Salt Distribution Scheme (Jharkhand)
Jharkhand state government scheme
Salt Distribution Scheme gives every eligible ration card household in Jharkhand 1 kg of iodised salt per card per month through the fair price shop, alongside the monthly grain entitlement. It covers AAY, PHH and Green ration card holders, needs no separate application, and is tracked month by month on aahar.jharkhand.gov.in.
What is the Salt Distribution Scheme in Jharkhand?
Salt Distribution Scheme is the part of Jharkhand's public distribution system that puts 1 kg of iodised salt into every eligible ration card household each month, handed over at the fair price shop together with the monthly grain. It is run by the Department of Food, Public Distribution and Consumer Affairs, Government of Jharkhand, from Project Bhawan, Dhurwa, Ranchi, and it is tracked as its own commodity stream; "SALT": on the department's Aahar portal, with monthly allocation, distribution and closing dates of its own.
Salt is easy to dismiss as a small entitlement. It is not. Iodised salt is the cheapest and most reliable way to prevent iodine deficiency disorders, and in households at the bottom of the income distribution it is one of the first things cut when money runs short. Putting a fixed kilogram into every card each month removes that decision from the household budget entirely. The scheme is commonly called namak vitaran yojana in Hindi.
Main features
- 1 kg of iodised salt per ration card per month, uniform across card types.
- Covers AAY and PHH cards under the National Food Security Act, 2013, and Green cards under the Jharkhand State Food Security Scheme (JSFSS).
- No separate application, the entitlement rides on the ration card.
- Distributed through the fair price shop with e-POS authentication.
- Monthly closing dates for salt distribution are published on aahar.jharkhand.gov.in.
- PVTG households get 1 kg of packed salt delivered at home under the Dakiya Yojana instead of collecting it from a shop.
Who is eligible for the salt entitlement?
Your household gets the monthly salt if you hold:
- An AAY (Antyodaya Anna Yojana) card. According to the Aahar portal's official FAQ, an AAY card draws 28 kg of fortified rice, 7 kg of wheat, 1 kg of chana dal, 1 kg of salt and 1 kg of sugar at a subsidised rate every month, plus clothing twice a year.
- A PHH (Priority Household) card under NFSA. A PHH card draws 4 kg of fortified rice and 1 kg of wheat per member per month, plus 1 kg of chana dal and 1 kg of salt per card.
- A Green card under the Jharkhand State Food Security Scheme. A Green card draws 5 kg of rice per member per month, plus 1 kg of chana dal and 1 kg of salt per card.
- PVTG household status under the Dakiya Yojana, where a Block Supply Officer or Marketing Officer delivers 35 kg of packed rice, 1 kg of packed chana dal and 1 kg of packed salt to the home each month, free of cost.
Note carefully that salt is per card, not per member. A ten-member PHH household and a two-member PHH household both receive 1 kg. Only the grain scales with family size.
Your household is not eligible if:
- You hold no ration card, or hold only a White (APL) card, which is a general-category card outside the subsidised commodity streams.
- Your household falls under the Food Department's published exclusion criteria for a ration card, a government employee or pensioner in the family, an income-tax payer, more than 5 acres of agricultural land, ownership of a four-wheeler, or a pucca house of more than three rooms.
- Your card's e-KYC has not been completed, since the department requires e-KYC against the card before entitlements are released.
- The member collecting cannot authenticate on the dealer's e-POS machine.
What you need to collect your salt
| Item | Mandatory | Notes |
|---|---|---|
| Ration card (AAY, PHH or Green) | Yes | The salt entitlement attaches to the card |
| Aadhaar of the collecting member | Yes | For biometric or OTP authentication on the e-POS machine |
| Completed e-KYC | Yes | Done at the dealer's e-POS machine or a Pragya Kendra |
| Registered mobile number | No | Helpful for OTP and alerts |
How to get your monthly salt in Jharkhand
- Check on aahar.jharkhand.gov.in that your card is active and that e-KYC is complete. The "लाभुक के कार्ड की जानकारी" option shows your card type and status when you enter the ration card number.
- If e-KYC is pending, go to your ration dealer with your Aadhaar and complete e-KYC on the e-POS machine. The Food Department has enabled e-KYC directly on the e-POS machine, and pending new-card and add-member applications are only approved after e-KYC is done.
