Bonafide Himachali (Domicile) Certificate in Himachal Pradesh
Himachal Pradesh state government scheme
Himachal Pradesh issues its domicile document as the Bonafide Himachali Certificate, applied for on the HimSeva e-District portal at himseva.hp.gov.in and signed by the Tehsildar or SDM. The portal lists a Rs 20 government application fee plus a Rs 23.60 processing fee, with Rs 25 LMK or Rs 10 SUGAM user charges where assisted filing is used.
What is the Bonafide Himachali Certificate?
Himachal Pradesh issues its domicile document as the Bonafide Himachali Certificate. It is a Revenue Department certificate, signed by the Tehsildar or the Sub-Divisional Magistrate of the applicant's area, and it states that the holder is a permanent resident of Himachal Pradesh rather than a temporary one.
Applications are filed on HimSeva, the state's e-District portal at
himseva.hp.gov.in. The service page for the certificate sits at
himseva.hp.gov.in/pages/services/designForm/InfoPages/Bonafide_Himachali_Certificate.xhtml,
and the Kangra district administration page for the bonafide certificate links to
that exact address. The older edistrict.hp.gov.in path for the same service now
resolves to HimSeva, so an old bookmark still lands in the right place. The
HimSeva page describes the certificate as a certification given by the government
confirming and testifying the citizen's place of residence in a district of
Himachal Pradesh.
The certificate carries real weight in the state. Himachal Pradesh reserves a large share of state government recruitment, seats in state-funded colleges and professional institutions, and eligibility for several state welfare and subsidy schemes for bonafide Himachalis. Land transactions in the state are also governed by rules that turn on whether a person is a bonafide Himachali, which is why this certificate is asked for far more often here than a residence certificate is asked for in most other states.
Who can and cannot apply?
You can apply if:
- You are a permanent resident of Himachal Pradesh and can produce a residence proof for a specific address in the state, a jamabandi entry, a house tax receipt, an electricity bill or a registered rent agreement.
- You can obtain a letter or certificate from your Panchayat Pradhan, or from the head of the local body in a town or municipality, confirming that you live in that area. The HimSeva service page lists this as a required document, and it is the piece that most distinguishes the Himachal process.
- You are entered in the family register (parivar register) of a Himachal panchayat, or hold a Him Parivar ID or Him Member ID, which HimSeva accepts for registration.
- You are a student or minor, in which case the claim rests on the parents' residence and the family register entry.
You cannot apply if:
- You are in Himachal Pradesh temporarily: on a posting, a contract, a training course or a college term, while your family record remains in another state. A hostel or a rented room taken for a course is not a bonafide residence.
- You cannot get the Pradhan's or local body head's letter, because the local body does not recognise you as resident in the ward or panchayat.
- You hold a domicile or residence certificate from another state. Bonafide status is claimed in one state at a time.
- You have no residence document in your own or a parent's name for the address declared in the form.
- The local revenue staff cannot find you at the declared address during verification.
What does it cost?
The HimSeva service page publishes the fee components for the Bonafide Himachali Certificate:
| Component | Amount |
|---|---|
| Application government fee | Rs 20.00 |
| Processing fee | Rs 23.60 |
| LMK user charges, where applicable | Rs 25.00 |
| SUGAM user charges, where applicable | Rs 10.00 |
A citizen applying directly online therefore pays the government fee and the processing fee. The LMK charge applies where a Lok Mitra Kendra operator files for you, and the SUGAM charge where a SUGAM centre at a district or subdivision office does. Both are small, published amounts. Nothing above these figures is legitimately payable for this certificate.
What documents are required?
| Document | Mandatory | What it proves |
|---|---|---|
| Residence proof | Yes | The Himachal address: HimSeva lists this |
| Letter/certificate from the Pradhan or local body head | Yes | Local body confirmation of residence, HimSeva lists this |
| Aadhaar card | Yes | Identity, and HimSeva OTP verification |
| Him Parivar ID, Him Member ID or ration card | Optional | Alternative to Aadhaar at registration |
| Birth certificate, matriculation or school leaving certificate | Yes | Age and length of stay |
| Passport-size photograph | Yes | Attached to the record |
| Self-declaration of residence | Yes | The declared address and period |
Get the Pradhan's letter first. It usually needs a visit to the panchayat secretary and cannot be produced online, and an application uploaded without it will simply wait at the Tehsil desk until you supply it.
How to apply for a Bonafide Himachali Certificate
- Open the HimSeva service page for the Bonafide Himachali Certificate at
himseva.hp.gov.in. Read the fee and document list shown there before you start. - Register on HimSeva using your Aadhaar number, Him Parivar ID, Him Member ID or ration card, and complete the OTP verification. Use whichever identifier carries your correct current address.
- Collect the Pradhan's letter from your Panchayat Pradhan, or from the ward or municipal head if you live in a town, confirming your residence in that area. Scan it.
- Log in and open the Bonafide Himachali Certificate form, then select your district, tehsil and panchayat or ward. The tehsil you choose determines which Tehsildar receives the file.
- Fill the form with your name as printed on your identity document, your father's or husband's name, the full address, and the period for which you have lived there.
- Upload the residence proof, the Pradhan's letter, the identity document, the date-of-birth proof, the photograph and the signed self-declaration.
- Pay the published fee — the Rs 20 application fee and the Rs 23.60 processing fee, and submit. Save the application number the portal returns.
