Applications are filed through the corporation at hbcfdc.nic.in.
What is the HP Backward Classes Finance and Development Corporation?
The Himachal Backward Classes Finance and Development Corporation (HBCFDC) is a Government of Himachal Pradesh undertaking set up on 31 January 1994 under the aegis of the Ministry of Social Justice and Empowerment. According to the corporation's own website, its purpose is the social, economic and educational upliftment of people belonging to the Backward Classes of Himachal Pradesh to 49 communities are notified as Backward Classes for the state.
HBCFDC works as the State Channelising Agency for the National Backward Classes Finance and Development Corporation (NBCFDC). That relationship shapes everything about how it lends: NBCFDC supplies the bulk of the money as concessional refinance, the state corporation adds a share, and the beneficiary contributes a small margin. On the corporation's general loan scheme the split is 85 per cent NBCFDC, 10 per cent HBCFDC and 5 per cent from the beneficiary.
HBCFDC's own dashboard records Rs 106.41 crore disbursed to 5,723 beneficiaries as of 31 March 2026. A useful indication of scale. This is a lending body, not a grant body: every rupee described below is a loan carrying interest and a repayment schedule, priced at 0 to 6 per cent a year against commercial rates several times higher.
Which loan schemes does HBCFDC run?
| Scheme | Maximum loan | Interest | Repayment |
|---|---|---|---|
| General / Term Loan | As per project cost | Concessional, as notified | 5 years, 20 quarterly instalments |
| New Swarnima (women) | Rs 2 lakh per woman | 5% per annum | Up to 8 years, quarterly |
| Mahila Samriddhi (SHG micro-finance) | Rs 15 lakh per group, Rs 1,25,000 per member | 4% per annum | 4 years, quarterly |
| NBCFDC Education Loan | Rs 1,25,000 a year, Rs 5,00,000 over four years | Concessional | 5 years after course |
| HBCFDC Interest-Free Education Loan | Rs 10,000 a year, Rs 50,000 total | 0% | 5 years, starting a year after the course |
General loan scheme. The corporation's published note states that loans are disbursed under four sectors, small business, agriculture and allied, transport, and services, and that a list of 54 approved activity schemes governs what can be financed. Repayment is over 5 years in 20 equal quarterly instalments.
New Swarnima for women. NBCFDC describes the object as inculcating the spirit of self-dependence among women of Backward Classes. The loan runs to Rs 2 lakh per beneficiary at 5 per cent charged by the channel partner, with NBCFDC funding 95 per cent and the channel partner 5 per cent. Notably, the woman beneficiary need not put in her own funds for a project up to Rs 2,00,000, which removes the single biggest barrier for a first-time woman borrower.
Mahila Samriddhi Yojana. This is the self-help group product: up to Rs 15 lakh per group, Rs 1,25,000 per woman member, at 4 per cent, repaid over 4 years including a six-month moratorium on principal. A group may have a maximum of 20 women, of whom at least 60 per cent must be from Backward Classes and the remaining 40 per cent from other weaker sections β Scheduled Castes, persons with disabilities or minorities.
Education loans. Two products sit side by side. The NBCFDC education loan covers professional and technical degrees including engineering and medicine, at Rs 1,25,000 a year up to Rs 5,00,000 over four years, with repayment starting six months after graduation or three months after employment. The corporation's own interest-free education loan is smaller but costs nothing: Rs 10,000 a year up to Rs 50,000, repayable over 5 years beginning one year after the course ends. The interest-free loan carries its own tighter income test.
Locally these schemes are spoken of together as the pichhda varg nigam loans, and a search under that name leads to the same corporation.
Who is eligible for HBCFDC loans?
You can apply if:
- You belong to one of the 49 Backward Classes notified for Himachal Pradesh and hold an OBC certificate to that effect.
- You are a resident of Himachal Pradesh with a bonafide certificate.
- You are aged 18 to 55 years.
- Your annual family income is within the notified ceiling. The corporation's published position is Rs 40,000 for rural and Rs 55,000 for urban families. NBCFDC has since revised its own eligibility to an annual family income of up to Rs 3 lakh for both New Swarnima and Mahila Samriddhi, so the operative figure depends on which scheme you apply under and which year's norm the corporation is applying. Confirm it before you file.
