Maternity Benefit (HP Building and Other Construction Workers Welfare Board)
Himachal Pradesh state government scheme
Maternity Benefit of the Himachal Pradesh Building and Other Construction Workers Welfare Board pays Rs 25,000 to a registered woman construction worker on childbirth, plus maternity leave wages at the prevailing minimum wage rate for 90 days up to 26 weeks, for up to two deliveries. Two months of Board membership is required. Claims go to the Labour Welfare Officer.
What is the HP BOCW Board's maternity benefit?
Maternity Benefit is a cash entitlement of the Himachal Pradesh Building and Other Construction Workers Welfare Board, the statutory board set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. The Board functions under the Labour and Employment Department, Government of Himachal Pradesh, and is funded from the labour cess collected on construction work in the state. Its scheme rules are published as a consolidated welfare schemes notification on bocw.hp.gov.in.
The benefit sits at Rule 271, titled in the Board's Hindi scheme table as matritva / pitritva prasuvidha, maternity and paternity benefit taken together. That rule has four sub-clauses, and the first two are the maternity side proper:
- Rs 25,000 is paid to a registered woman beneficiary at the time of delivery or on the birth of the child.
- Maternity leave wages are paid to a registered woman at the prevailing minimum wage rate for a period of 90 days up to 26 weeks, for up to two deliveries.
The remaining two sub-clauses cover the husband's side: Rs 6,000 per delivery where the wife of a registered male worker gives birth, for up to two deliveries, and Rs 1,000 to a male beneficiary as paternity assistance on the birth of a child.
The gap between the two sides matters, and it is the point most often missed. A woman who is herself registered with the Board draws Rs 25,000 plus leave wages. A woman who is not registered but whose husband is draws Rs 6,000. Women working as beldars, helpers and labourers on construction sites across Himachal Pradesh are frequently not registered in their own name even though they have done well over 90 days of construction work in a year, and registering independently is what converts a Rs 6,000 claim into a Rs 25,000 one plus paid leave.
The design is a practical one. A construction worker loses her whole daily wage during the weeks around a delivery, exactly when hospital, transport and nutrition costs peak. The lump sum meets those costs, and the leave payment replaces the lost wages for the recovery period.
Who is eligible for the maternity benefit in Himachal Pradesh?
You can claim if:
- You are a woman building or other construction worker registered with the HP BOCW Welfare Board and your registration is live.
- You have completed two months of membership. The eligibility column against Rule 271 records the condition as do maah ki sadasyata.
- You have given birth, and for the leave wages strand this is your first or second delivery.
- Your contribution to the Board fund is up to date.
The Board's registration rule, stated on its portal, is that a worker aged 18 to 60 who has done at least 90 days of building or other construction work in the previous 12 months may register as a beneficiary. Private construction work counts towards those 90 days, as does work run by the government or a panchayat. The registration fee is Rs 1 once, with Rs 9 deposited in advance as contribution valid for three years from the date of registration, and Rs 15 for the next three years. To register, a worker submits two passport photographs and a certified copy of one age proof, school leaving certificate, birth certificate, driving licence, voter card, Aadhaar card or parivar register extract, together with a wage slip or appointment letter from the employer or contractor. Where no such certificate is available, the Board accepts a certificate from the executive officer of the urban local body, the ward councillor, or the panchayat secretary.
You cannot apply if:
- You are not registered with the HP BOCW Welfare Board. The Rs 25,000 strand is only for registered women workers; the wife of a registered male worker claims Rs 6,000 instead.
- Your registration has lapsed because contribution was not deposited and no renewal was done.
- You have not completed two months of Board membership on the date of delivery.
- The claim is for a third or later delivery under the strands the Board has capped at two.
- You work at a construction project only in a supervisory, managerial or administrative capacity, which falls outside the definition of a building worker under Section 2(d) of the 1996 Act.
How much is paid, and to whom?
| Payment | Amount | Who receives it | Limit |
|---|---|---|---|
| Childbirth payment | Rs 25,000 | Registered woman worker | Per delivery |
| Maternity leave wages | Prevailing minimum wage rate, 90 days up to 26 weeks | Registered woman worker | Up to 2 deliveries |
| Delivery by the wife of a registered male worker | Rs 6,000 per delivery | Registered male worker | Up to 2 deliveries |
| Paternity assistance on birth of a child | Rs 1,000 | Registered male worker | Per the scheme table |
Payment is made by transfer into the registered worker's own bank account. The account details captured at registration therefore have to be current: if you have changed banks, use the Update Beneficiary page on the portal before filing, because a closed or dormant account causes a sanctioned payment to bounce back to the Board.
The Board's scheme rates are fixed by resolution and revised from time to time. Rs 25,000, Rs 6,000 and Rs 1,000 are the figures in the consolidated welfare schemes notification currently on the Board's site; the minimum wage used for the leave payment changes with each state notification, so confirm the applicable rate with your Labour Welfare Officer when you file.

