Inter-caste Marriage Scheme (Inter-Caste Marriage Award), Himachal Pradesh
Himachal Pradesh state government scheme
Inter-caste Marriage Scheme in Himachal Pradesh pays a cash award to a couple where one spouse belongs to a Scheduled Caste and the other does not. The departmental scheme page fixes the award at Rs 50,000 or such amount as the government notifies, and state reports put the enhanced rate at Rs 75,000. Apply offline to your District or Tehsil Welfare Officer.
What is the Inter-caste Marriage Scheme in Himachal Pradesh?
Inter-caste Marriage Scheme in Himachal Pradesh, listed by the state welfare directorate as the Inter-Caste Marriage Award, is a cash incentive paid to a married couple where one spouse belongs to a Scheduled Caste and the other does not. The scheme is administered by the Directorate of Empowerment of SCs, OBCs, Minorities Affairs and the Specially Abled, Government of Himachal Pradesh, which operates from Block No. 33, SDA Complex, Kasumpti, Shimla-171009. The scheme is often referred to locally by its Hindi name, Antarjatiya Vivah Yojana.
The purpose stated by the department is social integration. Caste endogamy remains the norm in most Himachali communities, and a couple that marries across the Scheduled Caste line frequently loses family financial support at exactly the point where they are setting up a household. The award is intended to offset that loss and to publicly signal state approval of such marriages.
According to the departmental scheme page, the award is Rs 50,000, or such amount as may be determined by the government from time to time. State press reporting says the cabinet enhanced the incentive to Rs 75,000, described as being released in two parts, with the larger share at the time of sanction and the balance after three years of the marriage. Because the departmental page and the press figure do not match, treat Rs 50,000 as the floor that the department itself publishes and confirm the sanctioned rate for the current financial year with your District Welfare Officer before you count on the higher number.
Key features
- One-time award per couple, not an annual or monthly payment.
- Paid through the district welfare machinery, not through an online portal.
- Applies only where exactly one spouse is from a Scheduled Caste.
- Restricted to couples where at least one partner is a bonafide Himachali.
Who is eligible for the Himachal Pradesh inter-caste marriage award?
You can claim the award if:
- One spouse belongs to a Scheduled Caste and the other belongs to a caste other than a Scheduled Caste. This is the defining test of the scheme.
- At least one spouse is a permanent resident of Himachal Pradesh and holds a bonafide Himachali certificate issued by an Executive Magistrate.
- Both spouses are below 50 years of age on the date of application, as stated in the departmental conditions.
- The marriage has been solemnised and registered under the applicable Act or rules. Inter-caste couples in Himachal Pradesh most often register under the Special Marriage Act, 1954.
- Neither spouse has drawn this award earlier, whether from this marriage or an earlier one.
You cannot apply if:
- Both spouses belong to Scheduled Castes, or neither does. The scheme rewards a marriage across the Scheduled Caste boundary, so a marriage within the same broad category is not eligible.
- Neither spouse is a bonafide Himachali. A couple with no permanent residence link to Himachal Pradesh is not eligible under the state award, even if the marriage took place in the state.
- The marriage is unregistered. A religious or customary ceremony with no registration certificate cannot be processed.
- Either spouse is 50 years or older, going by the age condition published on the departmental scheme page.
- Either spouse has already received this award. The benefit is once in a lifetime.
- Reported guidance also applies a combined annual family income ceiling of Rs 5 lakh. This ceiling appears in secondary write-ups rather than on the departmental page, so verify whether it is being enforced in your district.

How to apply for the inter-caste marriage award in Himachal Pradesh
- Register the marriage under the applicable law. Inter-caste couples in Himachal Pradesh commonly use the Special Marriage Act, 1954, which involves a notice period at the office of the Marriage Officer followed by registration. Collect the marriage registration certificate.
- Obtain the two caste certificates and the bonafide Himachali certificate. Caste certificates are issued by the Tehsildar; the bonafide Himachali certificate is issued by an Executive Magistrate.
- Download the Inter-Caste Marriage application form from the departmental website at esomsa.hp.gov.in, under the inter-caste marriage application form link, or collect a printed form from your District Welfare Office. The form is published in Hindi.
- Fill the form jointly with details of both spouses, castes, date of marriage, residence and the joint bank account, and sign the declaration that neither spouse has previously received the award.
- Attach the documents listed in the table above, self-attested, and open a joint bank account in the names of both spouses if you do not already have one.
- Submit the application to the District Welfare Officer or the Tehsil Welfare Officer having jurisdiction over your place of residence. Ask for a receipt or diary number.
- Cooperate with field verification. The Welfare Office verifies the marriage, the caste of both spouses and the residence claim, and may conduct a ground check before recommending sanction.
