What is the ICSSR Doctoral Fellowship?

The ICSSR Doctoral Fellowship is a research support scheme run by the Indian Council of Social Science Research (ICSSR), an autonomous body under the Ministry of Education. Who is eligible for the ICSSR Doctoral Fellowship?

You can apply if:

• You are an Indian citizen.
• You are under 40 years of age (relaxed by five years for SC/ST/OBC-NCL and PwD candidates).
• You are a full-time PhD scholar registered in a social science discipline at a UGC-recognised university or an institute of national importance.
• You scored at least 55% marks at post-graduation (relaxed by 5% for SC/ST/OBC-NCL and PwD candidates).

You cannot apply if:

• You are over the age limit for your category.
• You are enrolled part-time or as an external/distance PhD candidate rather than full-time.
• Your PhD is in a discipline outside the social sciences.
• You already hold another fellowship or a paid appointment. A fellow is not allowed to draw a second fellowship or hold a paid job while receiving the ICSSR grant, apart from limited teaching of up to six hours a week.

Common reasons for rejection

• Application submitted after the deadline. ICSSR's online portal typically closes automatically at the stated date and time, and there is no provision for late or offline submission after that. The fix is to submit well before the deadline rather than waiting for a possible extension, since extensions are not guaranteed each cycle.

• Not enrolled full-time at a UGC-recognised institution. Applications from part-time, distance, or external PhD candidates, or from scholars registered at an institution that is not UGC-recognised or notified as an institute of national importance, are rejected at the eligibility screening stage. Confirm your institution's recognition status and your enrolment mode before applying.

• Below the minimum post-graduation marks without claiming the applicable relaxation. A candidate below 55% (or the relaxed 50% for SC/ST/OBC-NCL/PwD candidates) who does not attach the caste or disability certificate needed to claim that relaxation is normally screened out even if they would otherwise have qualified. Attach the category certificate at the time of application, not after a query is raised.

• Application form incomplete or missing mandatory annexures. A missing research proposal, missing supervisor/institutional endorsement, or missing PhD registration proof leads to rejection since ICSSR's screening is largely document-based with no scope for scholars to submit papers after the deadline. Cross-check every mandatory annexure listed in the year's guidelines against what was actually uploaded before submitting.

• Application not routed or endorsed through the institution. Because the scheme requires forwarding by the research supervisor and the head of the department or institution, an application submitted without this endorsement, or with an endorsement that arrives after the portal closes, is treated as incomplete. Coordinate with your supervisor and department office well ahead of the deadline so the endorsement is ready in time.

• Research proposal weak or outside the social sciences. ICSSR fellowships are reserved for social science disciplines, and a proposal that is judged by the selection committee to fall outside this scope, or that is too thin to demonstrate a clear research plan, is rejected on merit even when the applicant is otherwise eligible. A proposal should clearly state the research problem, its social science grounding, and the planned method, since this is what the committee evaluates alongside academic record.

• Already holding another fellowship or a paid appointment. Since a fellow cannot draw a second fellowship or hold any paid appointment beyond limited teaching, a declared or discovered conflict of this kind is grounds for rejection or later withdrawal of the award. Applicants already holding another stipend or job should resolve or disclose this before applying rather than after selection.

• Over the age limit for the applicant's category. Age is checked against the cutoff stated in that year's guidelines, and only the relaxations explicitly listed (currently five years for SC/ST/OBC-NCL and PwD candidates) apply. An applicant who is over the general cutoff and does not qualify for or does not prove the relevant relaxation is rejected on this ground alone, regardless of academic merit.
