What is Saksham Jharkhand Kaushal Vikas Yojana?

Saksham Jharkhand Kaushal Vikas Yojana (SJKVY) is the flagship skill training scheme of the Jharkhand Skill Development Mission Society (JSDMS), an autonomous institution under the Department of Labour, Employment, Training and Skill Development, Government of Jharkhand. According to the JSDMS portal, SJKVY is a sub-scheme under Mukhyamantri Sarthi Yojna, designed to provide industry-aligned skill development training to the youth of Jharkhand aged 18 to 35 years.

The scheme's purpose is narrow and measurable: take a young person who is unemployed, under-skilled or dropped out of formal education, put them through a short, industry-defined course at no cost, get them assessed and certified against a national standard, and hand them to an employer. JSDMS states that the training programmes are aligned with the National Skills Qualification Framework (NSQF) and that payment terms follow the Common Norms notified by the Ministry of Skill Development and Entrepreneurship dated 15 July 2015 and its later amendments.

SJKVY is delivered through residential and non-residential skill training centres run by empanelled Training Service Providers across the state. JSDMS sets a floor on centre quality: the minimum area for a training centre is 10,000 square feet in Ranchi, Dhanbad, Jamshedpur, Hazaribagh and Bokaro, and 5,000 square feet in other districts.

SJKVY at a glance, as published on the JSDMS portal:

Stage Candidates
Enrolled 2,50,628
Trained 2,44,381
Assessed 1,90,274
Certified 1,80,739
Job offered 1,13,499

Across all JSDMS schemes put together, the portal reports 10,27,506 registered, 7,66,165 enrolled, 7,20,235 trained, 5,82,204 assessed, 5,53,705 certified and 3,53,023 offered jobs.

Who is eligible for SJKVY?

You can join SJKVY if:

  • You hold a domicile of Jharkhand. JSDMS states that all individuals having domicile of Jharkhand and falling in the age group of 18 to 35 years can avail the benefit of its schemes.
  • You are aged 18 to 35 years.
  • You have passed class 5 or above. Class 5 pass is the published minimum educational qualification for SJKVY.
  • You meet any additional qualification the specific job role demands. Job roles sit at NSQF levels from 2.5 to 6.0, and the higher levels expect more schooling.

You are not eligible and cannot apply if:

  • You are below 18 or above 35 years of age.
  • You have not passed class 5. JSDMS states the minimum eligibility for any candidate is class 5 pass. Recognition of Prior Learning (RPL), a separate 3 to 5 day certification route for people who learned a trade informally, is the alternative to look at.
  • You are not a domicile of Jharkhand.
  • You want a college-level employability programme rather than a trade course, that is EXCEL, a different JSDMS scheme for those who have passed 10+2 or are pursuing a college degree.
  • You want to enrol in a job role not offered in or near your district. JSDMS says candidates can only choose from job roles under skills offered in their vicinity or assigned projects in their district.

What does a candidate actually get?

JSDMS lists the services owed to every enrolled candidate:

  • Counselling and guidance to choose the right course by interest area and eligibility.
  • Free training in a fully equipped training centre. The portal is explicit that training is at no cost to the candidate.
  • A government and industry recognised certificate on successful completion, issued against the relevant Sector Skill Council's Qualification Pack.
  • Placement opportunities and direct interaction with potential employers.
  • A job paying at least the state minimum wage, with the stated benchmark that at least 75% of those who successfully complete training will be placed.

The scheme's own placement objective is stated as facilitating employment for 70% of successful trainees through placement-linked and self-employment training in trades affiliated to the Sector Skill Councils.

What courses does SJKVY offer?

SJKVY carries more than 50 active job roles, each tied to a Qualification Pack code, an NSQF level and a fixed course duration in hours. A representative sample from the current list on the JSDMS portal:

Job role QP code Sector NSQF level Hours
Solar PV Installer โ€“ Electrical SGJ/Q0102 Green Jobs 4.0 390

Course durations range from 270 hours for short roles such as Digital Mitra to 930 hours for advanced healthcare roles. Check the live list on the SJKVY page before choosing, because roles are added and retired as employer demand shifts.

