Transgender Pension Scheme, Himachal Pradesh
Himachal Pradesh state government scheme
The Transgender Pension Scheme of Himachal Pradesh pays Rs 1,000 a month to transgender residents of the state as part of the social security pension programme. Only about 50 people were drawing it in April 2026, making it the smallest pension category in the state. Applications are filed offline at the Tehsil Welfare Office.
What is the Transgender Pension Scheme in Himachal Pradesh?
The Transgender Pension Scheme is a category within the Himachal Pradesh Social Security Pension programme that pays a monthly cash pension to transgender residents of the state. The Department of Social Justice and Empowerment, formally the Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled, administers it alongside the state's old-age, widow, disability and leprosy pensions, on the same application form and through the same district machinery.
Himachal Pradesh added transgender persons as a distinct pension category rather than folding them into an existing one. That decision matters in practice: a transgender applicant does not have to establish old age, widowhood or disability to qualify, and does not have to argue their case into a category that was not designed for them. Recognition as a category is the substance of the scheme, and the Rs 1,000 monthly payment follows from it.
The scheme is very small. Figures reported in April 2026 recorded 50 transgender pensioners in Himachal Pradesh, against 8,41,917 social security pensioners overall. For comparison, the same figures showed 5,04,253 on the state old-age pension, 1,26,808 on the widow, destitute and single women pension, and 78,291 on the Disability Relief Allowance. The transgender category is therefore the smallest in the state by a very wide margin, smaller even than the 1,021 beneficiaries of the leprosy rehabilitation allowance.
Two things explain that number. Himachal Pradesh has a small recorded transgender population, and awareness of the pension among those who could claim it is low. The scheme has no fixed budget cap that turns applicants away; the constraint is that comparatively few eligible people apply.
Who is eligible for the Himachal Pradesh transgender pension?
You can apply if:
- You are a transgender person holding a certificate of identity issued under the Transgender Persons (Protection of Rights) Act, 2019.
- You are a permanent resident of Himachal Pradesh and can produce a bonafide or permanent residence certificate.
- You hold a savings bank account in your own name that can be seeded with your Aadhaar number.
You cannot apply, or are not eligible, if:
- You do not hold a transgender identity certificate. Self-declaration at the Tehsil office is not sufficient for the pension, because the certificate is the document the sanctioning authority records against the category. Obtaining the certificate is therefore the first step, not a formality to be completed later.
- You are not a permanent resident of Himachal Pradesh, even if you currently live in the state.
- You are already drawing another pension, a service pension, a family pension, or another social security pension such as the old-age, widow or disability pension. Himachal Pradesh pays one social security pension per person.
- You are a serving government employee.
Himachal Pradesh has not published a separate age threshold or family income ceiling for the transgender category in material that is publicly available. That is a genuine gap rather than a confirmation that none exists, so an applicant should ask the Tehsil Welfare Officer what conditions are currently being applied before assuming either way.
How much does the transgender pension pay?
The transgender pension is Rs 1,000 per month, paid by direct benefit transfer into the beneficiary's own Aadhaar-seeded savings account at a bank or post office. Credits are made on the department's monthly cycle, and arrears run from the month of sanction rather than the month of application.
It is worth comparing rates before applying, because a person may qualify under more than one category and can only draw one:
| Category | Monthly amount |
|---|---|
| Transgender pension | Rs 1,000 |
| Old-age pension, male 60 to 69 | Rs 1,000 |
| Old-age pension, female 60 to 69 | Rs 1,500 |
| Old-age pension, 70 and above | Rs 1,700 |
| Disability Relief Allowance, 40 to 69 per cent | Rs 1,150 to Rs 1,500 |
| Disability Relief Allowance, 70 per cent and above | Rs 1,700 |
A transgender person who is also above 70, or who has an assessed disability of 70 per cent or more, will receive more under those categories than under the transgender pension. The Tehsil Welfare Office can advise which category a particular case is best sanctioned under.
What documents are required for the transgender pension?
| Document | Mandatory | Notes |
|---|---|---|
| Transgender identity certificate | Yes | Issued by the District Magistrate under the 2019 Act |
| Bonafide / permanent residence certificate | Yes | Proves permanent residence in Himachal Pradesh |
| Aadhaar card | Yes | For identification and bank seeding |
| Bank account passbook | Yes | Savings account in the applicant's own name |
| Proof of age | Yes | Aadhaar, voter card, birth certificate or school record |
| Passport-size photographs | Yes | Usually two |
Consistency of name across these documents is the practical difficulty most applicants face. Where a person has changed their name along with gender identity, the Aadhaar record and the bank account should be updated to the name on the identity certificate before the pension application is filed. A mismatch does not usually cause a rejection outright, but it does cause the direct benefit transfer to fail after sanction, which is harder to unwind than a correction made in advance.
