Krishak Bakri Palan Yojna, Himachal Pradesh
Himachal Pradesh state government scheme
Krishak Bakri Palan Yojna is a Himachal Pradesh Animal Husbandry Department scheme that gives goat farmers a unit of 11, 5 or 3 goats at a 60 per cent subsidy, along with feed, fodder and insurance cover during the last trimester of pregnancy. Farmers apply through the nearest government veterinary institution in their district.
What is Krishak Bakri Palan Yojna?
Krishak Bakri Palan Yojna is a state-sector goat rearing scheme of the Department of Animal Husbandry, Government of Himachal Pradesh. The scheme hands a farmer a ready-made breeding unit of goats at a 60 per cent subsidy, together with feed and fodder support and insurance cover for the animals during the most dangerous part of pregnancy.
According to the Himachal Pradesh Economic Survey 2024-25, published by the state Economics and Statistics Department, Krishak Bakri Palan Yojna distributes units of 11 goats (10 females and 1 male), 5 goats (4 females and 1 male) and 3 goats (2 females and 1 male) at a subsidy of 60 per cent to goat farmers, and its stated purpose is to improve the socio-economic status of goat farmers. The Survey records that in addition to feed and fodder, there is a provision for insurance for goats throughout their last trimester of pregnancy.
Goat rearing suits Himachal Pradesh for a specific reason. Livestock in the state contributes 1.36 per cent of total Gross State Value Added and 9.24 per cent of agriculture and allied sector GSVA in FY 2024-25, and the sector grew 5.2 per cent in that year against a contraction of 2.4 per cent in the crop sector over the 2018-19 to 2024-25 period. For a hill household with a fragmented holding, animals are a steadier earner than crops. Goats need the least land of any of them, which is why the department chose a goat unit rather than a cattle unit for this scheme.
Goats also matter to the state's milk and meat mix. Goat milk is around 3 per cent of the state's total milk production, and after cattle, goats form the largest share of the livestock population in Himachal Pradesh. The scheme is sometimes written locally as "Krishak Bakri Palan Yojana"; the two spellings refer to the same programme.
Who is eligible for Krishak Bakri Palan Yojna?
You can be considered if:
- You are a bonafide resident of Himachal Pradesh.
- You are a goat farmer or intend to become one. The Economic Survey describes the beneficiaries as goat farmers of all categories, so there is no bar on the basis of holding size.
- You have a shed, shelter or covered space where the unit can be kept, and access to grazing or fodder.
- You can pay the remaining 40 per cent of the unit's cost from your own funds or a bank loan.
- You are willing to keep the unit and its offspring, rather than sell the animals immediately after receiving them.
You cannot apply or are not eligible if:
- You are not a resident of Himachal Pradesh. This is a state-funded scheme and the budget is voted by the state legislature.
- You have no shelter or grazing access. The pre-sanction inspection checks this, and an application without it fails.
- Your household has already received a goat unit under the scheme and is applying again in the same cycle.
- You cannot fund the 40 per cent own share. Krishak Bakri Palan Yojna is a subsidy scheme, not a full grant.
- The district's allotment of units for the year is exhausted, in which case the application is normally carried to the next year's list rather than approved.
There is no published income ceiling and no published age limit for Krishak Bakri Palan Yojna. Where applicants outnumber units, district selection committees weigh readiness of the shelter, the applicant's experience with livestock and the reservation shares that apply to state-sector schemes.
What are the benefits under Krishak Bakri Palan Yojna?
| Component | What the beneficiary gets |
|---|---|
| Large unit | 11 goats to 10 females and 1 male, at 60 per cent subsidy |
| Medium unit | 5 goats to 4 females and 1 male, at 60 per cent subsidy |
| Small unit | 3 goats to 2 females and 1 male: at 60 per cent subsidy |
| Feed and fodder | Provided as part of the unit |
| Insurance | Cover for the goats through the last trimester of pregnancy |
Every unit includes a buck along with the does. That design is deliberate: it gives the household a self-contained breeding unit, so the herd grows without the farmer having to find and pay for a breeding male each season. The insurance component covers the last trimester, which is when a doe is most likely to be lost, and it protects the farmer's 40 per cent investment at the point of maximum risk.
