What is Mukhya Mantri Sukh Shiksha Yojana?

Mukhya Mantri Sukh Shiksha Yojana is a Himachal Pradesh state scheme that gives monthly cash support for the education, nutrition and health of children whose mother is a widow, destitute, divorced or single woman, or whose parent is specially abled. The Himachal Pradesh cabinet approved the scheme in August 2024 with an allocation of Rs 53.21 crore for the financial year 2024-25, and it is implemented through the Directorate of Women and Child Development under the Department of Social Justice and Empowerment.

Mukhya Mantri Sukh Shiksha Yojana rests on a simple observation: in single-parent households in Himachal Pradesh, education is usually the first expense to be cut when money runs short. The scheme therefore does not fund schools or institutions. It puts money in the hands of the mother or specially abled parent every month, so that fees, books, uniforms, transport, food and medical costs for the child can be met without borrowing.

Two components

  1. Monthly grant of Rs 1,000 for every child below 18 years, meant for the child's educational, nutritional and health expenses.
  2. Higher education support, tuition fees and hostel charges for children admitted to undergraduate, postgraduate, diploma or professional courses.

The scheme is often written in Hindi as Mukhyamantri Sukh Shiksha Yojana, and Himachali readers frequently search for it simply as "Sukh Shiksha Yojana". All three refer to the same programme.

Who is eligible for Mukhya Mantri Sukh Shiksha Yojana?

You can receive the benefit if:

  • You are a widow, destitute woman, divorced woman or single woman, or a specially abled parent, and a permanent resident of Himachal Pradesh.
  • Your income from all sources does not exceed Rs 1 lakh per year.
  • You have one or more children below 18 years who are studying, or a child in a recognised undergraduate, postgraduate, diploma or professional course for the higher-education component.
  • You hold a Bonafide Himachali certificate and can produce your child's birth certificate.

You are not eligible if:

  • Your annual family income from all sources exceeds Rs 1 lakh. This is a hard bar and is checked against the Tehsildar's income certificate.
  • You are not a permanent resident of Himachal Pradesh.
  • You are a married woman living with your husband and do not fall in any of the categories the scheme names. The scheme is deliberately restricted to single-parent and disability-affected households.
  • The child is 18 or above and is not enrolled in a course covered by the higher education component. The monthly grant is only for children below 18.
  • Documents supporting the applicant's category: death certificate, divorce decree or disability certificate; cannot be produced.

What documents are required for Mukhya Mantri Sukh Shiksha Yojana?

Document Mandatory Notes
Bonafide Himachali certificate Yes For the parent and the child
Income certificate Yes Family income up to Rs 1 lakh a year
Child's birth certificate Yes Proof of age below 18
School or college bonafide certificate Yes Current session enrolment
Aadhaar of parent and child Yes Identification and DBT seeding
Bank passbook Yes In the parent's name, Aadhaar-seeded
Husband's death certificate Only for widows Issued by the Registrar of Births and Deaths
Divorce decree Only for divorced women Certified court copy
Disability certificate Only for specially abled parents Issued by a Medical Board
Passport photographs Yes Of the parent and the child

Take originals for verification along with one set of photocopies. Where a document is in a different name spelling from Aadhaar, get it corrected first; mismatches are the commonest cause of a delayed transfer.

How to apply for Mukhya Mantri Sukh Shiksha Yojana

  1. Visit your Anganwadi centre and ask the Anganwadi worker for the Mukhya Mantri Sukh Shiksha Yojana application form. The same form is available at the office of the Child Development Project Officer of your block.
  2. Fill in the form with the parent's name and category, the Bonafide Himachali details, the names and dates of birth of each child, the school or college each child attends, the annual family income and the bank account number with IFSC code.
  3. Attach the supporting documents, Bonafide Himachali certificate, income certificate, birth certificates, bonafide student certificates, Aadhaar copies, bank passbook copy and photographs, plus the death certificate, divorce decree or disability certificate that applies to your case.
  4. Submit the completed form to the Anganwadi worker or Supervisor, who forwards it to the Child Development Project Officer (CDPO) of the block. Ask for a written acknowledgement or a diary number.
  5. Verification is done at block level: the Anganwadi worker confirms the household details, the CDPO checks category and income, and the case goes to the District Programme Officer for sanction.
  6. Track the sanction with the CDPO office using your diary number, and confirm that the grant has been credited to your account.

Applicants in higher education apply through the same route, attaching the institution's fee demand notice and hostel allotment letter so that tuition and hostel charges can be assessed.

How much money is paid and when?

Mukhya Mantri Sukh Shiksha Yojana pays Rs 1,000 per month per child below 18 years. Over a full year that is Rs 12,000 per child, and a mother with two eligible children receives the grant for both. The money is released by Direct Benefit Transfer into the parent's Aadhaar-seeded bank account.

The higher education component is not a fixed cash amount. The state meets the tuition fees and hostel charges of eligible children admitted to undergraduate, postgraduate, diploma or professional courses, assessed on the institution's actual demand. Because the amount depends on the course, confirm what your child's institution charges will be treated as with the District Programme Officer before assuming a figure.

Payments are released as budget is allotted, so a month or two of arrears credited together is normal rather than a sign that something has gone wrong.

How do you check the status of your application?

Mukhya Mantri Sukh Shiksha Yojana is administered offline, and there is no public online status tracker. Follow up in this order:

  • Anganwadi worker β€” whether the form has been forwarded from the centre.
  • Child Development Project Officer, block office; whether verification is complete and the case has been recommended.
  • District Programme Officer (ICDS), whether sanction has been issued and the payment released.

Carry the diary number from your acknowledgement. Ask which of the three stages your file is at, because the remedy differs at each.

Why are applications rejected, and how do you fix them?

  • Income certificate above Rs 1 lakh, or expired. Income certificates have a limited validity. Get a fresh one from the Tehsildar and resubmit.
  • Category document missing. A widow's file without a death certificate, or a divorced woman's file without the decree, is returned. Attach a certified copy, not a photocopy of a photocopy.
  • Child's age not proved. Where a birth certificate is unavailable, the school admission register extract is normally accepted, but only if the CDPO has asked for it in writing.
  • Bank account not Aadhaar-seeded, or the account is dormant. DBT will fail silently. Visit the bank branch and get the seeding done.
  • Name mismatch between Aadhaar, the bank passbook and the income certificate. Align the spellings before resubmitting.
  • Child no longer enrolled. The bonafide student certificate must be for the current session; renew it each academic year.

Where can you get help or complain?

  • Directorate of Women and Child Development, Himachal Pradesh, Behind Himland Hotel, Shimla; 0177-2629763, wcd-hp@nic.in.
  • District Programme Officer (ICDS) in your district headquarters, for sanction and payment grievances.
  • Child Development Project Officer of your block, for verification-stage problems.

No fee is payable for the form or for processing. Mukhya Mantri Sukh Shiksha Yojana has no online registration portal, so any website asking you to pay for a "Sukh Shiksha online form" is not official. Report such demands to the District Programme Officer.
