What is a birth certificate in Jharkhand?

A birth certificate in Jharkhand is the certified copy of an entry in the register of births maintained under the Registration of Births and Deaths Act 1969. It records the child's name, the date and place of birth, the sex and the parents' names, and it is the first legal identity document an Indian citizen holds.

Jharkhand delivers the citizen-facing part of the process through JharSewa, the Jharkhand e-District portal at jharsewa.jharkhand.gov.in. Jharkhand describes JharSewa as a comprehensive, web-enabled service portal acting as an electronic gateway into the government's portfolio of services, and Birth Certificate appears in its certificate list alongside caste certificate, death certificate, income certificate, local resident certificate, the income-and-asset certificate for EWS, and marriage registration. The portal is administered by JAP-IT, the state designated agency, at the Engineers Hostel No. 2 complex near Golchakkar in Dhurwa, Ranchi.

Registration itself is done by the registrar of births and deaths for the area, not by the portal. In towns that is the municipal corporation, municipal council or nagar panchayat; in villages it is the gram panchayat or the primary health centre. Hospitals and nursing homes report institutional births to that registrar. District administrations in Jharkhand; Koderma and Hazaribag among them: publish the birth certificate service on their own NIC district sites and route citizens to JharSewa for the application, with the deputy commissioner's office as the administrative point of contact.

Who can and who cannot apply?

You can apply for a birth certificate in Jharkhand if the birth took place inside Jharkhand. The applicant is normally the father, the mother, a legal guardian, the head of the household in which the birth occurred, or the adult whose own birth is being certified. Jharkhand explicitly allows three routes to the same service; online with or without registration depending on the service definition, through a Pragya Kendra kiosk, or in person at the concerned office, so no applicant is shut out for want of a computer.

You cannot apply in Jharkhand for a birth that took place in another state. Civil registration is territorial: only the registrar of the place of birth can make the entry, and Jharkhand cannot convert, import or reissue another state's record. You are also not eligible for the ordinary route where the birth is more than one year old and no magistrate's order has been obtained. The registrar has no independent power to enter the event that late.

A birth certificate has no income limit, no caste criterion and no domicile test. Residence matters only in deciding which ward or panchayat registrar has jurisdiction over the place of birth.

How to apply for a birth certificate in Jharkhand online

  1. Check whether the birth is registered. For a hospital birth, ask the institution for the registration number it reported, or search the record on the national Civil Registration System portal at dc.crsorgi.gov.in. If nothing was ever reported, the birth has to be registered first, a certificate is only a printout of an existing entry.
  2. Open jharsewa.jharkhand.gov.in and register as a citizen with your mobile number and email, or log in if you already have an account.
  3. Select the Birth Certificate service from the certificate list. The service page shows the prescribed format, the document checklist and the kiosk details for your area.
  4. Fill the application form. Enter the child's name, the exact date and place of birth, the hospital or house address, the district, the block and the ward or gram panchayat, and both parents' names spelt exactly as they appear on Aadhaar.
  5. Upload the documents, the hospital birth report, both parents' Aadhaar, the residence proof and the applicant's identity proof: each within the size limit the upload screen states.
  6. Pay the fee shown on the payment screen, if the portal asks for one, and keep the receipt.
  7. Save the application number printed on the acknowledgement. It is the only reference that will let you track the file and download the certificate.

How to apply through a Pragya Kendra or in person

  1. Find the Pragya Kendra for your area — JharSewa publishes kiosk details against each service, and take originals and photocopies of the hospital record, both parents' Aadhaar and the residence proof.
  2. Ask the operator to file the Birth Certificate application on JharSewa in your name. The file enters the same electronic queue as a self-filed application.
  3. Alternatively, download the prescribed application form from your district's NIC site or from JharSewa, fill it, and submit it at the concerned office. The deputy commissioner's office publishes the format for exactly this route.
  4. Collect the acknowledgement carrying the application number, and collect the certificate from the same point once issued, or download it from JharSewa.

Where the birth has not been reported at all, go first to the registrar, the municipal ward office in a town, or the gram panchayat secretary or the ANM at the primary health centre in a village, and get the event entered in the register.

What are the time limits under the 1969 Act?

The Registration of Births and Deaths Act 1969 sets the same ladder of time limits in every state, Jharkhand included:

  • Within 21 days of birth: registered free by the local registrar on the ordinary report. This is the only window with no permission and no penalty.
  • After 21 days and up to 30 days: the registrar may register the event on payment of a late fee.
  • After 30 days and up to one year: written permission of the District Registrar or the officer he authorises is required, together with an affidavit and a late fee.
  • After one year: registration is possible only on an order under Section 13(3) of the Act. The registrar first issues a Non-Availability Certificate recording that a search of the register found no entry, and the magistrate authorised for the district then passes the order after examining the affidavit, sibling school records and witness statements.

The one-year line matters more than any portal detail. An adult in Jharkhand who has never held a birth certificate is almost always past it, and the JharSewa application alone will not produce a certificate until the order exists.

How do you check the application status?

Enter the application number in the "Track Application Status" section on the JharSewa home page. Support for the e-District system runs through JAP-IT, the State Designated Agency at Ground Floor, Engineers Hostel No. 2, near Golchakkar, Dhurwa, Ranchi 834004, on 0651-2401581 and 0651-2401040, with the email support.edistrict@jharkhandmail.gov.in. Where the application was filed at a Pragya Kendra or at the deputy commissioner's office, the same point can tell you what stage the file has reached.

