What is a Widow / Destitute Certificate in Himachal Pradesh, and who issues it?

A widow or destitute certificate is the state's written confirmation that a woman has lost her husband, or has no means of support, so that welfare departments can act on it. Several states publish it as one named e-District service.

Himachal Pradesh does not. The e-District Himachal Pradesh portal at edistrict.hp.gov.in publishes a full Revenue Department certificate list: Legal Heirs Certificate, Character Certificate, Domicile Certificate, Bonafide Himachali Certificate, Income Certificate, Rural Area Certificate, Backward Area Certificate, Minority Community Certificate, Agriculturist Certificate, Other Backward Classes Certificate, Freedom Fighter Certificate and Indigent (Needy Person) Certificate, and there is no widow certificate among them.

What Himachal Pradesh has instead is a two-track arrangement:

  • For destitution as such, the Revenue Department issues the Indigent (Needy Person) Certificate. That is the state's own document for a person without means, and it is the nearest equivalent to a destitute certificate in Himachal Pradesh.
  • For widowhood, the proof is the husband's death certificate, obtainable through the same e-District portal, which handles birth, death and marriage registration and certificates alongside the Revenue Department services. Supporting it is the copy of the Parivar Register, the gram panchayat family register that shows who else is in the household, the document that in practice tells the verifying officer whether a widow is also destitute.

The benefit side belongs to a different department. The Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled runs Himachal Pradesh's social security pensions through e-Kalyan, and its e-District listing covers the widow pension, Ekal Nari (single women), deserted women, old age, transgender and leprosy categories, alongside Samajik Suraksha Pension Yojana and Indira Gandhi Pyari Behna Sukh-Samman Nidhi Yojana.

Who can and cannot apply in Himachal Pradesh?

Who can apply. A woman resident in a Himachal Pradesh tehsil whose husband has died, whose death has been registered, who appears in the Parivar Register of her panchayat or ward, and who can identify herself with Aadhaar. Himachal Pradesh's pension categories are deliberately broader than widowhood alone: the Ekal Nari category covers single women generally, and the deserted women category covers a woman whose husband is alive but has abandoned her. A route that does not require any death certificate. For the Indigent (Needy Person) Certificate, the applicant is anyone who can satisfy the Revenue Department that she is genuinely without means, regardless of marital status.

Who cannot apply. A woman whose husband is alive cannot apply on the basis of widowhood, though the deserted women category may be open to her instead; choosing the right category at the outset is the single most common thing applicants get wrong here. An applicant whose husband's death has never been registered is not eligible for anything downstream until the death is registered with the panchayat, municipal council or corporation; that registration is itself an e-District service, so it is the first thing to do. A person who cannot establish residence in a Himachal Pradesh tehsil cannot apply, because the Revenue Department's jurisdiction is territorial and the Tehsildar of your tehsil is the officer who verifies the file. And an applicant who already draws another pension will normally be excluded by the pension scheme's own conditions rather than by the Revenue Department; check the scheme's terms on e-District before filing.

Which documents do I need in Himachal Pradesh?

  • Death certificate of the husband, registered with the panchayat, municipal council or corporation of the place of death.
  • Copy of the Parivar Register, obtained through e-District, showing the household composition after the death.
  • Aadhaar card of the applicant. Himachal Pradesh asks beneficiaries to keep personal, bank and Aadhaar details updated on the portal.
  • Residence or domicile proof, the Bonafide Himachali Certificate or Domicile Certificate, both Revenue Department e-District services.
  • Income certificate, a Revenue Department e-District service, because the pension applies an income test.
  • Bank passbook copy in the applicant's own name, since the pension is credited to her own account.
  • Legal Heirs Certificate, where the claim runs to the deceased husband's entitlements and not only the widow's own status.
  • Indigent (Needy Person) Certificate, where destitution rather than widowhood is what has to be proved.
  • Passport-size photographs.

