What is the Chief Minister Drought Relief Scheme?

The Chief Minister Drought Relief Scheme, announced in Jharkhand as Mukhyamantri Sukhad Rahat Yojana, is the state's emergency cash response to a declared agricultural drought. Unlike a normal crop compensation scheme, which runs season after season, this scheme is switched on only when the state government formally declares a set of blocks drought-affected after a failed monsoon, and it is switched off again once the relief for that season has been disbursed.

The trigger is the drought declaration itself. Jharkhand's agriculture is unusually exposed to a weak monsoon: the Agriculture, Animal Husbandry and Cooperative Department records that about 92 per cent of the state's cultivated area is unirrigated, and that the state's farming economy is characterised by mono-cropping with paddy as the dominant crop. When the rains fail during the kharif sowing window, transplanting simply does not happen across large parts of the state, and the loss is not a partial yield loss but a lost season.

Mukhyamantri Sukhad Rahat Yojana responded to exactly that situation after the 2022 kharif failure. Relief was designed as a flat ex-gratia amount paid once per affected farm family, delivered by direct benefit transfer, with applications taken online and through Pragya Kendras during a defined window.

Important status note. The dedicated portal that hosted this scheme is no longer reachable, and the state has not published a live application window for it at the time of writing. The exact per-family relief amount that circulated in state announcements could not be re-verified on a live government source, so it is deliberately not stated here as a current figure. Treat the scheme as closed to new applications and use the standing crop relief route described below.

Who was eligible for the drought relief scheme?

A family could apply if:

  • It was resident in a block formally declared drought-affected by the state government for the season in question. The block declaration, not individual crop assessment, was the gateway.
  • It depended on farming in that block for its livelihood; land-owning cultivators, and also landless cultivators and sharecroppers, who are usually the worst hit by a failed season because they carry input costs without owning the land.
  • It had an Aadhaar-seeded bank account capable of receiving a direct benefit transfer.

A family could not apply or was not eligible if:

  • Its block was not on the drought-declared list, however poor the local rainfall was. This was the single most common reason for rejection and it was not appealable at individual level.
  • It was a non-farming household in a declared block. Residence alone did not create entitlement.
  • It was resident outside Jharkhand.
  • Another member of the same family had already claimed. The relief was one payment per family, and duplicate applications from the same household were rejected at verification.

What a Jharkhand farmer should do about crop loss now

With the drought scheme closed, the live route is Jharkhand Rajya Fasal Rahat Yojana (JRFRY), run by the same Agriculture, Animal Husbandry and Cooperative Department through the Registrar of Cooperative Societies.

The department describes JRFRY plainly on its portal: it is not a crop insurance scheme but a compensation scheme, it provides financial assistance to cultivators when crops are damaged by natural calamity, it covers both land-owning and landless farmers, and farmers pay no premium of any kind; assistance comes directly from the government. As shown on jrfry.jharkhand.gov.in, the scheme had recorded 45,40,737 total registrations and 14,28,187 applications for kharif 2023.

Why drought hits Jharkhand harder than most states

Three facts published by the Agriculture, Animal Husbandry and Cooperative Department explain why a weak monsoon in Jharkhand becomes a relief emergency rather than a bad year.

First, about 92 per cent of the total cultivated area is unirrigated. When the rain does not come, there is no fallback source of water for most fields.

Second, the state's total water resource availability is about 2,87,810 lakh cubic metres, of which 2,37,890 lakh cubic metres is surface water and 49,920 lakh cubic metres is ground water — and only 47,360 lakh cubic metres of that is actually used for irrigation. Surface water availability for farming is limited less by rainfall than by inadequate storage, and ground water recharges poorly on the plateau, so the water table falls after a dry year.

Third, the department describes the agricultural economy as mono-cropping with paddy as the dominant crop, on small and marginal holdings, with low investment and low productivity. Paddy is the crop most sensitive to the timing of the monsoon, so a delayed onset does not reduce the yield. It prevents transplanting altogether.

Together these make the block-level drought declaration, and the relief that follows it, a livelihood question rather than an income-smoothing one.

How to apply for crop relief in Jharkhand

  1. Open jrfry.jharkhand.gov.in and choose the language, Hindi or English.
  2. Select "किसान पंजीकरण करे" (Farmer Registration) and register with your Aadhaar number, mobile number, district, block and panchayat. Registration is a one-time step and is reused season after season.
  3. Log in and open the application for the current season. The portal lists the open kharif or rabi application separately. Landless cultivators and sharecroppers apply under the same route with a panchayat-certified declaration instead of a land record.
  4. Enter the affected area and crop, attach the land record where you own the land, and confirm your bank account details. The account must be Aadhaar-seeded, because payment is by direct benefit transfer.
  5. Submit and download the acknowledgement (पावती) from the "पावती डाउनलोड करे" link. Keep it; it is the reference for every follow-up.
  6. Alternatively, apply through a Pragya Kendra (Common Service Centre), which has a dedicated login on the JRFRY portal, or through the Block Agriculture Officer.

