What is a ration card in Jharkhand and who issues it?

A ration card in Jharkhand is issued by the Department of Food, Public Distribution and Consumer Affairs, Government of Jharkhand, based at Project Bhawan, Dhurwa, Ranchi. The department states its mission as food security for the state through timely and efficient procurement and distribution of foodgrains, and it runs several distinct digital platforms:

Portal What it does
aahar.jharkhand.gov.in The PDS system; ration card application, cardholder login, application status, eligibility lists, distribution reports
jsfss.jharkhand.gov.in Jharkhand State Food Security Scheme, including the Green Card and the e-RCMS NFSA cardholder search
pds.jharkhand.gov.in Public distribution system operations
jharsewa.jharkhand.gov.in The e-District platform, which lists ration card related services

AAHAR is the portal a citizen actually uses. Its ration card menu carries "Register to apply for Rationcard", "Already Registered", "Cardholder Login" and "Check Application Status", and a separate Green Card menu with an online application and a step-by-step guide to filling the form. The department reports 58.86 lakh NFSA families and 2.57 crore NFSA members on the portal dashboard, served through roughly 24,992 dealers and 239 depots.

What are the card types in Jharkhand?

Jharkhand runs two parallel tracks, and choosing the wrong one is the commonest wasted application:

  1. NFSA ration cards; Antyodaya Anna Yojana and priority household cards issued under the National Food Security Act, 2013. These carry the central entitlement and appear in AAHAR's monthly NFSA distribution reports.
  2. Green Cards, issued under the Jharkhand State Food Security Scheme for needy families who could not be accommodated within the state's NFSA coverage ceiling. AAHAR publishes separate monthly green distribution reports and district-wise green card transaction reports, and JSFSS has its own sign-in on the portal.

BPL is not a separate certificate in Jharkhand. The category, Antyodaya, priority household or green: is recorded against the card in the department's e-RCMS and published in the portal's "पात्रता" (eligibility) and "पात्रता सूचि (मासिक)" reports. A family proves the status with the card, not with a standalone BPL document.

Who is eligible for a ration card in Jharkhand?

A family can apply if:

  • It is resident in Jharkhand in the district selected during registration.
  • Every member has an Aadhaar card, which the AAHAR process document lists as the first mandatory requirement.
  • The head of the household has a working mobile number, since the UID-based e-RCMS uses OTP confirmation for citizen self-service.
  • No member already holds a ration card elsewhere, Aadhaar-based de-duplication across the e-RCMS is what enforces this.

Priority claims need documentary support, and the categories the AAHAR process document names by the certificate they demand are:

  • Scheduled Tribe, Scheduled Caste and Particularly Vulnerable Tribal Group (PVTG) families, evidenced by a caste certificate. The department maintains separate PTG dealer reports, reflecting how it prioritises PVTG households.
  • Widows and widowers, evidenced by the death certificate of the husband or wife.
  • Persons with disability, evidenced by a disability certificate.
  • Families affected by cancer, AIDS, leprosy or incurable disease, evidenced by a medical certificate.

Who cannot get a card:

  • A family already on a ration card anywhere, since Aadhaar de-duplication will catch the second application.
  • An applicant whose members lack Aadhaar, there is no way to add a member to the e-RCMS without a verified Aadhaar number.
  • An applicant who does not complete e-KYC at a dealer's e-POS machine against the acknowledgement number; the department states the application will not be approved until e-KYC is complete.
  • An applicant whose claimed priority category has no certificate attached in the prescribed format and size.

What documents are required in Jharkhand?

Document Mandatory Notes
Aadhaar of all family members Yes First item on the department's list
Caste certificate Only for ST / SC / PVTG claims Uploaded as jpg or png
Death certificate of spouse Only for widow / widower claims Uploaded as jpg or png
Disability certificate Only for disability claims Uploaded as jpg or png
Medical certificate Only for cancer, AIDS, leprosy, incurable disease Uploaded as jpg or png

Two format rules from the department's own process document decide whether your upload is accepted: every certificate must be a jpg or png file, and each file must be at most 500 KB. Scan at a moderate resolution and compress before you begin, because the form does not let you swap a rejected file in casually once the flow has moved on.

How to apply for a ration card in Jharkhand

  1. Gather and scan the documents first — Aadhaar of every member, and the caste, death, disability or medical certificate for the category you claim, as jpg or png files of 500 KB or less.
  2. Open aahar.jharkhand.gov.in and, under the ration card menu, click "Register to apply for Rationcard", then the Register button.
  3. Enter the 12-digit Aadhaar number of the head of the household, type the name exactly as it appears on Aadhaar, tick the verification checkbox confirming the Aadhaar belongs to the applicant, re-enter the Aadhaar number to verify, and click NEXT.
  4. Enter the head of household's details first, in both English and Hindi, as the process document requires when a form is being filled for the first time.
  5. Add every family member with their Aadhaar details, then upload the scanned certificates.
  6. Submit the form and note the acknowledgement number shown on submission. The department stresses that the application is forwarded to it only after the complete form is filled.
  7. Log back in as a "Registered User" using the acknowledgement number in place of a user ID and the last eight digits of the head of household's Aadhaar number in place of a password.
  8. Complete e-KYC at your ration dealer. Take the acknowledgement number to the nearest ration dealer and complete e-KYC on the e-POS machine against that number. The department's notice states plainly that the application will be approved only after e-KYC is complete.
  9. Track the case through "Check Application Status" on the same portal.