- Look up the Distribution Open Months table on the Aahar homepage to see the current SALT distribution month and its closing date.
- Visit your fair price shop between 8 AM and 2 PM on any day except Sunday and government holidays.
- Authenticate on the e-POS machine with a fingerprint or OTP against your ration card number.
- Collect 1 kg of iodised salt with your grain entitlement and take the printed e-POS receipt. The receipt is your proof of what was issued.
How to apply for the ration card that carries this entitlement
Because there is no separate salt application, the real step for a household without a card is to obtain one:
- Go to jsfss.jharkhand.gov.in and click Register to start a new ration card application. Only Green cards and White cards can currently be made online: NFSA PHH and AAY cards have no vacancy at present.
- Enter details of every family member and upload the required documents.
- Alternatively, submit the filled form with documents at your Block Supply Officer (BSO) office and take the receipt.
- Complete e-KYC at the dealer's e-POS machine against your acknowledgement number, the application is approved only after this.
- Track the file with Check Application Status on the portal.
A Green card can later be converted to an NFSA card on the basis of eligibility when a vacancy opens. A newly added member starts drawing ration two months after being added — a member added in April begins receiving from June, according to the department's official FAQ.
When is the salt distributed?
Salt runs on its own monthly distribution calendar on the Aahar portal, separate from rice and wheat. The homepage carries a Distribution Open Months table listing, for each commodity, the distribution month and its closing date. Salt distribution windows have run in parallel with the NFSA rice and wheat windows, with closing dates typically falling at the end of the calendar month or in the first ten days of the following one.
The practical consequence is simple: do not leave the month's collection to the last day. Once a distribution window closes on the portal, the dealer's e-POS machine will not issue that month's commodity, and the entitlement lapses.
How to check what you are entitled to
- Open aahar.jharkhand.gov.in.
- Use लाभुक के कार्ड की जानकारी ("beneficiary card information") and enter your ration card number to see your card type and member list.
- Use पात्रता सूचि (मासिक), the monthly entitlement list: to see the exact quantity due against your card this month.
- Use मासिक वितरण (SALT), the monthly SALT distribution report, to check whether a salt transaction has already been recorded against your card.
If the SALT report shows a transaction you never received, that is a dealer-side diversion and it should be reported immediately using the grievance channels below, quoting the date shown in the report.
Where to complain if you do not get your salt
- Aahar helpline: 1800-345-6598.
- PDS grievance: call 1967 or 1800-212-5512, email pgms@dfcajharkhand.in, or file online at pgms.dfcajharkhand.in, the Public Grievance Management System of the Food Department.
- Anna Sahayata (AGRS): AAY and PHH cardholders can send "Hi" on WhatsApp to 9868200445 or call the IVRS line 14457, choose a language and record a ration-related complaint.
- District Supply Officer (DSO) or Supply Officer, Range (SOR) in your district, for written complaints against a dealer or transporter, and for changing your PDS dealer.
- Department of Food, Public Distribution and Consumer Affairs, Project Bhawan, Dhurwa, Ranchi 834004.
Common problems and how to fix them
- Dealer says salt has not arrived. Check the SALT allocation and stock balance reports on the Aahar portal for your dealer before accepting this.
- Dealer demands money for salt. The Aahar FAQ lists salt among the free monthly commodities for NFSA cardholders; ask for the rate board and complain on 1967 if a charge is pressed.
- e-POS authentication fails. Complete or refresh e-KYC through the dealer or a Pragya Kendra. Aadhaar-based e-KYC can be done from a CSC in any state, using OTP or facial verification.
- A deceased member is still on the card. Remove the member online through the JSFSS or Aahar portal with the death certificate, or submit Form 10F with the death certificate at the DSO office.
- Card shows the wrong type. Check it on the Aahar portal first, then apply for conversion online with the supporting documents.
Salt Distribution Scheme costs the household nothing to join, because it is not a separate scheme you join at all. It is an entitlement your ration card already carries. No agent can add salt to a card for a fee, and no dealer may refuse the monthly kilogram to a valid, e-KYC-complete card during an open distribution window.
Common reasons for rejection
The salt entitlement itself is never "applied for" and so is never rejected on its own terms, it simply rides on whichever ration card a household already holds. Where an application genuinely gets rejected is one step earlier, at the JSFSS ration card stage described above. These are the real reasons that stage fails, and the fix for each.
