What is the Distribution of Kerosene Oil Scheme?

Distribution of Kerosene Oil Scheme is the arrangement under which the Food, Public Distribution and Consumer Affairs Department, Government of Jharkhand supplies subsidised kerosene to ration card families through licensed dealers in the Public Distribution System. The department, based at Project Bhawan, Dhurwa, Ranchi, runs it on the same network that carries the state's foodgrain, and the entitlement is recorded against the family's existing ration card.

Kerosene has two uses in a Jharkhand household; cooking, in homes without an LPG connection, and lighting, in homes with unreliable or absent electricity supply. The scheme exists to keep both affordable for poor families by selling a limited monthly quantity at a notified subsidised rate rather than the open market price.

One thing to understand before you read further. PDS kerosene is a shrinking programme. As LPG coverage expanded across the country, kerosene allocations to states were progressively cut, and the entitlement has been narrowed or withdrawn for households that hold an LPG connection. The scheme has not been formally closed in Jharkhand, but the quantity actually reaching a shop in any given month is far smaller than it once was, and in some areas may be nil. This guide therefore tells you how the entitlement works and how to pursue it, it does not promise you a fixed number of litres, because that number is set month by month.

Who is eligible for PDS kerosene in Jharkhand?

A family can draw subsidised kerosene if:

  • It holds a valid Jharkhand ration card, an Antyodaya Anna Yojana card, a Priority Household card under the National Food Security Act, or a state food security (Green) card.
  • The card is active, not suspended or cancelled, and its Aadhaar seeding is complete.
  • The household is within the category the current allocation is directed at. Priority goes to households without an LPG connection, and this is the filter that decides most cases in practice.

A family cannot claim kerosene if:

  • It holds no subsidised ration card, or a white or non-subsidised card.
  • Its card is suspended or cancelled โ€” commonly for repeated non-collection of foodgrain, failed Aadhaar seeding, or a duplicate found during de-duplication.
  • It falls in the state's PDS exclusion list, which covers income-tax-paying families, households with a government or public sector employee, and families owning a four-wheeler.
  • The district rule in force excludes LPG-holding households and the family has a connection. This varies by district and by the month's allocation, so confirm it locally rather than assuming either way.

There is no separate income test, age condition or caste condition. As with every ration-shop entitlement in Jharkhand, the eligibility decision was already made when the ration card was issued.

What documents are required?

Document Mandatory Notes
Ration card Yes The card the allocation is recorded against
Aadhaar of the card holder Yes For authentication where issue is recorded on ePoS
Own container Yes Kerosene is measured into the buyer's own can
Registered mobile number No Needed only if biometric authentication fails

No income certificate, domicile certificate or bank passbook is needed. Kerosene is an in-kind benefit collected at the dealer's point, so no money moves through a bank account and there is no DBT step that can fail.

How to get your kerosene under the scheme

  1. Check that your ration card is active and correctly mapped. Open aahar.jharkhand.gov.in, use the ration card search, and note the dealer your card is attached to.
  2. Ask your dealer or the panchayat office whether an allocation has been released for the shop this month, and when the distribution window opens. This is the step people skip, and it is the one that decides whether a trip is worth making.
  3. Go to the mapped dealer during the window, taking the ration card, the card holder's Aadhaar and a clean container of adequate size.
  4. Complete authentication where the dealer records issue on an ePoS machine. A fingerprint scan, or an OTP to the registered mobile number if the fingerprint fails.
  5. Watch the measure. Kerosene is issued by volume; see it measured into your container rather than accepting a pre-filled can.
  6. Pay only the notified price and take the receipt or the entry made against your card.

There is no online application and no registration. Any website inviting you to "register for kerosene quota" is not an official process.

How much kerosene is issued and at what price?

Distribution of Kerosene Oil Scheme issues a notified quantity in litres per ration card per month, at a subsidised price fixed by the department and required to be displayed at the dealer's point. Both the quantity and the price change, the quantity because the state's kerosene allocation itself changes month to month, and the price because it is periodically revised. Confirm the figures currently in force for your block with the Block Supply Officer or on aahar.jharkhand.gov.in. Older per-litre rates and per-card quantities are widely reproduced on secondary websites and are usually stale.

Common problems and how to fix them

  • No allocation this month. Genuinely common now. Ask whether the shop received any quota at all; if it did and you were still refused, that is a different complaint from a nil allocation.
  • Dealer charges above the notified rate. Illegal. Note the shop code and the amount charged, and report it.
  • Short measure. Insist on seeing the kerosene measured. A dispute over measure is best raised on the spot, in front of other buyers.
  • Adulterated kerosene. Report it to the District Supply Officer; adulteration is a licence-cancellation matter.
  • Card shown as suspended. Restore the card at the block supply office first; the kerosene entitlement follows the card, so nothing else can be fixed until the card is active.
  • Refusal because the family holds LPG. Ask for the rule being applied and the order it comes from, then take it up with the Block Supply Officer if you believe it has been applied wrongly.

Where to complain

  • Jharkhand PDS toll-free helpline: 1800-212-5512
  • Block Supply Officer (BSO) of your block, who controls dealer allotment and can act against a dealer's licence.
  • District Supply Officer (DSO) at the district headquarters, for adulteration and repeated diversion.
  • Online grievance section on aahar.jharkhand.gov.in, filed against a shop code and trackable.
  • Food, Public Distribution and Consumer Affairs Department, Project Bhawan, Dhurwa, Ranchi 834004.

