What is the Swami Vivekanand Utkrisht Chhatravriti Yojna?

Swami Vivekanand Utkrisht Chhatravriti Yojna is a state-sponsored merit scholarship of the Government of Himachal Pradesh, administered by the Department of Education through the Directorate of Higher Education, Shimla. The scheme rewards the highest scoring General category students of the state matriculation examination and helps them continue into senior secondary and professional study without dropping out for want of money.

According to the Directorate of Higher Education's state-sponsored schemes page, the scholarship is given to the top 2,000 meritorious students of the General category on the basis of the results of the matriculation examination conducted by the H.P. Board of School Education, Dharamshala. The award is worth Rs 18,000 per year, a rate revised upward with effect from the 2022-23 session.

Swami Vivekanand Utkrisht Chhatravriti Yojna sits inside a family of four HP merit scholarships built on the same class 10 result: this scheme for the General category, Dr. Ambedkar Medhavi Chhatravriti Yojna for the top 1,250 Scheduled Caste and top 1,000 Other Backward Class students, and Thakur Sen Negi Utkrisht Chhatravriti Yojna for 200 tribal students at Rs 11,000 a year. Reading them together explains why a student who missed one list may still be on another.

Main features

  • Fully funded by the Government of Himachal Pradesh, no central share.
  • Selection is automatic from the HPBOSE matric merit list, with no entrance test.
  • Rs 18,000 a year, paid by direct benefit transfer into the student's own bank account.
  • Covers two academic years, class 10+1 and class 10+2.
  • The scholarship holder may study in a school, professional or technical institution inside or outside Himachal Pradesh, so long as it is recognised.

Who is eligible for the Swami Vivekanand Utkrisht Chhatravriti Yojna?

You are eligible if:

  • You are a bonafide resident of Himachal Pradesh, supported by a residence or bonafide certificate from the Tehsildar.
  • You belong to the General category, certified by an officer of the rank of Tehsildar or above.
  • You passed the matriculation (class 10) examination of HPBOSE, Dharamshala and your name falls within the top 2,000 on the General category merit list for that session.
  • You have taken admission in class 10+1, or in a recognised professional or technical course, in an institution inside or outside Himachal Pradesh.
  • You hold a savings bank account in your own name that can receive direct benefit transfer.

You are not eligible if:

  • You belong to the Scheduled Caste, Scheduled Tribe or Other Backward Class category. Those students cannot apply here and are covered by Dr. Ambedkar Medhavi Chhatravriti Yojna or Thakur Sen Negi Utkrisht Chhatravriti Yojna instead.
  • You passed class 10 from CBSE, ICSE or any board other than HPBOSE, because the selection list comes only from the HP Board.
  • Your matric rank falls outside the top 2,000 General category positions for that year.
  • You are not a bonafide Himachali, even if you studied in a Himachal school.
  • You discontinued study after matric, since the award is payable only while you are enrolled and studying.
  • You failed the 10+1 internal examination, in which case the second-year renewal is refused.

How to apply for the Swami Vivekanand Utkrisht Chhatravriti Yojna

  1. Check the merit position. After the HPBOSE class 10 result, wait for the Directorate of Higher Education to publish the merit list for the Swami Vivekanand Utkrisht Chhatravriti Yojna. The Directorate posts these notices on education.hp.gov.in each session.
  2. Register on HP ePASS. Open the Himachal Pradesh ePASS scholarship portal at hpepass.cgg.gov.in, choose fresh student registration, and create the account using your Aadhaar number and a working mobile number.
  3. Fill the online application. Select the state-sponsored scheme "Swami Vivekanand Utkrisht Chhatravriti Yojna", enter your HPBOSE roll number, matric marks, present course, institution and bank details, and upload the scanned documents.
  4. Submit and print. Submit the form online and print the completed application together with the reference or application number generated by the portal.
  5. Hand the hard copy to your institution. Give the printed form with self-attested copies of the marksheet, category certificate, bonafide certificate, Aadhaar and bank passbook to the head of your school or college.
  6. Institutional forwarding. The head of the institution verifies the documents and forwards the case online and on paper to the District Higher Education office, which sends it to the Directorate for sanction.
  7. Watch for the credit. Once sanctioned, Rs 18,000 is released by direct benefit transfer to the bank account recorded in the application.

How to apply offline

Himachal Pradesh has moved this scheme to online filing, so there is no purely offline route to sanction. A student without internet access should:

  1. Visit the school or college office, where the ePASS institutional login is available, and ask the scholarship in-charge to file the form.
  2. Alternatively use a Lok Mitra Kendra or a common service centre to complete the online form, then carry the printout to the institution.
  3. Keep the printed acknowledgement, it is the only proof that the claim was filed within the notified window.

How do I check the status of my scholarship?

