Jharkhand Paddy Procurement Scheme (Dhan Adhiprapti Yojana)
Jharkhand state government scheme
Jharkhand Paddy Procurement Scheme buys paddy from registered farmers at the Minimum Support Price of Rs 2,369 a quintal for common paddy and Rs 2,389 for Grade-A, up to 16 quintals per acre and a maximum of 200 quintals per farmer, through about 850 MSP centres. Farmers register free on uparjan.jharkhand.gov.in and are paid within 48 hours to 7 days.
What is the Jharkhand Paddy Procurement Scheme?
Jharkhand Paddy Procurement Scheme, run as धान अधिप्राप्ति योजना by the Department of Food, Public Distribution and Consumer Affairs, Government of Jharkhand, is the state's guaranteed-purchase programme for paddy. Instead of leaving a farmer to accept whatever a village trader offers after harvest, the state buys paddy directly at the Minimum Support Price announced by the Government of India for the Kharif Marketing Season.
According to the e-Uparjan portal maintained by the department, the MSP for Kharif Marketing Season 2025-26 is Rs 2,369 per quintal for common paddy and Rs 2,389 per quintal for Grade-A paddy. Purchase happens through cooperative procurement centres; PACS, LAMPS and Farmer Producer Organisations, and the whole chain from farmer registration to miller tagging is tracked on the e-Uparjan system built by NIC Jharkhand.
The scale is visible on the portal's own dashboard for 2025-26: about 2.93 lakh registered farmers, 852 planned MSP centres, 86 millers and 109 godowns, against an expected procurement of 60 lakh quintals. As recorded on that dashboard, 49.25 lakh quintals of paddy had been received, 78,058 farmers had been paid, first-instalment payments had crossed Rs 1,166 crore and incentive payments Rs 39.89 crore, taking total disbursement past Rs 1,206 crore.
Two features distinguish Jharkhand's version of the scheme. Payment is made in instalments, with a first instalment against the MSP and a separate incentive amount (protsahan rashi) released by the state. And the sale limit is land-linked rather than flat, at 16 quintals per acre.
Who is eligible to sell paddy under this scheme?
A farmer can sell if:
- The farmer grows paddy in Jharkhand and is registered on the e-Uparjan portal or through a Pragya Kendra.
- The farmer's land has been verified using the land verification link on the e-Uparjan portal. Registration alone is not enough; unverified land blocks the sale.
- The farmer has an Aadhaar number, an active bank account and a working mobile number, since registration, slot booking and payment all run on these.
- The paddy offered meets FCI and Government of India fair average quality norms on moisture, foreign matter, damaged grains and immature grains.
A farmer is not eligible and cannot sell under the scheme if:
- The farmer is not registered on e-Uparjan. Walk-in sales by unregistered farmers are not accepted at MSP centres.
- Land could not be verified, or the land record does not match the registration details.
- The quantity offered exceeds 16 quintals per acre of verified land, or the overall ceiling of 200 quintals per farmer.
- The paddy fails the quality check, for example moisture above the permitted 17 per cent, in which case the e-Uparjan FAQ states plainly that the paddy will be rejected.
- The bank account is inactive, closed or not in the farmer's name, so the direct transfer cannot land.
Registration is district-wise and all 24 districts of Jharkhand appear on the registration form, from Bokaro and Chatra through to West Singhbhum.
What documents are required for paddy procurement registration?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Registration and biometric authentication at the centre |
| Bank account passbook | Yes | MSP is paid by direct transfer |
| Mobile number | Yes | OTP, slot booking and SMS alerts |
| Land document or self-declaration | Yes | Followed by land verification on the portal |
| Photograph | Yes | Part of the farmer registration record |
The e-Uparjan FAQ lists exactly these five items. A farmer without formal land papers can register on a self-declaration, but the land verification step still has to clear before a sale is allowed.
How to register and sell paddy under the scheme
- Open uparjan.jharkhand.gov.in and choose किसान पंजीकरण / Farmer Registration, or download the Uparjan mobile app from the portal.
- Select your district, optionally pick an MSP centre, and enter your name, mobile number and Aadhaar number, then set a password and give Aadhaar consent.
- Complete land verification using the land verification link on the portal home page. This is the step most first-time registrants skip, and it is the step that decides whether you can sell.
- Book a slot for delivery through the Uparjan mobile app. A token is not compulsory; if the booked date does not suit you, change it in the app.
- Take your paddy to the PACS, LAMPS or FPO procurement centre between 10 AM and 4 PM on the booked date, with your Aadhaar.
- Allow the centre to run the quality check on moisture, foreign matter, damaged and immature grains, and the weighment on a calibrated machine.
- Complete biometric authentication so the centre can record the verified quantity online, and collect the receipt slip showing quantity and value.
- Receive MSP payment in your bank account within 48 hours to 7 days, with the state incentive amount released separately.
How to register offline through a Pragya Kendra
- Visit the nearest Pragya Kendra (Common Service Centre) with your Aadhaar card, bank passbook, mobile phone, land document or self-declaration and a photograph.
- Ask the operator to complete farmer registration on the e-Uparjan portal in your name.
- Alternatively, download the farmer registration application form from the portal, fill it and submit it at your PACS or LAMPS, or at the District Supply Officer's office, which the portal names as the point of contact for queries.
