What is the ICMR Post Doctoral Fellowship?

The ICMR Post Doctoral Fellowship (ICMR-PDF) is a research fellowship of the Indian Council of Medical Research (ICMR), the apex biomedical research body under the Ministry of Health and Family Welfare, Government of India. The scheme is designed to give promising, freshly-qualified researchers a chance to work in advanced areas of health research at ICMR's own institutes and centres.

According to ICMR, the fellowship fosters high-quality research opportunities for fresh PhD, MD or MS holders in areas that include basic science, communicable and non-communicable diseases, and reproductive health including nutrition. ICMR intends to offer around 50 fellowships every year for work at its institutes and centres, which have state-of-the-art research and development facilities.

Unlike a scholarship for students, the ICMR-PDF is a post-doctoral research position. The fellow carries out an independent research project under the umbrella of an ICMR institute, and the fellowship is meant to bridge the gap between completing a doctorate and taking up a regular research or faculty career.

How much does the fellowship pay?

According to ICMR, a Post Doctoral Fellow is paid a consolidated fellowship plus allowances:

• A monthly fellowship of at least Rs 50,000. Some ICMR notifications; notably the ICMR Centenary Post Doctoral Fellowship, offer a higher consolidated fellowship of Rs 65,000 per month. The exact amount is stated in the advertisement for each cycle, so confirm it there.
• House Rent Allowance (HRA) as per Government of India rules.
• Non-Practising Allowance (NPA) where admissible (for medically qualified fellows).
• A contingency grant of Rs 3 lakh per year to cover research costs. Up to 25% of the contingency can be used for travel, including per-diem expenses.

The tenure is two years, extendable by a maximum of one more year based on the fellow's performance and the recommendation of the ICMR institute's Director or Officer-in-Charge.

Who is eligible for the ICMR Post Doctoral Fellowship?

You can apply if:

• You are an Indian citizen.
• You hold a PhD, MD or MS degree awarded within the last three years as on the last date of application, or you have received a provisional doctorate.
• Your proposed research continues your doctoral (PhD or MD/MS) work.
• You are within the age limit — the general upper limit is 32 years as on the last date of application.

Age relaxation: Up to 5 years for SC, ST, OBC, persons with disability and women candidates, and up to a further 3 years for outstanding achievements, publications or awards.

You cannot apply if:

• Your PhD/MD/MS was awarded more than three years ago (subject to permitted relaxation).
• You want to work at your parent university or a private college. The fellowship is tenable only at ICMR institutes and centres.
• You do not have the support of the host ICMR institute; the application must be routed through and endorsed by the Director or Officer-in-Charge.

This is a competitive fellowship, not an entitlement; meeting the eligibility criteria lets you apply, but a selection committee decides who is awarded.

2. Identify an ICMR institute or centre whose research matches your proposal, and contact its Director or Officer-in-Charge for approval and support.
3. Prepare your research proposal, list of publications and citations, and the mandatory plagiarism check report.
4. Submit the application online through the host institution / ePMS portal along with your provisional or original doctorate certificate and declaration.
5. If shortlisted, appear for a personal discussion or interview before the selection committee constituted by the Director General, ICMR.

Because the application is routed through a host ICMR institute, there is no direct "individual benefit" application separate from the institute, securing an institute's support is the essential first step.

Because roughly 50 fellowships are offered against a large pool of fresh doctorates, the process is competitive and merit is the deciding factor.

How to check your application status

The ICMR-PDF has no separate public tracking number system for applicants the way a welfare scheme does, because the application is routed through a host institute rather than filed directly by the individual. Even so, there are concrete ways to follow up at each stage.

1. Confirm submission through the ePMS portal. Once you submit online at epms.icmr.org.in, log back in with the same credentials to check that the application shows as submitted (not saved as a draft) and that the host institute's endorsement has been attached. A proposal stuck in "draft" or "pending institute approval" has not actually reached ICMR for evaluation.
2. Follow up with the host institute first, not ICMR headquarters. Because the Director or Officer-in-Charge of the ICMR institute has to countersign and forward the application, the fastest way to know where things stand between submission and shortlisting is to ask that institute's administrative or fellowship coordination office directly, rather than writing to ICMR headquarters, which will usually redirect you back to the institute.
3. Watch for a shortlisting communication. ICMR notifies shortlisted candidates for the personal discussion or interview by email/through the ePMS portal. If the advertised interview date has passed and you have not heard anything, treat that as a signal to check with the host institute whether the panel has met yet, since interview scheduling can slip.
4. For status after the interview, the outcome is communicated by ICMR's Human Resource Development / Fellowship division, again generally routed through the host institute. If a result date was mentioned in the advertisement and has passed, write to the fellowship division referencing your application/registration number from the ePMS portal and the host institute's name, since ICMR handles a large volume of fellowship correspondence and generic queries without these references are slower to resolve.
5. After selection, joining and disbursal status (first payment of the fellowship and contingency) is tracked through the host institute's accounts section, not through ePMS, since ICMR releases funds to the institute for onward payment to the fellow.

Common reasons for rejection

• Degree older than three years on the last date of application. This is the single most common disqualification. The three-year window is measured strictly from the date the degree was awarded (or the viva-voce completion date used by ICMR), not from when you apply, so a delay in applying can itself push you outside eligibility. Fix: apply in the first advertisement cycle after your degree is awarded rather than waiting, and if there is any ambiguity about your award date, get a written clarification from your university before submitting.
• No confirmed host institute at the time of application. Applications submitted without a Director/Officer-in-Charge's consent, or with only a verbal assurance rather than the formal endorsement on file, are treated as incomplete. Fix: secure written institute support and have it uploaded or countersigned before the submission deadline, not after.
• Research proposal not linked to the candidate's doctoral work. ICMR evaluates whether the proposed post-doctoral project genuinely continues the applicant's PhD/MD/MS research; a proposal that pivots to an unrelated field is marked down by the selection committee even if it is scientifically sound. Fix: frame the proposal explicitly as an extension or next phase of your doctoral thesis, and say so in the first paragraph rather than leaving the connection implicit.
• Missing or incomplete plagiarism check report. Since this document is mandatory, applications submitted without it, or with a report that does not cover the actual proposal text, are rejected on a technicality regardless of research quality. Fix: run the plagiarism check on the final version of the proposal you intend to submit, not an earlier draft, and attach the report in the same submission.
• Weak publication and citation record relative to other applicants. Because selection is competitive and comparative, given roughly 50 fellowships against a large applicant pool, candidates with few or no peer-reviewed publications from their doctoral work are usually screened out before the interview stage even if they otherwise meet the eligibility criteria. Fix: if you have papers under review or in press, list them clearly with status, since committees do consider work in the pipeline, not only published output.
• Age limit exceeded without claiming applicable relaxation. Some otherwise-eligible SC/ST/OBC, PwD, or women candidates are rejected simply because they did not claim the age relaxation or did not attach the category/disability certificate needed to support it. Fix: explicitly claim the relaxation in the application form and attach the certificate at the time of submission, not after a query is raised.
• Proposing work at a non-ICMR institution. Applications naming the candidate's parent university, a private college, or any institute that is not an ICMR institute or centre as the place of work are ineligible outright, since the fellowship is tenable only at ICMR institutes and centres. Fix: verify the host institute's status as an ICMR institute or centre before building your proposal around it.