How to apply for the HP BOCW maternity benefit
- Confirm your registration is live and old enough. Open bocw.hp.gov.in and use Find BeneficiaryId and Check Status to see your record. If contribution is overdue, clear it through Online Renewal and Deposit Fee, or deposit it in one of the Board's designated bank accounts โ UCO Bank Nigam Vihar, Union Bank of India The Mall Shimla, or Punjab National Bank The Mall Shimla, and inform your Labour Welfare Officer so the credit is posted against your record.
- Collect the child's birth certificate from the Registrar of Births and Deaths at your panchayat or municipal office, or from the hospital where the delivery took place. The claim rests on this document.
- Complete Aadhaar verification on the Beneficiary Aadhaar Verification page. The Board's public notice states that verifying the beneficiary's Aadhaar through the portal is compulsory in order to take the benefit of any welfare scheme, and it works only where Aadhaar is linked to your mobile number.
- Open the "Apply For Benefits" page, enter your Beneficiary ID and date of birth, and select the maternity and paternity head under Rule 271.
- Fill in the claim: date of delivery, birth order, and your bank details exactly as printed in the passbook. Claim both the Rs 25,000 and the leave wages strand if you are a registered woman worker; they are separate entitlements.
- Upload the documents through the Upload Registration Documents page, keeping every scan legible.
- Submit, save the acknowledgement number, and follow the claim up with the District Labour Welfare Officer, who verifies it before the Board sanctions payment.
How to apply offline
- Visit the District or Sub-Divisional Labour Welfare Officer having jurisdiction over the place where you are registered.
- Ask for the claim form for benefits under Rule 271. Hindi and English forms are downloadable from the Downloads section of bocw.hp.gov.in as well.
- Attach self-attested copies of the registration card, birth certificate, Aadhaar, bank passbook and contribution receipt, and submit against a dated receipt. Keep the receipt, it proves the date of filing.
- The office verifies the registration, the two-month membership condition and the birth record, and forwards the case to the Board for sanction.
Women workers in remote blocks of Lahaul-Spiti, Kinnaur, Chamba and Sirmaur often find it easier to route the paper claim through the labour inspector covering the block rather than travelling to district headquarters twice so soon after a delivery.
How do you check the status of a claim?
- Open bocw.hp.gov.in and select Check Status.
- Enter your Beneficiary ID and date of birth.
- Read the stage shown: filed, under verification, sanctioned or paid.
The portal's public dashboard shows 1,92,134 applications received, 76,215 approved and 1,15,152 pending across all Board services, so several weeks at the verification stage is ordinary. A claim untouched for months needs chasing.
Why maternity benefit claims get rejected
- Registration lapsed on the date of delivery because contribution was not deposited. This is the biggest single cause across Board benefits.
- Two-month membership not completed on the date of birth.
- Third delivery claimed under a strand capped at two.
- Birth certificate not produced, or produced with a spelling of the mother's name that does not match the Board record.
- Claim filed in the husband's name where the woman is herself registered, which pays Rs 6,000 instead of Rs 25,000. Check which record the claim is being filed against.
- Name mismatch between Aadhaar, the Board record and the bank account, which stops the transfer after sanction.
- Bank account closed or dormant, so the credit fails.
- 90-day wage slip not deposited for the year, so continuity is not accepted.
Most of these are curable. A lapsed registration can be renewed and the claim refiled, and a name mismatch is corrected through the Update Beneficiary page before resubmission.
Where do you complain if the claim is stuck?

No agent's fee is payable for filing a Board claim. Registration costs Rs 1 plus Rs 9 advance contribution, claim forms are free at the Labour Welfare Office and downloadable from the portal, and no Board official will ask for your OTP.

Frequently asked questions
How much maternity benefit does the HP BOCW Board pay?
Rs 25,000 is paid to a registered woman construction worker at the time of delivery or on the birth of the child. A registered woman is separately entitled to maternity leave wages at the prevailing minimum wage rate for 90 days up to 26 weeks, for up to two deliveries. Both strands appear against Rule 271 in the Board's welfare schemes notification on bocw.hp.gov.in.
How many deliveries are covered?
Two. The Board's scheme table limits the maternity leave wages strand to two deliveries, and the parallel Rs 6,000 payment to the wife of a registered male worker is capped at two deliveries as well.
How long must I be registered before claiming?
Two months of membership is the condition stated against Rule 271. A woman who registers only after the child is born will generally not satisfy it, so registration should be done and kept live well before a delivery is due.
Who is not eligible for the maternity benefit?
A woman construction worker who is not registered with the HP BOCW Welfare Board is not eligible, and neither is a worker whose registration has lapsed for non-payment of contribution. Workers who have not completed two months of membership, and claims for a third or later delivery under the capped strands, are also not eligible.
What does the wife of a male registered worker get?
Rs 6,000 per delivery, for up to two deliveries, is paid where the wife of a registered male construction worker gives birth, and Rs 1,000 goes to the male beneficiary himself as paternity assistance. That is a separate part of Rule 271 and is smaller than the Rs 25,000 payable to a registered woman worker in her own right.
How are the maternity leave wages calculated?
They are paid at the prevailing minimum wage rate notified by the Government of Himachal Pradesh, for a period running from 90 days up to 26 weeks. The Board's scheme table does not print a rupee figure because the minimum wage is revised periodically, so confirm the rate in force with your Labour Welfare Officer.
Where do I file the claim?
File it with the District or Sub-Divisional Labour Welfare Officer, or online through the "Apply For Benefits" page on bocw.hp.gov.in using your Beneficiary ID and date of birth. The Board's portal note directs beneficiaries who deposit contribution regularly to route benefit applications through the concerned Labour Welfare Officer.
How do I check what happened to my claim?
Use the Check Status page on bocw.hp.gov.in with your Beneficiary ID and date of birth. If nothing moves, telephone the Board head office at Hamirpur on 01972-222411 or write to hpbocwwboard@gmail.com quoting your Beneficiary ID.
