Shaheed Gram Vikas Yojana

Jharkhand state government scheme

Quick answer

Shaheed Gram Vikas Yojana is a village development programme that takes up villages associated with tribal freedom fighters and martyrs and builds their basic infrastructure: roads, water, electricity, school and health facilities: as a package. It is an area scheme with no individual application form and no cash benefit to a person.

Benefit
Package development of infrastructure and basic services in selected villages associated with martyrs and tribal freedom fighters
Maximum benefit
Not an individual cash benefit — funds are sanctioned to the selected village as a works package
Last date to apply
Not applicable — there is no individual application window. Village selection and works sanction are administrative decisions.
How to apply
No individual application — villages are selected administratively and works are executed through the district administration and Gram Panchayat

What is Shaheed Gram Vikas Yojana?

Shaheed Gram Vikas Yojana is a village development programme aimed at villages that carry a historical association with tribal freedom fighters and martyrs. The principle is simple: instead of a village receiving one scheme this year and another three years later, a selected shaheed gram is taken up for a package of basic infrastructure, connectivity, drinking water, electrification, sanitation, education and health facilities, planned and sanctioned together.

Jharkhand sits at the centre of this idea. The state's freedom struggle history is a tribal history; Birsa Munda's Ulgulan, the Santhal Hul, the Kol and Cheros risings, and the villages that produced those leaders are, in many cases, still among the least served in the state. Ulihatu in Khunti district, the birthplace of Birsa Munda, is the village most closely identified with the programme.

The scheme is written variously as Shaheed Gram Vikas Yojana, Shahid Gram Vikas Yojna or, in Hindi, शहीद ग्राम विकास योजना. All refer to the same idea.

What this guide does not claim. The Government of Jharkhand does not currently publish a dedicated departmental page for Shaheed Gram Vikas Yojana setting out a per-village allocation, a component-wise fund pattern or a current list of selected villages. This guide therefore explains what the scheme is, who it benefits and how a village engages with it, and does not reproduce allocation figures or village lists that cannot be checked against a live official source. For the position in your district, ask the Block Development Officer or the Deputy Commissioner's office.

Who benefits, and who is not eligible?

Shaheed Gram Vikas Yojana is an area development scheme, not a personal benefit scheme. That single fact resolves most of the confusion readers have about it.

The scheme benefits:

  • Residents of a selected village, every household in the village gains from the roads, water supply, electricity and facilities created, irrespective of caste, income or landholding.
  • Villages with a documented association with a tribal freedom fighter or martyr, which is the basis on which the village is picked.
  • The village as a whole unit, with works planned across sectors together rather than one department at a time.

You are not eligible to apply, and cannot apply, if:

  • You are an individual seeking a cash benefit, pension, grant or loan. No such benefit exists under this scheme. Descendants of freedom fighters seeking a personal honorarium must look at the separate freedom fighter pension schemes, not at this one.
  • You want to apply on behalf of a village that has not been selected. There is no application form; village selection is an administrative decision.
  • You live in a village with no recorded association with a martyr or tribal freedom fighter, in which case the relevant routes are the ordinary rural development programmes, PMAY-Gramin, PMGSY, MGNREGA, Saansad Adarsh Gram Yojana and the state's own panchayat-level works.

This is the single most misunderstood point about the scheme. Readers regularly search for a "Shaheed Gram Vikas Yojana form" or an online application link. Neither exists, because the scheme does not deliver money to a person.

How to apply, the real route for a village

Because there is no citizen form, the practical route is institutional. A village that believes it qualifies works through its panchayat and district administration:

  1. Document the association. Assemble whatever establishes the village's link to a tribal freedom fighter or martyr — historical records, memorials, gazetteer entries, official recognitions already given to the family or the village.
  2. Pass a Gram Sabha resolution identifying the village's claim and listing the works it needs, sector by sector: roads, drinking water, electrification, school building, anganwadi, health sub-centre, sanitation.
  3. Route the resolution through the Mukhiya to the Block Development Officer, who forwards it to the district administration with the block's assessment.
  4. Follow it up at the Deputy Commissioner's office, since district-level proposals are what feed the state's selection and sanction process.
  5. Get the individual components sanctioned meanwhile under the schemes that already exist: PMGSY for the road, Jal Jeevan Mission for water, MGNREGA for earthwork and plantation: rather than waiting for a single package.
  6. Track execution through the panchayat records and, for MGNREGA-funded components, on nrega.nic.in.

Step 5 is the practical advice worth taking. Village-package schemes are slow and selection-dependent; the ordinary schemes are open all year and are what actually build most of the assets in an Indian village.

How does this differ from Saansad Adarsh Gram Yojana?

The Jharkhand Rural Development Department's own website lists Saansad Adarsh Gram Yojana as a separate programme alongside PMAY-Gramin, PMGSY and the National Rural Livelihoods Mission. Under Saansad Adarsh Gram Yojana a Member of Parliament adopts a Gram Panchayat and drives its development. Shaheed Gram Vikas Yojana selects on a different basis: historical association with a martyr or tribal freedom fighter rather than an MP's adoption, but the delivery mechanics, convergence of existing schemes into one village, are similar. A village can benefit under either route, and neither has an individual application form.

