What is Sarvajan Pension Yojana?

Sarvajan Pension Yojana is Jharkhand's universal social security pension, run by the Women, Child Development and Social Security Department through the state's Social Security Directorate and delivered on the ground by Block Development Offices and Circle Offices. The Hindi name is often transliterated as Sarvjan Pension Yojana, and the word sarvajan; "all people"; is the point of the scheme: Jharkhand moved from a pension list restricted to formally listed poor households to one that aims to reach every eligible resident in the covered categories.

Sarvajan Pension Yojana pays Rs 1,000 a month, or Rs 12,000 a year, into the beneficiary's own bank account by Direct Benefit Transfer. It is an umbrella that sits over the older category pensions, old age, widow and disability, which is why the online service list on the state's e-District portal still shows the three named services separately even though the payment and the rate are common.

For a household with no earning member, this is often the only assured monthly income. It is not a contributory pension: nobody pays anything in, and there is no premium, deposit or maturity. It is a welfare transfer funded from the state budget.

Main features

  • Rs 1,000 per month, paid by DBT, no cash and no cheque.
  • Covers old age, widowhood and destitution, disability, PVTG households and HIV/AIDS patients under one scheme.
  • No contribution from the beneficiary at any stage.
  • Verified and sanctioned at Block or Circle level, close to the applicant.
  • Applications accepted all year round; there is no seasonal window.

Who is eligible for Sarvajan Pension Yojana?

You can claim the pension if you are a resident of Jharkhand and fall in one of these groups:

  • Elderly persons. The standard old-age threshold is 60 years. Jharkhand has publicly applied a lower entry age for some groups, and reports place it at 50 years for women and for Scheduled Caste and Scheduled Tribe men. Confirm the age condition that applies to you at your Block office, because this is the single most frequently misreported element of the scheme.
  • Widows and destitute women, generally from the age of 18.
  • Persons with disability certified at 40 percent or more. Descriptions of the scheme mention eligibility from as young as 5 years for this category.
  • Members of Particularly Vulnerable Tribal Groups (PVTGs).
  • HIV/AIDS patients holding the required medical certificate.

In every case you must have a bank account in your own name, seeded with Aadhaar, because the payment is made only by DBT.

You cannot apply if:

  • You are not a resident of Jharkhand. Domicile in the state is the base condition and non-residents are not eligible.
  • You are already drawing another state or central government pension. Double pension claims are cross-checked and struck out.
  • You are a serving government employee or a government pensioner.
  • Your disability is certified below 40 percent. A certificate at, say, 30 percent does not qualify under the disability category.
  • You cannot produce credible age proof and are applying under the old-age category. An unclear or contradictory date of birth is a standard rejection ground.
  • The household has already been sanctioned the pension for the same person under a different category name.

How to apply for Sarvajan Pension Yojana offline

  1. Go to the Block Development Office (BDO) if you live in a rural area, or the Circle Office (CO) if you live in an urban area, and ask for the prescribed Sarvajan Pension application form.
  2. Fill the form completely: name, father's or husband's name, date of birth, category under which you are claiming, full address, Aadhaar number, and bank account number with IFSC.
  3. Attach self-attested photocopies of Aadhaar, age proof, residence proof and bank passbook, plus the disability, widow or medical certificate if your category needs one, and paste the photograph.
  4. Submit the completed set at the BDO or CO counter and insist on a dated acknowledgement receipt with a reference number. Without that receipt you have no way of chasing the file later.
  5. Wait for field verification. The Panchayat Sevak, Block-level staff or ward official checks the details on the ground before the sanction is issued.
  6. Once sanctioned, the pension begins arriving in your account by DBT.

How to apply for Sarvajan Pension Yojana online

  1. Open the Jharkhand e-District portal at jharsewa.jharkhand.gov.in, which carries the Old Age Pension, Widow Pension and Disability Pension services.
  2. Register as a citizen with your name, mobile number and email, then log in with the credentials sent to you.
  3. Select the pension service matching your category and fill the online form with your personal, address and bank details.
  4. Upload scans of Aadhaar, age or category proof, residence proof and bank passbook.
  5. Submit the application and note the acknowledgement number on screen.
  6. Track the file with the application status option on the same portal.

If you do not have a computer or smartphone, take your documents to a Pragya Kendra (Common Service Centre) and ask the operator to file the online application. Pay only the notified assistance charge and take the printed acknowledgement before you leave.

How much is paid and when?

Sarvajan Pension Yojana pays Rs 1,000 per month. The amount is uniform across categories, an elderly applicant, a widow and a person with disability all draw the same rate. Departmental guidance points to disbursal in the first few days of each month, with the 5th cited as the target date. In practice the credit date moves when the treasury release or the district-level disbursal instruction is delayed, and a month's pension is normally paid in the following month rather than lost.

Payment is made only by Direct Benefit Transfer into an Aadhaar-seeded account in the beneficiary's own name. A joint account held with a son or daughter, or an account in a relative's name, cannot be used.

How to check your pension status

  • Ask at the Block Development Office or Circle Office where you submitted the form, quoting the reference number on your acknowledgement receipt.
  • Use the application status option on jharsewa.jharkhand.gov.in if you applied online.
  • Update your passbook at your bank branch or check by SMS alert to confirm whether a credit was made.
  • Ask your Panchayat Sevak or ward official, who usually holds the block-level beneficiary list for the area.

Why Sarvajan Pension payments stop

  • Bank account not Aadhaar-seeded, so the DBT push fails and bounces back.
  • Dormant or KYC-blocked account, an account with no transactions for a long period gets frozen by the bank and the credit is rejected.
  • Name mismatch between Aadhaar and the bank record.
  • Pending verification or life certificate at the Block level.
  • Death of the beneficiary not yet recorded, which halts the payment while the record is updated.
  • Duplicate or parallel pension detected in another scheme.