Track the case on the same HP ePASS portal using the student login and the application number. The portal shows the stage the case has reached, whether it is pending with the institution, verified by the District Higher Education office, or sanctioned by the Directorate. A case sitting at "pending at institution" almost always means the printed hard copy has not been submitted or signed. For sanction and release queries, the Directorate of Higher Education, Shimla can be reached on 0177-2656621 or at dhe-sml-hp@gov.in, Monday to Saturday between 10 am and 5 pm.

Why applications get rejected

  • Name or roll number mismatch between the ePASS form and the HPBOSE record. The merit list is matched mechanically, so one wrong digit stops the case.
  • Category certificate missing or issued by a junior officer. It must come from an officer of Tehsildar rank or above.
  • Hard copy never submitted. An online-only submission does not complete the claim.
  • Bank account not in the student's own name, or an inactive or wrongly typed account number, which causes the DBT to fail even after sanction.
  • Failure in the 10+1 internal examination, which blocks renewal for 10+2.
  • Application filed after the notified window closed for that session.

Key dates to watch

Swami Vivekanand Utkrisht Chhatravriti Yojna runs on the school calendar. The HPBOSE class 10 result is declared in the spring; the Directorate then prepares the merit list and opens the ePASS window for the new session, usually during the second half of the year. There is no permanent statewide last date published in advance, so the practical rule is to watch the notices section of education.hp.gov.in and the ePASS portal from the day the class 10 result is out. Renewal claims for 10+2 are filed in the following session, after the 10+1 internal result.

Where to complain

Grievances follow the same chain as the application. Start with the head of the institution, escalate to the District Higher Education office of your district, and then to the Directorate of Higher Education, Shimla on 0177-2656621 or dhe-sml-hp@gov.in. Technical problems on the ePASS portal itself, login failures, upload errors, an OTP that never arrives, are handled through the helpdesk contact published on hpepass.cgg.gov.in.

No fee is payable at any stage. Neither the school, the district office nor any agent may charge a student for filing, forwarding or "getting sanctioned" a Himachal Pradesh state scholarship.

Documents required

HPBOSE class 10 marksheet
The single most important document. Selection is made from the matric merit list supplied by the HP Board of School Education, Dharamshala, so the marksheet must match the Board record exactly.

Certificate of belonging to the General category, issued by an officer of the rank of Tehsildar or above. This scheme is reserved for General category students; SC, OBC and ST students are covered by separate HP schemes.

Frequently asked questions

How much money does the Swami Vivekanand Utkrisht Chhatravriti Yojna give?

Swami Vivekanand Utkrisht Chhatravriti Yojna gives Rs 18,000 per year. The Directorate of Higher Education revised the rate to Rs 18,000 with effect from the 2022-23 session; older notices and third-party pages still quote the earlier figure of Rs 10,000 a year, which is out of date.

Who is selected for the Swami Vivekanand Utkrisht Chhatravriti Yojna?

The top 2,000 meritorious General category students of the matriculation examination conducted by the HP Board of School Education, Dharamshala are selected. There is no separate entrance test and no application-based ranking, the Board merit list itself decides who qualifies.

For how many years is the scholarship paid?

The scholarship is paid for two years, covering class 10+1 and class 10+2. Renewal in 10+2 depends on satisfactory performance in the 10+1 internal examination, so a student who fails or is not promoted loses the award.

Is there an income limit for this scholarship?

No income ceiling is stated in the Directorate of Higher Education's description of the scheme. Swami Vivekanand Utkrisht Chhatravriti Yojna is a pure merit scholarship; family income is not part of the selection. Income-linked support for poorer families comes through the separate Mukhya Mantri Vidyarthi Kalyan Yojna for IRDP and Antodaya households.

Can SC, ST or OBC students apply for this scheme?

No. SC, ST and OBC students are not eligible for this particular scheme because it is reserved for the General category. Himachal Pradesh runs parallel merit schemes for them, Dr. Ambedkar Medhavi Chhatravriti Yojna for the top 1,250 SC and top 1,000 OBC matriculation students, and Thakur Sen Negi Utkrisht Chhatravriti Yojna for 200 tribal students.

Where do I apply for the scholarship?

Applications are filed online on the Himachal Pradesh ePASS scholarship portal at hpepass.cgg.gov.in. After submitting online, the student prints the form, attaches the documents and hands it to the head of the school or college, who forwards it to the District Higher Education office.

What happens if I passed matric from CBSE instead of HPBOSE?

A student who passed class 10 from CBSE, ICSE or any board other than HPBOSE cannot be selected, because the merit list used for this scheme is the one supplied by the HP Board of School Education, Dharamshala. The scheme has no route for out-of-board candidates.

Can I claim the scholarship if I join a course outside Himachal Pradesh?

Yes. A selected student who joins a recognised school, professional or technical institution outside Himachal Pradesh can still draw the scholarship, provided the institution is recognised and the bonafide student certificate is furnished. The award follows the student, not the institution.
