What is Mukhiya Mantri Protsahan Yojana?

Mukhiya Mantri Protsahan Yojana is an incentive scheme of the Government of Himachal Pradesh that pays a one-time award of Rs 75,000 to a student of the state who secures admission to one of India's premier national institutions. The Department of Higher Education launched the scheme in 2013-14, and the Directorate of Higher Education at Shimla administers it.

The scheme is written in several ways in official and secondary material; Mukhiya Mantri Protsahan Yojna, Mukhya Mantri Protsahan Yojana, Mukhyamantri Protsahan Yojana, and all refer to the same state incentive. The logic behind it is simple: a Himachali student who clears JEE Advanced, NEET or CAT and wins a seat at an IIT, AIIMS or IIM often faces a first-year cost that the family has not planned for, and the state pays a lump sum so the seat is actually taken up.

Key features

  • One-time award of Rs 75,000 per selected student.
  • Triggered by admission to a listed national institution, not by marks alone.
  • No published family income ceiling, this is a merit and achievement award.
  • Filed online on the National Scholarship Portal and sanctioned by the state.
  • Paid by Direct Benefit Transfer into the student's own bank account.

Who is eligible for Mukhiya Mantri Protsahan Yojana?

You can be considered if:

  • You are a citizen of India and a bonafide resident of Himachal Pradesh, and can produce a domicile or bonafide certificate from the Tehsildar.
  • You have secured admission to a degree course at an Indian Institute of Technology (IIT), the All India Institute of Medical Sciences (AIIMS), the Indian School of Mines (ISM) Dhanbad, or the Indian Institute of Science (IISc) Bangalore.
  • Or you have secured admission to a postgraduate diploma programme at an Indian Institute of Management (IIM).
  • You can produce the admission letter, allotment letter or fee receipt from that institution for the current academic session.

You are not eligible if:

  • You do not hold Himachal Pradesh domicile. Studying in Himachal Pradesh at school level is not by itself enough.
  • Your admission is to an institution outside the listed set, a National Institute of Technology, a state engineering college, a private university, a state medical college or a private management institute. However good the institution, the scheme's list is closed and the directorate cannot extend it.
  • You have not actually taken admission, clearing the entrance exam or holding a rank alone does not qualify. The admission proof is the trigger.
  • You have already drawn this incentive for an earlier admission. It is a once-in-a-career award, so a student who took it on entering an IIT for a B.Tech. cannot claim it again on entering an IIM.
  • You have left the course before the sanction is issued.

How much is the incentive and how is it paid?

The award is a flat Rs 75,000, paid once. Unlike Indira Gandhi Utkrisht Chhatravriti Yojana, which pays Rs 18,000 every year of the course, this incentive does not renew. It is credited by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account after the Directorate of Higher Education sanctions the case.

Plan around the timing. The application window opens after the admission season, institutional and state verification takes several weeks, and sanction follows that. Students should assume the money arrives well after the first semester fee has had to be paid, and should not treat the incentive as a way of funding the initial deposit at the institution.

How to apply for Mukhiya Mantri Protsahan Yojana

  1. Take admission first. Complete the admission formalities at the IIT, AIIMS, IIM, IISc or ISM Dhanbad and collect the admission or allotment letter and the fee receipt. Nothing can be filed without these.
  2. Get a fresh bonafide or domicile certificate from the Tehsildar if your existing one is old, and open a bank account in your own name and get it Aadhaar-seeded if you do not already have one.
  3. Open the National Scholarship Portal at scholarships.gov.in and complete One Time Registration (OTR), Aadhaar-based e-KYC, an OTP to your Aadhaar-linked mobile, and face authentication through the NSP mobile app.
  4. Log in, select Himachal Pradesh as the state and Mukhiya Mantri Protsahan Yojana from the state scheme list.
  5. Fill the application with your personal details, the institution and programme you have joined, the entrance examination and rank if asked, and your bank account details.
  6. Upload the documents, submit the application, and note the application ID.
  7. Take a printout and lodge the set with your institution or, where the institution is outside the state and cannot verify on the HP portal, follow the routing the portal specifies for out-of-state institutions.
  8. Track the application ID on the portal until sanction and payment appear.

Because the qualifying institutions are all outside Himachal Pradesh, the institutional verification step works differently from the state's other scholarships. Read the on-screen instruction the portal gives for your case, and if it is unclear, ring the Directorate of Higher Education before the window closes rather than after.

