What is the Rehabilitation Allowance to Lepers?

The Rehabilitation Allowance to Lepers is a category within the Himachal Pradesh Social Security Pension programme that provides a monthly cash allowance to residents of the state affected by leprosy. The Department of Social Justice and Empowerment, formally the Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled, administers it, working alongside the Department of Health which certifies and treats the beneficiaries. It is sometimes listed in district material as the kusht rog rehabilitation allowance.

The reasoning behind a separate allowance is specific. Leprosy in India has historically carried a social penalty far heavier than its medical one. A person who has been treated for leprosy frequently loses employment, is excluded from family and community support, and finds ordinary work closed off long after the disease itself is no longer active. A general disability pension does not answer that situation well, because much of the loss is social rather than a matter of assessed disability percentage. Himachal Pradesh therefore keeps this as a distinct category with its own qualifying document. A treatment certificate from the Department of Health rather than a Medical Board disability assessment.

The scheme is small. Figures reported in April 2026 recorded 1,021 beneficiaries of the leprosy rehabilitation allowance, out of 8,41,917 social security pensioners in Himachal Pradesh. Among the state's pension categories it is larger only than the transgender pension, which had about 50 beneficiaries, and far smaller than the old-age pension at 5,04,253 or the Disability Relief Allowance at 78,291. The small number reflects the low and falling prevalence of leprosy in the state rather than any cap on the scheme.

Who is eligible for the leprosy rehabilitation allowance?

You can apply if:

  • You are a resident of Himachal Pradesh and can produce a bonafide or permanent residence certificate.
  • You are affected by leprosy.
  • You are undergoing treatment through the Department of Health, and can produce a certificate to that effect.
  • You hold a savings bank account in your own name that can be seeded with your Aadhaar number.

The treatment certificate is the decisive document. Unlike the Disability Relief Allowance and the Indira Gandhi National Special Ability Pension, this allowance does not require a Medical Board assessment or a stated disability percentage. What it requires is confirmation from the health system that the applicant is a leprosy patient under treatment. That makes the application simpler in one respect, there is no Medical Board sitting to wait for, and harder in another, since a person treated years ago may have to go back to the health facility to have their status certified afresh.

You cannot apply, or are not eligible, if:

  • You cannot produce a leprosy treatment certificate from the Department of Health. A private medical report or an old discharge slip will not be accepted in its place.
  • You are not a resident of Himachal Pradesh.
  • You are already drawing another pension, a service pension, a family pension, or another social security pension such as the old-age, widow or disability pension. Himachal Pradesh pays one social security pension per person.
  • You are a serving government employee.

No family income ceiling has been published for this category in material that is publicly available. That is a gap in the published record rather than a confirmation that none applies, so ask the Tehsil Welfare Officer what condition is currently in force before assuming either way.

How much does the rehabilitation allowance pay?

Beneficiary Monthly allowance
Male, below 70 years Rs 1,000
Male, 70 years and above Rs 1,500
Female, any age Rs 1,500

Women receive Rs 1,500 at any age, in line with the state's uniform Rs 1,500 rate for women across social security pension categories up to the age of 69. Men start at Rs 1,000 and move to Rs 1,500 on turning 70. The move to the higher slab is made from the departmental record and does not require a fresh application, though it is worth checking the passbook after the seventieth birthday to confirm that the change has been made.

Payment is by direct benefit transfer into the beneficiary's own Aadhaar-seeded savings account at a bank or post office, on the department's monthly cycle. Arrears run from the month of sanction rather than the month of application.

Because only one social security pension is payable per person, it is worth comparing rates. A leprosy-affected person who also holds a Medical Board certificate showing 70 per cent disability or more would receive Rs 1,700 a month under the Disability Relief Allowance, which is higher than the Rs 1,500 maximum here.

How to apply for the Rehabilitation Allowance to Lepers

  1. Obtain the leprosy treatment certificate from the government health facility where you are being treated โ€” the district hospital, the community health centre, or the leprosy control programme unit for your district. Start here, because the rest of the application depends on this one document.
  2. Collect the application form free of charge from the District Welfare Officer's office or the Tehsil office, and mark the leprosy rehabilitation allowance category on the social security pension form.
  3. Obtain the bonafide or permanent residence certificate through the HimSeva portal at himseva.hp.gov.in, which replaced the eDistrict Himachal Pradesh portal, or at a Lok Mitra Kendra.
  4. Fill the form with your name exactly as on Aadhaar, your date of birth, and your bank account number and IFSC code. A name mismatch between Aadhaar and the bank passbook is the most frequent cause of a sanctioned payment failing to credit.
  5. Attach all documents: treatment certificate, residence certificate, Aadhaar copy, bank passbook first page, age proof and photographs.
  6. Submit the completed form to the same office that issued it, and collect a dated acknowledgement receipt.
  7. Await verification and sanction by the District Welfare Officer, then check the first credit in your passbook when the sanction message arrives.