Household falls under an exclusion criterion. The Food Department's published exclusion list rules a family out of a subsidised card altogether if it has a government employee or pensioner, an income-tax payer, more than 5 acres of agricultural land, a four-wheeler, or a pucca house of more than three rooms. An application from such a household is rejected at verification, not for a paperwork fault. The only fix is that the household genuinely does not meet the exclusion test; there is no appeal against an accurate finding here.
No vacancy in the card category applied for. At present only Green and White cards can be created online through jsfss.jharkhand.gov.in; NFSA PHH and AAY cards have no vacancy, so an application effectively sits unprocessed rather than being formally approved. A household that genuinely qualifies for PHH or AAY should still take a Green card first and apply for conversion once a vacancy opens, rather than leaving the file pending indefinitely.
e-KYC not completed against the acknowledgement number. The department has stated plainly that pending new-card and add-member applications are approved only after e-KYC is done at the dealer's e-POS machine. An application with complete paperwork but no e-KYC simply stalls; the fix is to visit the ration dealer or a Pragya Kendra with Aadhaar and complete e-KYC against the acknowledgement number already issued.
Aadhaar or member details do not match across the family. A mismatch between a member's name, date of birth, or Aadhaar number as entered in the application and as recorded in Aadhaar's own database is a common reason an individual member's entry gets flagged or held back even when the rest of the household's application proceeds. Correcting the Aadhaar record first, then reapplying with the matching details, resolves this.
Household already holds a ration card elsewhere. Since a family can hold only one ration card, an application is rejected if verification turns up an existing active card for the same household, whether in Jharkhand or another state. The existing card must be surrendered or deleted through that issuing authority before a fresh application can go through.
Incomplete or unreadable supporting documents. Address proof, family composition documents, or identity documents that are missing, expired, or illegible at the Block Supply Officer counter or in the online upload are sent back for resubmission rather than outright rejected, but the practical effect is the same delay. Resubmitting complete, legible copies at the BSO office is the only fix.
None of these rejection paths apply to salt directly. Once a household's ration card is approved and e-KYC complete, the monthly kilogram of iodised salt follows automatically with no separate eligibility check of its own.

Frequently asked questions
How much salt does a ration card get each month in Jharkhand?
Every eligible household gets 1 kg of iodised salt per ration card per month. According to the Aahar portal's official FAQ, the same 1 kg per card applies to AAY, PHH and Green card holders alike.
Do I have to pay for the salt?
The Aahar portal's FAQ lists salt among the commodities given free each month to NFSA cardholders, alongside fortified rice, wheat and chana dal; only sugar for AAY cardholders is described as being at a subsidised rate. Ask your dealer to show the rate board if any charge is demanded.
Who is eligible for the salt distribution in Jharkhand?
Households holding an AAY or PHH card under the National Food Security Act, or a Green card under the Jharkhand State Food Security Scheme, are eligible. PVTG households additionally receive 1 kg of packed salt at home under the Dakiya Yojana.
Do I need to apply separately for the salt scheme?
No separate application exists. Salt is a standard monthly entitlement attached to an eligible ration card, so the only thing you apply for is the ration card itself, at jsfss.jharkhand.gov.in.
What happens if I do not collect my salt in a month?
Each month's distribution has a closing date published on aahar.jharkhand.gov.in, and an entitlement not lifted before that date normally lapses for the month. Check the Distribution Open Months table before the month ends.
What are the fair price shop timings in Jharkhand?
Fair price shops operate from 8 AM to 2 PM, excluding Sundays and government holidays, according to the Food Department's official FAQ on the Aahar portal.
Where do I complain if the dealer refuses to give salt?
Call 1967 or 1800-212-5512, or file a complaint on pgms.dfcajharkhand.in, the Public Grievance Management System of the Jharkhand Food Department. AAY and PHH cardholders can also send "Hi" to the Anna Sahayata WhatsApp number 9868200445 or call 14457.
Can I collect my salt from a different dealer?
NFSA cardholders whose card is linked to Aadhaar can lift their ration anywhere under One Nation One Ration Card. Green card holders are tied to their own dealer, since the Green card is a state scheme outside the ONORC framework.
