Sona Sobran Dhoti Saree Yojana
Jharkhand state government scheme
Sona Sobran Dhoti Saree Yojana gives every eligible Jharkhand ration card family one saree and one dhoti or lungi for Rs 10 each, twice a year, handed out at the family's own PDS shop. About 57 lakh card-holding households are covered and no separate application form is needed beyond holding a valid ration card.
What is Sona Sobran Dhoti Saree Yojana?
Sona Sobran Dhoti Saree Yojana is a clothing distribution scheme of the Government of Jharkhand, delivered through the Food, Public Distribution and Consumer Affairs Department and its network of ration shops. The scheme gives a ration-card family one saree for Rs 10 and one dhoti or lungi for Rs 10, twice a year. It is often written as the Sona Sobran Dhoti Saree Lungi Yojana or the Sona Sobran Dhoti-Saari Vitran Yojna, and all three names refer to the same programme.
The scheme is named after Sona and Sobran, the parents of Jharkhand Mukti Morcha founder Shibu Soren. It was first launched in 2014, was discontinued in 2015 by the state government that followed, and was relaunched on 22 September 2021 by Chief Minister Hemant Soren at a function in Dumka. The relaunch was one of the ruling coalition's stated campaign commitments.
According to district administration pages that publish the scheme, the entitlement is stated plainly as "1 dhoti or lungi for Rs 10 and 1 saree for Rs 10, twice a year", applied for at the PDS shop located in the beneficiary's own village or panchayat. Coverage at relaunch was put at about 57.10 lakh card-holding families, with a budget provision reported at around Rs 500 crore.
Why the scheme is designed this way
- Clothing is a cash expense that poor rural households postpone. Selling a set at Rs 10 removes the postponement without making it a free handout.
- Delivery rides on the existing PDS network rather than a new department, so no fresh application machinery is needed.
- The ration card list already identifies the target households, which is why there is no separate survey or means test.
Who is eligible for Sona Sobran Dhoti Saree Yojana?
You are covered if your family holds any of these:
- An Antyodaya Anna Yojana (AAY) ration card, the category for the poorest households.
- A Priority Household (PHH) green ration card issued under the National Food Security Act in Jharkhand.
- A state food security scheme card issued by the Jharkhand government to families left out of the NFSA quota.
Entitlement attaches to the card, not to the individual. One family with one card receives one saree and one dhoti or lungi per round, regardless of how many adults live in the house.
You are not eligible if:
- Your family holds a white or non-subsidised ration card, or no ration card at all.
- Your ration card has been cancelled, suspended or de-duplicated for non-collection of foodgrain or for a failed Aadhaar seeding check.
- Your family is on the exclusion list for a subsidised ration card in Jharkhand, the standard PDS exclusions apply, including income-tax-paying families, government employees and families owning a four-wheeler.
There is no separate income test, age limit or caste condition beyond what your ration card category already reflects. This is the practical point most readers miss: the eligibility decision for Sona Sobran was already made when your ration card was issued.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Ration card (AAY, green PHH or state card) | Yes | The document that establishes entitlement |
| Aadhaar card of the card holder | Yes | For ePoS biometric or OTP authentication at the shop |
| Registered mobile number | No | Needed only if biometric authentication fails |
You do not need an income certificate, a caste certificate, a residence certificate or a bank passbook. Sona Sobran Dhoti Saree Yojana is an in-kind benefit, so nothing is transferred to a bank account.
How to apply for Sona Sobran Dhoti Saree Yojana
- Check that your ration card is active. Open aahar.jharkhand.gov.in and use the ration card search to confirm your card status and the PDS shop your card is mapped to. A cancelled or suspended card gets no garments.
- Find out when the distribution round opens in your block. The dates are announced by the district supply office and are usually put up at the ration shop and the panchayat bhavan.
- Go to your own mapped PDS shop during the round, taking the ration card and the Aadhaar card of the card holder.
- Complete authentication on the ePoS machine. A fingerprint scan, or an OTP to the registered mobile number if the fingerprint fails.
- Pay Rs 10 for the saree and Rs 10 for the dhoti or lungi, collect the garments, and take the printed ePoS receipt.
- Check the receipt shows the garments issued against your card number before you leave the shop.
There is no online application, no form and no fee beyond the Rs 10 per garment. Anyone asking you to "register" for Sona Sobran Yojana on a website is not running an official process.
What exactly does a family receive?
Sona Sobran Dhoti Saree Yojana gives one saree and one dhoti or lungi per round, two rounds a year, so four garments in a full year, at a total cost of Rs 40 to the family. The choice between a dhoti and a lungi is offered because usage differs across Jharkhand's regions; the dealer records which was issued.
Garments are procured centrally by the state and are supplied to the PDS shops as allotted stock, in the same way foodgrain is allotted. A dealer cannot substitute a different item, cannot demand more than Rs 10 per garment, and cannot make the purchase of clothing conditional on buying anything else.
