What is Mata Shabri Mahila Sashktikaran Yojana?

Mata Shabri Mahila Sashktikaran Yojana is a subsidy scheme of the Government of Himachal Pradesh run through the Department of Social Justice and Empowerment and its Directorate for the Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled. The scheme, sometimes written as Mata Shabari Mahila Sashaktikaran Yojana in transliteration, pays part of the cost of a domestic LPG connection and a gas stove for a woman from a Below Poverty Line Scheduled Caste or Scheduled Tribe family.

Mata Shabri Mahila Sashktikaran Yojana was designed around a specific hill-state problem. In much of rural Himachal Pradesh, cooking was done on firewood collected by women from nearby forest land. That meant hours of walking each week, chest and eye disease from indoor smoke, and steady pressure on forest cover. The scheme addresses all three at once by shifting the household to clean cooking fuel, and the department describes the objective in exactly those terms: reducing the drudgery of collecting firewood while improving the environment.

Key features

  • One-time capital subsidy, not a recurring cash transfer.
  • The subsidy is 50 per cent of the cost of a connection plus stove, capped at Rs 1,300 per beneficiary.
  • The connection is issued in the woman's name.
  • Delivery is entirely offline, through Anganwadi workers, Panchayats and the district welfare machinery.

Who is eligible for Mata Shabri Mahila Sashktikaran Yojana?

You can get the benefit if:

  • You are a woman and a permanent resident of Himachal Pradesh, able to produce a Bonafide Himachali certificate.
  • Your family belongs to a Scheduled Caste or Scheduled Tribe, with a caste certificate issued by the Tehsildar.
  • Your household is on the Below Poverty Line list of your Gram Panchayat or Urban Local Body.
  • Your annual family income from all sources is within the ceiling applied by the department, commonly published as Rs 35,000.
  • Your household does not already have a domestic LPG connection.

You are not eligible if:

  • Your household already holds an LPG connection in any adult member's name, including one taken earlier under Pradhan Mantri Ujjwala Yojana or Mukhya Mantri Grihini Suvidha Yojana. One subsidised connection is allowed per household across schemes.
  • Your family is not in the BPL list, even if the income appears low.
  • You do not belong to a Scheduled Caste or Scheduled Tribe. General and OBC BPL households are covered by other state and central connection schemes rather than this one.
  • You are not a permanent resident of Himachal Pradesh. Residents of other states working in Himachal cannot apply here.
  • The application is in a man's name. The connection must be in the woman's name.

How to apply for Mata Shabri Mahila Sashktikaran Yojana

  1. Collect the application form from your Anganwadi centre, the Gram Panchayat office, the Child Development Project Officer's office or the Tehsil Welfare Office. Blank state subsidy forms are also hosted on himachalforms.nic.in and can be printed at home.
  2. Fill in the form with the woman applicant's name, father's or husband's name, full postal address with Panchayat and Tehsil, caste, BPL family number, annual family income and bank account details with IFSC code.
  3. Attach the documents listed above: Bonafide Himachali certificate, caste certificate, BPL certificate, income certificate, ration card, Aadhaar, bank passbook copy and photographs.
  4. Submit the form to the Anganwadi worker or the Gram Panchayat Secretary, who forwards it with a Panchayat recommendation to the Child Development Project Officer or Tehsil Welfare Officer. Ask for a receipt or a diary number in writing.
  5. Wait for verification. The Panchayat verifies the BPL status and that no LPG connection already exists in the household; the Welfare Office verifies caste, residence and income.
  6. Take the sanction letter to the LPG distributor, complete the connection formalities and buy the stove. Where the subsidy is paid as reimbursement, submit the dealer's cash memo back to the sanctioning office.
  7. Check that the subsidy has reached your bank account, and keep the sanction letter safely.

How do I check the status of my application?

Mata Shabri Mahila Sashktikaran Yojana has no online status tracker. To follow up, go back to the office where you submitted the file with your diary number:

  • Anganwadi worker or Panchayat Secretary, for the stage at village level.
  • Child Development Project Officer or Tehsil Welfare Officer β€” for whether the case has been recommended.
  • District Welfare Officer, for the sanction and payment stage.

Applications are usually cleared in batches as budget is released, so a delay of some weeks between sanction and credit is normal. Ask specifically whether your case is pending verification, pending sanction or pending payment. Those are three different problems with three different fixes.

