What is Nishaktata Pension Yojana?

Nishaktata Pension Yojana is the disability pension of the Jharkhand Building and Other Construction Workers Welfare Board (JBOCWWB), administered under the Department of Labour, Employment, Training and Skill Development. The scheme pays a registered construction worker who has been permanently incapacitated a pension of Rs 1,000 per month, together with a one-time grant of Rs 10,000.

The scheme, written in Hindi as निःशक्तता पेंशन योजना, exists because construction is among the most dangerous forms of work in the state, and because the workforce is almost entirely informal. A mason who falls from scaffolding, or a worker whose limbs are affected by paralysis, leprosy or tuberculosis, has no employer-funded sickness cover, no provident fund and usually no savings. The day the work stops, the income stops.

Nishaktata Pension Yojana is funded entirely by the state, out of the welfare cess levied on construction activity. The conditions the scheme names explicitly are paralysis, leprosy, tuberculosis, and accident, where these leave the worker permanently incapacitated. The threshold applied is a minimum of 40 per cent disability, certified by the competent medical authority.

Key facts

  • Rs 1,000 a month pension, credited by DBT.
  • Rs 10,000 as a one-time grant on sanction.
  • 40 per cent minimum certified disability.
  • Registration with JBOCWWB is compulsory before any claim.
  • Administered through the Shramadhan portal, shramadhan.jharkhand.gov.in.

Who is eligible for Nishaktata Pension Yojana?

A worker qualifies if:

  • The worker is registered with the Jharkhand Building and Other Construction Workers Welfare Board and holds a live labour card.
  • The annual contribution has been paid, so the registration has not lapsed.
  • The worker holds a disability certificate showing at least 40 per cent disability, issued by the competent medical authority.
  • The disability is permanent; commonly arising from paralysis, leprosy, tuberculosis or an accident.
  • The worker is a resident of, or domiciled in, Jharkhand.
  • The worker has the minimum period of construction work behind them that the board requires; reported practice is at least one year of construction work experience alongside the registration.

To register with the board at all, a worker must be aged 18 to 60 and must have worked at least 90 days as a building or construction worker in the preceding twelve months.

A worker cannot apply, or is not eligible, if:

  • The worker is not registered with JBOCWWB. The pension is a welfare board benefit, not a general public entitlement.
  • The labour card has lapsed because the contribution was not paid. Renew it first.
  • The certified disability is below 40 per cent.
  • The worker holds no certificate from the competent medical authority. A private doctor's letter is not accepted in place of the medical board's certificate.
  • The worker is not a building or construction worker, the board's remit covers construction trades under the BOCW Act, not every kind of manual work.
  • The worker is not resident or domiciled in Jharkhand.
  • The worker is already drawing the same disability pension from another state's welfare board, since the benefit cannot be drawn twice.

Note that Jharkhand also runs a general disability pension for all residents — Swami Vivekananda Nishakta Swavlamban Protsahan Yojana, at Rs 1,000 a month through the social security department. That one is not restricted to construction workers. The two schemes are administered separately, and a worker should check with the district office which of them applies, and whether both can be held together, before assuming an entitlement to two pensions.

How to apply for Nishaktata Pension Yojana

  1. Get the disability certificate. Attend the competent medical authority or District Medical Board at the sadar hospital for assessment. The certificate must record the disability percentage; nothing else in the process works without it.
  2. Confirm your welfare board registration is live. Log in to shramadhan.jharkhand.gov.in with your labour card number and check the contribution status. Pay any pending contribution before filing.
  3. Open the scheme list on the portal and select Nishaktata Pension Yojana from the welfare board schemes available to registered workers.
  4. Fill the claim form, entering the disability certificate number and percentage, and your bank account number and IFSC exactly as they appear in the passbook.
  5. Upload the documents; disability certificate, labour card, Aadhaar, bank passbook page, photograph and contribution receipt.
  6. Submit and save the application number from the confirmation screen.
  7. Or apply offline at the circle labour office through the Labour Enforcement Officer, or at the district labour office through the Labour Superintendent, carrying originals for verification and taking a dated acknowledgement.
  8. Wait for verification and sanction. The board verifies the certificate and the registration, then sanctions the Rs 10,000 one-time grant and starts the Rs 1,000 monthly credit.

