoptive parents or guardians, and surrendered children, meaning those relinquished by parents or guardians for physical, emotional or social reasons beyond their control.

What benefits does Mukhyamantri Sukh Ashray Yojana provide?

  • Monthly maintenance: Rs 1,000 a month for children below 14 years, and Rs 2,500 a month for children between 14 and 18 years.
  • Pocket money of Rs 4,000 a month for beneficiaries pursuing studies after 18, paid until the age of 27.
  • Full cost of education borne by the state, from school through higher education and vocational or skill-development courses.
  • Up to Rs 1,00,000 a year towards coaching and hostel facilities for beneficiaries above 18.
  • 3 biswa of land plus Rs 3,00,000 for house construction for orphan beneficiaries who have no house.
  • Rs 2,00,000 marriage assistance, and Rs 2,00,000 as start-up capital for beneficiaries who wish to begin a business.
  • Annual educational tours and exposure trips for children in Child Care Institutions.

The mix of benefits a particular beneficiary receives depends on age and circumstances. A ten-year-old in a Child Care Institution receives maintenance and full education costs; a twenty-two-year-old in college receives pocket money and coaching or hostel support; a beneficiary starting adult life receives the housing, marriage or livelihood assistance.

Who is eligible for Mukhyamantri Sukh Ashray Yojana?

You can be covered if:

  • You are a permanent resident of Himachal Pradesh.
  • You are an orphan, an abandoned child, a surrendered child, or a specially abled child or young adult.
  • You are below 27 years of age.
  • The district Child Welfare Committee certifies you as a Child of the State. This certificate is the gateway to every benefit under the scheme.

The wider Sukh Ashray framework also extends support to destitute single women and elderly persons without family support, alongside the child component described here.

You are not eligible if:

  • You are above 27 years of age. Support tapers off at that point by design.
  • You are not a permanent resident of Himachal Pradesh.
  • You have both parents alive and supporting you, and you do not fall into the abandoned, surrendered or specially abled categories. Financial hardship alone does not qualify a child for this scheme; families in that position should look at Mukhya Mantri Sukh Shiksha Yojana instead.
  • The Child Welfare Committee has not issued a certificate for you. Without it, no benefit under the scheme can be sanctioned, however deserving the case.

How to apply for Mukhyamantri Sukh Ashray Yojana

  1. Approach the District Child Protection Unit (DCPU) at your district headquarters, or the office of the Directorate of Women and Child Development in Shimla, and collect the offline application form. There is no self-registration website for this scheme.
  2. Have the case placed before the district Child Welfare Committee. The Committee examines the child's circumstances, orphan, abandoned, surrendered or specially abled, and issues the certificate identifying the child as a Child of the State.
  3. Fill in the application form with the child's name, date of birth, residence, guardian's or Child Care Institution's details, education status and bank account particulars.
  4. Attach the documents: Child Welfare Committee certificate, Bonafide Himachali certificate, age proof, parents' death certificates where they apply, Aadhaar, bank passbook copy, disability certificate and enrolment proof.
  5. Submit the file to the District Child Protection Unit, which processes it with the District Programme Officer, and take a written acknowledgement.
  6. Receive sanction and DBT into the beneficiary's or guardian's Aadhaar-seeded bank account, and keep the sanction letter for later claims such as coaching, hostel, housing, marriage or start-up assistance.
  7. Apply separately for the large one-time benefits — the 3 biswa land and Rs 3 lakh house grant, the Rs 2 lakh marriage assistance, or the Rs 2 lakh start-up capital: as and when the beneficiary reaches that stage, through the same District Child Protection Unit route.

Deputy Commissioners chair the District Child Welfare and Protection Committees, which review implementation of Mukhyamantri Sukh Ashray Yojana in each district. A stalled case can be raised in that forum.

How do you check your status?

Mukhyamantri Sukh Ashray Yojana is administered offline, so status is checked through the offices rather than online:

  • District Child Protection Unit: whether the file has been processed and sent for sanction.
  • Child Welfare Committee, the status of the Child of the State certificate, if that is the pending step.
  • District Programme Officer (ICDS); sanction and payment.
  • Deputy Commissioner's office; where the case is stuck across departments, since the DC chairs the district committee for this scheme.

Carry the acknowledgement with your file number to any of these offices.

Why do cases get delayed or rejected?

  • No Child Welfare Committee certificate. Almost every stalled case comes back to this. The Committee sits at district level and must record its finding.
  • Age above 27. Benefits end at 27 and cannot be extended.
  • Residence not established, where the child has moved between states.
  • Bank account not Aadhaar-seeded or dormant, causing DBT failures after sanction.
  • Land not available in the district for the 3 biswa allotment, which is a timing problem rather than a rejection. Follow up with the Deputy Commissioner's revenue branch.
  • Education claims filed without enrolment proof or without the institution's fee demand, which are needed to assess coaching and hostel costs.

Where can you get help?

  • Directorate of Women and Child Development, Himachal Pradesh, Behind Himland Hotel, Shimla-171001 to 0177-2629763, wcd-hp@nic.in.
  • District Child Protection Unit in every district headquarters.
  • Child Welfare Committee of your district, for certification.
  • Childline 1098, the national child helpline, for a child in immediate danger or without care.

Mukhyamantri Sukh Ashray Yojana charges no fee at any stage. Because the scheme carries large one-time benefits, including land and cash grants of Rs 2 lakh to Rs 3 lakh, it is a natural target for touts. No agent can obtain a Child of the State certificate for money; only the district Child Welfare Committee issues it. Report any demand for payment to the Deputy Commissioner in writing.