- Keep the registration number and the registered mobile number safe; both are needed for slot booking and payment tracking.
How much is paid and when?
The scheme pays the Minimum Support Price, Rs 2,369 a quintal for common paddy and Rs 2,389 for Grade-A in KMS 2025-26 — for the verified quantity, up to 16 quintals per acre and 200 quintals per farmer. According to the e-Uparjan FAQ, MSP payment is made within 48 hours to 7 days of the sale.
Jharkhand also pays an incentive amount (protsahan rashi) over and above the MSP, released as a separate credit. The e-Uparjan dashboard reports this separately from first- and second-instalment MSP payments; the per-quintal incentive rate for the current season is notified by the department each year, so confirm the figure in force with your PACS or LAMPS rather than assuming last season's rate.
At 200 quintals and the Grade-A rate of Rs 2,389, the MSP component alone comes to about Rs 4.78 lakh for a farmer selling the maximum quantity.
How to check payment status
- Open uparjan.jharkhand.gov.in and use the भुगतान देखें / View Payment option under Online Services.
- Search using your registration details, or use किसान खोजें / Search Farmer to locate your record.
- Check the district and season filters, since the portal holds data for seasons from 2021-22 onwards.
- If your mobile number has changed, use मोबाइल संख्या बदलें / Change Mobile Number on the portal so SMS alerts reach you.
Why paddy sales get rejected or payments get delayed
- Land not verified on the portal, which is the most frequent block on an otherwise complete registration.
- Moisture above 17 per cent. Paddy delivered straight from a damp threshing floor commonly fails here; drying before delivery is the fix.
- Foreign matter, damaged grains or immature grains beyond FCI fair average quality limits.
- Quantity above the 16 quintals per acre or 200 quintal ceiling, so the excess is refused at the centre.
- Bank account mismatch or dormant account, causing the direct transfer to fail after the sale is recorded.
- Delivery without a booked slot at a centre that is already at capacity for the day.
Quality testing at the centre is carried out by trained PACS or LAMPS representatives together with the government officer deputed to the centre, and the daily procurement data is approved first by the PACS manager and then by the deputed officer, using an e-POS machine.
Key dates and how the season runs
Procurement follows the Kharif Marketing Season, which in Jharkhand normally opens after the paddy harvest around November and continues into the following spring. The e-Uparjan portal lets a user select the season to 2025-26, 2024-25, 2023-24, 2022-23 and 2021-22 are all listed, and publishes daily submitted-paddy charts and a calendar view for the running season. Registration for a season opens ahead of purchase, and farmers who register early get earlier slot dates.
Centre timings are fixed at 10 AM to 4 PM. At district level, a monitoring committee chaired by the Deputy Commissioner supervises procurement, and the District Supply Officer monitors miller registration, credentials and tagging.
Help and grievance redressal
- PGMS food grievance helpline: 1967 or 1800-212-5512.
- Your PACS or LAMPS, which is the first point of contact for a delayed payment or a disputed weighment.
- Grievance option on uparjan.jharkhand.gov.in.
- District Supply Officer (DSO) of your district, named on the portal as the contact for registration queries.
- Department of Food, Public Distribution and Consumer Affairs, Government of Jharkhand, whose portal is jharkhand.gov.in/food.
Registration and sale under the scheme are free. Farmers are entitled to a slip recording the quantity and value of paddy sold, and should not leave the centre without it.

Frequently asked questions
What is the MSP for paddy in Jharkhand for 2025-26?
Rs 2,369 per quintal for common paddy and Rs 2,389 per quintal for Grade-A paddy. The e-Uparjan portal of the Department of Food, Public Distribution and Consumer Affairs states these rates for Kharif Marketing Season 2025-26.
How much paddy can one farmer sell?
Up to 16 quintals per acre, subject to an overall maximum of 200 quintals per farmer. The limit is enforced against the land area verified on the e-Uparjan portal, so a farmer with unverified land cannot sell at the centre.
When is the payment made after selling paddy?
Payment of the Minimum Support Price is made within 48 hours to 7 days, according to the e-Uparjan FAQ. Payment reaches the farmer's bank account by direct transfer; the state also releases a separate incentive amount.
Where can a farmer sell paddy under this scheme?
At the nearest paddy procurement centre run by a PACS, LAMPS or FPO. Jharkhand planned about 852 MSP centres for the 2025-26 season, and purchase timings at the centres are 10 AM to 4 PM.
Who cannot sell paddy under the Jharkhand procurement scheme?
Farmers who have not registered on the e-Uparjan portal are not eligible, and neither is anyone whose land could not be verified. Paddy that fails the quality check is rejected outright, including any consignment with moisture above 17 per cent.
What is the permitted moisture level for paddy?
A maximum of 17 per cent. Quality is checked against FCI and Government of India fair average quality norms covering moisture, foreign matter, damaged grains and immature grains, and paddy that fails is rejected.
Do I need a token to bring paddy to the centre?
No token is strictly needed, because farmers can book a slot through the Uparjan mobile app. If you cannot come on the booked date, the app lets you change the date to one that suits you.
What do I do if my payment is delayed?
Contact your PACS or LAMPS first, then use the PGMS helpline on 1967 or 1800-212-5512. Grievances can also be filed on the e-Uparjan portal, and at district level a monitoring committee chaired by the Deputy Commissioner oversees procurement.
