What is Mukhya Mantri Shahri Ajeevika Guarantee Yojna?

Mukhya Mantri Shahri Ajeevika Guarantee Yojna, commonly written as MMSAGY and spoken locally as Mukhyamantri Shahri Ajeevika Guarantee Yojana, is a wage employment guarantee run by the Department of Urban Development, Government of Himachal Pradesh. MMSAGY does for towns roughly what MGNREGA does for villages: it promises a fixed number of paid unskilled work days to a household that asks for them.

According to the scheme's official portal and the Department of Urban Development's notification, MMSAGY guarantees 120 days of wage employment to every registered household in a financial year, and it operates in all urban local bodies and cantonment boards of Himachal Pradesh. The scheme was notified in 2020, when urban job losses during the COVID-19 period left daily wage earners in Shimla, Solan, Mandi, Dharamshala and the state's smaller municipal councils without work.

MMSAGY has three stated goals. The first is livelihood security, delivered through the 120-day guarantee. The second is skill enhancement, so that a person doing unskilled work today can move to better-paid work later. The third is better civic infrastructure, because the labour is deployed on real municipal works rather than on make-work.

Who is eligible for MMSAGY, and who is not

You can register if:

  • You are an adult member of a household living inside the jurisdiction of a Himachal Pradesh urban local body or cantonment board.
  • You are a local resident of that ULB, which the scheme defines as living within its limits either in your own house or on rent. Tenants are explicitly covered.
  • You are willing to do unskilled work on projects being executed by the ULB or in the sanitation services it provides.
  • You are 65 years of age or below. 65 years is the upper age limit for being given work.

The scheme defines a household as husband, wife and their minor children. All adult members of that household may work, and the 120-day cap applies to the household as a unit.

You are not eligible if:

  • You live outside the limits of any urban local body or cantonment board. Rural residents are covered by MGNREGA instead, not by MMSAGY.
  • You are above 65 years of age.
  • You are a minor child of the household. Minors are recorded on the household register but cannot be given work.
  • You are unwilling to take up unskilled work or sanitation work, since those are the only categories of engagement the scheme funds.

There is no income ceiling, no caste condition and no educational qualification attached to MMSAGY registration.

What work is offered under MMSAGY?

Urban local bodies may deploy MMSAGY workers only on a defined list of permissible activities:

  • Any ongoing or new admissible work under a Government of Himachal Pradesh or Government of India scheme for which the ULB already holds funds.
  • Any admissible work under the 15th Finance Commission or the 5th State Finance Commission grants-in-aid given to ULBs.
  • Sanitation works and services admissible under the Solid Waste Management Rules, 2016 and the Swachh Bharat Mission, including street sweeping, garbage collection, processing and removal of legacy waste, waste segregation, clearing litter from hill slopes, cleaning and maintaining municipal parks, and cleaning municipal parking areas.

Two operating rules matter to workers. Urban local bodies are barred from starting fresh muster-roll linked works under the scheme, so all engagement must be on the works listed above. And ULBs must write an enabling clause into all new contracts, requiring the contractor to engage registered MMSAGY beneficiaries as unskilled workers. For works already awarded, the ULB is required to coordinate with the implementing agency to absorb registered beneficiaries.

How to apply for MMSAGY online

  1. Open the official portal at mmsagyud.hp.gov.in.
  2. On the home page click Applicant Registration and fill in every mandatory field, including district, name of the urban local body, ward, your personal details and contact number.
  3. Click Generate Username and Password to complete registration.
  4. Return to the home page and open Applicant Login with the username and password you generated.
  5. Fill in the application form and upload the required documents: Aadhaar, photograph, bank passbook front page, address proof, ration card and the Aadhaar copies of family members.
  6. Submit the application and keep the acknowledgement or application number for follow-up.

How to apply for MMSAGY offline

  1. Collect the registration form, Annexure-B, from your urban local body office, or print it from the Department of Urban Development website.
  2. Fill in the form completely, listing all eligible adults of the household on the one application. Separate applications for each adult are not needed and will not be processed.
  3. Submit the filled form with copies of Aadhaar, the bank passbook front page, proof of address inside the ULB, the ration card and passport-size photographs to the urban local body.
  4. Collect the acknowledgement from the ULB counter.

After the ULB verifies the application, it issues a job card in Annexure-C format, free of cost, within 7 days of registration. The job card carries the photographs of the registered beneficiaries and is the document you produce when demanding work.