How to check your claim and pension status

  1. Log in to shramadhan.jharkhand.gov.in and open the status page for your claim number.
  2. Visit the circle or district labour office with the acknowledgement receipt if the claim was filed offline. The Labour Superintendent's office holds the district's sanctioned pensioner list.
  3. Check your bank passbook for the monthly credit and for the one-time Rs 10,000. Update the passbook at the branch rather than relying on SMS.

Why claims get rejected, and how to fix them

  • Certificate below 40 per cent. The threshold is fixed. If the condition has worsened, ask the medical authority for reassessment.
  • Certificate from a private hospital. Only a certificate from the competent medical authority or District Medical Board is accepted.
  • Lapsed labour card. Pay the pending contribution to make the registration live, then file a fresh claim.
  • Registration too recent. The board expects a period of construction work and membership behind the claim; a card issued weeks earlier is likely to be queried.
  • Bank account not Aadhaar-seeded, so the monthly DBT credit fails and returns. Complete seeding at the branch.
  • Name mismatch between the labour card, Aadhaar, the disability certificate and the bank passbook. Correct all four so they read identically.
  • Disability recorded as temporary. The scheme targets permanent incapacity. A temporary assessment may be routed instead to the board's medical assistance scheme.

Key dates and how the payment runs

Nishaktata Pension Yojana has no application window and no last date. Applications are received through the year at the circle and district labour offices and on the Shramadhan portal, and sanctioned as verification completes. Once sanctioned, the Rs 10,000 one-time grant is released and the Rs 1,000 is credited monthly. The pension continues while the disability persists, which in practice means for life where the incapacity is permanent. The board can call for re-verification, and a beneficiary should report a change of bank account or address so the credit does not fail.

What else a disabled construction worker can claim

A worker who qualifies here is often eligible for other JBOCWWB benefits at the same time. Accident disability grants run up to Rs 5 lakh where the disability arises from a workplace accident, which is a far larger sum than the pension and should be claimed separately. The board also runs medical assistance, maternity assistance, education scholarships for workers' children, a tool kit grant of Rs 2,500, a safety kit grant of Rs 1,000 and Cycle Sahayata Yojana of Rs 3,500. Ask the Labour Enforcement Officer to list every scheme your labour card entitles you to rather than claiming one and stopping.

Where to complain

  • Labour Enforcement Officer at circle level, the first point of contact.
  • Labour Superintendent at the district labour office, for escalation.
  • Department of Labour, Employment, Training and Skill Development, Government of Jharkhand, for grievances the district does not resolve.

There is no fee for the claim. If anybody demands a cut of the Rs 10,000 grant or of the monthly pension, report it to the Labour Superintendent in writing.

Frequently asked questions

How much does Nishaktata Pension Yojana pay?

Nishaktata Pension Yojana pays Rs 1,000 per month as a pension, along with a one-time grant of Rs 10,000. Both are credited by Direct Benefit Transfer into the registered worker's own bank account.

What level of disability is required?

A minimum of 40 per cent certified disability is required. The scheme is aimed at workers permanently incapacitated by conditions such as paralysis, leprosy or tuberculosis, or by an accident, and the disability certificate from the competent medical authority is what the welfare board relies on.

Who cannot claim this pension?

Workers who are not registered with the Jharkhand Building and Other Construction Workers Welfare Board cannot claim it, and neither can workers whose registration has lapsed for non-payment of contribution. Applicants with less than 40 per cent certified disability, and people who are not building or construction workers in Jharkhand, are also not eligible.

Is this the same as Jharkhand's general disability pension?

No. Nishaktata Pension Yojana under JBOCWWB is only for registered construction workers and is funded from the construction cess. Jharkhand's general disability pension for all residents is Swami Vivekananda Nishakta Swavlamban Protsahan Yojana, run by the social security department, and the two are separate schemes with separate applications.

How long does the pension continue?

The pension continues while the disability persists, which for permanent incapacity means for life. Where a disability is assessed as temporary and the worker recovers, the board can review and stop the payment.

How do I register with the welfare board first?

Register on shramadhan.jharkhand.gov.in or at the circle labour office. You must be aged 18 to 60 and must have worked at least 90 days as a building or construction worker in the preceding twelve months. Registration is the precondition for this pension.

Where do I submit the claim?

Submit it online through shramadhan.jharkhand.gov.in, or offline to the Labour Enforcement Officer at circle level or the Labour Superintendent at district level. Carry the disability certificate in original for verification.

Is there a fee to apply?

No. There is no fee for the claim form or for filing the claim. The only payment a worker makes to the board is the annual contribution that keeps the registration live, paid against a receipt.
