Mukhya Mantri Gyandeep Yojana
Himachal Pradesh state government scheme
Mukhya Mantri Gyandeep Yojana is a Himachal Pradesh scheme that gives an interest subsidy on education loans taken from banks by Himachali students for higher study in India and abroad. The Department of Higher Education runs it, and the subsidy rate applying in any year is notified by the directorate.
What is Mukhya Mantri Gyandeep Yojana?
Mukhya Mantri Gyandeep Yojana is a scheme of the Department of Higher Education, Government of Himachal Pradesh, described in its own terms as a scheme "to provide financial support in the form of interest subsidy on Educational Loans availed from Banks by Himachali Students for pursuing Higher Education in India and Abroad."
That one sentence tells you the shape of the scheme, and it is worth reading closely because three things in it decide who benefits:
- The support is an interest subsidy, not a grant and not a scholarship. The student still borrows the money and still repays the principal; the state reduces what the interest costs.
- The loan must be availed from a bank. A loan from a private financier, a cooperative outside the banking channel, or a family arrangement does not create anything for the state to subsidise.
- The course may be in India or abroad. This is the unusual feature. Most Himachal Pradesh student schemes are tied to government or government-aided institutions inside the state; Gyandeep Yojana follows the student wherever the course is.
The name is written both as Mukhya Mantri Gyandeep Yojna and Mukhyamantri Gyandeep Yojana, and both refer to the same scheme.
An honest note on what is not published. The scheme's public description states the mechanism but not the numbers. The rate of interest subsidy, any ceiling on the loan amount that qualifies, any family income limit, and the list of eligible courses are set by the Directorate of Higher Education and are not available in the scheme's short public listing. This page does not guess at them. Before you take a loan on the assumption that Gyandeep Yojana will reduce its cost, get the current-year figures directly from the directorate on +91-177-2656621 or from your bank's education loan desk, in writing.
Who is eligible for Mukhya Mantri Gyandeep Yojana?
You can be considered if:
- You are a Himachali student. A bonafide resident of Himachal Pradesh with a domicile or bonafide certificate from the Tehsildar.
- You have taken an education loan from a bank and hold the sanction letter.
- The loan was taken to pursue higher education, at an institution in India or abroad.
- You are actually enrolled in the course and can show an admission letter and a bonafide certificate from the institution.
You are not eligible if:
- You have not taken a bank education loan. Students funding their course from savings, family support or a private lender have no interest for the state to subsidise, and there is no cash alternative under this scheme.
- You do not hold Himachal Pradesh domicile.
- Your loan is from a source outside the banking system.
- You have not joined the course, or you have discontinued it.
- Your loan account is in default in a way that takes it outside the scheme's terms. Interest subsidy schemes generally attach to a loan in good standing, so confirm the position with the bank if your account has been irregular.
How to apply for Mukhya Mantri Gyandeep Yojana
Because the scheme sits on top of a bank loan rather than beside it, the sequence matters more than usual:
- Secure the admission first, the institution, the course and the fee structure all have to be settled before a bank will sanction an education loan.
- Apply for an education loan at a bank, taking your admission letter, the fee schedule, your academic marksheets, Aadhaar and the family's income and security papers. Ask the education loan desk at the sanction stage whether the bank processes Himachal Pradesh's Gyandeep interest subsidy, and get the answer before you sign.
- Collect the loan sanction letter showing the loan amount, the rate of interest and the repayment schedule.
- Approach the Directorate of Higher Education, Shimla, with the sanction letter, your bonafide or domicile certificate, admission proof and marksheets, and ask for the current-year application form and the notified subsidy rate.
- Check the HP ePASS portal at hpepass.cgg.gov.in under State Sponsored Schemes for a current-year online application link. Himachal Pradesh has progressively moved its student schemes onto this portal, and where an online route exists it is the faster one.
- Submit the application through whichever route the directorate confirms is open, and keep the acknowledgement. Follow up with both the directorate and the bank, since the subsidy has to be applied to the loan account by the lender once the state sanctions it.