Scale of the programme. For the period 2017-18 to 2024-25 a budget of Rs 1,428.44 lakh was allocated to Krishak Bakri Palan Yojna, and 2,930 units, totalling 5,480 goats, had been distributed as at the Economic Survey 2024-25. The comparable figure in the Economic Survey 2023-24 was Rs 1,122.15 lakh for 2018-19 to 2022-23, which shows the programme has been running continuously and its allocation has risen year on year.

How to apply for Krishak Bakri Palan Yojna
Krishak Bakri Palan Yojna is delivered through the veterinary field network, not through a citizen web portal. Follow these steps:
- Go to the nearest government veterinary hospital or veterinary dispensary in your panchayat or block and tell the Veterinary Officer that you want a goat unit under Krishak Bakri Palan Yojna.
- Ask which unit size is available in the current year — 11, 5 or 3 goats: because the district's allotment decides what can actually be sanctioned.
- Fill the application form kept at the institution and attach the Himachali bonafide certificate, Aadhaar card, bank passbook copy, proof of shelter and a passport-size photograph.
- Submit the form to the Veterinary Officer, who records it and forwards the case to the Deputy Director, Animal Husbandry of the district.
- Allow the inspection of your shed, shelter and fodder or grazing arrangement.
- Wait for the district selection list to be finalised for the year.
- Deposit your 40 per cent share once you are selected, in the manner the district office specifies.
- Take delivery of the goats, sign the distribution record, and confirm that the pregnancy insurance has been entered for the does in your unit.
How do I check my application status?
There is no online status tracker for Krishak Bakri Palan Yojna. Check in this sequence:
- Ask the Veterinary Officer who received your form whether it has been forwarded to the district.
- Ask the Deputy Director, Animal Husbandry of your district whether your name is on the current selection list and, if not, whether it has been carried forward.
- File a written grievance on e-Samadhan at esamadhan.nic.in, naming the scheme, your district and the date of application, if you get no clear answer.
Why applications for Krishak Bakri Palan Yojna get rejected
- The district's unit allotment for the year is exhausted. With 2,930 units distributed across eight years statewide, each district gets a small number annually, so this is the commonest reason.
- No shelter for the animals. A unit will not be sanctioned to a household that has nowhere to keep 3 to 11 goats safely.
- No grazing or fodder plan. Feed and fodder support is part of the unit but it does not replace year-round access to fodder.
- Bank account problems, an account not in the applicant's own name, a dormant account, or a wrongly recorded IFSC, all of which stall the transfer.
- Inability to pay the 40 per cent share at the time of allotment.
- Duplicate claim where the same household already holds a unit.
Key dates and the yearly cycle
Krishak Bakri Palan Yojna runs on the financial year, April to March. Applications are received through the year at veterinary institutions, districts finalise selections against their share of the state target, and distribution follows. There is no notified last date, and the Economic Survey reports progress as at December of each year, which indicates that distribution continues into the fourth quarter. If your application does not make the current year's list, confirm in writing with the veterinary institution that it has been carried forward rather than filing again from scratch.
Where do I complain if something goes wrong?
- Deputy Director, Animal Husbandry of your district, first point for selection, delivery and subsidy disputes.
- Directorate of Animal Husbandry, Himachal Pradesh, Shimla, for matters the district office does not resolve.
- e-Samadhan at esamadhan.nic.in. The state's online public grievance redressal system, which issues a traceable reference number.
- Himachal Pradesh CM Helpline, 1100; telephone route for state scheme grievances.
Applying for Krishak Bakri Palan Yojna is free. The form at the veterinary institution costs nothing, no agent can get your name onto the selection list, and the subsidy is credited only to the beneficiary's own bank account.
