What is a Himachal Pradesh Jamabandi and who keeps it?

A Jamabandi in Himachal Pradesh is the record of rights for a village, listing for each holding the khewat number (the ownership holding), the khatauni number (the cultivation holding), the khasra numbers (the individual fields), the area, the class of land, the share of each co-owner, the rent or revenue, and any encumbrance or right recorded against the land. It is the single most consulted document in any Himachal property transaction.

The Revenue Department, Government of Himachal Pradesh owns the record. On the ground it is maintained by the Patwari of the patwar circle, checked by the Kanungo, and attested by the Tehsildar or the revenue officer of the tehsil. Himachal Jamabandis are revised on a periodic cycle, which is why the portal asks you which Jamabandi year you want.

The digital face of this system is HimBhoomi, the land record software developed by the National Informatics Centre with the Revenue Department. Its public interface sits at himbhoomilmk.nic.in, and district administration websites across the state; Shimla, Chamba, Bilaspur among them; point residents there for viewing land records.

Note carefully what HimBhoomi says about itself: the site states that its contents are informative only and for the benefit of the public, and that neither NIC nor the Revenue Department of Himachal Pradesh is liable for inadvertent or typing errors. That single line defines the whole workflow, view online, but take an attested nakal from the tehsil when the document has to do legal work.

Who can view or obtain a Himachal Pradesh land record?

The Jamabandi is a public record and anyone can view it on HimBhoomi. There is no login, no eligibility test, no domicile requirement, no income criterion and no fee for the online view. An owner, a buyer, an advocate, a bank officer or a researcher can pull the same entry.

You can apply for an attested nakal at the tehsil if you are the owner, a co-sharer, a cultivator recorded on the khatauni, a legal heir, a power of attorney holder, or a party with a legitimate interest such as a lender or a litigant.

You cannot:

  • Change the record through the portal. A wrong name, a missing heir, an incorrect area or a sale not yet reflected requires an intkal (mutation) or correction application before the Patwari and revenue officer.
  • Treat a HimBhoomi printout as a legally attested document, the site's own disclaimer rules that out.
  • Read records for a village whose Jamabandi has not been computerised, which still happens in some remote patwar circles.
  • Assume that reading the record entitles you to buy the land. Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act 1972 bars transfer of agricultural land to a non-agriculturist of Himachal Pradesh without the prior permission of the State Government. This is the single biggest trap for outside buyers in Himachal, and it is a restriction on the transaction, not on access to the record.

What do I need to pull a Himachal Pradesh Jamabandi?

For the free online view:

  1. District: Shimla, Kangra, Mandi, Kullu, Una, Chamba, Bilaspur, Solan, Sirmaur, Hamirpur, Kinnaur or Lahaul and Spiti.
  2. Tehsil or sub-tehsil.
  3. Village.
  4. Jamabandi year, where the portal offers a choice.
  5. Khasra number, khatauni number or khewat number, or the owner's name.

For an attested nakal at the tehsil, add identity proof and the counter fee. For an intkal, add the registered sale, gift or partition deed, or for an inheritance the death certificate and legal heir documents.

What does a Himachal Pradesh land record cost?

Viewing and downloading the Jamabandi on HimBhoomi is free. The portal charges nothing and requires no account, and the pages carry no fee schedule.

An attested nakal at the tehsil or Patwarkhana is charged at the prescribed counter rate, which is a small statutory fee. Ask at the counter and take the receipt.

Pay only the government's counter fee. Because HimBhoomi is free and open, there is no legitimate reason for anyone to charge you for a Jamabandi printout. Agents around tehsil complexes routinely charge for exactly this, and for "speeding up" an intkal that has its own procedure and its own notice period. Neither is a service you need to buy.

How to get a Himachal Pradesh land record online: step by step

  1. Open himbhoomilmk.nic.in and choose the View Land Records option, the direct page is himbhoomilmk.nic.in/viewlandrecords.aspx.
  2. Select the record type, choosing RoR / Jamabandi from the drop-down offered.
  3. Select District, Tehsil and Village in that order. If your land falls under a sub-tehsil, pick the sub-tehsil rather than the parent tehsil, or the village list will not contain your village.
  4. Choose the Jamabandi year where the portal offers more than one. Pick the latest available unless you are tracing history.
  5. Enter the search key — khasra number, khatauni number, khewat number or owner name, and submit.
  6. Read the entry. The result shows the khewat and khatauni numbers, the owners with their shares, the cultivator, the khasra numbers, the area and land class, and the entries in the remarks column where encumbrances and rights are recorded.
  7. Download or print the PDF. Keep it for your own reference and for checking against any document a seller hands you, but remember it is informational.
  8. For legal use, take an attested nakal. Carry the printout to the Patwari or tehsil office and ask for the attested Jamabandi nakal for the same khasra and year.

How to get a Himachal Pradesh Jamabandi offline?

  1. Go to the Patwarkhana of the patwar circle, or the tehsil office, for the village where the land lies. Many tehsils also accept the request at a Lok Mitra Kendra.
  2. Give the village, khasra or khewat number and the Jamabandi year on the request slip.
  3. Pay the prescribed fee and collect the nakal attested by the Patwari, Kanungo or Tehsildar.
  4. For a change of name, file the intkal here instead, with the registered deed, or for inheritance the death certificate and heirship papers. The Patwari enters the mutation, notice goes to interested parties, and the revenue officer attests it in the presence of the parties. Only after attestation does the Jamabandi show the new owner.

How do I check whether my Himachal mutation has gone through?