- For New Swarnima and Mahila Samriddhi, you are a woman of a Backward Class. Mahila Samriddhi additionally requires that you belong to a self-help group.
- You can offer the security the corporation asks for.
You cannot apply if:
- You do not hold an OBC certificate for a Backward Class notified in Himachal Pradesh. Belonging to an OBC community notified in another state does not qualify you here.
- You are not a resident of Himachal Pradesh.
- You are under 18 or over 55.
- Your family income exceeds the ceiling for the scheme applied for.
- You are a defaulter on an earlier loan from the corporation, another government body or a bank.
- You are a man applying under New Swarnima or Mahila Samriddhi, both of which are restricted to women beneficiaries.
- More than 40 per cent of your self-help group's members are from outside the Backward Classes and other listed weaker sections, in which case the group does not qualify under Mahila Samriddhi.

How to apply for an HBCFDC loan
- Open hbcfdc.nic.in and read the Steps for Applying Loan page, which the corporation publishes as a standing guide.
- Go to the Schemes section and identify the scheme that fits your case; general term loan, New Swarnima, Mahila Samriddhi, or one of the two education loans. The income ceiling and the interest rate differ between them.
- Download the application form from the Download Forms section, or collect it from the corporation's office.
- Prepare a project report costing the activity you intend to start, with supplier quotations for cattle, machinery, a vehicle or shop fittings as applicable. Education loan applicants prepare a fee schedule instead.
- Collect the supporting certificates, OBC certificate, income certificate, bonafide certificate, age proof and bank passbook.
- Arrange the security or surety the corporation requires for the amount you are seeking.
- Submit the complete file to the corporation or its district office and collect a dated acknowledgement with a file number.
- Attend the corporation's verification and appraisal, where the activity's viability and your eligibility are checked before the loan is placed for sanction.
- On sanction, deposit your margin money, sign the loan documents and receive the amount in your bank account.
Self-help groups applying under Mahila Samriddhi apply as a group, with a group resolution and member list, rather than as individuals.
How do I follow up on my application?
HBCFDC does not publish an individual online status tracker for loan applications, so follow-up is by direct contact quoting the file number given at submission. The corporation's listed contact is Sh. Pradeep Kishan, Web Information Manager, telephone 01892-264329, email ps2012hbcfdc@gmail.com. NBCFDC's toll-free line 18001023399 answers scheme-level questions about New Swarnima, Mahila Samriddhi and the national education loan, though it cannot comment on an individual Himachal file.
When you call, ask specifically whether the file is at the receipt, appraisal, sanction or disbursal stage, and whether the delay is on documents or on funds. Because the corporation lends against NBCFDC refinance released within a financial year, an otherwise complete file can wait simply for the next tranche.
Why do HBCFDC loan applications get rejected?
- Income certificate above the ceiling applicable to the scheme.
- OBC certificate issued for a class not notified in Himachal Pradesh, or issued by an authority the corporation does not accept.
- Default on an earlier loan from the corporation, a bank or another government agency.
- Age outside the 18 to 55 band.
- Security not acceptable, land jointly held without co-owner consent, or a surety whose salary does not support the amount.
- Project report missing or unrealistic, so the corporation cannot see how the activity will generate enough income to service 20 quarterly instalments.
- Applying under a women-only scheme as a man, or a self-help group that does not meet the 60 per cent Backward Class composition rule.
- Funds for the year exhausted, in which case the file waits rather than fails.
Key dates and repayment
HBCFDC lending is open all year with no fixed last date announced. The constraint that matters is the financial year, since sanctions depend on refinance released by NBCFDC. Repayment terms are fixed by scheme: the general term loan over 5 years in 20 quarterly instalments, New Swarnima over up to 8 years with a six-month principal moratorium, Mahila Samriddhi over 4 years, the NBCFDC education loan over 5 years starting six months after graduation or three months after employment, and the interest-free education loan over 5 years starting one year after the course ends.