How to apply in Himachal Pradesh, step by step

  1. Register the death and obtain the death certificate. Death registration and certificates are e-District services in Himachal Pradesh, delivered through the panchayat, municipal council or corporation of the place of death. Check that names and dates match Aadhaar and the Parivar Register before you go further, because a mismatch here stops everything after it.
  2. Create a citizen login on edistrict.hp.gov.in. Open the portal, use Citizen Login or Sign Up for citizen login, and complete the registration. Keep scanned copies of every document ready before you start, in the formats the portal specifies: Himachal Pradesh's own guidance is explicit that you should do this first.
  3. Apply for the supporting certificates you do not already hold. Under the Revenue Department heading, apply for the Income Certificate, the Bonafide Himachali or Domicile Certificate, and the copy of the Parivar Register. Where destitution rather than widowhood is what you must prove, apply for the Indigent (Needy Person) Certificate here.
  4. Choose the department and service, fill the online form carefully and upload the documents, then submit. Fill correct details, upload in the specified format, and submit.
  5. Note down the Application Reference Number (ARN). Himachal Pradesh's tracking runs on the ARN — record it before you leave the confirmation screen, because it is what every later enquiry will turn on.
  6. File the pension application separately under the Department of Empowerment of SCs, OBCs, Minorities and the Specially Abled, choosing the correct category, widow, Ekal Nari, or deserted women, and attach the status document and income certificate. As of July 2025, existing beneficiaries of the social security pension schemes were asked to update their information on the department's newly launched digital platform, with the state reporting roughly 8.31 lakh beneficiaries across pension categories.

How do I check my application status in Himachal Pradesh?

Log in at edistrict.hp.gov.in with the citizen account you applied from and use the Application Reference Number (ARN) from your submission confirmation. The portal keeps the application and its current stage against your login, so keep those credentials safe rather than relying on a kiosk operator's account.

Himachal Pradesh also runs a Verify Certificate facility at edistrict.hp.gov.in/pages/staticSite/verifyCertificate.xhtml. Use it once a certificate has been issued, and again if a department that you submit it to questions whether the document is genuine: verification on the state's own portal settles that in seconds.

Where the file is stuck at verification, the physical location of the work is the Tehsil or Sub-Tehsil office, so an enquiry there with the ARN is the useful next step. The Department of Information Technology, Shimla, which runs e-District, answers on 1800 180 8076.

Is there a fee, and how long does it take?

Himachal Pradesh does not publish a single statewide fee or timeline for these services on the e-District service list. The portal's list names the services and the departments but states no timelines. That is worth saying plainly rather than filling with an invented number.

What follows from it is a rule for applicants: the charge shown on the portal at the moment of payment, or printed on the receipt handed to you at the Lok Mitra Kendra counter, is the authoritative amount for the day you apply. Take the printed receipt every time, and ask for the applicable delivery window when you submit, so your follow-up is measured against a date the office itself gave you.

Applying yourself on edistrict.hp.gov.in costs nothing beyond the notified service charge. There is no fee an agent can pay on your behalf that you cannot pay directly, and there is no step in the verification an agent can influence. The Tehsildar's enquiry is into your circumstances, not into who filed your form. Refuse a lump-sum quote to "arrange" a widow certificate in Himachal Pradesh, especially since the state does not issue one.

Why do applications get rejected in Himachal Pradesh?

  • The death is not registered, or the death certificate does not match the Aadhaar and Parivar Register entries.
  • Wrong category chosen, a deserted woman filing as a widow, or a widow filing under Ekal Nari, where the supporting documents then do not fit the form.
  • Parivar Register entry out of date, so the household composition on record does not reflect the death.
  • Wrong tehsil, filed where the applicant does not actually reside, leaving the Tehsildar without jurisdiction.
  • Income above the scheme's ceiling, or an income certificate that has expired.
  • Documents uploaded in the wrong format or unreadable, which the portal's own guidance warns against by asking applicants to prepare scanned copies in the specified format first.
  • Bank account not in the applicant's own name, or Aadhaar and bank details not updated, which blocks the credit after sanction.

Where do I complain in Himachal Pradesh?

For a portal problem, a failed upload, a login you cannot recover, an ARN that returns nothing. The Department of Information Technology, Shimla operates the e-District support line on 1800 180 8076, published on district administration pages across the state.

For the substance of the file, the escalation follows the Revenue Department hierarchy: the Tehsildar of your tehsil is the issuing officer, above him the Sub-Divisional Magistrate, and above that the Deputy Commissioner of the district. For a pension file that has stalled after the certificates were issued, the responsible department is the Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled, which owns the e-Kalyan pension platform.