How to apply for the Himachal Pradesh transgender pension
- Obtain the transgender identity certificate if you do not already hold one. The application is made on the National Portal for Transgender Persons, and the certificate is issued by the District Magistrate of your district. This is the step that takes the longest, so begin it first.
- Update your Aadhaar and bank records to match the name and gender on the identity certificate, so that the direct benefit transfer will not fail later.
- Collect the social security pension application form free of charge from the Tehsil Welfare Office or the District Welfare Officer's office, and mark the transgender pension category.
- Obtain the bonafide or permanent residence certificate through the HimSeva portal at himseva.hp.gov.in, which replaced the eDistrict Himachal Pradesh portal, or at a Lok Mitra Kendra.
- Fill the form and attach the documents; identity certificate, residence certificate, Aadhaar copy, bank passbook first page, age proof and photographs.
- Submit the completed form to the Tehsil Welfare Officer, and collect a dated acknowledgement receipt. Keep the receipt, as it is the only record of your filing date.
- Check the first credit in your bank passbook once the sanction message arrives, and confirm the amount is Rs 1,000.
How do you check the status of the application?
Himachal Pradesh does not publish a self-service online tracker for social security pension cases. Status is checked by visiting the Tehsil Welfare Office with the acknowledgement receipt, by asking the District Welfare Officer's office, or by watching the bank passbook, since the first credit is itself confirmation of sanction. The HimSeva citizen helpline on 0177-3525111 can direct you to the correct office.
Because the number of transgender pension cases in any one district is very small, a case can sit unnoticed in a batch of old-age and widow pension files. Following up in person after four to six weeks is more effective here than for the larger categories.
Why do transgender pension applications get rejected?
- No transgender identity certificate. This is the decisive document, and an application filed without it will not be sanctioned.
- Name mismatch between the identity certificate, Aadhaar and the bank passbook, which causes the payment to fail after sanction.
- Another pension already being drawn, which is detected on cross-verification.
- Bank account in a relative's name, or a dormant or un-seeded account.
- Residence not established, where the applicant lives in Himachal Pradesh but is a permanent resident of another state.
- Life certificate not filed annually, which stops an already sanctioned pension.
Key dates and continuing obligations
Applications are accepted through the year, with no fixed last date, and cases are sanctioned as the district office processes them. A sanctioned pension continues as long as the annual life certificate is filed and any change of bank account or address is reported to the Tehsil Welfare Office.
How to raise a grievance
- Tehsil Welfare Officer โ first point of contact for a pending or rejected case.
- District Welfare Officer. The sanctioning authority and the level at which an appeal should be made.
- District Magistrate's office, for delays in the issue of the transgender identity certificate itself, which is a separate process from the pension.
- Directorate of the Department of Social Justice and Empowerment at esomsa.hp.gov.in.
- HimSeva citizen helpline: 0177-3525111.
No fee is payable for the pension application or for the identity certificate, and no official or agent is authorised to charge for either.

Frequently asked questions
How much is the transgender pension in Himachal Pradesh?
Transgender persons receive Rs 1,000 a month under the Himachal Pradesh social security pension programme, credited by direct benefit transfer to the beneficiary's own bank account. This is the same monthly rate paid to men aged 60 to 69 under the state old-age pension.
How many people receive the transgender pension in Himachal Pradesh?
About 50 transgender pensioners were on the rolls as reported in April 2026, out of 8,41,917 social security pensioners in the state. That makes it by a wide margin the smallest of the state's pension categories, and it reflects both the small transgender population recorded in the state and low awareness of the pension.
What document proves that I am eligible for the transgender pension?
The certificate of identity issued under the Transgender Persons (Protection of Rights) Act, 2019 is the document that establishes the category. It is applied for through the National Portal for Transgender Persons and issued by the District Magistrate, and no other document substitutes for it.
Can I apply for the transgender pension online in Himachal Pradesh?
No, the pension application itself is offline and is submitted on a printed social security pension form at the Tehsil Welfare Office or the District Welfare Officer's office. The transgender identity certificate that the application depends on is, however, applied for online on the national transgender portal.
Is there an age limit or income limit for the transgender pension?
Himachal Pradesh has not published a separate age or income threshold for this category in material available publicly, so the safest step is to confirm the current conditions at your Tehsil Welfare Office before applying. What is clearly established is permanent residence in Himachal Pradesh and possession of a transgender identity certificate.
Can a transgender person draw this pension and the old-age pension together?
No, only one social security pension is payable per person. A transgender person above 60 should compare the two rates before choosing, since the old-age pension pays Rs 1,500 for women aged 60 to 69 and Rs 1,700 for everyone aged 70 and above, against Rs 1,000 under the transgender category.
Why would a transgender pension application be rejected?
The most common reasons are the absence of a transgender identity certificate, a name on the bank account that does not match the certificate and Aadhaar, and an existing pension already being drawn. Each of these is correctable, and the case can be resubmitted once the document is in order.