How to apply for Saksham Jharkhand Kaushal Vikas Yojana

  1. Open jsdm.jharkhand.gov.in, the official JSDMS portal, and go to Registration โ†’ Candidates Registration.
  2. Create your candidate profile with your name, date of birth, Aadhaar number, education, district and mobile number. Registration is free.
  3. Use Search Course on the portal to see which job roles are running in your district and at which training centres, and note the NSQF level and duration.
  4. Take counselling โ€” JSDMS commits to counselling and guidance so the candidate picks a course matching aptitude and eligibility, rather than whatever batch happens to be starting.
  5. Visit the selected training centre with your Aadhaar, domicile certificate, class 5 or higher marksheet, photographs and bank passbook, and complete enrolment in an open batch.
  6. Attend the batch and mark attendance biometrically. SJKVY records attendance through the Aadhaar Enabled Biometric Attendance System (AEBAS), so attendance cannot be marked by proxy.
  7. Appear for the assessment conducted by the Sector Skill Council's assessment agency at the end of the course.
  8. Collect your certificate and attend the placement drives the centre organises with employers.

If you cannot get through the portal, call the JSDMS toll-free number 1800-123-3444 or walk into any affiliated training centre.

How do I check my status?

  1. Log in to your candidate account on jsdm.jharkhand.gov.in to see enrolment, batch and assessment status.
  2. Ask the training centre's mobilisation officer for the batch number and the assessment date; batch-level records are maintained centre-wise on the portal.
  3. After assessment, the certified status appears against your record once the Sector Skill Council releases results.
  4. For anything the centre cannot resolve, use the toll-free helpline or write to skilljharkhand@gmail.com.

Why candidates drop out or fail to get placed

  • Wrong course choice. Enrolling in whatever batch is running rather than taking the counselling step is the most common cause of dropout.
  • Attendance shortfall. AEBAS makes attendance auditable, and a candidate who falls below the required attendance is not put up for assessment.
  • Job role not matched to local demand. Candidates who pick a role with no employer presence in the district find the placement drive thin.
  • Assessment failure, which stops certification even where training was completed.
  • Unwillingness to relocate. A large share of placements under Jharkhand skilling schemes are with employers outside the district or the state.
  • Paying money to a middleman. Training is free; any demand for money is itself a reason to complain rather than a cost of entry.

Where to get help

  • JSDMS toll-free helpline: 1800-123-3444
  • Email: skilljharkhand@gmail.com
  • Jharkhand Skill Development Mission Society, 2nd Floor, Labour Department Hygiene Building, Behind Shram Bhawan, Doranda, Ranchi โ€“ 834002
  • Department of Labour, Employment, Training and Skill Development, phone 0651-2490514
  • Related JSDMS portals: Shramadhan (shramadhan.jharkhand.gov.in) for labour services and Jharniyojan (jharniyojan.jharkhand.gov.in) for local employment.

SJKVY training is free. No training partner, mobiliser or agent is authorised to charge a candidate for registration, enrolment, assessment or a certificate, and any such demand should be reported to JSDMS on the toll-free number.

Common reasons for rejection

SJKVY has no merit list or interview, so most candidates who are turned away are stopped at registration or enrolment, not after applying for a seat. These are the specific points where a registration gets rejected or an enrolment is refused, and what fixes each one.