- Receive the sanction and payment in the joint bank account once the competent authority approves the case within the year's budget allocation.
There is no online submission route for this award. Any website offering to file the application for you online for a fee is not the department.
How is the award paid?
The award is sanctioned by the welfare department and paid into the joint bank account of the couple. Where the enhanced Rs 75,000 rate is applied, state reporting describes the payment as being split, with the first part released after sanction and the remaining amount released after the marriage has subsisted for three years. A split payment structure of this kind is a deliberate design feature in several state inter-caste marriage schemes; it links the second instalment to the marriage continuing.
Sanction depends on the budget allotted to the district for the financial year. Applications filed late in a financial year are sometimes carried into the next year's allocation, which is a common reason for delay rather than rejection.
Why do inter-caste marriage award applications get rejected?
- The marriage is not registered, or only a temple or gurdwara certificate is produced instead of a registration certificate.
- Both spouses are from Scheduled Castes, so the marriage does not cross the category the scheme is designed to reward.
- Caste certificate mismatch. A caste certificate that does not match the name or father's name as written on the marriage certificate.
- No bonafide Himachali certificate, so the state residence link cannot be established.
- Age condition failed, where one spouse has crossed 50 years.
- Earlier award already drawn by one of the spouses.
- Incomplete file β a missing joint photograph, unsigned declaration or a bank passbook copy that does not show the account number and IFSC clearly.
Most rejections are curable. If your file is returned, ask the Welfare Officer to record the specific deficiency in writing, fix that one document, and resubmit under the same diary number rather than starting a fresh application.
Is this the same as the central inter-caste marriage incentive?
No. Two distinct benefits exist and couples frequently confuse them.
The Dr Ambedkar Scheme for Social Integration through Inter-Caste Marriages is a central scheme run through the Dr Ambedkar Foundation under the Union Ministry of Social Justice and Empowerment. That scheme provides Rs 2.50 lakh per eligible couple, of which a part is released by RTGS or NEFT to the couple's joint account and the balance is held in a fixed deposit for three years. Its conditions include that the marriage is a first marriage for both and that the claim is made within a defined period of the marriage.
The Himachal Pradesh Inter-Caste Marriage Award described on this page is the separate state benefit, administered by the state welfare directorate and paid from state funds. A couple should ask the District Welfare Officer whether the state and central benefits can be claimed together in their case, since overlapping claims are examined on the file.

Frequently asked questions
How much money does an inter-caste couple get in Himachal Pradesh?
The Himachal Pradesh scheme page of the Directorate of Empowerment of SCs, OBCs, Minorities and the Specially Abled fixes the award at Rs 50,000, or such amount as the state government determines from time to time. State press reports say the cabinet enhanced the award to Rs 75,000, released in two parts. Ask your District Welfare Officer for the rate sanctioned in the current financial year before you plan around a figure.
Who is eligible for the Himachal Pradesh inter-caste marriage award?
A legally married couple in which one spouse belongs to a Scheduled Caste and the other to a caste other than a Scheduled Caste is eligible. At least one spouse must be a bonafide resident of Himachal Pradesh, both must be below 50 years of age, and the marriage must be registered under the applicable law or rules.
Is registration of the marriage compulsory for this scheme?
Yes, the marriage must be registered. The departmental condition is that the marriage is solemnised and registered under the relevant Act or rules, and the marriage registration certificate is a mandatory attachment to the application.
Where do I apply for the inter-caste marriage award in Himachal Pradesh?
Apply to the District Welfare Officer or the Tehsil Welfare Officer of the district where you live. The application form can be downloaded from the departmental website esomsa.hp.gov.in, and the completed form with documents is submitted at the Welfare Office, not online.
Can we claim the award twice?
No. The Inter-Caste Marriage Award is a once-in-a-lifetime benefit and the scheme conditions require that neither spouse has already received it. A second claim by either partner is rejected.
Is the Himachal award the same as the central Rs 2.50 lakh inter-caste marriage incentive?
No, they are two different schemes. The central incentive of Rs 2.50 lakh is the Dr Ambedkar Scheme for Social Integration through Inter-Caste Marriages, run through the Dr Ambedkar Foundation under the Union Ministry of Social Justice and Empowerment. The Himachal Pradesh award is a separate state benefit administered by the state welfare directorate.
What if my caste certificate is from another state?
A caste certificate issued by another state is usually accepted as proof of the spouse's caste, but the bonafide Himachali certificate must still be produced for the partner claiming Himachal Pradesh residence. Confirm the position with the Welfare Officer before submitting, since residence and caste are verified separately.