How are MMSAGY wages paid?

MMSAGY pays the minimum wage notified by the Government of Himachal Pradesh for unskilled work. Male and female workers are paid the same rate for the same work. Wages are deposited directly into the beneficiary's bank account by the urban local body on a fortnightly basis, not later than 7 days after each 15 days of employment is completed.

Payment is released only after attendance is verified by the Junior Engineer or another officer authorised by the ULB, so signing the muster correctly on site matters. Where the work is being executed by a contractor, the wage amount is adjusted or deducted from the implementing agency's bills before those bills are settled.

If the ULB fails to provide employment within 15 days of registration, it must pay an unemployment allowance of Rs 75 per day until work is offered.

What skill training and loan support come with MMSAGY?

MMSAGY does not stop at daily wages. Registered beneficiaries are offered skill training under the Deen Dayal Antyodaya - National Urban Livelihoods Mission (DAY-NULM). The rule attached to training is specific: a beneficiary becomes entitled to training with minimum-wage payment for up to a maximum of four weeks, and only after completing 30 days of wage employment under MMSAGY.

Beneficiaries who complete training and want to start their own enterprise are then linked to banks under the Self Employment Programme (SEP) of DAY-NULM, which carries subsidy-linked credit. This is the intended exit route out of daily wage work.

Why MMSAGY registrations and payments get held up

  • Residence outside the ULB limits. The single most common rejection. Registration is confined to residents of the urban local body or cantonment board.
  • Separate applications filed by several adults of one family. Only one household application is valid; duplicates are returned.
  • Bank details that do not match the passbook, or an account number and IFSC entered incorrectly, which stalls the fortnightly credit.
  • Attendance not verified by the Junior Engineer, which holds the wage payment even when the work was done.
  • Age above 65 years, which bars the applicant from being given work.

Where to raise an MMSAGY grievance

The first stop for any MMSAGY complaint — no job card after 7 days, no work after 15 days, unpaid unemployment allowance or delayed wages: is the Executive Officer or Commissioner of your urban local body, since the ULB is the implementing authority for registration, job cards, deployment and payment.

For portal problems, the Department of Urban Development lists a Web Information Manager for mmsagyud.hp.gov.in, contactable on 9418060606 and at ud-hp@nic.in. Registration under MMSAGY is free and the job card is issued free of cost, so no fee should be paid to any agent for enrolment.

A bank or India Post Payments Bank account with visible account number and IFSC code, because wages are credited directly to the account.
Proof of address inside the ULB

Family members' details with their Aadhaar copies
All eligible adults of a household are registered through one single application, so their details go on the same form.

Frequently asked questions

How many days of work does MMSAGY guarantee?

MMSAGY guarantees 120 days of wage employment to a household in a financial year. The urban local body cannot employ an eligible beneficiary for more than 120 days in any one financial year, and the entitlement is counted per household rather than per person.

What happens if the urban local body does not give me work?

An unemployment allowance of Rs 75 per day is paid by the urban local body if employment is not provided within 15 days of registration. The allowance is a fallback, not the benefit itself, and it stops once work is offered.

Who can register under MMSAGY?

All adult members of a household who are local residents of the urban local body and willing to do unskilled work on ULB projects or in sanitation services can register. Living on rent inside the ULB jurisdiction counts as local residence.

Is there an age limit under MMSAGY?

Yes, the upper age limit for being given work under MMSAGY is 65 years. Only adult members of a household may work, so minor children listed on the household record cannot be employed.

How much wage is paid under MMSAGY?

MMSAGY pays the minimum wage notified by the Government of Himachal Pradesh for unskilled work, with equal wages for men and women. The rate changes whenever the state revises its minimum wage notification, so confirm the current figure with your urban local body.

When are MMSAGY wages credited?

Wages are credited fortnightly, directly into the beneficiary's bank account, no later than 7 days after completion of each 15 days of employment. Payment follows verification of attendance by the Junior Engineer or another officer authorised by the ULB.

Do I get a job card, and does it cost anything?

Yes, the urban local body issues a job card free of cost within 7 days of registration, after verification. The job card carries the photographs of all registered beneficiaries of the household.

Does every adult in the family have to apply separately?

No. All eligible beneficiaries of a household are registered through a single application, and no separate applications are required for each adult.