How do you check the status of the application?

Himachal Pradesh does not run a public self-service tracker for social security pension cases. Status is checked by visiting the Tehsil Welfare Office or the District Welfare Officer's office with the acknowledgement receipt and its date, or by watching the bank passbook, since the first credit is itself proof of sanction. The HimSeva citizen helpline on 0177-3525111 can direct you to the correct office.

Because so few cases of this type are filed in any one district, following up in person after four to six weeks is more effective than waiting for a message.

Why do applications get rejected?

  • No current treatment certificate from the Department of Health, which is the commonest obstacle for people treated some years ago.
  • Private medical documents offered in place of the departmental certificate.
  • Another pension already being drawn, detected on cross-verification of pension records.
  • Bank account problems, an account in a relative's name, a dormant account, or one not seeded with Aadhaar.
  • Name mismatch between Aadhaar, the bank record and the application form.
  • Residence not established where the applicant lives in the state but is a permanent resident elsewhere.
  • Life certificate not submitted annually, which stops an existing allowance.

Key dates and continuing obligations

Applications are accepted through the year with no fixed last date, and cases are sanctioned as the district office processes them. A sanctioned allowance continues as long as the annual life certificate is filed, and any change in bank account, address or treatment status is reported to the Tehsil Welfare Office.

How to raise a grievance

  • Tehsil Welfare Officer or District Welfare Officer, for a pending, rejected or stopped case. The District Welfare Officer is the sanctioning authority and the correct level for an appeal.
  • District health office or leprosy control unit; where the difficulty is in obtaining the treatment certificate rather than in the pension application.
  • Directorate of the Department of Social Justice and Empowerment at esomsa.hp.gov.in.
  • HimSeva citizen helpline: 0177-3525111.

There is no fee for the application or for the treatment certificate, and no official or agent is authorised to charge for either.

Documents required

Leprosy treatment certificate
A certificate confirming that the applicant is affected by leprosy and is under treatment through the Department of Health. This is the document that establishes the category and no other medical paper substitutes for it.

Frequently asked questions

How much is the leprosy rehabilitation allowance in Himachal Pradesh?

Male beneficiaries receive Rs 1,000 a month, female beneficiaries receive Rs 1,500 a month, and male beneficiaries aged 70 and above also receive Rs 1,500 a month. The allowance is credited by direct benefit transfer into the beneficiary's own Aadhaar-seeded bank account.

Who is eligible for the Rehabilitation Allowance to Lepers?

A resident of Himachal Pradesh who is affected by leprosy and is undergoing treatment through the Department of Health is eligible. The treatment certificate is the document that establishes the claim, and there is no separate disability percentage assessment for this allowance.

Is there an income limit for the leprosy rehabilitation allowance?

No income ceiling has been published for this allowance in material available publicly, and the eligibility test is stated in terms of the medical condition and ongoing treatment rather than income. Confirm the current position at the Tehsil Welfare Office before applying, since conditions across the state's pension categories have changed recently.

Can I apply for the leprosy allowance online?

No, the application is offline only. The form is collected from the District Welfare Officer's office or the Tehsil office, completed with the supporting documents attached, and submitted to the same office. The HimSeva portal is used only for the supporting residence certificate.

How many people receive this allowance in Himachal Pradesh?

Around 1,021 beneficiaries were on the leprosy rehabilitation allowance as reported in April 2026, out of 8,41,917 social security pensioners in the state. It is one of the smallest pension categories, larger only than the transgender pension with about 50 beneficiaries.

Can a person draw this allowance and the disability pension together?

No, only one social security pension is payable per person in Himachal Pradesh. A leprosy-affected person with a certified disability of 70 per cent or more should compare the rates, since the Disability Relief Allowance pays Rs 1,700 a month at that level against Rs 1,500 here.

Does the allowance stop once leprosy treatment is completed?

The allowance is framed around rehabilitation of a person affected by leprosy rather than treatment alone, but the Tehsil Welfare Office is the authority that decides continuation in an individual case. Report any change in your treatment status there rather than letting it surface during verification.