  • Age outside the 18 to 35 band. JSDMS applies this age window to every candidate, with no exception for older applicants who still want a trade course. There is no waiver route; a candidate outside the band should look at a different central or state scheme rather than reapply under SJKVY.
  • No proof of class 5 pass. The published minimum qualification is class 5, and a training centre will not enrol a candidate who cannot produce a marksheet or school-leaving certificate showing at least that level. A candidate who genuinely learned a trade without formal schooling should ask the centre about Recognition of Prior Learning (RPL) instead of trying to register for the standard course, since RPL does not require the same marksheet.
  • Domicile not established. JSDMS restricts its schemes to Jharkhand domiciles. A candidate who cannot produce a domicile certificate, or whose residence proof does not match the domicile requirement, will be refused enrolment at the centre even after online registration goes through. Apply for the domicile certificate through the district administration before visiting the training centre, not after.
  • Aadhaar number missing or not matching other documents. Registration on jsdm.jharkhand.gov.in asks for an Aadhaar number, and attendance later runs on the Aadhaar Enabled Biometric Attendance System (AEBAS). A mismatch between the Aadhaar name or date of birth and the marksheet or domicile certificate is a common reason enrolment gets held up; get the Aadhaar record corrected before registering rather than after a centre flags it.
  • Chosen job role not running in the candidate's district. JSDMS is explicit that candidates can only pick from job roles actually offered in their vicinity or district. Registering for a role with no batch nearby results in the registration sitting unassigned; use Search Course on the portal first to confirm a live batch exists before registering for that specific role.
  • Incomplete or mismatched mobile number and contact details. Batch allocation and counselling calls go to the mobile number given at registration; a wrong or unreachable number means a candidate never gets called for the next step and the registration effectively lapses without a formal rejection notice.
  • Wanting a role that needs a higher qualification than class 5. Some job roles at NSQF level 5 and above expect more schooling than the bare minimum to realistically complete the coursework and assessment; a training centre may decline to enrol a candidate whose educational background is far below what the specific role needs, and steer them to a lower-NSQF-level role in the same sector instead.

None of these are appealable in the sense of a grievance filed against a decision; each is a document or eligibility gap that the candidate fixes and then re-registers or re-approaches the centre. For any registration that seems stuck for reasons a training centre cannot explain, the JSDMS toll-free number 1800-123-3444 or skilljharkhand@gmail.com is the route to escalate.

Any person with a Jharkhand domicile, aged 18 to 35 years, who has passed at least class 5 is eligible for SJKVY. JSDMS publishes the same age band of 18 to 35 for all its schemes and lists class 5 pass as the minimum educational qualification for SJKVY.

Does SJKVY training cost anything?

No. JSDMS states that a candidate can undergo skill training at any of its affiliated training centres free of cost, leading to certification and employment opportunities. No training centre may collect a fee, deposit or "registration money" from a candidate.

How many people have been trained under SJKVY?

SJKVY figures published on the JSDMS portal show 2,50,628 candidates enrolled, 2,44,381 trained, 1,90,274 assessed, 1,80,739 certified and 1,13,499 offered jobs. Across all JSDMS schemes together the portal reports 10,27,506 registered and 7,20,235 trained.

What courses are offered under SJKVY?

SJKVY runs more than 50 active NSQF-aligned job roles spanning apparel, electronics, healthcare, retail, IT-ITES, tourism and hospitality, green jobs, automotive, construction, food processing, telecom and media. Examples include Solar PV Installer, Drone Service Technician, Sewing Machine Operator, General Duty Assistant, Retail Sales Executive and Digital Marketing Manager.

Is a job guaranteed after SJKVY training?

No, a job is not guaranteed, but placement is a stated target. JSDMS says SJKVY aims to facilitate employment for 70% of successful trainees through placement-linked and self-employment training, and that at least 75% of those who successfully complete training are to be placed in a job paying at least the state minimum wage.

Is SJKVY the same as PM Kaushal Vikas Yojana?

No. SJKVY is a state scheme of the Jharkhand Skill Development Mission Society run as a sub-scheme under Mukhyamantri Sarthi Yojna, while PMKVY is the central scheme. JSDMS manages the Centre Sponsored State Managed (CSSM) component of PMKVY separately, alongside SJKVY, DDUKK, EXCEL, BIRSA and RPL.

I have not passed class 5. Can I still join?

No. JSDMS states plainly that the minimum eligibility for any candidate is class 5 pass. Someone below that level should look at Recognition of Prior Learning (RPL), a 3 to 5 day certification route JSDMS runs for people who picked up a skill informally.

How do I register for SJKVY?

Register free on jsdm.jharkhand.gov.in through the Candidates Registration link, then choose a job role and a training centre in your district. You can also walk into an affiliated training centre with your documents, or call the JSDMS toll-free number 1800-123-3444 for guidance.