Distribution of Kerosene Oil Scheme charges only the notified price per litre. There is no application fee and no agent fee, and no middleman can add a family to a kerosene list for money.

How to check your application status

There is no application form for PDS kerosene, so there is nothing to track through a case number the way you would for a scholarship or a pension. What you can and should check is whether your card is currently entitled to draw kerosene and whether an allocation has actually reached your dealer this month.

  1. Check your ration card status online. Open aahar.jharkhand.gov.in and use the ration card search with your card number or the household head's Aadhaar. This shows whether the card is active, suspended, or cancelled, and which dealer it is mapped to. A card that shows as anything other than active will not draw kerosene regardless of the shop's stock.
  2. Ask the dealer directly. The dealer's register (and the ePoS machine at the shop) records whether kerosene has been received for the shop that month and how much has already been distributed against other cards. This is the fastest way to find out if there is anything left to draw.
  3. Call the toll-free helpline. Dial 1800-212-5512 and quote your ration card number and shop code. The helpline can confirm whether an allocation was released to your dealer for the month and log a complaint if the dealer denies an allocation that was in fact released.
  4. Follow up with the Block Supply Officer if the portal and the dealer give conflicting answers, since the BSO's office controls what is actually released to each dealer in the block and can confirm the figure independently.
  5. Check the online grievance section on aahar.jharkhand.gov.in if you have already filed a complaint against a shop code; it shows the complaint's status and any action recorded against the dealer.

There is no SMS-based status check and no separate mobile app for this scheme; the ration card portal and the helpline are the only two official channels.

Common reasons for rejection

Because there is no application to approve or reject, "rejection" here means the specific points at which a family that expects kerosene does not get it. Each has a distinct cause and a distinct fix.

  • Card not seeded with Aadhaar. ePoS machines authenticate the transaction against Aadhaar-linked records, and an unseeded card is typically flagged and refused at the counter even if it is otherwise valid. Fix: complete Aadhaar seeding at the ration shop or the block supply office before your next visit, not on the day you need kerosene.
  • Card marked inactive for non-collection. Ration cards that go several consecutive months without any collection, of foodgrain or kerosene, are flagged during periodic reviews and can be suspended. Fix: collect your monthly entitlement regularly, and if a card is already suspended, apply for reactivation at the block supply office rather than assuming it will resume on its own.
  • Household found in the exclusion list. Families with an income-tax payer, a government or public-sector employee, or a registered four-wheeler are excluded from the subsidised card category during periodic de-duplication drives, even if the card was issued correctly earlier. Fix: this exclusion is not appealable on the kerosene side alone; it follows from the card category itself, so the correction has to be made to the ration card record at the block office.
  • District has restricted kerosene to non-LPG households. Where the month's allocation is small, many blocks direct it first, or only, to households without an LPG connection. A family with an LPG connection may be turned away even with a fully valid, active card. Fix: ask the dealer or BSO for the specific order or notice restricting that month's allocation; if none exists and you are still refused, escalate to the BSO.
  • Shop received no allocation at all. Not a fault in your card or documents, simply a month where the state's kerosene quota to that dealer was nil or exhausted before your visit. Fix: there is no individual remedy for a genuine nil allocation, but you can confirm it is genuine (rather than diversion) by checking the dealer's ePoS distribution record through the helpline or BSO, and report the dealer if the record shows kerosene was received but not distributed.
  • Biometric authentication fails repeatedly. A worn fingerprint or a mismatch on the ePoS scanner can block the transaction even when the card and Aadhaar are both valid. Fix: use the OTP-to-registered-mobile fallback; if the mobile number on record is outdated, update it at the ration shop or block office first.

Frequently asked questions

Do I need to apply for subsidised kerosene in Jharkhand?

No. There is no separate application form. The entitlement follows a valid Jharkhand ration card, and you collect kerosene from the licensed dealer your card is mapped to during the monthly distribution window.

Who is eligible for PDS kerosene in Jharkhand?

Ration card families in Jharkhand are eligible, with priority given to households that do not hold an LPG connection. Families outside the subsidised ration card system are not eligible.

How much kerosene will I get each month?

The monthly quantity is fixed by the allocation notified for your district and is stated in litres per ration card. Allocations vary month to month and have been reduced over the years as LPG coverage has expanded, so confirm the current entitlement at your block supply office or on aahar.jharkhand.gov.in.

Can a family with an LPG connection still get kerosene?

Often not, or only at a reduced quantity. Kerosene allocation is directed first at households without an LPG connection, and states have progressively withdrawn the entitlement from LPG-holding families. Check the current rule for your district with the Block Supply Officer.

Can the dealer charge more than the notified price?

No. Kerosene must be sold at the price notified by the Food, Public Distribution and Consumer Affairs Department, and the notified rate is required to be displayed at the dealer's point. Overcharging is grounds for a complaint and for licence action.

What if my dealer says there is no kerosene this month?

Ask whether an allocation was released for the shop at all, note the answer, and complain on 1800-212-5512 or to the Block Supply Officer with your ration card number and the shop code if the month closes without any distribution.

Is PDS kerosene being phased out?

Allocations have been progressively reduced across the country as LPG coverage has expanded, and many areas now receive little or no kerosene quota. The scheme has not been formally closed in Jharkhand, but the quantity actually available is far smaller than it once was, so confirm the position for your own block rather than assuming an entitlement.
