What is the senior citizen ID card in Jharkhand?

The senior citizen ID card in Jharkhand is the Senior Citizen Certificate, a single government document that records that the holder is a resident of Jharkhand aged 60 years or above. Jharkhand carries the service on JharSewa, the state's e-District portal at jharsewa.jharkhand.gov.in, which is the same platform that issues income, caste, local resident and birth certificates in the state.

The card exists because ageing is otherwise something an elderly person has to prove again at every counter. A Jharkhand senior citizen who wants a priority queue at a district hospital, the senior citizen interest slab at a bank, a reserved seat at a bus stand, or eligibility screening for a welfare scheme is usually asked for an age proof that is neither a pension book nor a smudged school certificate. One state-issued card settles it.

An important caveat, verified on 16 August 2026. The JharSewa service page for the Senior Citizen Certificate was showing the status "Service Under Modification". That means the online form may not accept a submission on a given day. The offline route through a Pragya Kendra, the Block Development Officer or the Sub-Divisional Officer remains open, and is what most applicants in Jharkhand actually use.

Who is eligible for a senior citizen card in Jharkhand?

You can apply if:

  • You are 60 years of age or above on the date of application. This is the definition of a senior citizen under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, and the threshold Jharkhand applies.
  • You are ordinarily resident in Jharkhand, in the district where you file the application. Residence is what decides which Sub-Divisional Officer's jurisdiction the file goes to.
  • You can produce a documentary date of birth; Aadhaar, a birth certificate, a school leaving certificate, a passport or a PAN card.
  • You are applying for yourself. A son, daughter or caregiver may fill the form and carry the papers, but the application is in the elderly person's name and carries their signature or thumb impression.

You cannot apply if:

  • You are under 60. There is no early issue, and no discretion at the block level to certify a lower age.
  • You are not resident in Jharkhand. A retired person who has moved to Ranchi to live with children but has no Jharkhand residence proof should first obtain a Jharkhand residence document.
  • You cannot evidence your age at all. Where no document exists, the practical fix is to first get the date of birth recorded: through an Aadhaar update, a delayed birth registration, or a medical age assessment ordered by the sub-divisional authority, and then apply.

The senior citizen certificate is not an old age pension sanction. Old age pension in Jharkhand is a separate social security pension application, with its own income and category conditions, filed through the block office or JharSewa's pension services. Holding the card does not by itself put money in a bank account.

What documents are required?

Document Mandatory Notes
Date of birth proof (Aadhaar, birth certificate, school leaving certificate, PAN, passport) Yes Must show age 60 or above
Aadhaar card Yes Identity proof and JharSewa profile seeding
Jharkhand residence proof (voter ID, ration card, electricity bill, residential certificate) Yes Decides the issuing district
Passport-size photograph Yes Recent colour photograph
Mobile number for OTP Yes Required for JharSewa registration and tracking
Pension payment order or bank passbook Optional Supporting age evidence for retirees
Old age pension sanction letter Optional Supports both age and residence

Keep every scan legible. JharSewa uploads are checked by a clerk on a screen, and a dark photograph of a laminated Aadhaar card is the commonest reason an otherwise correct file is sent back.

How to apply for a senior citizen card in Jharkhand online

  1. Open jharsewa.jharkhand.gov.in and click "Register Yourself". Enter your name, address, mobile number and email, and verify the OTP. One JharSewa account covers every e-District service, so a family member who already has an account should still register the elderly applicant separately.
  2. Log in and open "Apply for Services" โ†’ "View All Available Services", then search the list for Senior Citizen Certificate. If the service shows "Service Under Modification" and will not open the form, stop here and use the offline route in the next section.
  3. Fill the application form with the applicant's name exactly as printed on Aadhaar, father's or husband's name, date of birth, full address with district and block, and the purpose for which the certificate is needed.
  4. Upload the documents; date of birth proof, Aadhaar, residence proof and the photograph โ€” each into its own labelled slot, within the file size the upload box states.
  5. Pay whatever the payment screen shows, if a payment step appears at all. Jharkhand has not published a separate fee for this service; do not pay anything that is not displayed on the portal.
  6. Submit and save the application reference number printed on the acknowledgement. Nothing about the file can be traced without it.
  7. Wait for the block-level verification. The file is checked at the block or circle level and approved by the designated officer in the sub-division. Answer calls from an unknown landline in this period; verification officers ring to confirm the address.
  8. Download the digitally signed certificate from your JharSewa account once the status shows it as issued, and print two copies. A digitally signed PDF is the valid document; it does not need an extra rubber stamp.

How to apply offline at a Pragya Kendra or block office

  1. Go to your nearest Pragya Kendra (Common Service Centre), the Block Development Officer's office, or the Sub-Divisional Officer's office. Every block in Jharkhand has at least one Pragya Kendra attached to the e-District network.
  2. Ask for the senior citizen certificate application and hand over self-attested photocopies of the age proof, Aadhaar, residence proof and two photographs. Carry the originals for counter verification.
  3. Have the operator file it on JharSewa for you. The offline route is not a separate paper channel; the operator types your application into the same portal.
  4. Pay only the printed rate and insist on a receipt showing what was charged.
  5. Collect the acknowledgement slip with the reference number, and use it to track the file online or at the counter.

How do I check the status of my application?

  • Online: log in at jharsewa.jharkhand.gov.in and open "Track Application Status" with your reference number.
  • e-District support desk: JAP-IT, Ground Floor, Engineers Hostel No. 2, near Golchakkar, Dhurwa, Ranchi 834004 to 0651-2401581 or 0651-2401040, email support.edistrict@jharkhandmail.gov.in. This desk handles portal faults, not the merits of your case.
  • In person: ask at the block office which officer the file is pending with.