Why do applications get rejected, and how do you fix it?

  • Household already has an LPG connection. This is the single most common rejection. If an old connection exists in a son's or husband's name, the application will not pass. There is no workaround.
  • Name not in the BPL list. BPL lists are revised by the Gram Sabha. If your family was dropped, take the matter to the Gram Sabha meeting before reapplying.
  • Income certificate above the ceiling. Income certificates are issued by the Tehsildar and are valid for a limited period. An expired or inflated certificate stalls the case.
  • Caste certificate in a different name spelling. A mismatch between the caste certificate, Aadhaar and bank passbook will hold up the transfer. Get the spellings aligned first.
  • Bank account not active or not in the woman's name. Dormant accounts and joint accounts in a husband's name both cause failed transfers.

Where can you get help or file a grievance?

  • Directorate of Empowerment of SCs, OBCs, Minorities and the Specially Abled, Block No. 33, SDA Complex, Kasumpti, Shimla-171009 to 0177-3525101 and 0177-3525102.
  • District Welfare Officer of your district, for sanction and payment disputes.
  • Gram Panchayat and Gram Sabha, for BPL list corrections.

No fee is charged for the application form or for processing it. If any agent, dealer or middleman asks for money to "get your name added" to the Mata Shabri list, report it to the District Welfare Officer in writing.

What should you know before applying?

Mata Shabri Mahila Sashktikaran Yojana is a small, targeted scheme, and the amount involved is modest against the current market cost of a new LPG connection and stove. Treat the Rs 1,300 as a contribution towards the initial cost, not as a free connection. Refill cylinders are bought at the normal market price, with the usual central subsidy credited separately by the oil marketing company if the household qualifies for it.

Households that are BPL but not SC or ST should ask their Panchayat about Mukhya Mantri Grihini Suvidha Yojana instead, which was Himachal Pradesh's own scheme for families left out of Pradhan Mantri Ujjwala Yojana. Applying under the wrong scheme is a frequent cause of wasted months.

Frequently asked questions

How much subsidy does Mata Shabri Mahila Sashktikaran Yojana give?

Mata Shabri Mahila Sashktikaran Yojana gives a subsidy of 50 per cent of the cost of an LPG connection and gas stove, subject to a maximum of Rs 1,300 per beneficiary. The benefit is one-time, not recurring, and the remaining cost is borne by the household.

Who can get Mata Shabri Mahila Sashktikaran Yojana?

A woman of a Below Poverty Line family belonging to a Scheduled Caste or Scheduled Tribe household in Himachal Pradesh can get the benefit. She must be a permanent resident of the state and her household must not already hold an LPG connection.

Is Mata Shabri Mahila Sashktikaran Yojana the same as Ujjwala or Grihini Suvidha Yojana?

No, these are three separate schemes. Mata Shabri Mahila Sashktikaran Yojana is a Himachal Pradesh state subsidy for SC and ST BPL women, Pradhan Mantri Ujjwala Yojana is a central scheme, and Mukhya Mantri Grihini Suvidha Yojana is the state's own scheme for households left out of Ujjwala. A household usually gets only one free or subsidised connection across all three.

Can I apply for Mata Shabri Mahila Sashktikaran Yojana online?

No online application is available for this scheme. The form is filled on paper and submitted through the Anganwadi worker, the Gram Panchayat Secretary or the Tehsil Welfare Office. Blank subsidy forms are hosted on himachalforms.nic.in.

What is the income limit for Mata Shabri Mahila Sashktikaran Yojana?

Published descriptions of the scheme apply an annual family income ceiling of Rs 35,000 alongside BPL status. Because state income ceilings are revised from time to time, confirm the figure in force with your District Welfare Officer before applying.

Can the connection be taken in my husband's name?

No. Mata Shabri Mahila Sashktikaran Yojana is a women's empowerment scheme, so the LPG connection and the subsidy are issued in the name of the adult woman of the household. That is the whole point of the design.

Where do I complain if my Mata Shabri application is not processed?

Take the matter to the District Welfare Officer of your district first, then to the Directorate of Empowerment of SCs, OBCs, Minorities and the Specially Abled at Block 33, SDA Complex, Kasumpti, Shimla-171009, on 0177-3525101 or 0177-3525102.