Where to get help

  • Gram Panchayat. The Mukhiya and Panchayat Sevak, for the Gram Sabha resolution and for the works already sanctioned in the village.
  • Block Development Officer, for forwarding proposals and for the status of sanctioned works.
  • Deputy Commissioner's office in the district, which is where village-level development proposals are consolidated.
  • Rural Development Department, Government of Jharkhand, rdd.jharkhand.gov.in, which hosts the department's Grievance Redressal Management System, tenders, notices and the MIS portals for PMAY-Gramin and the state's rural works.
  • Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, Project Bhawan, Dhurwa, Ranchi - 834004, phone 0651-2400215, for matters concerning tribal villages and freedom fighter recognition.

No fee is payable at any stage. Nobody is authorised to collect money from villagers for "getting the village included" in this or any other government development scheme.

Common reasons for rejection

Shaheed Gram Vikas Yojana has no individual application, so there is no personal form that gets "rejected" in the usual sense. What actually gets turned down, or simply never moves forward, is the village's own proposal for inclusion, and the individual works a Gram Sabha lists inside it. These are the reasons that keep happening in practice, and what to do about each one.

  • The historical association is not documented. A village claiming a link to a tribal freedom fighter or martyr needs something the block and district can verify: a gazetteer reference, an existing memorial, a prior official recognition given to the family, or a record from the district administration itself. A claim resting only on local memory, with nothing written down, is the single biggest reason a proposal goes nowhere. Fix: collect whatever documentary trail exists before the Gram Sabha resolution is even drafted, and ask the Block Development Officer what form of proof the district has accepted for other villages.
  • No Gram Sabha resolution exists, or it is incomplete. A verbal request from a Mukhiya to the block office, without a formal Gram Sabha resolution behind it, carries no administrative weight. Fix: pass a proper resolution naming the village's claim and listing works sector by sector, and keep a certified copy.
  • The proposal asks for a "package" instead of naming specific works. A request that says only "our village needs development" gives the district nothing to sanction. Fix: itemise each work, road length, water source, electrification stretch, school or anganwadi building, health sub-centre, the way the department needs it for costing and convergence with PMGSY, Jal Jeevan Mission or MGNREGA.
  • The proposal duplicates work already sanctioned elsewhere. If a road or water scheme already exists under PMGSY or Jal Jeevan Mission for the same stretch, a fresh request under this scheme for the identical work is dropped as duplication. Fix: check what is already sanctioned in the village through panchayat records before submitting a new proposal, and ask only for the gaps.
  • The proposal never reaches the Deputy Commissioner's office. A resolution that stops at the Block Development Officer's desk, with no follow-up, simply sits there; block-level offices handle many such requests and do not automatically escalate every one. Fix: follow up in person or in writing at the Deputy Commissioner's office, since district-level consolidation is what actually feeds the state's selection process.
  • Funds are sanctioned but the works are delayed or incomplete, which residents sometimes read as a "rejection" when it is really an execution problem. Fix: this is not solved by resubmitting the proposal; it is followed up through panchayat records and, for MGNREGA-funded components, on nrega.nic.in, or by a written complaint to the Block Development Officer or Deputy Commissioner if work has stalled.

None of this involves a fee. No official is authorised to ask for payment to "process" a village's inclusion, document its history, or move a resolution along.

Documents required

No individual application documentsoptional
Shaheed Gram Vikas Yojana has no citizen application form, so no personal document set is collected from residents for the scheme itself.
Gram Sabha resolutionoptional
Where a village seeks inclusion or wants specific works taken up, a Gram Sabha resolution routed through the Block Development Officer is the practical instrument.
MGNREGA job cardoptional
Needed only if a resident wants wage work on a convergent MGNREGA component of the village works, not for the scheme itself.

Frequently asked questions

What is Shaheed Gram Vikas Yojana?

Shaheed Gram Vikas Yojana is a village development programme under which villages connected with tribal freedom fighters and martyrs are taken up for integrated infrastructure development — roads, drinking water, electricity, sanitation, school and health facilities — as a single package rather than through scattered individual works.

Can an individual apply for Shaheed Gram Vikas Yojana?

No. Individuals cannot apply and there is no personal benefit, cash payment or application form under this scheme. The unit of benefit is the village, and villages are selected administratively, so a resident's route is through the Gram Sabha and the Block Development Officer, not through a form.

Which villages are covered?

Villages with a recorded association with tribal freedom fighters and martyrs are the target. Jharkhand is central to this scheme's history because of villages such as Ulihatu in Khunti district, the birthplace of Birsa Munda, which is the best-known village associated with the programme.

What kind of works are taken up?

Basic village infrastructure and services — internal roads and connectivity, drinking water supply, electrification, sanitation, school and anganwadi buildings, and health facilities. The intent is that one village receives a full package rather than one scheme at a time.

How can my village be considered?

Pass a Gram Sabha resolution setting out the village's association with a martyr or tribal freedom fighter and the works needed, and route it through the Mukhiya to the Block Development Officer and the Deputy Commissioner. Selection is an administrative decision taken at district and state level.

Is this the same as Saansad Adarsh Gram Yojana?

No. Saansad Adarsh Gram Yojana is a separate central programme under which a Member of Parliament adopts and develops a Gram Panchayat, and it is listed separately on the Jharkhand Rural Development Department's website. The two are different selection routes to broadly similar village-level development.

Where do I complain about incomplete works in my village?

Use the Grievance Redressal Management System linked from rdd.jharkhand.gov.in, or give a written complaint to the Block Development Officer and the Deputy Commissioner of the district. Works executed under MGNREGA convergence can additionally be checked on nrega.nic.in.