Sona Sobran Dhoti Saree Yojana sits alongside the family's other ration-shop entitlements rather than replacing any of them. An Antyodaya household continues to draw its 35 kg of foodgrain a month and a Priority Household its 5 kg per person per month under the National Food Security Act, and the clothing distribution is a separate transaction recorded separately on the ePoS machine. A dealer who tells you that taking the dhoti or saree will reduce your grain quota, or that you must buy the clothing to keep your card active, is wrong on both counts.
The garments are issued against the card holder's authentication. If the card holder cannot come to the shop β an elderly parent, or someone away for work: check whether a nominee is recorded on your ration card, because a recorded nominee can authenticate and collect on the card holder's behalf. Getting a nominee added at the block supply office is a one-time job that also protects your monthly foodgrain collection.
Common problems and how to fix them
- "Stock has not come." Genuine in the early days of a round. Ask for the expected date, and complain if the round closes with no distribution.
- The dealer demands more than Rs 10 per garment. This is illegal. Refuse, note the shop code, and report it on 1800-212-5512.
- Biometric authentication fails. Ask the dealer to switch to OTP authentication against your registered mobile number, or to use the nominee's fingerprint if a nominee is recorded on the card.
- Your name is missing from the card. Get the addition done at the block supply office. Until the card is corrected, the family still draws its single set against the card holder.
- Card shown as suspended for non-collection of foodgrain. Restore the card at the block supply office first; the clothing entitlement follows the card.
- Garments issued on the ePoS record but never handed over. This is diversion. The ePoS receipt is your evidence, take it to the block supply officer.
Where to complain
- Jharkhand PDS toll-free helpline: 1800-212-5512
- Block Supply Officer (BSO) of your block, the officer who controls dealer allotment and can suspend a dealer.
- District Supply Officer (DSO) at the district headquarters.
- Online grievance section on aahar.jharkhand.gov.in, where a complaint can be filed against a shop code and tracked.
Sona Sobran Dhoti Saree Yojana charges exactly Rs 10 per garment and nothing else. There is no processing fee, no agent fee and no "list charge", and a dealer demanding one can lose the shop licence.
How to check your application status
Sona Sobran Dhoti Saree Yojana has no application to track because entitlement rides on the ration card itself, so "status" here means three different things depending on what you actually want to know.
1. Checking whether the current round is open in your block
- The department does not run a single national opening date. Each district notifies its own two rounds a year, so the fastest way to check is to ask the dealer at your mapped PDS shop, or check the notice board at the panchayat bhavan.
- The block supply office and district supply office also hold this information and can confirm over phone whether stock has been allotted to your shop for the current round.
2. Checking whether you already collected your entitlement this round
- Every issue is logged on the ePoS machine at the time of collection, tied to your ration card number. Ask the dealer to check the ePoS log against your card number if you are unsure whether your household already drew its saree and dhoti or lungi for the ongoing round.
- Keep the printed ePoS receipt from your last collection. It is the only proof you have that a garment was issued against your card, and it is what you would need to show if a dispute comes up later.
3. Checking your ration card's own status, since that decides everything
- Visit aahar.jharkhand.gov.in and use the ration card search to see whether your card shows as active, suspended or cancelled, and which PDS shop it is currently mapped to. A card that shows suspended will not draw any Sona Sobran entitlement until it is restored.
- If you filed a complaint about a missed round or an overcharging dealer, the same portal's grievance section lets you look up the status of that specific complaint by the reference number given when you filed it.
- For a quick answer without going online, the Jharkhand PDS toll-free helpline 1800-212-5512 can tell you your card status and forward a pending grievance for follow-up.
There is no SMS-based status check specific to this scheme, and no separate helpline number apart from the general PDS toll-free line above.

Frequently asked questions
How much do the dhoti and saree cost under Sona Sobran Yojana?
Each garment costs Rs 10. A family receives one saree for Rs 10 and one dhoti or lungi for Rs 10, so a full set costs Rs 20 in total. Nothing else may be charged at the ration shop.
How many times a year is Sona Sobran clothing distributed?
Twice a year. The Food, Public Distribution and Consumer Affairs Department notifies two distribution rounds annually, and each round's window is announced district-wise before the garments reach the PDS shops.
Who is eligible for Sona Sobran Dhoti Saree Yojana?
Families holding an Antyodaya Anna Yojana card, a Priority Household green ration card or a state food security card in Jharkhand are eligible. The scheme covers roughly 57 lakh card-holding households across the state.
Do I need to fill any application form?
No. Sona Sobran Dhoti Saree Yojana has no application form of its own. If your family already holds a valid Jharkhand ration card, the entitlement follows automatically and you collect the garments at your own PDS shop during the distribution round.
Can I get the garments from any ration shop?
No. The garments are allotted to the specific PDS shop your ration card is mapped to, the same shop where you draw your monthly foodgrain. Collection from another dealer is not possible.
What if my dealer says the stock has not arrived?
Ask for the date the consignment is expected and note it. If the round closes without distribution, complain to the block supply officer or on the Jharkhand PDS toll-free number 1800-212-5512, quoting your ration card number and the dealer's shop code.
Was Sona Sobran Yojana ever discontinued?
Yes. The scheme was first launched in 2014, discontinued by the state government that took office in 2015, and relaunched on 22 September 2021 by Chief Minister Hemant Soren at an event in Dumka.