How the claim is verified

Verification runs bottom-up. The panchayat-level list of eligible panchayats is published on the portal, the scheme maintains a "योग्य पंचायत की सूची" for each season, and only applications from listed panchayats proceed. Field verification of the declared area is then done at block level, and sanction and payment follow through the Public Financial Management System into the Aadhaar-seeded account.

This is why two things decide whether a farmer gets paid: whether the panchayat appears on the eligible list for that season, and whether the bank account is correctly seeded.

Common reasons a crop relief claim fails

  • Panchayat not on the eligible list for the season. Nothing at individual level can override this; check the list before applying.
  • Bank account not Aadhaar-seeded, or dormant, so the DBT transfer bounces.
  • Name mismatch between Aadhaar, the bank record and the land document.
  • Land record not produced by a land-owning applicant, or no panchayat certification produced by a landless cultivator.
  • Duplicate application from the same family or for the same plot.
  • Application filed after the season's window closed. Each season has its own window announced on the portal.

Key dates and how to track

  • Drought relief windows are announced with the drought declaration and last a few weeks; they are not open all year.
  • Crop relief applications open separately for kharif and rabi each year, and the portal shows which season is currently accepting applications.
  • Application status and the acknowledgement are both available on jrfry.jharkhand.gov.in without logging in, using the acknowledgement number.

Where to complain

  • Kisan Call Centre for the crop relief scheme: 1800-123-1136.
  • Portal and technical issues: jrfryhelpdesk@gmail.com.
  • Online grievance: the "शिकायत दर्ज करें" link on jrfry.jharkhand.gov.in.
  • Block Agriculture Officer and District Agriculture Officer, for field verification disputes and for questions about whether your panchayat or block is on the eligible list.
  • Agriculture, Animal Husbandry and Cooperative Department, Nepal House, Doranda, Ranchi 834002, phone 0651-2490929 or 0651-2490578, email jhagriculture@gmail.com.

Registration and application under both the drought relief scheme and the crop relief scheme are free. No premium, fee or agent commission is payable, and a demand for money to "get your name on the drought list" is not legitimate.

Documents required

Aadhaar card
Used for identification and for seeding the bank account through which relief is paid.
Bank passbook
Relief is paid by direct benefit transfer, so the account must be active and Aadhaar-seeded.
Proof of residence in a drought-declared block
Relief follows the block declaration, so the applicant's village and block have to be on the notified list.
Land record (khatiyan, rasid or LPC)optional
Required from land-owning cultivators. Landless cultivators and sharecroppers submit a self-declaration certified at panchayat level instead.
Self-declaration of crop loss
The applicant declares the affected area and the crop; the declaration is verified at panchayat and block level.

Frequently asked questions

Is the Chief Minister Drought Relief Scheme open now?

No. Mukhyamantri Sukhad Rahat Yojana was tied to a specific drought declaration and its application window has closed; the dedicated portal is no longer reachable. Farmers with current crop loss should use Jharkhand Rajya Fasal Rahat Yojana at jrfry.jharkhand.gov.in instead.

What should a Jharkhand farmer do about crop loss today?

Register on Jharkhand Rajya Fasal Rahat Yojana at jrfry.jharkhand.gov.in and apply for the relevant season. The scheme is described by the Agriculture Department as a compensation scheme rather than an insurance scheme, it charges no premium, and it covers both land-owning and landless farmers.

Who was eligible for the drought relief scheme?

Farm families resident in blocks formally declared drought-affected by the state government were eligible, including landless cultivators and sharecroppers whose livelihood came from farming in those blocks. The relief was a per-family ex-gratia payment, not a per-acre compensation.

Who was not eligible?

Families in blocks that were not declared drought-affected could not apply, and neither could non-farming households or applicants resident outside Jharkhand. More than one member of the same family could not claim separately.

Does drought relief need a premium payment?

No. Neither the drought relief scheme nor Jharkhand Rajya Fasal Rahat Yojana charges any premium. The Agriculture Department states plainly that farmers pay nothing under the crop relief scheme and receive assistance directly from the government.

How is the money paid?

By direct benefit transfer into the applicant's Aadhaar-seeded bank account. There is no cash counter and no cheque, which is why an inactive or unseeded account is the most common cause of a failed payment.

Where do I complain if relief was sanctioned but not received?

Call the Kisan Call Centre number 1800-123-1136 published by the crop relief scheme, or use the grievance link on jrfry.jharkhand.gov.in, and follow up with the Block Agriculture Officer and the district Agriculture Officer.