The practical status check is to re-pull the Jamabandi on HimBhoomi for the same khasra and the current year and see whether your name has replaced the previous owner's. Because the Jamabandi is only rewritten on its revision cycle, also ask the Patwari for the mutation (intkal) register entry number and its attestation date. HimBhoomi's public interface additionally offers mutation-related lookups in several districts. If an intkal has been pending beyond a reasonable period, the Tehsildar is the officer to approach, with the Sub-Divisional Magistrate and Deputy Commissioner above.

How long is a Himachal Pradesh Jamabandi valid?

A Jamabandi nakal carries no expiry date, but it reflects the register as on the date of issue and for the Jamabandi year printed on it. Banks and courts in Himachal typically want a nakal issued within the last one to three months. If a sale, partition or inheritance was attested after your copy was taken, your copy is already out of date: pull it again before any transaction closes.

Why do Himachal Pradesh land record searches fail or show wrong entries?

  • Wrong tehsil or sub-tehsil selected, so the village never appears in the list.
  • Khasra number changed after partition or consolidation, leaving the old number empty.
  • Old Jamabandi year selected. The entry is correct for that year but stale today.
  • Name transliterated differently between the Urdu- or Hindi-origin register entry and your Aadhaar or deed.
  • Intkal not yet attested, so the seller's name still stands even after the sale deed was registered.
  • Village records not computerised, in which case only the Patwari's manual register holds the entry.
  • Typing errors in the digitised record; expressly acknowledged in HimBhoomi's own disclaimer, and correctable only through the tehsil.

Where do I complain about a Himachal Pradesh land record?

For an error in the record, apply to the Tehsildar through the Patwari for correction, with appeal to the Sub-Divisional Magistrate (Revenue), the Deputy Commissioner and the Divisional Commissioner up the revenue hierarchy. Corrections to a Jamabandi are made by a revenue order after notice, not by a helpdesk request, and disputed entries may have to be settled in a civil suit.

For a portal problem, a page failing, a district or village not loading, an obviously wrong digitised figure, the HimBhoomi site is maintained by NIC at the Secretariat data centre in Shimla, and the district administration websites such as hpshimla.nic.in carry contact routes for their land record service.

HimBhoomi does not publish a dedicated citizen helpline number on its land record pages, so this guide deliberately does not print one. When you need a person rather than a page, the Patwari of your circle and the Tehsildar of your tehsil remain the correct and free points of contact.

Documents required

District, tehsil and village of the land
HimBhoomi retrieves records only after district, tehsil and village are selected from the drop-downs. Himachal has sub-tehsils too, and the land may sit under one of them rather than the parent tehsil.
Khasra number, khatauni number or khewat number
The search key. Khewat identifies the ownership holding, khatauni the cultivation holding, and khasra the individual field. Any one of the three, or the owner's name, will pull the record.
Jamabandi yearoptional
Himachal Jamabandi is revised on a cycle, so the portal asks which Jamabandi year you want. The latest available year is the one a bank or court will expect.
Identity proof of the applicantoptional
Not needed for the free online view. Required at the tehsil counter for an attested nakal and for any intkal or correction application.
Registered sale deed, gift deed or partition deedoptional
Needed only when applying for an intkal so the Jamabandi shows the new owner — not for reading the existing record.
Death certificate and legal heir papersoptional
Required for an inheritance intkal (virasat) at the tehsil so the heirs' names replace the deceased owner's in the Jamabandi.

Frequently asked questions

Is Himachal Pradesh land record free online?

Yes, the HimBhoomi public interface at himbhoomilmk.nic.in lets anyone view and download Jamabandi, khasra, khatauni and khewat details free, with no login. The site states that its contents are informative only and for the benefit of the public.

What is the official Himachal Pradesh land record portal?

HimBhoomi at himbhoomilmk.nic.in is the official public interface for Himachal Pradesh land records, developed by the National Informatics Centre with the Revenue Department. District administration sites across Himachal, including Shimla, Chamba and Bilaspur, direct residents to it.

Is the online HimBhoomi Jamabandi legally valid?

No, the HimBhoomi site expressly states that its contents are informative only and that neither NIC nor the Revenue Department is liable for inadvertent or typing errors. For legal use — a bank, a court, a mutation — obtain an attested nakal from the Patwari or Tehsildar.

What is the difference between khewat, khatauni and khasra?

Khewat is the ownership holding number grouping all land owned by a set of co-owners, khatauni is the cultivation holding number grouping land held by a cultivator, and khasra is the number of an individual field on the ground. A Himachal Jamabandi entry carries all three.

What is intkal in Himachal Pradesh?

Intkal is mutation — the entry that changes the owner's name in the Jamabandi after a sale, gift, partition or inheritance. The Patwari records it, the Kanungo verifies it and the revenue officer attests it, and until it is attested the Jamabandi still shows the old owner.

Can I search Himachal Pradesh land records by owner name?

Yes, HimBhoomi supports a search by owner name in addition to khasra, khatauni and khewat number, after district, tehsil and village are selected. Name search is a lookup aid only, because transliteration of Himachali names varies between the register and identity documents.

How do I get an attested Jamabandi nakal in Himachal Pradesh?

Visit the Patwarkhana or tehsil office for the village, give the khasra or khewat number and the Jamabandi year, pay the prescribed counter fee, and collect the nakal attested by the Patwari or Tehsildar. Lok Mitra Kendras also file such requests in many tehsils.

Does Himachal Pradesh restrict who can buy agricultural land?

Yes, Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act 1972 restricts transfer of agricultural land to a non-agriculturist without prior permission of the State Government. That restricts purchase, not access — anyone may read the Jamabandi.