How to apply offline in Jharkhand

  1. Visit a Pragya Kendra, Jharkhand's Common Service Centre, and ask the operator to file the AAHAR ration card application on your behalf. Carry the original Aadhaar cards and certificates.
  2. Or use JharSewa, the state e-District portal at jharsewa.jharkhand.gov.in, which lists ration card related services, address change, addition and deletion of members and duplicate applications; among its core service categories, and which allows applying online, through a Pragya Kendra, or in person at the government office.
  3. Or apply at the block or urban body office, and take a dated acknowledgement.

Whichever route you use, you still have to go to the dealer for e-KYC. That step cannot be done for you at a kiosk.

What does a ration card cost in Jharkhand?

The Department of Food, Public Distribution and Consumer Affairs publishes no fee for a ration card application on AAHAR, and the portal's registration and application flow contains no payment step. Applying yourself at aahar.jharkhand.gov.in therefore costs nothing. A Pragya Kendra operator may charge only its own notified service charge for typing, scanning and uploading; ask to see the rate, and take a receipt. e-KYC at the dealer's e-POS machine is free, and a dealer who asks for money to run your e-KYC, or to "approve" your application, is committing an offence you should report on the department's helpline. No agent can place a family in the Antyodaya category or on the Green Card list for a fee.

How do I check status and view my card?

  • "Check Application Status" on aahar.jharkhand.gov.in, using the acknowledgement number.
  • "Cardholder Login" and the लाभुक के कार्ड की जानकारी (beneficiary card information) pages, which show ration card details, eligibility and the monthly eligibility list.
  • jsfss.jharkhand.gov.in e-RCMS search, linked from AAHAR, for NFSA cardholder lookup.
  • UID-based e-RCMS self-service, which the portal describes as letting a beneficiary view their own ration card and make corrections confirmed by OTP.
  • "Locate your dealer" and the district-wise e-KYC reports, to confirm your card and dealer mapping are live.

Why Jharkhand applications get rejected or stall

  • e-KYC not completed at the dealer against the acknowledgement number. The single most common reason a Jharkhand application sits pending today.
  • Aadhaar name mismatch with what is typed into the form.
  • A member already on another card, caught by Aadhaar de-duplication.
  • Certificate file too large or in the wrong format; anything over 500 KB or outside jpg and png.
  • Form abandoned midway, since the application reaches the department only when the complete form is filled.
  • Caste certificate missing for an ST, SC or PVTG claim, or the death, disability or medical certificate missing for those categories.

Where to complain in Jharkhand

  • AAHAR's online complaint facility, the portal's ऑनलाइन सेवा menu carries "शिकायत दर्ज करें" (register a complaint) alongside ration card standards and an FAQ section.
  • Block Supply Officer and the District Supply Officer of your district.
  • Department of Food, Public Distribution and Consumer Affairs, Project Bhawan, Dhurwa, Ranchi 834004, phone 2400960.
  • Toll-free 1800-345-6598, the helpline printed in the AAHAR portal footer.
  • JAP-IT e-District support on 0651-2401581 or 0651-2401040 for JharSewa technical problems.
  • 14445, the One Nation One Ration Card line, for portability problems when drawing ration outside your mapped shop.

Frequently asked questions

Which portal is used to apply for a ration card in Jharkhand?

AAHAR, at aahar.jharkhand.gov.in, run by the Department of Food, Public Distribution and Consumer Affairs. The portal's ration card menu carries "Register to apply for Rationcard", "Already Registered", "Cardholder Login" and "Check Application Status", plus a separate Green Card section with online application and a form-filling guide.

What documents do I need for a Jharkhand ration card?

Aadhaar cards of all family members are mandatory, plus a caste certificate for ST, SC or PVTG claims, the death certificate of a spouse for a widow or widower, a disability certificate where disability is claimed, and a medical certificate for cancer, AIDS, leprosy or incurable disease. Every certificate must be uploaded as a jpg or png file of at most 500 KB.

Is e-KYC needed for a pending Jharkhand ration card application?

Yes. The department's current notice on aahar.jharkhand.gov.in states that applicants whose new ration card or new member addition application is pending must go to their nearest ration dealer and complete e-KYC on the e-POS machine against their registration or acknowledgement number, and that the application will be approved only after e-KYC is complete.

How do I log in again after starting a Jharkhand application?

With your acknowledgement number and the last eight digits of the head of the household's Aadhaar number. The AAHAR process document explains that on returning through "Registered User", the portal asks for the acknowledgement number in place of a user ID and the last eight digits of the head's Aadhaar in place of a password.

What is a Green Card in Jharkhand?

The Green Card is the ration card of the Jharkhand State Food Security Scheme, run for families that are eligible on need but left out of the central NFSA coverage. AAHAR carries a dedicated Green Card menu with an online application and a guide to filling the form, and the department publishes separate monthly distribution and district-wise transaction reports for green cards.

Is BPL a separate certificate in Jharkhand?

No. Jharkhand issues NFSA ration cards in the Antyodaya and priority household categories and, for families outside NFSA, the state Green Card. The entitlement category is recorded against the card in the department's e-RCMS and shown in the "पात्रता" (eligibility) reports on AAHAR, rather than being issued as a separate BPL certificate.

Can I correct my own Jharkhand ration card?

Yes, within limits. AAHAR states that the UID-based e-RCMS gives the beneficiary features to view their own ration card and make corrections, confirming the change through an OTP. Larger changes, such as adding a member, still go through an application that requires e-KYC at the dealer's e-POS machine.

What if I do not have internet access in Jharkhand?

Apply through a Pragya Kendra, Jharkhand's name for a Common Service Centre. JharSewa, the state e-District portal, lists ration card related services among its core categories and offers three routes — online registration, a Pragya Kendra, or applying in person at the government office.
