Old-Age Pension Scheme, Himachal Pradesh
Himachal Pradesh state government scheme
The Old-Age Pension Scheme of Himachal Pradesh pays a monthly social security pension to elderly residents, Rs 1,000 for men and Rs 1,500 for women aged 60 to 69, rising to Rs 1,700 for everyone aged 70 and above with no income ceiling. Applications are made on a plain pension form at the Tehsil Welfare Office or Panchayat.
What is the Old-Age Pension Scheme in Himachal Pradesh?
The Old-Age Pension Scheme of Himachal Pradesh is the largest single component of the state's Social Security Pension programme, administered by the Department of Social Justice and Empowerment, formally the Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled. The scheme pays a monthly cash pension to elderly residents of the state who no longer have an adequate means of livelihood, and it is often referred to locally as the vridh avastha pension or budhapa pension.
The Old-Age Pension Scheme runs in two parallel streams. Applicants living below the poverty line are considered first under the centrally assisted Indira Gandhi National Old Age Pension Scheme (IGNOAPS), where the Government of India contributes a share of the monthly amount. Everyone else who meets the state criteria is sanctioned under the state old-age pension, funded entirely from the Himachal Pradesh budget. A pensioner does not choose between the two; the Tehsil Welfare Office assigns the stream when the case is sanctioned, and the amount that reaches the bank account is the same either way.
The scale of the programme is substantial for a state of Himachal Pradesh's size. According to figures reported in April 2026, the state had 8,41,917 social security pensioners in total, of whom 5,04,253 drew the state old-age pension and 1,04,740 drew the national old-age pension. Nearly 99,799 new pension cases across all categories were approved over the three years from 2023-24 to 2025-26, with 41,799 sanctioned in 2023-24, 41,012 in 2024-25 and 16,988 in 2025-26.
Who is eligible for the Himachal Pradesh old-age pension?
You can apply if:
- You are a permanent resident of Himachal Pradesh and can produce a bonafide or permanent residence certificate.
- You are 60 years of age or above on the date of application.
- Your annual family income does not exceed Rs 35,000, if you are between 60 and 69 years of age. This is the long-standing ceiling used by the department for the 60-to-69 age band.
- You are 70 years of age or above, in which case the income ceiling does not apply to you at all and no income certificate is required.
- You have a savings bank account in your own name that can be seeded with your Aadhaar number.
The removal of the income test above the age of 70 is the single most important recent change to this scheme. Himachal Pradesh previously granted a universal, income-free old-age pension only from the age of 80. That threshold was brought down to 70 years, which means several tens of thousands of elderly residents who were earlier kept out by the income ceiling now qualify simply on age.
You cannot apply, or are not eligible, if:
- You are below 60 years of age. There is no relaxation of the minimum age.
- You are not a permanent resident of Himachal Pradesh, even if you currently live in the state.
- You are already drawing another pension. A government service pension, a family pension, an EPF pension, or another social security pension such as the widow pension, the disability relief allowance or the transgender pension. The social security pension is one benefit per person.
- You are aged 60 to 69 and your annual family income exceeds Rs 35,000.
- You are a serving government employee or a person otherwise in regular paid employment.
How much does the Himachal Pradesh old-age pension pay?
The monthly amount depends on the pensioner's age and gender:
| Category | Age | Monthly pension |
|---|---|---|
| Male | 60 to 69 years | Rs 1,000 |
| Female | 60 to 69 years | Rs 1,500 |
| Male or female | 70 years and above | Rs 1,700 |
Two points matter here. First, women in the 60-to-69 band draw Rs 500 a month more than men of the same age, because Himachal Pradesh raised the women's social security pension to a uniform Rs 1,500 for all women up to the age of 69. Roughly 2,67,040 women were drawing this Rs 1,500 rate across pension categories as of April 2026. Second, on turning 70 every pensioner moves to the common Rs 1,700 slab regardless of gender.
Payment is made by direct benefit transfer into the pensioner's own Aadhaar-seeded bank or post office account. The department credits pensions on a monthly cycle, and arrears are released from the month of sanction rather than the month of application, so an early, complete application is worth more than a late, corrected one.
What documents are required for the old-age pension?

