What is Mukhyamantri Vidwa Evam Ekal Naari Awas Yojana?

Mukhyamantri Vidwa Evam Ekal Naari Awas Yojana is a Himachal Pradesh housing grant scheme for widows and single women, run by the Department of Social Justice and Empowerment through its Directorate for the Empowerment of Scheduled Castes, Other Backward Classes, Minorities and the Specially Abled. The scheme, often written as Mukhyamantri Vidhwa Evam Ekal Nari Awas Yojana, pays a woman who owns a small plot of land but no proper house a grant to build one.

Mukhyamantri Vidwa Evam Ekal Naari Awas Yojana was launched with a grant of Rs 1.5 lakh, and the Himachal Pradesh government doubled it to Rs 3 lakh in the 2024-25 budget. Alongside the construction money, the scheme provides for basic facilities such as water and electricity connections, so that the completed house is habitable rather than a bare shell.

The design assumption matters for anyone reading this: this is not a scheme that gives land. It gives money to build on land the woman already holds. A widow with no land at all is outside this scheme and should look instead at central rural housing schemes or at land-allotment provisions available through the Revenue Department.

Key features

  • Rs 3,00,000 grant per beneficiary for new house construction.
  • Paid in two equal instalments, the second after site verification.
  • Water and electricity connections provided as part of the package.
  • Sanctioned district-wise within the annual budget allocation, so priority categories are settled first.

Who is eligible for Mukhyamantri Vidwa Evam Ekal Naari Awas Yojana?

You can receive the grant if:

  • You are a widow, or a single woman aged 40 years or above: unmarried, divorced or deserted.
  • You are a permanent resident of Himachal Pradesh with a Bonafide Himachali certificate.
  • Your annual family income does not exceed Rs 3,00,000 from all sources.
  • You own at least 2 biswa of land recorded in the revenue records in your own name, or land allotted to you by the government for construction.
  • You do not own a pucca house, or your existing house is dilapidated and unfit to live in.

You are not eligible if:

  • You own no land at all in your name. The house has to be built on the applicant's own plot, so a landless applicant cannot be sanctioned under this scheme.
  • You already own a pucca house in good condition, anywhere in the state.
  • Your family income is above Rs 3 lakh a year.
  • You are a single woman below 40 years of age. Widows are not subject to this age condition, but other single women are.
  • You are not a permanent resident of Himachal Pradesh.
  • You have already received a house-construction grant under this or another government housing scheme. Double benefit is not allowed.

Priority order. Where more eligible applications are received than the district's budget can cover, sanctions follow a published priority: first women whose houses were destroyed by natural disasters such as fire, flood or earthquake; then women with more than 40 per cent disability; then all other eligible women.

How to apply for Mukhyamantri Vidwa Evam Ekal Naari Awas Yojana

  1. Collect the application form from the Gram Panchayat office, the Tehsil Welfare Office or the District Welfare Officer's office. The scheme's standard operating procedure is published on the department's website at esomsa.hp.gov.in.
  2. Get the land papers ready first. Obtain a fresh jamabandi and, where needed, a tatima from the Patwari showing at least 2 biswa in your own name. This is the step that delays most applications, so start here.
  3. Fill in the form with your name, category (widow or single woman), age, Bonafide Himachali details, khasra and khata numbers of the plot, annual family income, and bank account number with IFSC code.
  4. Place the case before the Gram Sabha or Panchayat, which passes a resolution recommending you and certifies that you have no pucca house.
  5. Submit the complete file to the Tehsil Welfare Office or the Panchayat Secretary for onward transmission, and take a written acknowledgement with a diary number.
  6. Site inspection is carried out by the Welfare or Panchayat staff to confirm the plot, the absence of a pucca house and the priority category claimed.
  7. Receive the first instalment after the District Welfare Officer sanctions the case, start construction, and apply for the second instalment once the work reaches the stage prescribed in the SOP.
  8. Complete the house and submit the completion report so that the file can be closed and the water and electricity connections arranged.

How is the money released and monitored?

Mukhyamantri Vidwa Evam Ekal Naari Awas Yojana releases Rs 3 lakh in two equal instalments into the beneficiary's own bank account. The first instalment follows sanction; the second follows a physical inspection confirming that construction has actually progressed. Both transfers are DBT, so the account must be active and Aadhaar-seeded.

Because the grant is stage-linked, keep photographs of the construction as it progresses and retain bills for material. If the Welfare Office questions the use of the first instalment, that record settles it quickly.

Sanction is subject to the annual district allocation. A file can therefore be found fully eligible and still wait for the next financial year's budget. Ask the District Welfare Officer directly whether your case is pending verification, pending sanction or pending budget, because only the last of these is simply a matter of waiting.

How do you check your application status?

There is no online status tracker for this scheme. Follow up in this order, carrying your diary number:

  • Gram Panchayat Secretary, whether the resolution and certificate have been issued and forwarded.
  • Tehsil Welfare Officer โ€” whether verification and inspection are done.
  • District Welfare Officer: sanction, instalment release and budget position.

Why do applications get rejected?

  • Land not in the applicant's name. Land standing in a deceased husband's name must first be mutated to the widow in the revenue records. This is the single biggest cause of rejection.
  • Plot smaller than 2 biswa, or land that is government land the applicant merely occupies without allotment.
  • Existing pucca house. A house owned anywhere in the state, including one in a son's name occupied by the applicant, is examined closely.
  • Income certificate above Rs 3 lakh, or an expired certificate.
  • Single woman below 40 years applying outside the widow category.
  • Second instalment refused because construction did not reach the required stage, or because inspection could not be completed.
  • Bank account not Aadhaar-seeded, causing the DBT to fail.

Where can you get help or file a grievance?

  • Directorate of Empowerment of SCs, OBCs, Minorities and the Specially Abled, Block No. 33, SDA Complex, Kasumpti, Shimla-171009 to 0177-3525101, 0177-3525102.
  • District Welfare Officer of your district, for sanction and instalment disputes.
  • Tehsildar and Patwari, for jamabandi, mutation and tatima problems, which are the most common blockers.

The application form and processing are free. No official is entitled to a fee for sanctioning a house under Mukhyamantri Vidwa Evam Ekal Naari Awas Yojana, and any such demand should be reported in writing to the District Welfare Officer or the Deputy Commissioner.