Carry the ARN to every enquiry. In Himachal Pradesh that number, not the applicant's name, is how a file is located.

Documents required

Death certificate of the husband
The registered death certificate from the panchayat, municipal council or corporation where the death occurred. Himachal Pradesh registers births, deaths and marriages through e-District, so this can be obtained on the same portal.
Aadhaar card of the applicant
Himachal Pradesh asks pension beneficiaries to keep personal, bank and Aadhaar details updated on the portal, so the Aadhaar record has to match the application.
Copy of the Parivar Register (family register)
Issued through e-District and maintained by the gram panchayat. In Himachal Pradesh the Parivar Register entry is what establishes household composition and therefore who is left to support the applicant.
Residence or domicile proof
Himachal Pradesh issues a Bonafide Himachali Certificate and a Domicile Certificate through e-District under the Revenue Department; one of these fixes the tehsil whose Tehsildar handles your file.
Income certificate
Issued by the Revenue Department through e-District. Social security pensions in Himachal Pradesh apply an income test, so this is normally asked for alongside the status document.
Bank passbook copy in the applicant's own name
Himachal Pradesh pays pensions into the beneficiary's own bank account and asks beneficiaries to keep bank details current on edistrict.hp.gov.in.
Legal Heirs Certificateoptional
A Revenue Department service on e-District. Needed where the claim involves succession to the deceased husband's entitlements rather than only the widow's own status.
Indigent (Needy Person) Certificateoptional
The Revenue Department certificate Himachal Pradesh publishes for destitution as such, where there is no death to certify. Apply for it as its own e-District service.
Passport-size photographs
Attached to the application form and to the pension file.

Frequently asked questions

Does Himachal Pradesh issue a separate Widow Certificate?

No — the e-District Himachal Pradesh service list does not publish a standalone widow or destitute certificate. The Revenue Department's certificate list runs to Legal Heirs, Character, Domicile, Bonafide Himachali, Income, Rural Area, Backward Area, Minority Community, Agriculturist, OBC, Freedom Fighter and Indigent (Needy Person) certificates, and widowhood is proved by the husband's death certificate.

What is the Indigent (Needy Person) Certificate in Himachal Pradesh?

It is the Revenue Department certificate on e-District that records that a person is needy or indigent, and it is the closest Himachal Pradesh comes to a destitute certificate. Apply for it as its own service on edistrict.hp.gov.in under the Revenue Department.

Which portal do I use in Himachal Pradesh?

edistrict.hp.gov.in, the Government of Himachal Pradesh e-District portal, which handles Revenue Department certificates, birth, death and marriage registration, Parivar Register copies and the social security pension schemes run through e-Kalyan.

Which department runs the widow pension in Himachal Pradesh?

The Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled runs the social security pensions through e-Kalyan, and its e-District listing includes the widow pension, Ekal Nari (single women), deserted women, old age, transgender and leprosy pension categories.

Who cannot apply in Himachal Pradesh?

A woman whose husband is alive is not eligible for widowhood-based benefits, though she may qualify under the deserted-women category if deserted. An applicant whose husband's death has never been registered cannot apply until the death is registered. A person who cannot establish residence in a Himachal Pradesh tehsil cannot apply there.

How do I check whether a certificate is genuine?

e-District Himachal Pradesh runs a Verify Certificate page at edistrict.hp.gov.in/pages/staticSite/verifyCertificate.xhtml. Enter the certificate details there to confirm a document issued through the portal — useful when a department doubts a certificate you have submitted.

What does it cost in Himachal Pradesh?

Only the charge shown on the e-District portal or at the Lok Mitra Kendra counter at the time you apply. Himachal Pradesh does not publish a single statewide figure for these services on the portal, so treat the amount printed on your receipt on the day as authoritative and refuse to pay an agent a lump sum on top of it.

Does Himachal Pradesh have a scheme for widow remarriage?

Yes — e-District Himachal Pradesh publishes an Application for Widow Re-Marriage service with its own information page, and the sitemap also lists Mother Teresa Ashaya Matri Sambhal Yojana. These are separate applications from the widow pension and each has its own form on the portal.