How long is it valid, and does it need renewal?

A Jharkhand senior citizen certificate has no expiry date. It records a date of birth, and a date of birth does not lapse. There is no renewal cycle and no annual revalidation.

Apply again only to get a duplicate after loss, or a corrected card after a change of name or address. Where a bank or a hospital asks for a "recent" certificate, a fresh download of the same digitally signed PDF from your JharSewa account is usually enough.

Why do applications get rejected?

  • Date of birth mismatch between Aadhaar and the school or pension record. This is the leading cause across every Jharkhand e-District certificate.
  • Age below 60 on the documents submitted, even where the applicant believes they are older. The document governs, not the claim.
  • Residence proof from another state, or an address that does not fall in the district where the application was filed.
  • Unreadable uploads; cropped, dark or oversized scans.
  • Applying under the wrong service, for example filing for an old age pension when a certificate was wanted, or vice versa.
  • Unsigned application, where a family member filed on the elderly person's behalf without the applicant's signature or thumb impression.

What does it cost, and what should you refuse to pay?

Jharkhand has not published a separate fee for the Senior Citizen Certificate on the JharSewa service page. In practice the only legitimate payments are the amount displayed on the JharSewa payment screen, if one appears, and the notified Pragya Kendra service charge if you use a Common Service Centre. Both come with a receipt.

No one in the Jharkhand administration sells a faster senior citizen card. Agents outside block offices who quote a few hundred or a few thousand rupees for "quick approval" are charging for something the state gives at the counter rate. Never hand an agent your Aadhaar OTP: no officer needs it to issue a certificate, and never leave your original documents with a middleman.

Grievance and helpline route

  • Elderline, the national helpline for senior citizens: 14567, which Jharkhand also routes into, for guidance on obtaining a senior citizen certificate and for elder abuse or neglect complaints.
  • JharSewa e-District support: 0651-2401581, 0651-2401040, support.edistrict@jharkhandmail.gov.in, for portal and login faults.
  • Department of Women, Child Development and Social Security, Project Bhawan, Dhurwa, Ranchi 834004, the state department for elderly welfare policy.
  • Block Development Officer, then the Sub-Divisional Officer, then the Deputy Commissioner of the district, in that order, for a file that is stuck or wrongly rejected.

Carry the application reference number to every one of these. Without it, no office in Jharkhand can find your file.

Documents required

Proof of date of birth
Aadhaar card, birth certificate, school leaving certificate, PAN card or passport showing a date of birth that makes the applicant 60 or above. This is the single fact the certificate records, so the officer will not move without it.
Aadhaar card
Used as the primary identity proof and to seed the JharSewa profile. The name and date of birth on Aadhaar should match the application exactly.
Residence proof for Jharkhand
Voter ID, ration card, electricity bill, or a Jharkhand local resident (residential) certificate. The certificate is issued by the district where the applicant lives.
Passport-size photograph
Recent colour photograph, scanned for the online form or pasted on the paper form.
Mobile number registered for OTP
JharSewa registration and status tracking both run on an OTP sent to the registered mobile number.
Pension payment order or bank passbookoptional
Useful supporting age evidence for a retired government employee, and often accepted where the applicant has no school record.
Old age pension sanction letteroptional
Where the applicant already draws the state or Indira Gandhi National Old Age Pension, the sanction record supports both age and residence.

Frequently asked questions

Does Jharkhand issue a senior citizen ID card?

Yes, Jharkhand lists a Senior Citizen Certificate as a service on JharSewa, the state e-District portal at jharsewa.jharkhand.gov.in. At the time of this check the service page was flagged "Service Under Modification", so the online form may not accept submissions on any given day and the offline route through a Pragya Kendra or the block office is the reliable fallback.

What is the minimum age for a senior citizen card in Jharkhand?

Sixty years is the minimum age, the standard definition of a senior citizen under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007. Several central and state concessions use a higher threshold of 80 years for "super senior" benefits, but the state certificate itself is issued from 60.

Which department issues it in Jharkhand?

The Department of Women, Child Development and Social Security, at Project Bhawan, Dhurwa, Ranchi 834004, is the state department responsible for elderly welfare in Jharkhand. The certificate is delivered through the district administration and the JharSewa e-District platform run by JAP-IT.

How much does the Jharkhand senior citizen certificate cost?

Jharkhand has not published a separate fee for this service on the JharSewa service page. Pay only what the portal payment screen or the Pragya Kendra rate card shows, take a printed receipt, and refuse any agent asking for a lump sum on top.

Where do I apply offline?

Apply at your nearest Pragya Kendra (Common Service Centre), the Block Development Officer's office, or the Sub-Divisional Officer's office in your sub-division. The Pragya Kendra operator files the same JharSewa application on your behalf and gives you the acknowledgement slip.

How do I track my JharSewa application?

Log in at jharsewa.jharkhand.gov.in and open "Track Application Status" using the application reference number on your acknowledgement. The e-District support desk at JAP-IT can also trace a stuck file on 0651-2401581 or 0651-2401040.

Is the certificate valid for life?

Yes, a senior citizen certificate records a date of birth, which does not change, so it carries no expiry and needs no renewal. Reprint it only if the card is lost or the name or address on it changes.

What can I use the card for in Jharkhand?

Use it as combined age and residence proof at hospitals, banks, transport counters and government offices, and when applying for old age pension or other elderly welfare schemes. It is a proof document, not itself a cash benefit.