How to check your application status

  1. Log in at scholarships.gov.in with your OTR credentials.
  2. Open Check Your Status and enter the application ID for the current year.
  3. Read the stage — submitted, verified, sanctioned or payment released.
  4. If the file has not moved for several weeks, contact the Directorate of Higher Education, Shimla, with your application ID to hand.

Why applications get rejected, and how to fix them

  • Institution not on the list. An NIT, IIIT, private university or state college admission does not qualify, and no appeal changes that.
  • Admission proof missing or ambiguous. Upload the formal allotment or admission letter, not a screenshot of a seat-allocation result page.
  • Domicile certificate expired or issued by the wrong authority. Get a fresh bonafide certificate from the Tehsildar.
  • Bank account not in the student's own name, or not Aadhaar-seeded, so the DBT transfer fails.
  • Name mismatch across the Aadhaar record, the marksheet and the bank account. Correct the records first, then reapply in the next window.
  • Applied after the portal window closed. There is no late-application route, so the year is lost.
  • Incentive already drawn for an earlier admission.

How this scheme fits with the state's other student schemes

Himachal Pradesh runs several parallel student schemes and it helps to know which one your situation fits:

  • Mukhiya Mantri Protsahan Yojana; one-time Rs 75,000 on admission to a listed national institution.
  • Indira Gandhi Utkrisht Chhatravriti Yojana: Rs 18,000 a year, renewable, for merit-list toppers after Class 12 or after graduation.
  • Mukhya Mantri Vidyarthi Kalyan Yojana: need-based annual scholarship for IRDP and BPL students in government and government-aided institutions.
  • Mukhya Mantri Gyandeep Yojana: interest subsidy on education loans taken from banks for higher study in India or abroad.
  • Dr. Y.S. Parmar Vidyarthi Rin Yojana, a separate education loan scheme listed by the Directorate of Higher Education.

A student who gets into an IIT and is also a Class 12 merit-list topper may be eligible under more than one of these. Declare every award you hold on each application form; the schemes are not automatically mutually exclusive, but an undeclared overlap is treated as suppression and can cost you a sanctioned award.

Key dates to watch

Confirm the current year's schedule on scholarships.gov.in or through the notices page at education.hp.gov.in.

Frequently asked questions

How much does Mukhiya Mantri Protsahan Yojana pay?

Mukhiya Mantri Protsahan Yojana pays a one-time incentive of Rs 75,000. It is an award for securing the admission, not a recurring scholarship, so it is not repeated in later years of the course.

Which institutions qualify for Mukhiya Mantri Protsahan Yojana?

Admission to an Indian Institute of Technology, the All India Institute of Medical Sciences, the Indian School of Mines Dhanbad or the Indian Institute of Science Bangalore for a degree course qualifies, as does admission to an Indian Institute of Management for a postgraduate diploma programme.

Who cannot apply for Mukhiya Mantri Protsahan Yojana?

Students who do not hold Himachal Pradesh domicile are not eligible, whatever institution they get into. Students admitted to institutions outside the listed set — an NIT, a private engineering college or a state medical college — are also not eligible.

Is there an income limit for this incentive?

No family income ceiling has been published for Mukhiya Mantri Protsahan Yojana. The award is an achievement incentive tied to the admission, not a need-based scholarship, so it does not turn on household income.

When was Mukhiya Mantri Protsahan Yojana launched?

The Department of Higher Education launched the scheme in the financial year 2013-14, to encourage students of Himachal Pradesh who are selected at the national level to take up the seats they win at premier institutions.

How do I apply for Mukhiya Mantri Protsahan Yojana?

Apply online on the National Scholarship Portal at scholarships.gov.in after completing One Time Registration, selecting Himachal Pradesh and this scheme from the state scheme list, and uploading the admission letter and domicile certificate. Applications are not accepted in paper form.

Can I get this award as well as another scholarship?

Mukhiya Mantri Protsahan Yojana is a one-time incentive rather than an annual maintenance scholarship, but you must still declare any other award you hold on the application form. Undeclared parallel awards are a common reason for a sanction being withdrawn later.

When is the money credited?

Payment is made by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account once the Directorate of Higher Education sanctions the case. Because sanction follows the admission season and the portal verification cycle, the credit typically lands months after admission rather than in time to pay the first fee instalment.