How Mukhya Mantri Gyandeep Yojana compares with the state's other schemes
The Directorate of Higher Education's own scheme list carries several items that students confuse with one another:
- Mukhya Mantri Gyandeep Yojana, interest subsidy on a bank education loan, for study in India or abroad.
- Dr. Y.S. Parmar Vidyarthi Rin Yojana — a separate education loan scheme with its own published guidelines, listed alongside a Credit Guarantee Fund Scheme (CGFS) that backs such loans.
- Mukhiya Mantri Protsahan Yojana, a one-time incentive of Rs 75,000 on admission to an IIT, AIIMS, IIM, IISc Bangalore or ISM Dhanbad.
- Indira Gandhi Utkrisht Chhatravriti Yojana, Rs 18,000 a year for merit-list toppers.
- Mukhya Mantri Vidyarthi Kalyan Yojana; need-based annual scholarship for IRDP and BPL students in government and government-aided institutions.
A student borrowing to study abroad has essentially one route on this list, and that is Gyandeep Yojana. A student borrowing to study inside India should ask the directorate whether Gyandeep or the Parmar Rin Yojana route gives the better terms for their case, because the two are administered by the same office and the staff there can compare them.
Why applications get held up
- No bank loan yet. The commonest error is applying for the subsidy before the loan is sanctioned. There is nothing to subsidise until the sanction letter exists.
- Loan taken from a non-bank lender, which puts the case outside the scheme.
- Domicile certificate expired or issued by an authority other than the Tehsildar.
- Bank unaware of the scheme. Branch staff outside Himachal Pradesh, especially where the student is studying elsewhere, may not know the state scheme. Get the directorate's notification reference and take it to the branch.
- Course or institution not covered under the notified terms. Ask before borrowing rather than after.

Because the operative numbers under this scheme are notified rather than published in the scheme summary, ask the directorate for the current-year notification in writing and keep a copy. Do not rely on figures quoted on non-government websites, and do not pay any agent who claims to be able to get an interest subsidy sanctioned.

Frequently asked questions
What does Mukhya Mantri Gyandeep Yojana actually give?
Mukhya Mantri Gyandeep Yojana gives financial support in the form of an interest subsidy on an education loan that a Himachali student has taken from a bank for higher education in India or abroad. It is not a cash scholarship and it does not pay the principal of the loan.
Who is eligible for Mukhya Mantri Gyandeep Yojana?
Himachali students who have taken an education loan from a bank to fund higher education, in India or abroad, are the intended beneficiaries. A Himachal Pradesh bonafide or domicile certificate and a bank loan sanction letter are both essential.
Who cannot apply for Mukhya Mantri Gyandeep Yojana?
Students who have not taken a bank education loan are not eligible, because there is no interest for the state to subsidise. Students who do not hold Himachal Pradesh domicile are also not eligible, as are students whose loan was taken from a non-bank source such as a private lender or a family arrangement.
Does the scheme cover study abroad?
Yes. The scheme's own description covers loans taken for pursuing higher education "in India and abroad", which is what distinguishes it from schemes tied to institutions inside Himachal Pradesh.
What is the exact rate of interest subsidy?
The rate and the loan ceiling are set by the Directorate of Higher Education and are not stated in the scheme's short public description. Ask the directorate on +91-177-2656621 or your lending bank's education loan desk for the figure applicable to your loan year before you plan around it.
How is Mukhya Mantri Gyandeep Yojana different from Dr. Y.S. Parmar Vidyarthi Rin Yojana?
They are two separate items on the Directorate of Higher Education's own list of schemes. Dr. Y.S. Parmar Vidyarthi Rin Yojana is listed as an education loan scheme with its own guidelines and an associated Credit Guarantee Fund Scheme, while Gyandeep Yojana is described as an interest subsidy on loans already availed from banks. Ask the directorate which one fits your case.
Where do I apply?
Start at your lending bank's education loan desk and at the Directorate of Higher Education, Shimla. Himachal Pradesh routes its student schemes through the HP ePASS portal at hpepass.cgg.gov.in, so check there for a current-year application link before filing anything on paper.