| Aadhaar card | Yes | For identification and bank seeding |

How to apply for the Himachal Pradesh old-age pension
- Collect the social security pension application form free of cost from the Tehsil Welfare Office, the District Welfare Officer's office, or your Panchayat Secretary. The same printed form covers all social security pension categories, so tick the old-age pension box clearly.
- Obtain the supporting certificates you do not already hold. The bonafide certificate and, if you are between 60 and 69, the income certificate can be applied for through the HimSeva portal at himseva.hp.gov.in, which replaced the older eDistrict Himachal Pradesh portal, or at a Lok Mitra Kendra.
- Fill the form with your name exactly as it appears on Aadhaar, your date of birth, your Panchayat and ward, and your bank account number and IFSC code. A mismatch between the name on Aadhaar and the name on the bank passbook is the commonest cause of a failed credit later.
- Attach the documents; residence certificate, age proof, Aadhaar copy, bank passbook first page, income certificate where applicable, and photographs.
- Submit the completed form to the Panchayat Secretary or directly to the Tehsil Welfare Officer, and obtain a dated receipt or acknowledgement. Keep this receipt; it is the only proof of your filing date.
- Follow the verification as the case moves from Panchayat-level scrutiny to the Tehsil Welfare Officer and then to the District Welfare Officer for sanction.
- Check the first credit in your bank passbook once you receive the sanction SMS, and confirm that the amount matches the slab for your age and gender.
Applicants in urban areas file through the Municipal Corporation, Municipal Council or Nagar Panchayat office instead of the Panchayat, with the Tehsil Welfare Officer remaining the verifying authority.
How do you check the status of an old-age pension application?
Himachal Pradesh does not run a public self-service status tracker for social security pension applications. Status is checked in three practical ways:
- At the Tehsil Welfare Office, quoting the acknowledgement number and date from your receipt. This is the fastest and most reliable route.
- Through the Panchayat Secretary, who holds the register of pension cases forwarded from the Panchayat and can tell you whether yours has moved on.
- By checking the bank passbook, since the first DBT credit is itself confirmation that the pension has been sanctioned.
The HimSeva citizen helpline on 0177-3525111 can direct you to the correct district office if you are unsure which Tehsil Welfare Office handles your area.
Why do old-age pension applications get rejected or stopped?
- Age not established. An age proof that conflicts with Aadhaar, or a self-declared age with no document behind it, will hold the case up. Get a medical age assessment if you have no documentary proof.
- Income certificate above Rs 35,000 for an applicant in the 60-to-69 band. If you are close to 70, it is often simpler to reapply after your seventieth birthday, when the income test disappears.
- Another pension already being drawn. Verification cross-checks pension records, and a service or family pension will disqualify the claim.
- Bank account problems โ a dormant account, an account in a relative's name, or an account not seeded with Aadhaar. The pension cannot be paid to a third-party account under any circumstances.
- Name mismatch between Aadhaar, the bank record and the application form.
- Life certificate not submitted. A sanctioned pension is stopped if the annual life certificate is not filed, and this accounts for a large share of pensions that simply stop arriving. Restoration with arrears is possible once the certificate is given.
Key dates and continuing requirements
The Old-Age Pension Scheme has no fixed application window; forms are accepted through the year and sanctioned in batches as the district office processes them. Two recurring obligations keep the pension running: submitting the annual life certificate at the Tehsil Welfare Office or through the bank, and reporting any change of bank account or address so that credits do not fail. A pensioner who moves to another district within Himachal Pradesh should have the case transferred rather than apply afresh.
How to raise a grievance about the old-age pension
- Tehsil Welfare Officer: first point of contact for a pending, rejected or stopped case.
- District Welfare Officer, the sanctioning authority, and the right level for an appeal against rejection.
- Directorate of the Department of Social Justice and Empowerment at esomsa.hp.gov.in, for cases the district office has not resolved.
- HimSeva citizen helpline: 0177-3525111, for help locating the correct office and for problems with the supporting certificates.
No fee is payable at any stage of the old-age pension process, and no person is authorised to charge for getting a name added to the pension list.

Frequently asked questions
How much pension does an elderly person get in Himachal Pradesh?
Men aged 60 to 69 receive Rs 1,000 a month, women aged 60 to 69 receive Rs 1,500 a month, and every eligible pensioner aged 70 and above receives Rs 1,700 a month. The amount is credited directly to the pensioner's own bank account. Movement to the higher slab on turning 70 is done from the departmental record and does not need a fresh application.
Is there an income limit for the Himachal Pradesh old-age pension?
An annual family income ceiling of Rs 35,000 applies to applicants aged 60 to 69, but no income limit at all applies once the applicant turns 70. Himachal Pradesh made the pension universal for everyone above 70 by lowering the universal-pension age from 80 to 70, so an applicant of 70 or more does not have to produce an income certificate.
Can I apply for the Himachal Pradesh old-age pension online?
No, the old-age pension is applied for offline on a printed social security pension form submitted to the Tehsil Welfare Officer, the Panchayat Secretary or the District Welfare Officer. The HimSeva portal, which replaced the eDistrict portal, is used to obtain the supporting bonafide and income certificates, not to file the pension claim itself.
How long does it take to get the pension sanctioned?
Sanction usually takes about one to three months from submission, because the form has to be verified at Panchayat level, checked by the Tehsil Welfare Officer and then sanctioned by the District Welfare Officer. Cases submitted just before a quarterly sanction round move faster than those submitted just after one.
Can I draw the old-age pension along with another government pension?
No. An applicant already drawing a service pension, a family pension or another social security pension such as the widow or disability pension cannot draw the old-age pension at the same time. The social security pension is a single benefit per person, and duplicate drawal is recovered when detected during verification.
Why did my Himachal Pradesh old-age pension stop coming?
The most frequent causes are a missing annual life certificate, a bank account that has become dormant or is not Aadhaar-seeded, and a name mismatch between Aadhaar and the bank record. Report the stoppage to the Tehsil Welfare Office, which can restore arrears once the record is corrected.
Does the Himachal Pradesh old-age pension replace the central IGNOAPS pension?
No, the two run side by side and Himachal Pradesh reported 1,04,740 beneficiaries under the national old-age pension and 5,04,253 under the state old-age pension in April 2026. Applicants below the poverty line are first considered under the centrally assisted Indira Gandhi National Old Age Pension Scheme, and the state scheme covers the rest.
Is any fee payable to apply for the old-age pension?
No, there is no application fee for the old-age pension. The form is given free at the Tehsil Welfare Office and the Panchayat, and no official or middleman is authorised to charge money for getting a pension sanctioned.