- Cooperate with the verification. The local revenue staff confirm your residence and report to the Tehsildar, who issues the certificate under the Revenue Department.
- Download the signed certificate from your HimSeva login once the status shows it as issued.
How to apply through a Lok Mitra Kendra or SUGAM centre
Himachal keeps two assisted channels, both filing the same HimSeva application:
- Go to a Lok Mitra Kendra (LMK) in your area, or a SUGAM centre at the Deputy Commissioner's or subdivision office. The Hamirpur district administration, for instance, publishes its SUGAM Kendra contact at the Deputy Commissioner's office on 01972-222649.
- Carry originals and one photocopy set of every document, including the Pradhan's letter, since the operator scans from originals.
- The operator files on HimSeva and charges the published Rs 25 LMK or Rs 10 SUGAM user charge on top of the government fee and processing fee.
- Collect the receipt and the application number before you leave the counter.
How do I check my application status?
Log in to himseva.hp.gov.in with the credentials used to apply and open your
application list against the application number. Where an LMK or SUGAM operator
filed for you, the receipt carries the same number and the centre can pull up the
status.
If the file has stalled, the escalation chain inside the Revenue Department is short and well defined:
- The Tehsildar's office that is processing the file, the Kangra district page names the Tehsildar office as the processing office for the whole district.
- The Sub-Divisional Magistrate, above the Tehsildar.
- The Deputy Commissioner's office, through the SUGAM centre or the district grievance counter.
How long is the certificate valid?
A Bonafide Himachali Certificate does not print a fixed expiry date, because bonafide residence is a settled status rather than a yearly assessment. What varies is what the institution in front of you will accept: many Himachal Pradesh recruitment notifications and college prospectuses ask for a certificate issued within a stated recent window. Read the advertisement, and take a fresh certificate if yours predates it. At roughly Rs 45 in published fees for a direct online application, a fresh certificate is never worth arguing over.
Why do applications get rejected?
- No Pradhan or local body letter, or a letter from a panchayat where the applicant does not actually live. This is the most common Himachal-specific failure.
- Address on the residence proof does not match the address in the form, down to the ward or panchayat.
- Name spelt differently across the Aadhaar, the parivar register and the land record.
- Wrong tehsil selected on the HimSeva form, sending the file to an office with no record of the applicant.
- Unreadable uploads, especially of jamabandi extracts and handwritten Pradhan letters.
- Applicant not traceable at the address during the revenue staff's visit.
- Temporary residence only, a stay tied to a posting or a course, without a family record in the state.
Where do I complain?
- The Tehsildar's office holding the file, first, with the application number.
- The SDM, then the Deputy Commissioner's office, through the district SUGAM Kendra. Hamirpur publishes its Sugam Kendra at the Deputy Commissioner's office, Hamirpur 177001, on 01972-222649, and district sites carry the equivalent contact for each district.
- The HimSeva portal itself, for technical failures in registration, payment or download.
Himachal Pradesh publishes the exact price of this certificate on HimSeva, Rs 20 application fee, Rs 23.60 processing fee, and Rs 25 or Rs 10 in assisted-filing user charges. Pay that, take the receipt, and treat any larger demand as an overcharge by a middleman. No Tehsil office, Lok Mitra Kendra or SUGAM centre needs an OTP from your phone to release a certificate.

Frequently asked questions
What is the domicile certificate called in Himachal Pradesh?
Himachal Pradesh calls it the Bonafide Himachali Certificate, and it is applied for on the HimSeva e-District portal at himseva.hp.gov.in. The older edistrict.hp.gov.in address for the same service now points to HimSeva.
What does a Bonafide Himachali Certificate cost?
The HimSeva service page lists a Rs 20 government application fee and a Rs 23.60 processing fee, plus Rs 25 in LMK user charges or Rs 10 in SUGAM user charges where those assisted-filing channels are used. Nothing beyond these published amounts is payable.
Who signs the Bonafide Himachali Certificate?
The Tehsildar or the Sub-Divisional Magistrate of the applicant's area signs it, under the Revenue Department, after the local revenue staff verify the address. District pages such as Kangra's name the Tehsildar office as the processing office.
Which portal do I apply on?
Apply at himseva.hp.gov.in, the HimSeva e-District portal, on the Bonafide Himachali Certificate service page. The Kangra district administration page for the service links directly to that HimSeva page.
What documents does the HimSeva page ask for?
The HimSeva service page for the Bonafide Himachali Certificate lists residence proof and a letter or certificate from the Pradhan or another local body head. In practice the Tehsil office also wants an identity document, a date-of-birth proof and a photograph, so carry those too.
Can I use my Him Parivar ID instead of Aadhaar?
Yes, HimSeva registration accepts an Aadhaar number, a Him Parivar ID, a Him Member ID or a ration card, each verified by OTP. Use whichever carries your correct current address.
Does the Bonafide Himachali Certificate expire?
The certificate does not carry a printed expiry date, because residence is a continuing status rather than a yearly assessment. Individual recruitment notifications and college prospectuses often ask for a recently issued copy, so check the advertisement before you rely on an old one.
What do I do if the application is delayed?
Take the application number to the Tehsildar's office that is processing the file, since that is where the verification report sits, and escalate to the SDM and then the Deputy Commissioner's SUGAM centre if it does not move. The Hamirpur district page, for example, publishes its SUGAM Kendra contact at the Deputy Commissioner's office.