Start at the bank branch, because a large share of stopped pensions are account problems rather than sanction problems. If the account is clean and the money still has not arrived, take the passbook and acknowledgement to the BDO or CO.

Grievance redressal

  • Block Development Officer (rural) or Circle Officer (urban). The first and most effective point of contact for a rejected, delayed or stopped pension.
  • District Social Security Officer, for cases the Block cannot settle.
  • e-District support, JAP-IT, Ground Floor, Engineers Hostel No. 2, Dhurwa, Ranchi 834004 to telephone 0651-2401581 and 0651-2401040, for technical problems with an online application on jharsewa.jharkhand.gov.in.

Sarvajan Pension Yojana costs nothing to apply for. No official will ask you for a bank OTP, and no middleman can add your name to the pension list for a fee.

Common reasons for rejection

The page already explains why a sanctioned pension stops arriving. The reasons below are different: they are why a fresh Sarvajan Pension application gets turned down at the Block Development Office, Circle Office or on jharsewa.jharkhand.gov.in before it is ever sanctioned.

  • Wrong or unclear category claimed on the form. The application form asks you to pick one category, old age, widow, disability, PVTG or HIV/AIDS, and the supporting documents must match that exact category. An old-age claim filed with a disability certificate attached, or a form left blank on the category field, is returned rather than processed. Fix: confirm which single category fits your case before you fill the form, and attach only the certificate that category requires.

  • Age proof that does not hold up. For old-age claims, reviewers cross-check the date of birth across the application, Aadhaar and any voter ID or certificate you submit. A form where these three dates disagree, or where the only proof offered is a self-declaration with no document behind it, is a standard ground for rejection. Fix: use Aadhaar as the primary age proof and make sure any second document you attach shows the same date of birth, not an approximate age.

  • Disability certified below 40 percent, or an expired certificate. The scheme's cutoff is a firm 40 percent; a certificate that assesses the applicant below that line is rejected outright, and an old certificate that has lapsed under the state's medical board renewal rules is treated the same as no certificate. Fix: get the certificate reassessed at a government medical board if your last one is old or borderline, and apply only once it clearly states 40 percent or higher.

  • Bank account details that cannot be verified at the time of filing. Applications are increasingly checked for a bank account already seeded to Aadhaar before sanction, not just at the payment stage. An account number with a mismatched IFSC, a freshly opened account not yet Aadhaar-linked, or a passbook photocopy that does not show the account holder's name clearly is a common reason the file is sent back for correction rather than approved. Fix: get Aadhaar seeding done at your bank branch first, and submit a passbook copy that clearly shows your name, account number and IFSC.

  • Field verification does not confirm what the form states. After submission, a Panchayat Sevak, Block-level staff member or ward official visits or checks local records to confirm residence, age or destitution. If the address on the form cannot be located, or neighbours and local records contradict the claimed situation (for example a widow claim where the household is recorded as having another earning adult male), the application is rejected at this stage even though the paperwork looked complete. Fix: make sure your current address matches your residence proof exactly, and be present or reachable when field verification is due.

  • Duplicate claim flagged during cross-checking. If departmental records show you, or another member sanctioned under a related category for the same household, already drawing a state or central pension, the new application is rejected as a duplicate rather than processed as an addition. Fix: check with your Block office whether any pension already exists in your name or your household's before filing a fresh claim.

  • Incomplete form or missing signature/photograph. A form missing the applicant's signature or thumb impression, or without the passport photograph pasted in the marked space, is rejected at the counter or returned unprocessed rather than being corrected by the staff on your behalf. Fix: check every field and the photograph before you submit, and keep your own photocopy of the completed form for reference.

If your application is rejected, ask the BDO or CO in writing for the specific reason, since a written reason is what lets you correct the actual defect and refile rather than repeating the same mistake.

Frequently asked questions

How much pension does Sarvajan Pension Yojana pay?

Sarvajan Pension Yojana pays Rs 1,000 per month, which works out to Rs 12,000 a year, credited directly to the beneficiary's own bank account by Direct Benefit Transfer.

Who is eligible for Sarvajan Pension Yojana in Jharkhand?

Residents of Jharkhand who are elderly, widowed or destitute women, persons with at least 40 percent disability, members of Particularly Vulnerable Tribal Groups, or HIV/AIDS patients are eligible. The scheme's defining feature is that it does not restrict the pension to a BPL list.

Where do I apply for Sarvajan Pension Yojana?

Apply at the Block Development Office in a rural area or the Circle Office in an urban area, or online through jharsewa.jharkhand.gov.in, which carries old age, widow and disability pension services. A Pragya Kendra can file the online application for you.

Is there any income limit for Sarvajan Pension Yojana?

The scheme was designed as a universal pension rather than a BPL-only one, which is what the word "sarvajan" signals. Because published descriptions of the income test differ, confirm the current condition with your Block Development Office before you apply.

Can someone already drawing another pension apply?

No. An applicant already receiving a state or central government pension is not eligible, and a second pension claim is one of the commonest grounds for rejection.

Is there any fee for a Sarvajan Pension application?

No, the application is free at the Block Development Office or Circle Office. A Pragya Kendra may charge only the notified assistance fee for online filing, and no agent can charge for "getting the pension approved".

When is the pension credited each month?

Sarvajan Pension Yojana is intended to be credited in the early days of each month, and departmental guidance refers to disbursal by the 5th. Actual credit dates can slip when the treasury release is delayed.

Why has my pension stopped coming?

The most frequent reasons are a bank account that is not Aadhaar-seeded, a dormant or KYC-blocked account, a pending life certificate or verification, and a name mismatch between Aadhaar and bank records. Start with your bank branch, then the Block office.