Why are Jharkhand birth certificate applications rejected?

  • The birth was never reported to the registrar, leaving no entry to certify.
  • The parents' names on the hospital record, on Aadhaar and on the application do not match.
  • The birth is more than one year old and no magistrate's order has been produced.
  • The wrong block, ward or panchayat was entered, routing the file to a registrar without jurisdiction.
  • Uploaded scans are unreadable or a document has been attached to the wrong slot.
  • The prescribed format published for the service was not used for an in-person submission.
  • A correction to an existing entry was filed as a fresh certificate application instead of being taken to the registrar who made the entry.

What does it cost, and what about agents?

Registration of a birth reported within 21 days is free under the Registration of Births and Deaths Act 1969. Everything after that, certificate copies, delayed registration, corrections; costs only the amount JharSewa displays on its payment screen or the office publishes, plus the notified Pragya Kendra operator charge if you file through a kiosk. No clerk, dealing hand or middleman is entitled to a rupee beyond that. Agents who promise a Jharkhand birth certificate "in two days" for a few thousand rupees are selling a queue position they do not control; the file still lands with the same registrar. Keep the receipt and the application number, and take any demand for extra money to the JAP-IT support line on 0651-2401581 or the deputy commissioner's grievance cell.

Why the 21-day window is the whole game

A birth certificate is what school admission, Aadhaar enrolment, a passport application, a driving licence, a government job form and most scholarship applications fall back on for proof of date of birth. Reported within 21 days, the birth is registered free in a single visit, and for a hospital birth, often without the parents doing anything at all. Recovered twenty years later, the same record needs a Non-Availability Certificate, an affidavit, witnesses, sibling school records and a magistrate's order. Before leaving the hospital, ask for the registration number, and confirm the entry exists within three weeks.

Documents required

Prescribed application form for the birth certificate service
Jharkhand district pages publish the format as a downloadable PDF, and the same form is filled on screen when the application is made through JharSewa or a Pragya Kendra.
Hospital birth report or discharge summary
For an institutional birth, the record issued by the hospital or nursing home showing the date, time and place of birth and the mother's name. The institution also has a duty to report the birth to the registrar.
Parents' Aadhaar cards
Used to match the mother's and father's names on the register entry. A spelling mismatch between Aadhaar and the hospital slip is the commonest reason a Jharkhand file is returned.
Proof of residence at the time of birth
Ration card, voter ID, electricity bill or rent agreement, establishing which municipal ward or gram panchayat registrar has jurisdiction.
Identity proof of the applicant
Aadhaar, voter ID, driving licence, PAN or passport of the parent, guardian or adult applying.
Affidavit stating the date, time and place of birthoptional
Needed for a home birth, or where the report is being made after the 21-day reporting window has closed.
Non-Availability Certificate from the registraroptional
Needed for a birth more than one year old, to establish that a search of the register found no entry.
Magistrate's order for delayed registrationoptional
Mandatory where the birth is more than one year old. No registrar in Jharkhand can make the entry without it.

Frequently asked questions

What is JharSewa and does it issue birth certificates?

JharSewa at jharsewa.jharkhand.gov.in is the Jharkhand e-District portal, and Birth Certificate is one of the certificate services it lists alongside caste, death, income, local resident, EWS income-and-asset and marriage registration certificates. Jharkhand describes it as a web-enabled service portal acting as an electronic gateway to government services.

How do I apply for a birth certificate in Jharkhand?

Jharkhand gives three routes for the same service — online on JharSewa with or without registration depending on the service definition, through a Pragya Kendra kiosk in your area, or in person by downloading the application form and submitting it at the concerned office. All three produce the same electronic file.

What is a Pragya Kendra?

A Pragya Kendra is Jharkhand's common service centre, and JharSewa lists kiosk details for each service so you can find the nearest one. The operator files the application on the portal on your behalf and gives you the acknowledgement carrying the application number.

Is birth registration free in Jharkhand?

Registration of a birth reported within 21 days is free everywhere in India under the Registration of Births and Deaths Act 1969, and Jharkhand follows that rule. Certificate copies, delayed registration and corrections carry only the fee JharSewa or the office displays — pay that amount, and nothing more, and take a receipt.

What if the birth is more than one year old?

A birth more than one year old can only be registered on a magistrate's order under Section 13(3) of the Registration of Births and Deaths Act 1969, so the ordinary JharSewa route will not complete on its own. Obtain a Non-Availability Certificate from the registrar first, then take the affidavit, sibling school records and witness statements to the magistrate authorised in your district.

How do I check my JharSewa application status?

Enter the application number in the "Track Application Status" section on the JharSewa home page. Jharkhand's State Designated Agency, JAP-IT in Dhurwa, Ranchi, runs support on 0651-2401581 and 0651-2401040, with the email support.edistrict@jharkhandmail.gov.in.

Who actually makes the birth entry in Jharkhand?

The registrar of births and deaths for the area makes the entry — the municipal corporation, council or nagar panchayat in an urban area, and the gram panchayat or the primary health centre in a rural area. Hospitals and nursing homes report institutional births to that registrar, and JharSewa is the citizen-facing application layer over it.

Can a Jharkhand birth certificate be used outside the state?

Yes, a birth certificate issued under the Registration of Births and Deaths Act 1969 is valid throughout India whichever state's registrar issued it. A birth that occurred in Jharkhand must always be registered in Jharkhand though — no other state's registrar has jurisdiction over it.
