Widow Pension Scheme (HPBOCWWB)
Himachal Pradesh state government scheme
Widow Pension Scheme of the Himachal Pradesh Building and Other Construction Workers Welfare Board pays Rs 1,500 every month to the widow of a registered construction worker who was a regular member of the Board. The pension is credited straight to the widow's bank account, and the claim can be filed free online at bocw.hp.gov.in or at the Labour Welfare Office.
What is the HPBOCWWB Widow Pension Scheme?
The Widow Pension Scheme is a monthly income support run by the Himachal Pradesh Building and Other Construction Workers Welfare Board (HPBOCWWB) for the widows of construction workers registered with it. HPBOCWWB is a statutory board under the Labour and Employment Department, Government of Himachal Pradesh, set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and funded from the cess collected on construction work in the state.
According to the Board's welfare schemes booklet, Rs 1,500 will be given by the Board every month to the widow of a registered beneficiary. The entitlement appears at Rule 300 in the Board's own listing, alongside the old-age pension, the disability pension and the family's death benefits.
The pension exists to cover the gap that opens when a construction worker dies. Site work is informal and rarely carries an employer pension, so the Board's register becomes the family's only formal claim to continuing support. This pension is paid month after month, and is separate from the one-time death and funeral payments the Board also makes.
Who is eligible for the widow pension, and who is not
You can claim if:
- You are the widow of a deceased construction worker.
- Your husband was registered with HPBOCWWB as a building or other construction worker.
- Your husband had maintained regular, active membership with the Board.
You cannot claim if:
- Your husband was a construction worker but was never registered with HPBOCWWB. The pension follows Board membership, not the trade.
- Your husband's registration had lapsed and was not renewed, so membership was not active at the time of death.
- You are a widow whose husband worked outside building and construction. General widow pensions in Himachal Pradesh are handled by the state's social security pension route, not by this Board.
- You cannot produce a death certificate for the registered worker, which is the document the whole claim rests on.
There is no published income ceiling, caste condition or educational condition for this pension. What is checked is the deceased worker's registration and the applicant's status as his widow.
What documents are required for the widow pension?
| Document | Mandatory | Notes |
|---|---|---|
| Death certificate of the worker | Yes | Establishes the date of death |
| Widow certificate | Yes | Issued by the competent authority |
| HPBOCWWB registration proof of the deceased | Yes | Shows active Board membership |
| Labour card of the deceased worker | Yes | Carries the registration number |
| Identity proof of the widow | Yes | Aadhaar card or voter card |
| Bank passbook copy of the widow | Yes | Pension is credited to this account |
| Age proof | Yes | Completes the pension record |
| Caste certificate | No | Where the form asks for category |
Two of these need work outside the Labour office. The death certificate is issued by the municipality or panchayat that registers the death, and the widow certificate by the competent revenue or local authority. Starting both early shortens the whole claim.
How to apply for the widow pension online
- Open the official website of the Board at bocw.hp.gov.in.
- Click the option Apply for Benefits (Apply for Schemes).
- Enter the beneficiary details and date of birth of the registered worker, then click Search to bring up the record.
- Select the Widow Pension Scheme from the schemes listed against the record.
- Enter all required information and upload the documents; death certificate, widow certificate, labour card, identity proof and the bank passbook page.
- Click Submit Application to complete the process, and note the acknowledgement.
Updates on the application are sent to the mobile number registered with the Board, so make sure a working number is on the record before filing.
How to apply for the widow pension offline
- Visit the Labour Welfare Office for your area during office hours and ask for the widow pension claim form. Forms are also available on the Downloads page of the Board's portal.
- Fill in every mandatory field and attach self-attested copies of the death certificate, widow certificate, the deceased worker's labour card and registration proof, your identity proof and your bank passbook front page.
- Submit the form to the Labour Officer and ask for a dated receipt or acknowledgement.
- Follow up at the same office for the sanction order and the date from which the pension will be credited.
How to check the status of the claim
The Board's portal carries a Check Status page and a Find Beneficiary page. Enter the registration number of the deceased worker or the beneficiary details to see whether the claim is pending, sanctioned or returned with a query. If the status has not moved for several weeks, the district Labour Officer is the correct person to ask, because sanction happens at that level rather than on the website.
Once sanctioned, the pension is credited to the widow's own account. If a credit is missed, the first thing to check is the bank account itself β a dormant account, a closed account or a changed IFSC after a bank merger stops the transfer even when the sanction is intact.
Why widow pension claims are rejected, and how to fix them
- Membership of the deceased was not active. The single most common reason. There is no fix after death, which is why annual renewal during the worker's lifetime matters so much.
- The worker was never registered with HPBOCWWB at all.
- Death certificate not yet issued, so the claim cannot be examined. Get the registration of death completed first.
- Widow certificate missing or issued by an authority the Board does not accept.
- Name mismatch between the labour card, the death certificate and the applicant's Aadhaar.
- Bank details wrong or account inactive, which stalls the monthly credit after sanction.
- Unreadable uploads on the online claim, which draw a query and delay the file.
What else the family can claim after a worker's death
The widow pension is not the only benefit that opens on the death of a registered worker. The Board's welfare booklet also records funeral assistance of Rs 20,000 payable to the nominee or dependants, and death assistance of Rs 4,00,000 where death is caused by an accident and Rs 2,00,000 on natural death. Children of a registered worker remain covered by the Board's education assistance, which runs from Rs 8,400 a year at the Class 1 to 8 level up to Rs 1,20,000 a year for professional courses and PhD research, and by hostel assistance of Rs 15,000 to Rs 20,000 a year.
Families should ask the Labour Officer to list every benefit the deceased worker's record qualifies them for, rather than filing one claim and assuming it is the whole entitlement.

Frequently asked questions
How much is the HPBOCWWB widow pension?
The Board pays Rs 1,500 per month to the widow of a registered beneficiary. The amount is listed in the Board's welfare schemes booklet under Rule 300 as a monthly payment made by the Board.
Who is eligible for the widow pension?
The applicant must be the widow of a deceased construction worker who was registered with HPBOCWWB and had maintained regular membership with the Board. Nothing in the published conditions turns on the widow's own occupation.
Can any widow in Himachal Pradesh apply?
No. Only widows of construction workers registered with HPBOCWWB can claim this pension. Widows outside that group are not eligible here and should look at the state's general social security widow pension instead.
What if my husband's Board membership had lapsed?
The deceased worker must have had an active membership with HPBOCWWB. A lapsed or unrenewed registration is the most common ground on which this claim fails.
How is the widow pension paid?
The pension is credited directly to the widow's own registered bank account each month, so the passbook copy submitted with the claim must show a live account with a correct IFSC code.
Can I apply online?
Yes. Claims are filed through the Apply for Benefits page on bocw.hp.gov.in by searching your beneficiary record, selecting the scheme and uploading documents, and the same claim can be submitted on paper at the Labour Welfare Office.
Is there a fee to apply?
No fee is charged for filing a scheme claim with the Board. Fees apply only to the original worker registration and its renewal.
What other help does the Board give a family after a worker dies?
The Board's booklet lists funeral assistance of Rs 20,000 to the nominee or dependants and death assistance of Rs 4,00,000 where death is caused by an accident and Rs 2,00,000 on natural death, separately from this monthly pension.
