Pension Scheme for Registered Construction Workers (HPBOCWWB)
Himachal Pradesh state government scheme
Pension Scheme of the Himachal Pradesh Building and Other Construction Workers Welfare Board pays a minimum pension of Rs 1,000 per month for life to a registered construction worker who turns 60, provided the worker was a continuous member of the Board for the 3 years before turning 60. Apply free through the Labour Welfare Office or at bocw.hp.gov.in.
What is the HPBOCWWB Pension Scheme?
The Pension Scheme of the Himachal Pradesh Building and Other Construction Workers Welfare Board (HPBOCWWB) is an old-age pension for people who spent their working lives on construction sites. HPBOCWWB is a statutory board under the Labour and Employment Department, Government of Himachal Pradesh, constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and funded by the cess collected on construction projects in the state.
According to the Board's welfare schemes booklet, a registered beneficiary who completes 60 years of age becomes entitled to a pension, with a minimum of Rs 1,000 per month, provided the worker had been a continuous beneficiary of the Board for the three years before turning 60. The entitlement is listed in the booklet under Rule 273 of the Board's rules.
The pension exists because construction work is informal. A mason, beldar, carpenter, plumber, bar bender or painter working across sites usually has no employer-run provident fund and no gratuity. The Board's registration record, maintained across years of renewal, becomes the substitute service record on which the pension rests.
Who is eligible for the HPBOCWWB pension, and who is not
Eligibility runs in two stages: first you must be a validly registered construction worker, then you must meet the pension conditions.
Registration conditions:
- Resident of Himachal Pradesh.
- Working as a building or other construction worker.
- Aged between 18 and 60 years at the time of registration.
- Worked in building or construction activity for at least 90 days in the preceding 12 months.
- Registration renewed so that membership stays active.
Pension conditions:
- Registered as a building or construction worker with HPBOCWWB.
- Membership with the Board is active, not lapsed.
- The worker is 60 years of age or older.
- The worker has been a continuous member of the Board for three years before attaining 60 years.
You are not eligible if:
- You worked in construction but never registered with HPBOCWWB. The pension attaches to Board membership, not to the trade.
- Your registration lapsed and was not renewed, breaking the continuity requirement.
- You are under 60. There is no reduced early pension.
- You are over 60 and unregistered. Fresh registration is not open beyond 60 years, so a first-time applicant at 62 cannot become eligible.
- You worked fewer than 90 days in construction in the preceding 12 months at the time of registration, so the registration itself was never valid.

How to register with HPBOCWWB if you are not yet a member
- Visit the Labour Welfare Office and ask for the prescribed registration form (Form 27 in the Board's download list).
- Fill in the form, paste a passport-size photograph and attach self-attested copies of identity, age and bank documents.
- Submit the form with a wage slip or appointment letter from the employer proving 90 days of construction work. If the employer will not issue one, a certificate from a councillor, executive officer or Panchayat Secretary verifying the employment is accepted instead.
- Pay the one-time registration fee at the office and collect the acknowledgement receipt.
- Return to the office to pay the renewal fee and submit proof of 90 days of work so that membership does not lapse.
Registering early matters. Because the pension needs three unbroken years of membership before the sixtieth birthday, a worker who enrols at 58 will not qualify at 60 even though the registration was valid.
What else does HPBOCWWB pay a registered worker?
The pension sits inside a wider package for the same registration, which is why keeping the card alive is worth the renewal fee. The Board's booklet lists, among others, financial assistance of Rs 51,000 for the worker's own marriage or for each of two children's marriages, maternity assistance of Rs 25,000 and paternity assistance of Rs 1,000, education assistance ranging from Rs 8,400 a year for Classes 1 to 8 up to Rs 1,20,000 a year for professional and PhD courses, medical reimbursement of up to Rs 50,000 for outdoor treatment, Rs 1,00,000 for indoor treatment and Rs 5,00,000 for serious illness, funeral assistance of Rs 20,000, death assistance of Rs 4,00,000 in an accident and Rs 2,00,000 on natural death, and a disability pension of Rs 500 a month with a lump sum of Rs 50,000 for disability of 50 per cent or more.
A separate widow pension of Rs 1,500 a month is payable to the widow of a registered beneficiary, and the Beti Janam Uphar Yojana pays Rs 51,000 as a fixed deposit for each of two daughters.
Why HPBOCWWB pension claims get rejected
- Lapsed registration. The card must be renewed; a gap breaks the three-year continuity condition.
- Continuity of less than three years before the sixtieth birthday.
- Age proof that does not match the date of birth in the Board's record.
- Bank account closed, dormant or wrongly typed, which returns the monthly credit.
- 90-day work proof missing at the registration or renewal stage, which invalidates the underlying membership.
- Documents uploaded unreadably on the online form, the commonest fixable reason for a query being raised.
Where to get help with an HPBOCWWB pension
- Board telephone numbers, as printed in the official welfare schemes booklet: 0177-2629807, 0177-2620256, 0177-2620210 and 0177-2625084.
- Labour Officer of your district, who is the first authority for registration, renewal, continuity certificates and claim status.
- HPBOCWWB portal, bocw.hp.gov.in, which carries Check Status, Find Beneficiary, Online Renewal and Continuity Certificate services.
The Board's booklet advises workers to confirm the latest scheme position with their concerned Labour Officer, since scheme rates and conditions are revised by Board resolution from time to time.

Frequently asked questions
How much pension does HPBOCWWB pay?
HPBOCWWB pays a minimum pension of Rs 1,000 per month to an eligible registered construction worker. The Board's welfare scheme booklet describes Rs 1,000 as the guaranteed floor under Rule 273, so a worker cannot be sanctioned less than this amount.
At what age does the HPBOCWWB pension start?
The pension becomes payable when the registered beneficiary completes 60 years of age. There is no early-pension option under the scheme.
How long must I have been a member of the Board?
You must have been a continuous member of HPBOCWWB for the three years immediately before turning 60. A worker who registered at 59 and turns 60 the next year does not meet this condition.
Who cannot claim the HPBOCWWB pension?
Construction workers who were never registered with HPBOCWWB, workers whose registration lapsed because it was not renewed, and workers below 60 years of age are not eligible. Registration itself is closed to anyone above 60, so a worker cannot register at 62 and immediately claim pension.
What is needed to register with HPBOCWWB in the first place?
A worker must be a resident of Himachal Pradesh, aged between 18 and 60, and must have worked in building or other construction activity for at least 90 days in the preceding 12 months. The 90 days are proved by a wage slip or employer letter, or by a certificate from a councillor, executive officer or Panchayat Secretary.
Does the registration need to be renewed?
Yes. HPBOCWWB registration has to be kept current through renewal, with proof of 90 days of construction work supplied for the qualifying period. A lapsed card is the most common reason a pension claim is rejected.
How is the pension paid?
The pension is credited monthly to the beneficiary's own bank account. The passbook front page submitted with the claim is what the Board seeds for payment, so a closed or dormant account stops the credit.
Is there any fee for applying for the pension?
No fee is charged for a scheme claim. A one-time registration fee is payable when a worker first enrols with the Board, and a renewal fee is payable at the Labour Welfare Office, but the pension application itself is free.
